Job Description
JOB SUMMARY
This role is responsible for implementing nutrition programming across field sites and for ensuring implementation of the project in accordance with the IMC set standards and protocols.

MAIN TASKS AND RESPONSIBILITIES

• Assist in all CMAM and Infant and Young Child Feeding activities at health facility and community level through, working with health facility staff and CHVs.
• Supportive supervision for CMAM and IYCF activities at health and community level and collecting, compiling the reports on a weekly and Monthly basis.

• Ensuring that health facility and Mobile teams services have adequate nutrition supplies for SAM and MAM
• Assess CMAM and IYCF training gaps for health facility workers and CHVs and recommend the best training to be conducted.
• Support in organizing CMAM and IYCF trainings in both health facility and community level.
• Train the Community health workers/volunteers MUAC screening, CMAM, nutrition and hygiene reporting, enable them effectively to deliver Key messages, in a manner that it is easy for the communities to remember, and adopt the practices.

• Working closely with Health and WASH team, nutrition treatment team, to ensure that nutrition messages are intergraded in all Health facilities and outreach activities.
• Work closely with the community and create feedback mechanism pathway, that will enable communities to provide feedback to the program and that the program team respond to issues raised by the affected population timely.
• Work closely with M&E section and collect monthly data and activities reports and ensure proper filing of all projects related documentation.

Job Requirements
MINIMUM QUALIFICATIONS
• Typically, a Diploma in Nutrition, Nursing or a related field is required.
• Minimum of 3 years’ experience in CMAM & IYCF-E
• 2+ years of relevant work experience in administrative work
• Work experience in nutrition/Health programs
• Previous experience working for an international NGO.
• Strong organizational and communication skills, with the ability to effectively present information and respond appropriately to questions from senior managers in the field.
• Ability and willingness to travel to project sites as needed.
• Strong English and Arabic skills, written and spoken. Ability to write reports in English is required.

MAIN TASKS AND RESPONSIBILITIES

Project Development and Implementation

• Ensure the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC and CEmONC), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections.
• Collaborating with the medical doctor and /or nurse in the management of Sexual Violence cases
• Assessing the feasibility of referral of pregnant women from the TBAs to the OPD/MCH.
• Ensuring hygiene and sterilization criteria (including universal precautions) are met.
• Performing cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning.
• Guaranteeing a regular and ongoing supply of drugs and equipment required for maternity activities (including monitoring/consumption control/ordering of orders.
• Ensuring patients’ right to privacy and confidentiality is respected Supervising administrative procedures of admissions and hospitalizations.
• Manage obstetric emergencies as per national/international protocols.
• Supervises the use of drugs, facilities and obstetric material Provide quality of care for OPD and in patient management, proper health education and collaborate with another department.
• Conduct normal deliveries independently. Ensure daily data quality on ANC, admission, delivery, PNC, family planning, OPD and discharge registration, proper documentation of referral cases, and strengthen linkages.
• Ensure nutritionally at-risk infant and their mothers also receive mental health and health promotion support (targeted to the infant developmental age) as part of an integrated approach to inpatient nutritional care and treating the infant and mother as one unit.
• Support mothers/wet nurse mothers in proper positioning, attachments, duration, and frequency of feeding, effective suckling as well as double suckling.
• Provide timely and accurate reports.

Job Requirements
MINIMUM QUALIFICATIONS
• Typically, a General Nursing and Midwifery Certificate.
• Valid License from Nursing and Midwifery Council
• Clinical work experience of at least two (2) years as a professional midwife in low resource settings
• Language: English and local Languages are mandatory
• Essential computer literacy (word, excel, and Internet).

The Clinton Health Access Initiative, Cameroon (CHAI Cameroon) is a Not-For-Profit Organization that began working in Cameroon in 2007 and is supporting the Government of Cameroon at both National and Sub-National levels to effectively and efficiently develop scalable solutions to deliver lifesaving health services across Cameroon.
Malaria and Neglected Tropical Diseases (NTDs) remain major public health challenges in Cameroon. Malaria is the leading cause of morbidity and mortality, accounting for over 3 million confirmed cases annually and contributing to 17.2% of deaths in health facilities (HF) (2021). The Plasmodium falciparum parasite, transmitted by Anopheles gambiae, is the predominant species. Despite efforts, in (2022) malaria prevalence among children under five remains high at 26%.
The Government of Cameroon, through the Ministry of Public Health, has prioritized the fight against malaria and NTDs in its Health Sector Strategy (2016–2027). The program is supported by partners such as the U.S. President’s Malaria Initiative (PMI), WHO, and the Clinton Health Access Initiative, with a focus on disease surveillance, prevention, treatment, and community engagement.

