Position Overview

EVIHDAF and its partners are looking for an experienced Laboratory Systems Strengthening Lead in anticipation of a Global Health Security (GHS) project funded by the U.S. Centers for Disease Control and Prevention (CDC).

The Laboratory Systems Strengthening Lead manages implementation of laboratory systems strengthening activities in support of CDC-funded GHS initiatives. Reporting to the Project Director or Technical Director, this position works closely with CDC country offices, Ministries of Health (MoH), national public health laboratories, and regional partners to deliver high-quality support that aligns with the America First Global Health Strategy. This role focuses on building efficient, self-reliant diagnostic networks that reduce foreign dependence on U.S. taxpayers while ensuring the rapid detection of infectious disease threats. The Specialist requires a high degree of technical expertise, flexibility, and the ability to navigate complex multi-stakeholder environments to facilitate the transition of diagnostic ownership to partner governments.

Specific Responsibilities

Program Implementation and Technical Assistance

  • Lead technical assistance to national and subnational laboratories to strengthen their capacity for the detection, confirmation, and reporting of high-consequence pathogens, ensuring alignment with Bilateral Agreements on Global Health Cooperation.
  • Provide overall technical leadership and strategic guidance to project staff for the laboratory and diagnostic services component of the project including coordination with other GHS technical areas to ensure synergy.
  • Support partner countries in designing and implementing activities to optimize specimen management and testing algorithms to achieve the 7-1-7 target (specifically the target to detect within 7 days) for diseases of epidemic and pandemic potential.
  • Assist in the development of national laboratory strategic plans that prioritize smart and strategic investments, ensuring systems are sustainable through domestic co-investment.

Laboratory Quality and Systems Strengthening

  • Leads the rollout or enhancement of Quality Management Systems (QMS), including stepwise accreditation approaches (e.g., SLMTA/SLIPTA), while streamlining performance monitoring to ensure investments reach the frontline.
  • Provide technical guidance on laboratory biosafety, biosecurity, and Infection Prevention and Control (IPC), ensuring strict alignment with international guidance and the America First objective of protecting populations from infectious threats.
  • Liaise with partners to design and implement diagnostic network strengthening that integrates One Health priorities and incorporates private sector and faith-based health facilities to expand coverage.

Training and Coordination

  • Lead the development and adaptation of competency-based curricula for laboratorians.
  • Conduct technical training workshops and mentorship visits to improve the quality of diagnostic practices and data management, ensuring workforce development efforts lead to long-term self-reliance.
  • Support the integration of laboratory technical content into Field Epidemiology Training Programs (FETP), ensuring that training investments are transitioned to national ownership.
  • Coordinate all GHS laboratory activities with CDC HQ and country teams, ensuring that technical assistance plans are aligned with Bilateral Agreements and co-investment milestones.

Key Experience and Qualifications

  • Educational Background: Advanced degree (PhD, MPH, MSc, or equivalent) in Medical Laboratory Science, Microbiology, Public Health, or a related field.
  • Professional Experience: At least 10 years of experience in public health laboratory systems, including quality management and technical assistance in international contexts.
  • Donor Expertise: Prior strong experience on U.S. Government (USG) funding projects is essential. Demonstrated knowledge of CDC initiatives, the America First Global Health Strategy, and Bilateral Agreements on Global Health Cooperation is highly desirable.
  • Technical Knowledge: Strong technical expertise in microbiology, molecular diagnostics, AMR, and interoperable Laboratory Information Management Systems (LIMS). Familiarity with the 7-1-7 target and One Health approaches.
  • Soft Skills: Demonstrated ability to work under pressure and maintain flexibility in dynamic public health environments.
  • Communication Skills: Exceptional verbal and written communication skills in English; fluency in French is highly desirable.
  • Cultural Competence: Proven experience working in multicultural contexts and the ability to lead diverse technical teams effectively.
  • Travel: Willingness and ability to travel frequently within the region (up to 40%).

