Contexte général
Le projet NutriVax-Malaria a pour objectif d’évaluer si une stratégie innovante associant une délivrance du vaccin contre le paludisme et une supplémentation nutritionnelle préventive de masse (SQ-LNS) permet d’augmenter la couverture et l’efficacité vaccinale chez les enfants de 6 à 12 mois, par rapport à la vaccination antipaludique simple, dans une région située à l’extrême Nord du Cameroun (district de Mokolo). Ce projet est coordonné par l’ONG The Allianz for International Medical Action (ALIMA), et implique un consortium incluant différent partenaires : l’équipe Global Health in the Global South (GHiGS) du centre de recherche Bordeaux Population Health / IRD (EMR 271) / Inserm (U1219) à l’université de Bordeaux (France), le Centre Pasteur du Cameroun (CPC), l’équipe « Sciences Économiques & Sociales de la Santé et Traitement de l’Information Médicale » (SESSTIM) / IRD (UMR 1252) à l’université Aix-Marseille (France), et le centre de recherche PAC-CI en Côte d’Ivoire.

Missions principales
Le ou la responsable recherche terrain sera chargé(e) de coordonner sur le terrain la mise en œuvre et le bon déroulement de l’essai clinique randomisé et des études annexes jusqu’à son terme.
Il/elle travaillera sous la direction de Pr EBOUMBOU MOUKOKKO Carole (co-investigatrice principale du projet), enseignante chercheuse à la Faculté de Médecine et des Sciences Pharmaceutiques à l’Université de Douala et Chercheure associée au CPC ainsi qu’en collaboration avec Dr Lawrence Ayong (investigateur associé, basé au CPC), des chercheurs du centre de recherche Bordeaux Population Health, investigateurs associés du projet et l’ensemble de l’équipe opérationnelle d’ALIMA (médicale, logistique, administrative). Le ou la responsable recherche terrain sera sous la responsabilité sécuritaire du projet opérationnelle Mokolo de l’ONG ALIMA sur le site de l’étude.

1. Préparation et mise en œuvre de l’étude au Cameroun
• Assurer la préparation de l’étude au niveau communautaire et des centres de santé.
• Participer au développement du protocole notamment la partie analyses biologiques et circuit des échantillons.
• Organiser et assurer le recrutement de l’équipe de recherche.
• Organiser le plan de formation des intervenants de l’étude.

•Travailler avec la cheffe de projet scientifique (basée dans l’équipe GHiGS à Bordeaux) pour fournir les formations nécessaires : application du protocole, respect des procédures de recherche, mise en œuvre et suivi de la collecte de données, utilisation des outils de monitoring, etc.
• Participer au développement des outils de collecte et de suivi, des algorithmes et des procédures d’étude avec le gestionnaire de projet scientifique.
• Participer aux tests et au développement des applications.
• Garantir le respect du calendrier global de l’étude.

• Organiser la collecte, le transfert et le contrôle des données.
• Veiller au respect des aspects réglementaires et éthiques (consentement, notices d’information, confidentialité des données).
• Mettre en place un comité de suivi national incluant les représentants des principaux organismes travaillant dans la lutte contre le paludisme et la nutrition ainsi que des nations unies
• Mettre en place un Community Advisory Board à Mokolo avec toutes les parties prenantes au projet
• Assurer la communication avec l’équipe de recherche internationale et la mission humanitaire de l’ONG ALIMA

2. Suivi de l’étude
• Coordonner l’équipe de recherche (n=17 agents) et assurer la liaison avec les autres départements d’ALIMA (logistique, administratif et médical) pour une intégration fluide des activités de recherche dans le projet global.
• Garantir le respect du protocole, des procédures et des Bonnes Pratiques Cliniques (BPC).
• Organiser et superviser les visites de site.
• Organiser et superviser les visites à domicile des enfants inclus dans la cohorte.
• Organiser et superviser le système de surveillance des fièvres avec les relais communautaires (n=120)

• Contribuer et veiller à la mutualisation des ressources matérielles, médicales et humaines déployées.
• Collaborer avec le département logistique pour garantir que les équipements de bureau, les supports de collecte, le matériel informatique et le réseau internet soient opérationnels.
• Superviser la gestion de l’information (collecte, saisie, analyse, diffusion, archivage) en lien avec PACCI.
• Suivre la résolution des requêtes (queries) envoyées par l’ARC international.
• Assurer l’analyse et la gestion budgétaire des activités de recherche, en collaboration avec le département administratif et financier.
• Organiser et animer les réunions du comité de suivi de national et le community advisory board.