The Clinton Health Access Initiative’s (CHAI) Surveillance and Data Use Program in Cameroon focuses on strengthening the quality, availability, and use of malaria program data to improve decision-making and program effectiveness. The objectives of these programs are as follows :

Improve Data Quality
Ensure accurate, complete, and timely malaria data collection at all levels of the health system.
Enhance Data Use for Decision-Making
Promote the routine use of data by national and sub-national malaria program managers to guide planning, resource allocation, and implementation of targeted intervention.
Strengthen Surveillance Systems
Support the integration and functionality of malaria surveillance within the national health information system.
Improve case detection, reporting, and response mechanisms.
Capacity Building
Train health workers and data managers in data collection, analysis, visualization, and interpretation.
Foster a culture of data-driven decision-making across the malaria control program.
Support Digital Tools and Innovation
Deploy and optimize digital platforms and dashboards for real-time data access and visualization.
Facilitate interoperability between surveillance systems and other health data platforms.

As part of efforts to provide support and strengthen digital tools within the eHealth Architecture, CHAI Cameroon, in collaboration with the Ministry of Health (MINSANTE), is developing the e-Learning Platform for Minsante improve the knowledge, skills, and performance of healthcare professionals by providing accessible, standardized, and up-to-date training and education through digital means. To this end, CHAI Cameroon is seeking proposals from qualified software development vendors to design and implement an e-Learning Platform within the eHealth Architecture platform, interoperable with relevant systems (National Health Information System NHIS, Carte Sanitaire, Master Facility List) in Cameroon.
We welcome proposals from experienced and qualified vendors that demonstrate expertise and experience in this area.
Scope of the Services:
The selected vendor will be responsible for:

Developing an e-Learning Platform within eHealth architecture of MINSANTE, based on detailed requirements in the cahier des charges already defined and shared by Minsante including development on the MOH technology stack
Verification of the current setting up of the server environment (hosting, database, security) and the installation of Moodle and necessary plug-ins (certification, H5P, videoconferencing, etc.).
Configuration of user roles (administrators, instructors, learners).
Interface customization (MINSANTE graphic charter, navigation, languages FR/EN).
Multimedia content production of all modules and integration on the Moodle platform
Configuration of automated backups and security alerts.
Compliance with local data protection regulations
Delivering all technical documentation, training materials, and system manuals, and providing limited post-deployment support
Key deliverables will include:

Fully functional Cameroon e-Learning platform with all modules (refer to the cahier des charges), integrated in the eHealth Architecture, and interoperable with relevant system (like National Health Information System in DHIS2, Carte Sanitaire, MFL) developed.
User training conducted and orientation materials developed.
Source code and deployment package made available.
Three months of post-deployment support provided.
Vendors should refer to the previously shared Functional Requirements for Macro and Micro Planning Features Document for baseline business logic, workflows, and specifications. This document will guide technical development and must be reflected in proposed approaches and timelines.
Delivery Schedule:

Development should begin August 12, 2025, with major functionality completed within a month of contract signing to enable Minimum Viable Product (MVP) testing during the August–September 2025 period. Final project delivery is expected by September 12, 2025.

How can you make a difference?

By providing technical support for the preparation and coding of data in the WAPT and ensuring that the final WAPT studies are accurate and complete. One of the main missions of the WASH and WAPT Data Expert is to strengthen the capacity and knowledge of the WASH Accounts Country Team in the TrackFin methodology and its application, data preparation for import into the WAPT, and the use of the WAPT.

A minimum of seven years’ professional experience in the field of public financial management (PFM), including costing, financial data analysis, economic modelling, or related fields, is required.
Proven experience in data collection, analysis, and reporting is an asset; Experience in the WASH/health sectors is a strong asset.; Good knowledge of the WASH Accounts Production Tool (WAPT) or similar tools is an asset.
Developing country work experience and/or familiarity with emergencies is considered an asset.
