Terms of Reference

In 2021, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) started implementing in Cameroon the project “Promotion of Economic and Social Participation of Internally Displaced Persons and the Host Population » on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).  The project’s target group is Internally Displaced Persons (IDPs) and vulnerable members of host communities. The project is being implemented in five communities in the West Region: Bafoussam 1er, Foumban, Dschang, Kouoptamo, and Mbouda. PESoP is, until now, based on two interrelated GIZ-implemented activity areas. Activity Area 1 aims to improve the economic participation of the target group through qualification and income-generating measures, such as cash-for-work, support measures for cooperatives, and the establishment and strengthening of MSMEs. The aim is to improve the economic situation of the target group quickly and across the board, especially women. Activity Area 2 aims to enhance social participation and social cohesion between the various target groups.
In 2023, GIZ and the United Nations High Commissioner for Refugees (UNHCR) joined forces to extend the ongoing PESoP by adding two new activities: 1) an additional activity area led by UNHCR aiming at producing socio-economic profiling of IDPs and host populations living in 5 municipalities of the West region, including GBV information (Activity Area 3) and 2) an additional output led by GIZ to identify and mitigate GBV in target communities (Activity Area 4).
In the context of PESoP, UNHCR will carry out the following: i) the enrollment, in collaboration with the government and local authorities, of all IDPs in five municipalities, estimated between 15,000 and 20,000 IDPs. ii) the socio-economic profiling of a representative sample of IDPs and host community members. The enrollment will mainly collect the biodata of IDPs and GBV information, and UNHCR will work closely with communities to ensure the implementation of a reliable, harmonized, and centralized information and data management system for IDPs in the West Region. These activities aim at providing an overview of IDPs’ and host communities’ Protection (including information on GBV), living conditions, challenges, opportunities, and changes over time. To support the implementation and coordinate related activities of this component of PESoP, UNHCR in Cameroon is now looking for a Project Coordinator.

The candidate will work under the general responsibility and direct supervision of the Head of Douala Sub Office. The incumbent will work closely with Programme and Protection colleagues in addition to Senior Management, UNHCR Economists, as well as with key external project stakeholders including GIZ, relevant sectoral administrations, INS, BUCREP,  BUNEC, decentralised local authorities, grassroots organisations, operational partners, among others.  

    All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity
The project coordinator will be responsible for the direct supervision of an economist/ statistician, a data analyst/ registration and all consultants and service providers involved in the project.
He/she/them will be responsible for the overall technical and operational implementation of the project in close consultation with the Head of the Douala Sub-Delegation and the heads of the relevant technical sections. He/she/ them will lead the development of relevant partnerships with sectoral administrations, decentralised local authorities, research institutions, service providers, the funding partner, and maintain strong relations with UNHCR’s constituents in the project area. He/she/ them will also ensure that the highest quality standards are applied in the implementation of the project.

Specifically, the Project Coordinator will:
1.    Ensure effective overall coordination of the project and ensure that the start-up phase, planning, implementation, monitoring and evaluation of the project are carried out in accordance with UNHCR policies and the PESOP project strategies.
2.    Establish and maintain an effective coordination platform for the profiling exercise and registration process, e.g. prepare Profiling Working Group meetings and share minutes with all profiling partners in a timely manner;
3.    Identify relevant stakeholders and partners and ensure their sustained buy-in throughout the profiling exercise and registration process
4.    Effectively manage the funds/budget and coordinate the human resources of the project, including recruitment, performance appraisal and capacity development of staff.
5.    Manage and oversee the ongoing training of project staff. This would include advice and support on the application of the project implementation methodology, results-based management, gender and inclusion
6.    Prepare periodic reports on the progress of the project and its results, focusing on the results framework agreed with the donor.
7.    Ensure that cross-cutting dimensions are taken into account and integrated into project analyses and activities, particularly gender considerations, impact on the environment and adaptation to climate change, as well as conflict dynamics.
8.    Mobilize the necessary expertise to provide technical advice to project stakeholders in the various associated technical areas, including registration, socio-economic analysis, production of statistics, while taking into account the gender dimension.
9.    Identify, guide, and support the development, implementation and evaluation of all project activities. This will require the development of strong partnerships with private and public sector actors, as well as social partners. It will also require missions to the project’s areas of intervention.
10.    Oversee and carry out the creating, updating, and adapting the project implementation tools, periodic reports, training reports…).
11.    Oversee the implementation of the data collection phase of the profiling exercise by:
a.    Overseeing the recruitment and training of enumerators and other relevant staff (e.g. team leaders, supervisors, administrative assistants);
b.    Overseeing the implementation of the data collection
12.    Develop and maintain relationships and coordinate with donors and projects with similar and/or complementary mandates and objectives to create synergies with other programmes and with a view to promoting UNHCR’s values, the project’s objectives and approach, and to identify opportunities to expand the project’s achievements.
13.    Represent UNHCR at meetings, seminars and project evaluations, as required.
14.    Perform any other duties as requested by the supervisor.