3. Reporting et représentation
• Rédiger les rapports d’avancement de l’étude et du suivi national.
• Appuyer le responsable reporting dans la rédaction des rapports et des propositions de projets (rapports intermédiaires pour les bailleurs).
• Assurer une communication fluide avec les co-investigateurs nationaux et les autorités locales.
• Participer à la valorisation scientifique interne et externe (représentants communautaires, Ministère de la Santé, comités consultatifs scientifiques).

4. Appui à la mise en œuvre des études ancillaires
• Appuyer la coordination de la collecte de données pour les volets acceptabilité/faisabilité et cout-efficacité en lien avec l’équipe de l’INSERM et du SESSTIM à l’IRD.

Profil recherché
Formation
• Formation médicale exigée : Diplôme en Médecine, Pharmacie ou Infirmier d’État.
• Doctorat en Santé publique ou Master (Bac+5) en Épidémiologie ou en Gestion de Projets Internationaux/Santé Publique sont un atout.

Expérience professionnelle
• Expérience confirmée en projet de recherche et mise en œuvre d’essais clinique randomisé.
• Une expérience préalable dans un programme de supplémentation SQ-LNS est un atout.
• Expérience préalable à un poste équivalent au sein d’une ONG internationale.
• Expérience en contextes de sécurité dégradés et contextes d’urgence.
• Capacité à analyser le contexte et à comprendre les enjeux médicaux et humanitaires.
• Aptitude à identifier et anticiper les problèmes et les risques.
• Maîtrise de l’organisation des rôles et de la délégation de tâches.

CONTEXTE
Dans le cadre de la mise en œuvre de la Convention de 2005 sur la protection et la promotion de la diversité des expressions culturelles, le Cameroun bénéficie d’un nouveau projet intitulé CineLab: Igniting digital innovation and policy reform in the film industry in Cameroon, soutenu par le Fonds en dépôt coréen (KFIT). Initié dans le cadre du Programme UNESCO-KFIT « Laboratoire de créativité numérique », le projet vise à accompagner la réforme du cadre réglementaire du cinéma par l’élaboration d’un code du cinéma moderne, aligné sur les enjeux du numérique et les standards internationaux. En combinant réforme et renforcement des capacités, CineLab ambitionne de dynamiser la création audiovisuelle camerounaise et de favoriser une meilleure intégration dans les circuits internationaux conformément à la Feuille de route ouverte pour la mise en œuvre de la Convention de 2005 dans l’environnement numérique. Ce processus repose sur une démarche participative impliquant les autorités publiques, les professionnels du secteur et la société civile.

Afin d’apporter une expertise de haut niveau à ce processus, il est prévu le recrutement d’un consultant international spécialisé en politiques cinématographiques et en régulation du numérique. Le/la consultant(e) devra appuyer techniquement et méthodologiquement l’élaboration d’un code du cinéma camerounais adapté à l’ère numérique, tout en facilitant les processus participatifs menant à sa validation. Le consultant international travaillera en étroite collaboration avec le Ministère des Arts et de la Culture, un consultant national et l’UNESCO.

TÂCHES
Sous l’autorité générale du Directeur régional de l’UNESCO pour l’Afrique centrale et sous la supervision directe du Spécialiste et Chef du Secteur de la Culture en Afrique centrale, le/la consultant(e) expert(e) international(e) en élaboration du code du cinéma à l’ère numérique assurera les tâches ci-après :

Analyse et cadrage du futur code du cinéma :

Examiner les textes existants et les rapports de consultations nationales préalables ;
Réaliser une analyse comparative (benchmarking) des meilleures pratiques législatives cinématographiques (en Afrique et à l’international) dans l’optique des échanges avec la partie nationale ;

Proposer une note de cadrage en vue de la préparation du code du cinéma.
Appui à la concertation et facilitation des consultations et de la co-construction avec l’équipe nationale de rédaction du code (mission présentielle de 4 jours au Cameroun incluse) :

Co-concevoir et co-animer les ateliers de consultation avec les parties prenantes ;
Favoriser le consensus autour des propositions réglementaires ;
Garantir l’alignement avec les standards internationaux en lien avec la Feuille de route ouverte pour la mise en œuvre de la Convention de 2005 dans l’environnement numérique et les bonnes pratiques internationales ;


Élaborer une note stratégique de plaidoyer destinées aux décideurs politiques et parlementaires et devant faciliter l’adoption du nouveau code proposé ;
Proposer des recommandations pour la mise en œuvre du nouveau cadre réglementaire.

Une note méthodologique et un chronogramme de travail validés ;

QUALIFICATIONS REQUISES
FORMATION

Diplôme universitaire supérieur (Master ou Doctorat) en droit du cinéma / audiovisuel, droit du numérique, politiques culturelles, économie de la culture ou domaines connexes.