CONTEXTE DE L’ENTREPRISE

Notre client, acteur majeur dans la distribution de produits de grande consommation et d’articles ménagers au Cameroun, recherche un Superviseur Commercial Verre pour renforcer son équipe commerciale à Douala. L’entreprise commercialise des produits verriers auprès des grandes surfaces, des distributeurs spécialisés et du réseau de détaillants.

MISSION PRINCIPALE

Le Superviseur Commercial Verre aura pour mission de développer et superviser les activités commerciales liées aux produits verriers (vitres, miroirs, produits dérivés) dans la région de Douala et ses environs. Il assurera le pilotage des équipes de vente, le développement du portefeuille clients (grandes surfaces comme Mahima, Casino, Leader Price, Carrefour, ainsi que les distributeurs spécialisés), et l’atteinte des objectifs commerciaux fixés.

RESPONSABILITÉS PRINCIPALES

Management et encadrement

  • Superviser, encadrer et animer une équipe de commerciaux sur le terrain
  • Définir les objectifs individuels et collectifs en cohérence avec la stratégie commerciale
  • Assurer le coaching, la formation continue et l’évaluation des performances de l’équipe
  • Organiser les tournées commerciales et optimiser la couverture du territoire

Développement commercial

  • Développer le chiffre d’affaires sur le segment verre auprès des grandes enseignes et distributeurs
  • Identifier et prospecter de nouveaux clients potentiels (grandes surfaces, quincailleries, grossistes)
  • Négocier les conditions commerciales avec les clients stratégiques
  • Assurer la fidélisation du portefeuille clients existant
  • Mettre en place des actions promotionnelles et merchandising adaptées

Gestion opérationnelle

  • Analyser les données de vente et élaborer des plans d’action correctifs
  • Assurer le suivi rigoureux des indicateurs de performance (CA, taux de couverture, taux de conversion)
  • Gérer les stocks en coordination avec la logistique pour éviter les ruptures
  • Veiller au respect des procédures commerciales et des politiques tarifaires
  • Assurer le reporting régulier auprès de la direction commerciale

Relations clients et marché

  • Maintenir des relations privilégiées avec les décideurs des grandes surfaces (Casino, Mahima, Leader Price, Carrefour Market, Santa Lucia, etc.)
  • Effectuer une veille concurrentielle active sur le marché du verre
  • Remonter les informations terrain (tendances, besoins clients, actions concurrence)
  • Participer aux négociations annuelles avec les enseignes

PROFIL RECHERCHÉ

Formation

  • Licence (BAC+3) minimum en Commerce, Marketing, Gestion Commerciale ou filières connexes (Vente, Distribution, Management)

Expérience

  • 5 ans d’expérience professionnelle minimum dans la fonction commerciale
  • 3 ans minimum à un poste de supervision/management commercial
  • Expérience obligatoire dans le secteur du verre (commercialisation de vitres, miroirs, produits verriers) auprès d’entreprises telles que : Saint-Gobain Cameroun, distributeurs de produits verriers, ou entreprises similaires
  • Expérience confirmée dans la distribution FMCG/HHMC et la gestion des grandes surfaces

Compétences techniques

  • Excellente connaissance du marché camerounais de la distribution et des grandes enseignes
  • Maîtrise des techniques de vente, négociation et merchandising
  • Maîtrise des outils informatiques (Pack Office, CRM, outils de reporting)
  • Capacité d’analyse des données commerciales et de construction de tableaux de bord

Missions principales

1. Conception et études techniques

MAIN ACCOUNTABILITIES/RESPONSIBILITIES :

1. Ensure compliance of all vendor invoices with WFP’s internal procedures and contractual terms, rejecting and correcting non-compliant submissions.

2. Oversee timely registration, validation, and processing of invoices in WFP’s Invoice Tracking System (ITS), escalating challenges promptly when required.