Relevant Job Experience

Essential
At least nine (9) years of relevant experience (project management, data collection, socioeconomics, social development…). Familiarity with working with councils, sectoral administrations, National Statistics Offices, development organisations and research institutions. In-depth knowledge of the processes involved in drawing up development plans. Experience working with partners, including host and donor Governments, humanitarian and development partners.

Desirable
Familiarity with displacement and development issues. Experience of working with the National Statistics Offices and private sector. Experience of working with synergies between the humanitarian-development nexus. Demonstrated skills and experience with quantitative data collection measuring welfare through socio-economic profiling. Demonstrated experience with analysis of large datasets. Ability to work independently with limited supervision and deliver high quality products. Demonstrated ability to think creatively, and to explore, harness and translate innovative concepts into relevant practical approaches for programming, policy, and advocacy purposes. Demonstrated knowledge of UNHCR and interagency policies, standards, programmes and operations. Professional experience in the target area would be an asset.

The data analyst/Registration will work under the general responsibility and direct supervision of the project coordinator. The incumbent will work closely with Programme and Protection colleagues in addition to Senior Management, and UNHCR DIMA Yaounde, as well as with key external project stakeholders, including GIZ, relevant sectoral administrations, INS, BUCREP, BUNEC, decentralized local authorities, grassroots organizations, operational partners, among others.  

The candidate will be responsible for the setup and implementation of registration products of all IDPs in the five communities:

–    Provide technical assistance and capacity building to the PESoP team for the development of data collection tools within the objectives of the project, including support for the identification of needs, assessment of data sources, planning and implementation of surveys in line with the latest data analysis good practice.
–    Lead the design and implementation of the IDP registration in the five communities in collaboration with local authorities and with the PESOP Technical working group.
–    Lead the development of the methodology and data collection tools for the enrolment of the IDPs, including the facilitation of technical development workshops.
–    Participate in the development of the methodology and data collection tools, as well as in the analysis of the profiling exercise.
–    Lead the training of enumerators.
–    Initiate, coordinate and ensure the collection, evaluation, processing, production and analysis of data presented in the form of graphs, tables, curves,infographics, etc.  
–    Ensure the quality of the data collected, in particular its accuracy, consistency and comparability.
–    Supervise and coordinate the creation of a database.
–    Support the preparation and presentation of survey reports.
–    Promote co-operation and liaise with other related areas within the organisation and with national and international statistical agencies.
–    To carry out other relevant duties as requested.

The Social /Case Worker will be responsible for supervising the activities of Community Volunteers and liaising between the Communities, Case Management Officer, Child Protection in Emergencies Officer and Project Coordinator.

You will also provide regular reports on program activities for your zone of intervention on weekly/monthly basis to your supervisor, while being responsible for consolidating and monitoring data for the said jurisdiction.

 

As Social/Case Worker, you will be providing support to Community Volunteers by making referrals to local protection agencies in case concerns are raised about beneficiaries and/or other humanitarian actors. It will also be your duty to approve any referrals made, while ensuring that data is collected and consolidated as required.

 

The Individual/About You:

As a holder of atleast a Bachelor’s Degree or its equivalence, acquired knowledge in international child protection standards and protection principles remains vital. With you having at least two (02) years of experience in Social/Case related duties or even in community development, your ability to speak English and Pidgin English alongide the local language of the assigned zone will also be an advantage.

 

     As the Social/Case Worker, you should be able to work/interact with vulnerable persons, maintain a commitment to child protection, gender equality and participation. You should also prove your skills in participatory assessments, recreational activities, informal education, life skills training and sensitization on child & adolescent protection and prevention of GBV.

     If the aforementioned are combined with your competence in working with survivors of abuse and vulnerable persons in general, it will be a great asset to meet the objectives of this role.

IRC’s Technical Excellence (TE) group, located within the Crisis Response, Recovery and Development (CRRD) Department, provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice.

IRC’s Technical Excellence team is comprised of five teams or sector “Units” which have deep expertise in their respective fields: Education, Economic Wellbeing, Governance, Health, and Violence Prevention and Response, as well as teams which provide measurement and finance/grant management support. Technical teams are also matrixed with a team that focuses on the quality and content of cross-sectoral programming in emergency responses.