EXPÉRIENCE PROFESSIONNELLE

Minimum 7 années d’expérience dans le domaine de la régulation du cinéma et du numérique. Une ou des expériences en Afrique sub-saharienne seraient un atout ;
Expérience avérée dans la rédaction de textes normatifs dans le secteur de la culture et en particulier dans le domaine et cinéma et du numérique ;

Expérience dans des processus consultatifs et participatifs multi-acteurs complexes
Expérience avec des organisations internationales ;
Expérience professionnelle au sein du système des Nations Unies et/ou dans les domaines des relations internationales, de la diplomatie, de la coopération multilatérale et du développement.

Job Overview
The Country Counsel is an intermediate level position responsible for providing legal counsel and support to aligned countries/geographies of responsibility. The overall objective of this role is to provide legal support, advice, and guidance across a broad range of practice areas, with respect to the local laws and regulations of the country or countries for which the Country General Counsel Group Manager is responsible.

Responsibilities:

In coordination with the Country Counsel team, provides legal advice and support to Country Business Management on legal, control function and regulatory matters associated with Citi’s business activities and legal entities in the countries covered; ensures that Citi is appropriately addressing legal, regulatory, franchise and reputational risks in these countries
Supports strategic initiatives of the businesses and functions in countries covered by providing Citi Country Officers with guidance and interpretations of relevant laws, rules, regulations, and industry practices, and advising business management on legal matters impacting the business


Coordinates provision of internal and external legal support to Citi’s local businesses in Cameroon working closely with the relevant Regional Product Counsel (or his or her designee) to ensure that Citi’s legal needs are met in a cost-effective manner
Develops a broad understanding of Citi’s businesses in the Cameroon and of the major legal and regulatory risks facing those businesses
Collaborates across internal lines of business, control/support functions and/or external counsel to achieve coordinated and efficient outcomes on matters of common interest, coordinates closely with Legal team members, as appropriate
Partners with Citi Country Officers and country management to support Citi’s maintaining of good relations with local regulators and all other local regulatory bodies that are relevant to Citi business activities

Manages day-to-day legal activities as a subject matter expert in area of responsibility and provide senior advisory services to business partners

Reporting to the Director of the Governance & Democracy Division, the Policy Analyst is expected to write two scientific articles per month, organize at least four pro-democracy events annually and act as moderator, and draft at least two grant proposal to various organizations for projects to promote democracy and inclusionary governance in the country/continent. Specifically, the Policy Analyst shall be expected to perform the following task:

  • Carry out scientific research on issues and themes on governance and democracy.
  • Research to gather global good practices and analyses on governance and democracy.
  • Undertake policy analysis on emerging events happening on the African continent on governance and democracy.
  • Write and publish articles and policy briefs and Op-Eds on emerging issues on governance and democracy.
  • Participate in the execution of projects in the Governance and Democracy Division.
  • Facilitate in training workshops, seminars, webinars, and conferences related to Governance and Democratic issues in Africa.
  • Performs other related duties as assigned.

Qualifications

  • Successful candidates will hold a master’s degree in their fields or have demonstrated work experience and scholarly output.

Roles & Responsibility:

Reporting to the Director of the Nkafu Policy Institute, the task, duties and responsibilities of the Director of the Peace and Security Division is to contribute substantially to Peace and Security division of the Nkafu Policy Institute and to help develop the capacity and competence (academic and technical) required to achieve Nkafu’s strategic objectives. Position Overview

EVIHDAF and its partners are looking for an experienced One Health, Antimicrobial Resistance (AMR), and Zoonotic Diseases Lead in anticipation of a Global Health Security (GHS) project funded by the U.S. Centers for Disease Control and Prevention (CDC).

The One Health, AMR, and Zoonotic Diseases Lead provides senior technical leadership and strategic direction for the integration of human, animal, and environmental health initiatives under the CDC Global Health Security (GHS) project. The lead will liaise with other technical leads to ensure project synergies and efficiency. Reporting to the Project Director, this role is responsible for strengthening multi-sectoral coordination to prevent, detect, and respond to zoonotic spillovers and antimicrobial resistance in strict alignment with the America First Global Health Strategy. The Lead ensures that project activities support the new Bilateral Agreements on Global Health Cooperation. This position requires a high degree of flexibility, the ability to lead diverse technical teams under pressure, and the cultural competence to facilitate the transition of One Health functions to partner government ownership.

