Background
The crisis that affected the North West and South West regions of Cameroon has damaged public infrastructures, broken social cohesion and slowed down economic development. With the aim to resolve the crisis, the President of the Republic called for a Major National Dialogue, that brought together more than 600 participants from all 10 regions of the country. Third quarter of participants to the Dialogue came from the NWSW regions. The Head of State instructed the Prime Minister, Head of the Government to preside over the Major National Dialogue. Among other recommendations, the Major National Dialogue recommended the reconstruction of North West and South West regions.
The Government of Cameroon and UNDP collaborated to the formulation of the Presidential Plan for Reconstruction and Development (PPRD) of the North West and South West regions. The PPRD is a component of the National Development Plan 2020-2030 (post DSCE), aiming at reducing the effects of the socio-political and security crisis for the affected communities in the NW/SW regions. The PPRD feeds into the government efforts to resolve the current crisis. This initiative is complementary to other key reforms such as the establishment of a Special Status for the NW/SW regions.
Confronted with complex development challenges, the Government intends to emphasize on governance, economic recovery and crisis prevention in order to consolidate the peace process. Through the PPRD, the government aims at reinforcing the resilience and development of the populations in the affected regions of North West and South West. The Government envisages to restore social cohesion, provide livelihood opportunities and increase access to basic services for communities in the NW/SW regions. Finally, through the PPRD, the Government ambitions to bring about short and medium terms transformational changes.
The United Nations Development Programme is the implementing partner and fund manager of the PPRD. The program will be implemented through a dedicated accelerated execution modality over a period of 2 years. UNDP will build on its extensive experience to implement similar Recovery and Reconstruction large programs. The PPRD will consolidate peace in the NW/SW regions, by building capacity at national and local levels to address the underlying structural causes of vulnerability, marginalization and insecurity. To this end, the PPRD is articulated around 3 key pillars: social cohesion, rehabilitation of infrastructures for basic services and local economic revitalization.
In order to contribute to the implementation of the PPRD, UNDP Cameroon is looking for 3 (tree) individuals to act as the Operations Assistants of the Programme (One in Bamenda, One in Buea, One in Yaounde).
Duties and Responsibilities
Under the direct report of both the PPRD Project manager and Regional Coordinators, and the operational supervision of both PPRD Finance Analyst & Head of PMSU, and in close cooperation with UNDP Finance team, he/she will be responsible for the following tasks:

Implementation of operational and financial management strategies
Accounting and administrative support
PPRD cash management
Knowledge building and knowledge sharing
Ensures implementation of operational strategies focusing on achievement of the following results:

Full compliance of financial processes and financial records with UN/UNDP rules, regulations, policies and strategies.
Input to the PPRD Programme processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management.
Provides accounting and administrative support to the PPRD Programme focusing on achievement of the following results:

Proper control of the supporting documents for payments and financial reports for PPRD Programme, and preparation of all types of vouchers for PPRD Programme, PO vouchers; Pay Cycle and payment execution.
Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed.
Presentation of information on the status of financial resources as required.
Maintenance of the Accounts Receivables for Stabilization Project and recording of deposits in Atlas.
Management of cash receipts and petty cash.
Maintenance of the proper filing system for finance records and documents of the Stabilization Project.
Ensures efficient administrative, logistics and procurement support to the PPRD, focusing on achievement of the following results:

Organization and coordination of shipments and customs clearance
Organization of workshops, conferences, retreats
Ensure closely with UNDP Administration the support for protocol matters, registration of staff, coordination with local authority on space and other administrative matters.
Supervision of cleaning services.
Coordination of transportation services (vehicles of the office and projects), regular vehicle maintenance and insurance.
Checking and certifying of vehicle daily log and gas consumption, update and maintenance of vehicle history report.
Prompt reporting and investigation of cases of vehicle accidents, damage, loss or theft of items; update and maintenance of vehicle history report.
Research and retrieval of statistical data from internal and external sources; preparation of statistical charts, tables and reports.
Ensure closely with UNDP Procurement unit the support to procurement processes.
Ensures proper PPRD Programme cash management system functioning focusing on achievement of the following results:

Timely and accurate preparation of bank reconciliations.
Initiation of bank transfers and deals in Atlas.
Supports knowledge building and knowledge sharing in the PPRD Programme and CO focusing on achievement of the following results:

Participation in the trainings for the operations/ projects staff on Finance.
Contributions to knowledge networks and communities of practice.
IV. Impact of Results

The key results have an impact on the execution of the PPRD Programme financial services management in terms of quality and accuracy of work. Accurate data entry and presentation of financial information and a client-oriented approach enhances UNDP’s capability to effectively and efficiently manage financial resources.

