1- Contexte

Fondée en 1933 à la demande d’Albert Einstein, l’International Rescue Committee (IRC) est l’un des plus importants organismes humanitaires au monde. L’IRC vient en aide, prévoit des mesures de réadaptation et apporte un appui en matière de reconstruction au lendemain d’un conflit aux victimes d’oppressions et de conflits violents. Présente dans plus de 40 pays, la mission d’IRC est d’aider les personnes dont les vies et les moyens de subsistance sont ébranlées par les conflits et les catastrophes à survivre, se relever et prendre en main leur avenir.

Face à une crise humanitaire croissante, l’IRC a des programmes d’urgences dans la région de l’Extrême-Nord du Cameroun, le Sud-Ouest, le Nord-Ouest avec le bureau de Coordination base a Yaoundé Les programmes prévus comprennent la santé environnementale, la sécurité alimentaire, l’éducation et la protection et autonomisation des femmes.

2- Zone d’intervention

Le chauffeur occasionnel est basé à Yaoundé avec des déplacements occasionnels vers les zones d’intervention du programme

3- Responsabilités

Sous la supervision directe du Sr Admin Officer, il aura pour taches:
Conduire avec courtoisie les travailleurs de IRC vers les destinations préalablement approuvées par le superviseur direct ;
Communiquer régulièrement ;
Pendant les heures du travail, avoir toujours en sa possession, le téléphone portable sous tension de manière à être toujours joignable ;
Respecter les destinations et les horaires des mouvements tels que approuvés par son superviseur ; informer son superviseur des cas de retard pouvant empêcher le respect de l’heure de retour et du trajet indiqués sur la fiche de sortie ;
Amener les passagers au départ à l’aéroport et aller à l’aéroport chercher les passagers à l’arrivées aux lieux et heures indiquées ;
Vérifier régulièrement le tableau de suivi des mouvements pour ne pas manquer de déposer ou de récupérer un ou des employé(s) en voyage ;
Respecter et assurer le respect des règles d’utilisation des véhicules de IRC en tout lieu et à tout moment (remplissage du carnet de bord, port de ceintures de sécurité, pas d’alcool, pas de drogue, pas de personnes/matériels étrangers à bord sans autorisation préalable) ;
Assurer les entretiens réguliers des véhicules et avertir le superviseur de toutes pannes ou suspicion de pannes ;
Vérifier le niveau de carburant et lubrifiants de manière à éviter les pannes sèches, remplir et signer la fiche de carburant à chaque carburation ;
S’assurer que tous les équipements/outils sont à bord du véhicule et que les pièces de rechange sont existantes ;
S’assurer que tous les documents administratifs relatifs à la mise en circulation des véhicules sont à jour, avertir le superviseur au moins trois semaines en avance en cas d’expiration desdits documents ;
Conduire et garer/stationner le véhicule de manière à le mettre en sécurité, éviter de prendre des routes peu sures du point de vue sécurité ;

Assurer la propriété interne et externe du véhicule en le lavant régulièrement ;
Assister les mécaniciens pendant la maintenance ou réparation du véhicule ;
S’assurer que la trousse de secours d’urgence est présente dans le véhicule et à jour ;
Accomplir toutes autres tâches supplémentaires requises par le superviseur.
A- Suivi

Écrire les rapports journaliers de déplacement (feedback écrit de retour de terrain)
Assurer que tous les documents financiers (liquidation des avances/ Enveloppe sécurité) seront complétés et soumis avec précision, comme demandé par les politiques de l’IRC.
B- General

S’engage à respecter l’IRC Way (Déontologie IRC).
S’engage à s’assurer de la mise en œuvre optimale de ces Politiques dans son cadre de travail.
Est disponible pour effectuer toute autre tâche ponctuelle jugée utile par son supérieur direct ou par l’IRC.
C- Autres fonctions

Assurer que toutes les activités seront mises en place en accordance avec les politiques opérationnels de l’IRC.
Autres tâches additionnels affecté par le superviseur.
Minimum Qualifications:

JOB SUMMARY

S/he will be responsible for managing and running the daily activities of the International Medical Corps health project in the area. Will oversee and manage the field team and health education team working in the area. She/he will also ensure that health activities are within the approved scope of deliverables and budget as well as ensuring that health interventions adhere to national and international standards.

MAIN TASKS AND RESPONSIBILITIES

Program Management

Work with the health senior management team to develop Health sector strategy for health programs in the area through identification of program/sector needs.

Assist the health senior management team in planning for proposals, conducting assessments.