Specific Responsibilities

One Health Strategic Leadership and Coordination

  • Lead the design and implementation of the project’s One Health strategy, ensuring seamless coordination between human health, veterinary, and environmental sectors to protect populations from infectious disease threats.
  • Facilitate the functionality of national multi-sectoral One Health platforms and Technical Working Groups (TWGs) to improve information sharing and joint outbreak investigations, ensuring these platforms are sustainable through domestic co-investment.
  • Support the integration of One Health priorities into national surveillance systems, emergency operating procedures, and laboratory networks, prioritizing smart and strategic investments that avoid duplication.

Antimicrobial Resistance (AMR) Surveillance and Stewardship

  • Provide technical assistance to strengthen national AMR and Antimicrobial Use (AMU) surveillance systems in alignment with the Global Antimicrobial Resistance Surveillance System (GLASS) and the America First objective of protecting the U.S. and partners from resistant pathogens.
  • Oversee the improvement of laboratory capacity to detect and report priority resistant pathogens, ensuring effective data flow from clinical and veterinary labs to national surveillance hubs using interoperable digital tools.
  • Support the development and implementation of antimicrobial stewardship programs and infection prevention and control (IPC) measures in both human and animal health settings, leveraging partnerships with private sector and faith-based organizations.
  • Facilitate the use of AMR data to inform national policy, treatment guidelines, and public health interventions.

Zoonotic Disease Surveillance and Spillover Prevention

  • Strengthen surveillance and reporting systems for priority zoonotic diseases (e.g., Viral Hemorrhagic Fevers, Rabies, Anthrax, Zoonotic Influenza) at the human-animal interface to achieve the 7-1-7 target.
  • Lead the development of Standard Operating Procedures (SOPs) for joint risk assessments and coordinated responses to zoonotic outbreaks.
  • Provide technical guidance on biosecurity and biosafety measures in high-risk settings, including live animal markets and border areas.
  • Collaborate with the Surveillance and Epidemiology Lead to integrate zoonotic data into electronic disease surveillance platforms (e.g., DHIS2) ensuring data is accessible for rapid decision-making.

Capacity Building and Advocacy

  • Support the development of multi-sectoral training curricula and mentorship on the “One Health” workforce, AMR laboratory methods, zoonotic disease investigation, and integrated data analysis to build local expertise.

Key Experience and Qualifications

  • Educational Background: Advanced degree (PhD, DVM, MD, or MPH) in Public Health, Veterinary Medicine, Microbiology, or a related field with a strong focus on infectious diseases or One Health.

This position requires a high degree of flexibility, the ability to work under pressure, and a strong capacity to navigate complex multicultural environments while facilitating the transition of surveillance functions to national ownership.

Specific Responsibilities

Program Management and Technical Leadership

  • Leadthe design and implementation of the project’s surveillance and epidemiology strategy, ensuring alignment with national plans and the America First Global Health Strategy.
  • Provide expert technical input to annual workplans, budgets, and performance reports, ensuring activities represent strategic investments that reduce long-term foreign dependence.
  • Identify priority gaps in national and subnational surveillance systems and propose costed improvement plans to enhance Joint External Evaluation (JEE) scores and meet Bilateral MOU benchmarks.

Surveillance Systems Strengthening

  • Support the MoH and national public health institutes to strengthen indicator-based surveillance (IDSR, EWARN) and integrate these with event-based and community-based surveillance (CBS).
  • Provide technical assistance to improve surveillance of priority epidemic-prone diseases, zoonotic diseases, AMR, and emerging infections, facilitating the One Health approach.
  • Strengthen surveillance capacities at points of entry (PoE) and in high-risk settings such as border districts and urban hotspots.

Outbreak Detection, Investigation, and Response

  • Strengthen national and subnational capacities for early warning, alert, and response (EWAR) to achieve the 7-1-7 target.
  • Provide technical guidance for outbreak investigations, including field epidemiology, contact tracing, and analytical reporting.
  • Coordinate with Emergency Operations Centers (EOCs) and Rapid Response Teams (RRTs) to ensure accurate reporting to international systems like IHR and WAHIS.

Capacity Building and Mentorship

  • Support national leaders in formulating and implementing strategies for the public health surveillance workforce, focusing on mapping health workers to partner government payrolls over a multi-year period.
  • Develop and adapt training materials, SOPs, and job aids focused on field epidemiology and data use.

Coordination and Representation

  • Serve as the primary technical counterpart on surveillance to the MoH and CDC, ensuring coordination with partners, including faith-based organizations and the private sector.

Key Experience and Qualifications

  • Educational Background: Advanced degree (PhD, MPH, MSc, or equivalent) in Epidemiology, Public Health, or a related field.
  • Professional Experience: At least 15 years of progressively responsible experience in public health surveillance and field epidemiology, including extensive work with IDSR systems in low- or middle-income countries.