Education:

Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems are required,
Experience with ERP financials, preferably PeopleSoft, desirable and will be an asset,
Working experience in Finance or accountancy with an international NGO, Organism, or UN will be an asset
Knowledge of IPSAS and/or IFRS desirable
Language Requirements:

The International Rescue Committee (IRC) responds to serious humanitarian crises around the world and helps victims survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, IRC provides relief and assistance to improve the living conditions of refugees forced to flee war or disaster. Operating in more than 40 countries and 22 cities in the United States, we restore safety, dignity and hope to millions of people who are far from home and suffering. IRC leads the way to better lives for these people.
IRC began operations in Cameroon in 2016. The Boko Haram-related violence in the far north of the country, which was affecting the population, was increasingly worrying. Assistance to displaced people extends to the far north; Mayo Sava, Mayo Tsanaga, Logone & Chari. Survival programmes are being offered to increase access to water, improve hygiene practices among both the displaced and the host population, provide for basic needs and ensure food security for poor families through cash distribution. The protection program, mainly WPE (Women Protection and Empowerment) and PRoL(Protection and Rule of Law) ensure the protection of the most vulnerable affected populations, including women and girls. Following the growing crises in the north-west and south-west regions of Cameroon, in August 2018 IRC expanded its operations in the south-west region and in 2019 to the North West region by providing humanitarian assistance for the survival of internally displaced populations. IRC field offices are located in Maroua and Kousseri in the far north, Buea in the south-west and Bamenda in the NW, and a representative office in Yaoundé itself.
IRC’s strategic action plan for 2020 commits IRC to continuing to provide essential humanitarian services, with an emphasis on community safety and ensuring that IRC will meet the basic needs of affected populations, while working on the resilience of beneficiaries, especially women and girls. IRC Cameroon is funded by European and American donors.
Women Protection Empowerment
Ongoing conflicts in the Extreme North, North-West and South-West regions of Cameroon have made women and girls particularly vulnerable due to the combined effects of socio-economic vulnerability and gender discrimination, obstacles to access to education and opportunities for socio-economic development, resulting in specific threats to them, such as increased risk of violence, including sexual and gender-based violence).
Over the past five years, the International Rescue Committee (IRC) has invested heavily in responding to and preventing gender-based violence and empowering women and girls to reduce risks. IRC began providing gender-based violence services in South West Camroon in 2018 in Fako, Meme and Ndian Divisions and plans to expand its services to other locations.
Position overview
The Manager of the Women’s Protection and Empowerment Program (WPE) will support the development, adaptation and monitoring of the implementation of quality services and ensure accountability to beneficiaries, to IRC and to the Donors through monitoring the quality of the services provided to the beneficiaries, quality reports and good resource management. The WPE program in South West Cameroon has 2 main components: (I) Responding to gender-based violence, which includes access to psychosocial support services and referral pathway; (II) Prevention through community awareness on GBV and services available and Assessments of the needs of women and girls in the intervention area.
The WPE manager will coordinate with other humanitarian actors in the field on the GBV aspects and inform the hierarchy to ensure that the programming is in line with the regional strategy as well as the humanitarian needs and the humanitarian response plan (HRP).
The manager’s work will mainly focus on: (1) Managing teams, (2) Planning and monitoring financial expenditures; (3) Representing the IRC in cluster meetings and coordinating with other humanitarian actors in the region; (5) Working closely with other internal programs, including support program;
(6) Monitoring project indicators and producing quality reports.
Key Responsibilities:
Technical Quality
Provide technical and administrative WPE emergency program in line with IRC best practices and policy;
Ensuring that the ethical and meaningful collection of data and information management systems is in place for appropriate program analysis, planning, evaluation, and advocacy with the M & E component of the WPE and Donors.
Staff development and supervision
• Maintain open and professional relationships with team members;
• Directly supervise the WPE team;