IRC’s Technical Excellence teams offer five core services to IRC country programs and the wider organization:

1. Program Design: We support country and regional teams to design state of the art programming, incorporating the best available evidence, cost data, and expertise of what has worked elsewhere, with the knowledge that country teams, partner organizations and our clients bring to the table.

2. Quality Assurance: We partner with our measurement teams to design and drive the use of indicators to measure progress towards outcomes; we partner with regional and country teams to review program delivery progress and help address implementation challenges and adapt interventions to changed circumstances.

3. Business Development: We partner within and outside the IRC to design winning bids and identify winning consortia; we deploy technical expertise in public events and private meetings to position IRC as a partner of choice.

4. Research & Learning: We partner with our research lab to design cutting edge research to fill evidence gaps, and with country teams to learn from implementation such that we continuously improve our future design and delivery.

5. External Influence: We showcase the IRC’s programs, technical insights and learning in order to influence and improve the humanitarian sector’s policy and practice.

Technical Excellence is currently going through a change process called « Regional and Technical Alignment. » We are doing this to ensure that the impact of our programs and the influence of our ideas create meaningful change for people affected by crisis. This next phase of IRC’s commitment to program quality will more deliberately resource and link global thought leadership with practice on the ground. Updated Technical Unit structures will have new roles with clearer mandates. The Regional Lead is a new leadership role introduced by this change process.

Health Unit

IRC’s health programs comprise the largest proportion of its overall program budget and are essential to both IRC emergency response and long-term programming worldwide. 

The Health Technical Unit is a dynamic team of more than 70 professionals in Primary Health Care, Sexual and Reproductive Health, Nutrition, Mental and Environmental Health. They provide IRC’s 40 plus country offices and emergency response team with world class technical expertise, capacity building and a cross-country view of what works to achieve outcomes in terms of both evidence and practical experience. Central Africa Regional Overview:

Job Overview 

Health Unit Central Africa Regional Lead provides coherence and direction to the provision of technical support for Health Unit in the Central Africa Region. As a member of both the regional team and the technical unit Leadership team, the Regional Lead has accountability for technical quality and responsibility for assuring the advice from Technical Advisors is taken into appropriate action by the country office.

The Health Unit Regional Lead (RL) will lead a highly effective, strategic Health Unit regional team to ensure the Central Africa Region has high quality, sound technical support needed to deliver on global program goals and effectively serve our clients. The role will serve as a functional leader, advisor, and a thought partner to both TU leadership and Regional leadership, with a particular focus on leading the operationalization of outcome strategies in Central Africa region, multi-sector and sub-sector program integration, evidence-based design, business development, and quality assurance for high-impact and scale strategic projects. The Regional Lead will coordinate across individuals and projects, ensuring clear priorities are set and communicated, and navigating the challenges inherent in being an advisory function. They will be an excellent people manager, with great team building/animation skills, able to help technical staff succeed and grow in their careers. The Regional Lead will invest deeply in understanding the context and dynamics of the country and regional teams and the challenges they face. They will ensure coherent ways of working within and across the regional technical team, as well as within the wider Health Unit, to align high quality technical support with the operational realities of the country offices. By doing so, the Regional Lead will ensure high quality programming across the Health practice areas in Central Africa region, high quality coordination and partnership with regional teams, effective team performance, and efficiency and impact of technical excellence service offering to the Central Africa region and country programs. 

Major Responsibilities 

Functional Leadership, Coordination, and Implementation Support:

• Provide technical leadership across the region, including by contextualizing the Health Outcome Strategy at the regional level in partnership with Technical Advisors, DRDs, + DDPs and in line with Country Program Strategic Action Plans

• Promote programming coherence and strategic direction of the Health programming portfolio including identifying opportunities for intra and cross-sectoral integration

• Closely coordinate with Global Practice Leads and HQ functions to facilitate translation of global standards to the region and of country-generated innovation and learning to global practice 

• Support regional Technical Advisors to address implementation bottlenecks and critical quality concerns in the region’s programming portfolio, in partnership with the Deputy Regional Director

• Increase quality of technical collaboration across the region by fostering cross-regional dialogue with other regional technical teams

• Provide technical oversight of regional strategic projects as appropriate and/or budgeted, escalating quality assurance challenges as needed

• Lead and line manage a high performing team of Health regional Technical Advisors, to design and support Health programming across the region, and generate evidence and learning for local and global strategies

• Work closely with Regional and CRRD HQ People & Culture colleagues to devise strategies of attracting, onboarding, developing, and nurturing diverse regional technical staff at the Advisor and Coordinator levels, and ensuring an inclusive work environment.  In collaboration with the DRD, Regional and CRRD HQ P&C, and Global Practice Leads, plan and implement professional development for staff ensuring targeted learning.