Oversight of the health and community field team, PHCCs, and other service providers for the implementation of the assigned health activities to ensure that set goals and objectives are met.

Guide the health team to ensure regular collection of the data and documentation as per grant and reporting requirements.

Work with the central health team to ensure that all clinics are regularly reporting into the HIS, receiving appropriate training on humanitarian response including detection of Malnutrition, GBV/CMR, Vaccination, health education, outreach activities and health facilities needs are met

Work closely with the Community Health team to ensure that the community health program is well integrated with the health program at PHCCs and that community outreach activities are being conducted as planned

Conduct needs assessments on a regular basis, upon requested and in direct coordination with senior health management.

Work closely with medical team to ensure that diagnostic pre-approvals are compliant with the IMC medical guidelines

Follow up on all referrals from other stakeholders

Coordinate with the Logistics team to identify procurement and supply issues related to the health programs and support the identification of corrective actions

Follow up with pharmacists to ensure that clinic needs in terms of medication, medical supplies, and medical equipment’s, trainings and ventilation system for the pharmacy are met

Technical Oversight

Work with the field medical team to develop technical protocols and guidelines as needed

Develop training plan for health care workers including community health workers in coordination with the filed health team

Oversee technical quality of inputs, interventions and reports at field site level

Directly supervise assigned field health staff to ensure that country program interventions and project objectives are met in accordance to committed standards

Lead the health staff on medical facility assessments, data quality assurance, analysis and interpretation of data, disease surveillance, emergency preparedness, outbreak response and other relevant subjects related to program management in coordination with the MEAL department and health senior management team

Work closely with his/her subordinates to undertake ongoing assessments of population needs.

Provide support in collaboration with other departments in ensuring that all supported health facilities including medical mobile units are equipped and maintained according to the national and global standards 

Review and schedule site visits for monitoring and supervision to ensure quality of services, accurate data collection and verification of pharmaceuticals, supplies and equipment 

Take lead in ensuring that joint monitoring and supervisory visits are planned and executed with relevant government counterparts 

Administration and Finance

Ensure proper documentation for all contracts and payments for service providers in coordination with the senior health management team.

Prepare expenditure projections for each project activity along with expected targets making sure to update them on a regular basis

Review Budget vs. Actual expenditure for the health program at his/her respective area monthly with health senior management team and with finance team if needed

Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence

Staff Managment

Organize daily work schedule for the field team according to the agreed work plan, and assign task according to the priorities in implementation

Monitor the health team performance according to their assigned tasks and provide regular feed back to the senior health management team

Responsible for authorization of recruitment of field health staff and conduct the annual performance evaluation of the field team Coordination and Representation

Work closely with central health team in updating, and coordinating the health activities

At the regional level, represent IMC to UNHCR, other UN agencies, donors, health cluster, civil society organizations, and governmental authorities, as well as external visitors according to the request and guidance of the health senior management team

Attend working group meetings and coordination meetings where requested Reporting

Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall health program activities in the area.

Adhere to all of IMC’s policies and procedures, including Code of Conduct and Security SOPs Capacity Building

Responsible for planning, implementing, and overseeing training initiatives to improve the capacity of the field team in coordination with both field and central technical staff

Job Requirements
MINIMUM QUALIFICATIONS

Typically, a bachelor’s degree in nursing, Pharmacy, Medical Doctor or Health related field. An equivalent combination of relevant education and experience may be substituted as appropriate.

Master’s in public health or master’s in healthcare management is desirable

Project Development and Implementation

• Ensure the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC and CEmONC), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections.
• Collaborating with the medical doctor and /or nurse in the management of Sexual Violence cases
• Assessing the feasibility of referral of pregnant women from the TBAs to the OPD/MCH.

• Conduct normal deliveries independently. Ensure daily data quality on ANC, admission, delivery, PNC, family planning, OPD and discharge registration, proper documentation of referral cases, and strengthen linkages.
• Ensure nutritionally at-risk infant and their mothers also receive mental health and health promotion support (targeted to the infant developmental age) as part of an integrated approach to inpatient nutritional care and treating the infant and mother as one unit.
• Support mothers/wet nurse mothers in proper positioning, attachments, duration, and frequency of feeding, effective suckling as well as double suckling.
• Provide timely and accurate reports.

I. Institutional information

World Service is the humanitarian and development arm of LWF. We are a widely recognized, international, faith-based organization working in over 20 countries. LWF/World Service has been present in Cameroon since 2014 and primarily operates in three programmatic areas: Climate and resilient livelihoods, Protection and social cohesion, Quality services in four regions: East, Adamaoua, North, and Far North, with a representation office in Yaoundé in the Centre region.