• Ensure the timely completion and monthly submission of records or schedules, revisions of trial periods and annual performance reviews;
• Assist in the recruitment of WPE staff
• Provide technical training for staff and refocus them on other ongoing capacity building opportunities
• Coordinate with the WPE Coordinator, FieldCo and other PROL, ERD and EH Managers including Supply Chain and Security Officer to plan staff movements in the field.
Validation of planning & implementation
• Responsible for the general implementation of field descent mission validations for the WPE teams;
• Work closely with the Operations departments of IRC, Finance, HR and Grants to ensure compliance with accepted requirements.
Partner Management
• Develop and maintain effective working relationships with local and INGO partners
• Advocate with partner agencies and other actors in the field to promote the delivery of better and inclusive quality of response services Protection and reduce the risks of women and girls;
• Coordinate with GBV Focal Points and all other GBV partners, especially child protection and protection programs, for joint field mission preparations and any necessary questions.
Coordination & representation
• Actively develop and maintain effective working relationships with key stakeholders, including donors, UN agencies, local and international NGOs, and other relevant actors in consultation with FieldCo, WPE Coordinators;
• Participate regularly in GBV sub- cluster and other meetings at the appropriate level to respond to IRC’s field priorities.
Program development
• Contribute to the development of the WPE, needs analysis and context in the SW/NW region,
• Contribute to project development activities (written project and budget) through planning and program plan with relevant field-based staff, to ensure that technical standards are considered prior to submission;
• Coordinate with other IRC programs (ERD, PROL and EH) to provide relevant inputs and support improved protection and empowerment of women and girls.
• Financial management
• Support the coordination of WPE in the monitoring and control of expenditures, the monthly planning of financial needs in connection with the financial department of IRC;
• In relation with the Program Coordinator, develop expenditure plans;
• Ensure that purchase authorizations (PRs) comply with the expenditure plan and budgets; check the coding before inserting them into the approval chain
Human Resource
• Keep a link between the team under his/her responsibility, the Technical Coordinator of the
• WPE Program and the Field Coordinator
• Provide active support to the technical team regarding the organization and conduct of their work, consistent with the priorities and schedules defined in teams and validated by the WPE Program Coordinator;
• Identification and reporting to FieldCo and WPE Coordinator of the team’s capacity building needs;
• Manage internal conflicts with the staffs;
• Provide regular technical support and guidance to staff under his supervision and partners.
Operations
• Work with the operations and logistics departments to ensure that the project is implemented according to the IRC procedures and in compliance with the security standards in place;
• Follow up the spending authorizations (RP) of the components under his/her responsibility, in collaboration with the WPE Officer. Ensure that requests are made in a timely manner, taking into account the time required for final approval.
Monitoring
• Develop and maintain effective supervision and quality control over the reporting system and procedures;
• Monitor and consolidate weekly collected information and reports on staff activities;
• Communication regarding the evolution of field activities, its challenges and difficulties in the implementation of the program between the partners and the coordination of the program.

Profil

Master’s Degree of Arts or Science in Social Science, Public Health, Humanities or other related field, desirable
At least three years’ experience in developing and managing protection programs in humanitarian contexts;
To be of Cameroon nationality;
Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment;

Background
Cameroon is a lower-middle income country situated in Central Africa, with a population of approximately 26.3 million people. The country is host to many different cultures, ethnicities and languages. The political and social development is rising concerns. Facing three major crises, one in the Far North, the CAR refugee crisis in the east and most recently in the anglophone Southwest and Northwest regions, stability in Cameroon is seriously challenged. This has been exuberated by the protracted instability in neighboring countries, such as crises in Central African Republic and Nigeria. According to Humanitarian Needs Overview (HNO) 2018, Cameroon hosts 91,000 Nigerian refugees and 236,000 IDPs and 59,000 returnees in the Far North region mainly due to the crisis.