Program Design and Business Development

• Provide technical leadership and oversight to region-led (multi-country) business development, as well as particularly large single-country opportunities, together with the Technical Advisors, Global Practice Leads and others as relevant.

• Support and promote technical and programmatic innovation in the region, based on technically-sound and contextually-grounded creativity and/or insights

• Collaborate with other technical area Regional Leads and Technical Advisors to promote regional uptake of solutions that are proven to increase scale and deepen impact, with close attention to where integrated programming would multiply efficacy and efficiency

• Work with Deputy Regional Directors, Directors of Awards Management and Deputy Directors of Programs for country programs to understand the region’s donors for the Health sector, the donors’ priorities in the region, and the regional funding priorities of Country Programs for Health Outcome area

• Support regional donor engagement to deepen donor understanding of IRC’s work the region, strategically foster and develop new donor relationships in close coordination with the regional team, and support the development of regional business development opportunities

• Support the development and growth of strategic partnerships with mission-aligned organizations at the regional level who share commitments towards scale and impact and have complementary areas of expertise for collaboration towards delivering better outcomes for clients

• Accountable for coordinating across expert staff to better integrate cross-cutting issues into Health programs (e.g., gender equality, diversity and inclusion, climate adaptation, etc.).

• Lift up program learning for sharing across the region and to inform global strategic direction of (relevant) Global Practice Areas

• Facilitate interpretation and use of sector data in regional learning routines and put in place routines and accountability mechanisms to encourage uptake of data-driven recommendations made by TAs

• Collaborate with Regional Measurement Advisors to ensure that Regional Technical Advisors support good MEAL practice for Health programming in Central Africa including the use of high-quality indicators, the use of IRC standard data tools, and the inclusion of MEAL activities in project plans

External Influence and Representation

• Engage in regional sector coordination groups and bilateral relationships as appropriate, to represent IRC and support priority policy and practice shifts

• Support regions in addressing policy & practice shifts needed to enable program impact and scale

    In a spirit of excellence, integrity, and dedication, the Finance Department is committed to providing
    timely, accurate, clear and complete information, and support for Conservation Department’s

    Major Functions:
    The Finance intern is responsible for providing financial and operational support to the Programme
    by performing general accounting functions primarily, encoding transactions in Oracle Light,
    analyzing the staff and partner Advances, payments to staff and third parties. The incumbent will
    also participate in the preparation of financial reports, filling of vouchers & financial reports and
    provision of assistance on other accounting and Administrative related functions.
    Major Duties and Responsibilities:
  • Process payments and journal vouchers based on approved payment request, statement of
    account, invoices, Purchase Orders, etc. through the accounting software (Oracle Light) on time
    and in accordance with the Field Operations Manual and respective donor requirements.
  • Prepare petty chase reconciliations and conduct analysis of general ledger balance sheet
    accounts like staff advances, advances to partners, staff loans and inter-office transactions and
    ensures that correct entries are posted to zero out these accounts;
  • Refresh the GL of projects and Noetix reports for various reports and monthly analysis
  • Verify, and process employee expense claims reviewing rule for employee compliance;
  • Contribute to establish a good system for archiving accounting documents and all other
    administrative documents.

Education:

Secondary Education with a valid driver’s license is required.

Have a good knowledge of automobile mechanics (will be considered an asset).

Experience:

  • Une lettre de motivation;
  • Un CV selon le format EUROPASS (https://europass.cedefop.europa.eu );

La procédure

Après l’expiration du délai de dépôt des candidatures, celles-ci seront examinées par un comité de sélection mis en place à cet effet.

  1. Le comité de sélection établira une liste restreinte de candidats jugés les plus aptes à occuper le poste, sur la base de critères fournis dans l’avis de vacance et la description de poste (« Critères de sélection » ci-dessus).
  2. Les candidats présélectionnés (un maximum de 15 candidats ayant eu le plus haut score aux critères de présélection) seront invités à participer à une épreuve écrite.
  3. A l’issue de cette étape, les meilleurs candidats (un maximum de 5 candidats ayant obtenu les meilleurs résultats à l’épreuve écrite), seront invités à participer à un entretien.

A ce stade, le comité de sélection évaluera l’aptitude des candidats à occuper le poste.