MAIN ACCOUNTABILITIES/RESPONSIBILITIES:

Ce projet vise à externaliser et valider un modèle intégré de surveillance des MTN cutanées développé lors d’un projet pilote en 2023-2024 à Bafia dans 7 districts sanitaires le long des vallées des rivières Mbam et Sanaga, afin de déterminer la répartition géographique des cas et de la morbidité des MTN cutanés via des cartes numériques, et d’élaborer des plans stratégiques fondés sur des preuves pour la gestion intégrée des cas de MTN cutanées. Le Programme nat/ona/ de lutte contre /e Plan, la leishmaniose, la lèpre et les ulcères de Buruli cherche à embaucher un (1 ) chauffeur/assistant logistique pour participer à ce projet.
Le chauffeur/assistant logistique transportera principalement les équipes et les matériaux sur le terrain, assurera le bon état de fonctionnement du véhicule projet et soutiendra la distribution des fournitures, outils et équipements sur le terrain. Ce poste sera hébergé au Secrétariat technique de CNLP2LUB/MlNSANTE à Yaoundé, et fonctionnera sous I t autorité du Secrétaire Permanent.

Main objective and tasks
S/he is responsible for ensuring the overall implementation of activities to monitor and respond to the protection/human rights situation of people affected in the area of concern, while meeting quality standards.
S/he supervise protection monitor teams’ day to day work, providing support in conducting mobile field visits to villages, camps and other urban settlements, assessing the security situation and facilitating access whenever needed.


Tasks :
• In collaboration with the Protection Monitors support the development of the protection monitoring methodology and analysis
• Coordinates with the Project Manager to lead all day to day protection monitoring activities including security and logistics
• Facilitate access to affected communities and establish nurturing relationships with key stakeholders, including religious and tribal leaders
• Conduct regular field participatory protection monitoring activities, using an age, gender and diversity approach, in order to fully understand protection concerns and priorities
• Enhance and facilitate discussion on main protection concerns and response capacity within the displaced and the host communities
• In cooperation with the Protection Monitoring Officer build the capacity of Protection Monitors in the programmatic areas of concern, i.e. identification of cases, data collection methods etc.
• Identify, report and refer protection cases and advise on type of assistance
• Submit weekly and monthly activity plans, reports and analysis
• Represent the organization at general coordination working groups and clusters with donors, humanitarian actors and local authorities, when requested.
Educational and professional experience required
• University degree in social sciences or related field e.g. Social Work, Psychology or equivalent is an asset
• Training in humanitarian protection thematics such as community-based protection, survival centered-case management, PSEA, GBV and Child
protection will be an asset.
Technical and behavioral competencies required

Work Experience:
• Minimum of 2 years of experience in a humanitarian context, in an association, NGO or INGO, with at least 1 year of field work experience in the NW or SW regions during the context of crisis
• Proven work experience in social work in a similar context
• Experience working and / or collaborating on a UNCHR project would be an asset
• Leadership, planning and organizational skills. Team management experience of at least 1 year at similar level would be an asset
• Respect and non-discriminatory attitude, empathy.
• Ability to work under pressure and as part of a team

Main objective and Tasks
Support the Protection Coordinator in defining, supervising and implementing the MHPSS component of the protection programme.
Provide technical guidance and advices to protection staffs, ensuring that specific MHPSS components of the programme are delivered according to internal guidelines and in line with international standards and principles, in order to achieve the mission’s goals effectively, according to INTERSOS human resources vision and values.

Tasks:
Technical Leadership
• Develop the MHPSS Response framework and strategy for the mission in line with Mission Protection Strategy, the Global Protection Framework and the Global MHPSS guidelines
• Identify key mental health issues and contributing factors in the communities for both men and women, where we work using assesment tools and research
• Identify Community practices, assets, and structues that are conducive to the promotion of good mental health and ensure that our programming builds on these assets
• Develop Position papers on our MHPSS response outlining our community based PSS response in alignment with culture and context
• Design Prevention and Mitigation measures for the mental health concerns identified for the children and adults in the community
• Work with Intersos Health teams to ensure continium of care along the MHPSS pyramid
• Work with the CP /GBV Specialist / Protection Coordinator in designing interventions that support PSS that are integrated within our CP /GBV response
• Design Key messages for Awareness on MHPSS based on issues identified in the community and ensure teams are sensitized on it and able to deliver these messages in the community effectively
• Ensure Awareness materials on MHPSS are designed in culturally embedded practices and using traditional practices that the community uses to spread messages
• Ensure the latest developments in the field of MHPSS are shared with the Protection staff and contextualized for their use based on need
• Develop M & E tools for assessing distress among clients and for measuring the impact of our MHPSS services
• Ensure our MHPSS response is community based in line with the global CBP guidelines and MHPSS guidelines
• Regularly prepare and update service mapping in all our project locations to ensure support and follow-up for our clients