The crisis in the Southwest and Northwest regions started in 2016 with barristers and teachers strike claiming common law system implementation and improvement of work conditions. From these social claims, the context shifted to political rights claims witch revamps previous and consistent claims of territorial autonomy and separation. The humanitarian situation in the two regions keeps worsening with more than 550 000 IDP to date and increasing number of causalities on the military side, non-state actors and civilian end as well. Many schools have been burnt[1] down leading schools in most of the regions to close and the whole education system has collapsed. Along the crisis, violence has seriously increased with the kidnapping of civilians, destruction of public infrastructures, attacks against security forces and exactions against civilians. Massive human rights violations and violations of IHL have been recorded and population is living under permanent threat from non-state actors and Cameroonian security forces. In order to manage the PPRD, UNDP Cameroon is looking for Two (02) individuals to act as Regional Coordinator in the SW and in the NW regions. The Regional Coordinator’s prime responsibility is to ensure that the project produces the results specified in the project document for each region, to the required standard of quality and within the specified constraints of time and cost.

Duties and Responsibilities
Under the direct authority of the UNDP Resident Representative, the supervision of the Deputy Resident Representative and the PPRD Project Manager (PPRDPM) and in close collaboration with Assistant Resident Representative (Governance and crisis Prevention), the Regional coordinator will run the day-to-day activities of each region. The regional coordinator is responsible of the activity’s implementation in the field.

The Regional Coordinator is responsible for the management, planning, implementation of the PPRD in the region under the supervision of the DRR and the PPRDPM:
Manage the direct implementation by planning of different steps of the implementation process, take timely decisions and actions to ensure results are achieved, while ensuring coherence between various programmatic components;
Draft baselines whenever possible, to allow for proper oversight and monitoring of regional results and programme impact;
Prepare and ensure the secretariat of the regional meetings of the Programme (Regional committees, clusters,), in support of the National Coordination, and make the necessary follow-up of the implementation of all the decisions taken;
Draft the regional work plans, activities, budgets, operational plans, tools and methodologies to ensure efficient project implementation;
Draft the progress reports and presentations and ensures quality financial and narrative reporting to concerned partners in line with pre-determined deadlines;
Provide programmatic and technical advice to the PPRDPM on the approach, based on identified needs. The Regional Coordinator will ensure that needs of different specific target groups, including women and youth as well as people with disabilities groups are taken into account;
Ensure linkages and integration of various pillars under the Programme whenever possible;
Ensures timely and adequate reporting against plans, including timely and articulate progress reports;
Identifies risks and challenges to the program and provides advice to the DRR and the PPRDPM on mitigation strategies;
Ensures appropriate levels of visibility and public awareness on results and ongoing activities;
Ensures that appropriate environmental and safety standards as well as due diligence are applied to the relevant activities in the program;

Building strategic partnerships
Maintain dialogue with regional partners and stakeholders to advocate, promote and advance organizational issues, priorities, interests and competencies for a successful Programme delivery.
Coordinate and collaborate with regional clients, partners and stakeholders to link and harmonize approaches and to promote common interests and achievement of results.

Overall Project management :
As PPRDRC, she/he will be responsible for the regional implementation of the programme activities.
Supervise and lead the regional programme unit team;
Manage the regional operations of the Programme namely: a) financial management of the Program by ensuring the integrity of the financial systems, the review of budgetary requirements in accordance with the rules and procedures of UNDP; b) human resources management: performance of team staff in order to promote better performance;
Enable regional partners to be more effective through working in collaboration with other humanitarian and development actors in accordance with the principle of partnership. The regional Coordinator (i) provides accountable leadership, facilitating all regional activities and maintaining a strategic vision; (ii) ensures regional coordination regarding the areas covered; (iii) is responsible for Drafting the regional action plan and monitoring of the implementation with the priorities outlined in the Programme document.
Liaise with the regional Follow-up Committee of the National Coordination to assure the overall direction of the activities at the regional level;
Identify and obtain any support and advice required for the management, planning and control of the activities at the regional level;
Engage with relevant regional counterparts to assess the situation of women affected by violent conflict, and especially sexual violence, and support the building of regional and local capacities for addressing the impact of conflict on women and youth;
Assist in building a regional network of partners and stakeholders to strengthen the incorporation of a conflict and peacebuilding-sensitive lens across all development programs and support the implementation conflict assessments in conjunction with other key regional actors (Regional Government representatives, UN agencies, NGOs, CBOs, traditional authorities, etc.);
Liaise with any regional suppliers and regional implementing partners.