LWF is also member of International Council of Voluntary Agencies (ICVA) Network, ICVA is Founded in 1962, is a global network of 180 non-governmental organizations (NGOs) active in 160 countries, operating at global, regional, national and local levels, whose mission is to make humanitarian action more principled and effective by working collectively and independently to influence policy and practice.

Based on 2030 Strategy, the ICVA Secretariat promotes and facilitates NGO engagement in the development of humanitarian sector, with a focus on Forced Displacement, Humanitarian Coordination, Humanitarian Financing, and cross cutting issues.

While historically based in Geneva, beginning in 2013 ICVA expanded its presence to Asia, Latin America, MENA and Africa aiming at:
• Ensuring closer proximity to its members in the regions.
• Expanding representation to regional or global humanitarian and political actors based in these regions.
• Developing stronger links between field realities and global policies.
• Strengthen the role of NGO Fora in regional and national-level humanitarian coordination and advocacy.

In May 2025, LWF signed a Global Hosting MoU with International Council of Voluntary Agencies (ICVA). The ICVA Regional Engagement Coordinator (REC) will be offered LWF Employment Contracts and be seconded to ICVA.

II. Place in the organization

Reporting to the ICVA Director of Engagement, the Regional Engagement Coordinator (REC) executes the ICVA strategy in the designated region as the extension of ICVA secretariat and works in support of the Heads of Forced Displacement, Humanitarian Coordination and Humanitarian Finance who will be their primary interlocutors. The REC is also expected to collaborate regularly with the other Regional Engagement Coordinators, the Head of Policy and Advocacy, the COO and the Operations Team.

The Regional Engagement Coordinator will also have a line to the Country Representative of LWF Cameroon-CAR for administrative and HR matters and will be expected to be an active part of the LWF team in Cameroon.

III. Objectives of the position
The REC supports the direction and focus of ICVA’s work in the region in the framework of the 2030 strategy and serves as the key connector between global humanitarian policy and advocacy processes with regional priorities, ensuring a continuous feedback loop between members working in the region and ICVA’s global representation initiatives. The REC works with a diverse membership and is responsible for engagement between ICVA, its members and partners in the focus areas, to strengthen principled and effective humanitarian action.

IV. Main Responsibilities/Tasks

Analyzing and explaining:
· Provide a regional contextualization of global humanitarian policy and advocacy processes to ensure the representation of local, national and regional perspectives in ICVA’s positioning, enabling a strengthening of the capacities of NGOs to engage in the humanitarian system.
· Producing, sharing and exchanging information, analyses and learning opportunities designed for members in the region.
· Ensure the production of bi-monthly regional updates, contribute to the Monthly Bulletin and maintain regional mailing lists for members.
· Support ICVA learning streams, ensuring they are tailored for the region, when necessary
· Support a multi-faceted NGO voice from the region to engage in key debates and decision-making forums in the region and at global levels that affect humanitarian action.
· Support the development of policy briefs, evidence-based documentation, and research to inform policy and advocacy debates.

Supporting members:
· Facilitate joint NGO statements, and collective advocacy on regional humanitarian related issues.
· Facilitate, organize and convene meetings, workshops, discussions and debates for members/NGO Fora in the region to exchange experiences and information, and ensure coherence, collaboration and NGO cross-fertilization.
· Collaborate with members and NGO fora to advance opportunities for principled and effective humanitarian action
· Develop and maintain relationships with ICVA’s members at the region and country-levels, including field travel where necessary.
· Support the implementation of ICVA’s membership strategy in the region.
· Facilitate document translation into the relevant local languages for access to members in the region.

Connecting with humanitarian stakeholders:
· Develop and maintain relationships with key stakeholders at the regional level, including UN agencies, donors, regional bodies, think tanks and other stakeholders.
· Lobby and advocate for NGO access to key humanitarian stakeholders, including multilateral partners, host Governments, donors, regional bodies and the private sector.
· Support NGO engagement with, and feedback to, UN agencies, Resident and Humanitarian Coordinators, International Financial Institutions (IFIs), and relevant regional bodies.
· Support access for ICVA members to NGO Fora and other NGO networks active in humanitarian operations in the region.
· When possible, support ICVA’s Network representation at various in-country and regional events, with the aim to share ICVA key messages and the advocacy priorities of NGO members.