Le Manager Sécurité est membre du département logistique et de sécurité. Sous la
supervision du Chef de Mission, le Coordinateur Sécurité a comme tâche principale de
garantir la sécurité de tout le personnel, des activités et des biens de INTERSOS au
Cameroun.
Il sera chargé d’appuyer la mise en œuvre de toutes les procédures de sécurité et de sûreté
de la mission INTERSOS, de s’informer sur le contexte, donner des conseils en matière
d’accès humanitaire et rédiger des rapports d’analyse, ainsi que de développer et de
maintenir des relations appropriées et efficaces avec les différents partenaires et les
autorités.
Missions et Responsabilités
• Suivre et analyser le contexte du pays, en particulier les zones concernées par les
programmes et la présence des équipes de INTERSOS ainsi que les sujets pouvant
avoir un impact sur les activités et l’accès des équipes auprès des bénéficiaires
• Rédiger et mettre en œuvre des politiques, des protocoles et des procédures
d’accès et de sécurité réduisant ainsi les risques posés aux programmes (y compris
les bénéficiaires), au personnel et aux actifs d’INTERSOS
• Rapporter de manière quotidienne à sa hiérarchie concernant l’évolution du contexte
• Analyser la vulnérabilité et les possibilités d’accès de l’organisation vis-à-vis de
zones particulières (potentielles nouvelles zones d’interventions, zones
d’évaluations par exemple) sur demande de sa hiérarchie
• Coordonner et s’assurer de l’écriture de rapports d’incidents lors d’accidents et les
transmettre a’ qui de droit
• S’assurer que la gestion des risques de sécurité est conforme aux normes, principes
et procédures de l’organisation
• Établir et maintenir un réseau d’information actif, qui comprend l’INSO, les ONGI,
les agences UN et d’autres acteurs nationaux et internationaux de la sécurité pour
obtenir des informations crédibles et pertinentes sur la sécurité
• Assurer la liaison et coordination avec la police, les forces de sécurité et les autres
parties prenantes, au besoin
• Mettre à jour régulièrement et effectuer le suivi du Plan de sécurité et s’assurer de
sa conformité avec les règles sécuritaires INTERSOS
• Proposer, définir et écrire de nouvelles SOP en cas de besoin sur la mission
• Effectuer des visites régulières sur les zones d’intervention et de présence de
INTERSOS pour vérifier la connaissance, la mise en application et la validité des
SOP
• En collaboration avec les collègues du département logistique, s’assurer de la bonne
utilisation, du fonctionnement, de la mise à jour des matériels de sécurité (malles de
sécurité, safe-rooms…) ainsi que la sureté des bâtiments et des espaces
• Corriger les éventuels problèmes (explication-formation aux personnels, mise en
application, propositions de changement ou d’amélioration des SOP…) et rapporter
à sa hiérarchie sur l’état de la sécurité sur les bases
• Briefer tous les nouveaux personnels (locaux et expatriés) sur les règles de sécurité
et le contexte d’intervention, et leur fournir les documents essentiels en fonction des
rôles et besoins de chacun
• Former ou organiser des formations auprès des personnels concernant la gestion
de la sécurité, l’utilisation des moyens de communication, des règles de sécurité ou
de tout autre support pouvant améliorer la sécurité de la mission
• Rester disponible auprès des personnels en cas de demande de support liée au
contexte ou à la sécurité et être proactif en cas de besoin identifié
• Rappeler les règles de sécurité auprès des personnels à chaque fois que cela
s’avère nécessaire
• Organiser des exercices de sécurité (security drills) pour améliorer la capacité des
équipes à faire face aux situations d’urgence
• Suivre et sécuriser les mouvements des personnels sur le terrain
• Fournir à la mission INTERSOS des informations de sécurité opportunes et
crédibles et soutenir l’analyse du contexte et de la situation de sécurité locale par le
biais d’alertes d’incidents quotidiennes, de listes d’incidents hebdomadaires et de
rapports analytiques bihebdomadaires.
Fournir des directives, des outils et un suivi du plan d’action en coordination avec le chef
de mission et les bureaux géographiques.
Exigences du poste
Education

 Diplôme universitaire dans une spécialisation connexe en
droit, développements et sécurité internationale ou dans une
discipline apparentée
Expériences
professionnelles

• Au moins 4 ans d’expérience dans un poste similaire
• Expérience avérée avec une OING ou une ONG
• Connaissance et expérience de travail avec les autorités et
les partenaires externes
Langage
• Maîtrise de l’anglais formel écrit et oral
• Bonnes compétences rédactionnelles
• Maîtrise de l’anglais
Connaissances
IT • Suite Microsoft Office (Word, Excel, Outlook),
• Navigateurs Web grand public (Google Chrome, Microsoft
Edge, Mozilla Firefox)