M&E, Reporting and Communication:
Develop a draft of M&E regional online information system for measuring projects’ impact, and report on the progress;
Report on a regular basis on progress vis-à-vis a clear outline of regional duties and expected results on regular basis as well as work plans to relevant regional staff;
Preparation of various communication initiatives, including a monthly progress report, input to UNDP County Office newsletter and input to the UNDP cooperate website.

Required Skills and Experience
Education:
At least a Master degree preferably in Economics, Political or social Sciences, International relations, Development, Project Management, or other related areas or professional experience equivalent to the required level.

Experience:

• Minimum of 10 years of relevant work experience in institutional capacity building, early recovery, crisis prevention, peacebuilding and economic regeneration.
• Knowledge of 3*6 Methodology;
• Experience in project management preferably with UNDP
Work experience in crisis, post-conflict and/or humanitarian setting is an asset.

Language Requirements:

• Fluency in English and working knowledge of French are required
Use of local languages in the regions (pidgin; etc…) is desirable.

DESCRIPTIF DE LA FONCTION/MISSION

Le contrôleur financier est garant de la bonne tenue et de l’analyse de la comptabilité des activités qui lui sont assignées ; et est force de proposition quant à l’amélioration de la performance opérationnelle et du fonctionnement de la direction régionale.

Ci-dessous une liste non exhaustive des principales responsabilités du poste :

Comptabilité FCR :

  • Collecte, dans les délais requis, les éléments de comptabilité des projets et les justificatifs de dépenses correspondants ;
  • Réalise la comptabilité des projets : comptabilise les mouvements avec les bonnes imputations comptables et analytiques et effectue un contrôle qualitatif et exhaustif des justificatifs vérifiant y compris leur conformité avec la pratique comptable usuelle et avec les règles de la société ;
  • Saisit les flux et télécharge les documents justificatifs dans le WebFCR et transmet les comptabilités de projets au siège après éventuel contrôle du Contrôleur de Gestion de la Direction régionale ou de la personne désignée ;
  • Communique régulièrement avec les chefs de mission (et l’équipe en charge du projet) sur les flux constatés pour assurer une bonne compréhension du cadre de reporting et des modalités de comptabilisation des dépenses (cf. formulaire à renseigner par le chef de mission) ;
  • Supervise le processus de clôture FCR et alerte en cas d’évènements susceptible d’entraver le bon fonctionnement de la clôture ;
  • Classe, archive et conserve l’ensemble des documents comptables ;
  • Répond aux demandes spécifiques relevant de ses compétences du siège et de la Direction financière de la Direction régionale ;
  • Force de proposition pour l’amélioration des processus et des activités de la direction.
  • Etablissement des EAF, établissement du reporting TVA, revues fiscales et sociales etc

Assistance à la production des reportings et à l’analyse de la performance opérationnelle :

  • Participe au cycle de gestion (réalisé, forecast, budget) et en assure la fiabilité
  • Produit des analyses de variance entre les données du réalisé vs budget et forecast

Suivi du contrôle interne

  • Supervise et assure la mise en conformité de la Direction Régionale d’avec les règles de contrôle interne de l’entreprise ;
  • Organise pour le compte de la Direction Régionale, des testing en prélude aux audits sièges et aux contrôles périodiques ;
  • Assiste le Manager Financier dans la préparation des audits trimestriels de conformité ;
  • Assiste le Manager Financier dans la rédaction, la mise en place et la diffusion de procédures au sein de la Direction Régionale ;
  • Diffuse la culture du contrôle interne ainsi que les règles groupe au sein de la Direction ;