Other:
· Participate in preparation and review of the annual priorities for the region based on the ICVA annual workplan.
· In collaboration with colleagues contribute to the design of project proposals.
· Working with and/or managing consultants as necessary
· Support overall logistical, administrative, and financial monitoring for regional initiatives, workshops, missions, and travel; oversee budgeting, expenditures, and related tasks while ensuring compliance with donor requirements and ICVA and LWF policies.
V. Profile
Required
· University degree in relevant field, such as humanitarian assistance, international relations, political science, or related academic field,
· at least 5 years of experience working in the humanitarian sector in a direct programme role. Preference will be given to candidates with direct experience working with National or Local NGOs.
· General knowledge of the international humanitarian sector including current humanitarian policy issues; specific knowledge of, and experience in, ICVAs Focus Areas is a significant asset.
· Knowledge of specific humanitarian issues in the relevant region, and political, humanitarian actors of relevance to the region.
· Experience working in coordination or networking roles, and/or providing advisory services in the humanitarian or NGO sector is desirable.

Competencies and skills:
· Understanding of ICVA’s mission and the value of NGO contributions to the humanitarian sector.
· Proven ability to work both autonomously and in a team
· Proven ability to work with competing deadlines, juggling different tasks in a flexible manner.
· Well-developed communication, presentation and representational skills appropriate for different audiences, including the ability to influence people.
· Ability to understand and communicate the implications of regional developments for ICVA team and members.
· Proficiency in French (speaking, reading, writing) is required.
· Fluent in English and excellent writing skills.

Missions du poste :

  • Participer aux Tâches de Supervision des opérations d’Hygiène
  • Participer aux opérations de traitement des eaux usées
  • Assister à l’élaboration et suivi des procédures normatives d’habitation et de Sécurité Industrielle.
  • Assister aux opérations et formalités de veilles Réglementaires
  • Faire le reporting de l’activité

Profil :

  • BAC+3 Minimum en Qualité, Hygiène, Sécurité et Environnement

Sous la hiérarchie de la Direction Commerciale et Marketing (DCM), le Chargé de la Communication a pour mission principale d’exécuter la politique communication sur le plan interne et externe de STARTIMES Media S.A à travers les différents médias. Le tout étant de vulgariser les informations sur les produits/services spécifiques, et améliorer la visibilité de l’entreprise.

Missions et responsabilités clés :

  • Définir et animer la politique de communication de l’entreprise ;
  • Mener l’exécution de la stratégie de communication interne et externe ;
  • Proposer à la Direction des supports de communication adaptés aux objectifs et cibles retenus ;
  • Rechercher des idées innovantes en matière de communication ;
  • Élaborer et gérer le budget communication du plan marketing annuel ;
  • Élaborer un budget de communication et l’appliquer ;
  • Veiller à la gestion des relations publiques et au réseau interne et externe de la communication ;
  • Veiller à sa bonne application dans les délais (campagnes, guide, site de l’entreprise, etc.) ;
  • Suivre et animer la politique Marketing ;
  • Assurer une communication globale homogène à travers divers canaux et supports ;
  • Assurer une veille concurrentielle ;
  • Réaliser la collecte, la gestion et l’analyse des données ;
  • Rechercher des publications nationale et internationales susceptibles de correspondre aux objectifs de développement de l’entreprise.

IFP-EH is committed to strengthening local organizations, professionalizing the nonprofit sector, and enhancing the quality and impact of responses in crisis or development contexts. In partnership with H2H Network, IHSA, and CPD, we are pleased to inform you that the Capacity Building Program for Local NGOs will officially start in August and will run until the end of October.

Selected organizations will be contacted in due time with the detailed schedule and participation guidelines.

Program Objective
This program aims to strengthen the strategic, technical, and operational capacities of local NGOs in order to:
• Structure their internal operations
• Improve their access to funding
• Develop relevant and sustainable projects
• Enhance their legitimacy and leadership at local and international levels
Targeted Organizations
We are looking for:
• Legally registered local NGOs or associations
• Active in fields such as humanitarian action, social services, health, gender, education, environment, rural development,digital.
• Have proven experience in humanitarian or social project implementation.
– Be active in at least one of the following regions: Littoral, West, South-West, North-West.
• Motivated to learn, structure their operations, and access funding
• Available for active participation over the 3-month program period

In addition to our Capacity Building Program for Local NGOs, we are pleased to inform you that we are also looking for organizations based in the Littoral, West, South-West, and North-West regions of Cameroon.

The goal is to identify and build a pool of civil society actors (associations, national NGOs, social enterprises, etc.) operating in these regions for potential future collaboration. This includes opportunities for joint project design, networking, and institutional, organizational, and technical capacity strengthening.