Coordination
• Contribute to the design of the protection strategy of the mission and provide technical support and assistance for the implementation of the MHPSS activities through the proper tools and methodologies
• Design and revise MHPSS interventions and activities that are AGD sensitive and ensure AGD and context appropriateness in addressing CP, GBV and other protection issues
• Ensure that vulnerable/at risk individuals are promptly and safely identified and referred
• Draft and revise MHPSS SOPs
• Develop standard MEAL tools and indicators to measure the impact, effectiveness and quality of MHPSS interventions for children, adults and people with disabilities, and ensure the piloting and standardization of these tools. Increase and enhance MHPSS programme monitoring and evaluation, and determining impact
• Perform trends analysis on prevailing protection concerns in each mission location for tailored intervention
• Work with the CP and GBV specialist to strengthen PSS in case management providing guidance on identifying issues, empathy, session structure and referral
• Monitor progress on individual cases documented by the psychologists, maintaining strict protocols for confidentiality and consent
• Collaborate with Case Management and medical teams to ensure proper collaboration in referral procedures
• Lead, mentor, guide and monitor regularly the psychologists teams establishing standard process and procedures for beneficiaries support and develop standard tools for measuring progress
• Design and develop a MHPSS Toolkit with appropriate resources and guidelines to provide structured and unstructured MHPSS for children and adults
• In coordination with the Protection Coordinator support to contextualize and adapt internal and global guidelines, guarantying that are known by relevant staffs
• Ensure cohesion and harmonization of MHPSS activities, tools, guidelines and services across the different projects strategy
• In coordination with the Protection Coordinator deliver trainings and workshops to protection staffs to build skills on MHPSS topics. Develop training materials according to national policies and international standards
• Support the Protection Coordinator to deliver trainings and workshops to non-protection staffs to build skills and knowledge of Staff Care, Mental Health, PFA and other topics relevant to all sectors
• Support the Protection Coordinator in developing and implementing a Staff Care System for the staffs
• In coordination with the Protection Coordinator assess MHPSS needs and gaps of target populations in current and future areas of operations. Analyse regularly the status of protection activities and inform the programme accordingly
• In line with the current protection strategy of the mission and in coordination with the Community Engagement Specialist design and develop a community-based approach to MHPSS
• In coordination with the Protection Coordinator support in the development of a harmonised structure for group PSS, emotional support groups, awareness-raising and community outreach/engagement components across the mission
• Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive actions to remain informed about the available services for referral and coordination
• Support the Protection Coordinator to ensure that protection data are collected, archived, processed, analyzed and disseminated in ethical modalities guarantying the confidentiality and the respect of internal data protection protocols. Maintain and update the MHPSS platforms for synchronization of data protection management and reporting
• Under the supervision of the Protection Coordinator undertake regular field monitoring visits and provide tools to monitor the quality of programme implementation
• Provide technical support to the psychologists for individual cases affected by crisis, GBV survivors, child protection cases, etc.
Networking and partnerships


• Maintain collaborative working relationships with relevant clusters and related working groups at national and/or field level and guarantee compliance to the eventual monthly cluster reporting requirements
• Represent INTERSOS in MHPSS in meetings and share best practices and lessons learnt
• Act as focal point in the protection cluster for the MHPSS technical working group
• In coordination with the Protection Coordinator ensure that main MHPSS concerns are brought to relevant stakeholders to advocate the respect of human rights and guarantee the minimum protection standards
• Network with MHPSS leaders of other missions and other organizations to share best practices and resources


Educational and Professional experience required
• University degree in Social Science, Psychology, Social Work, Human Rights, International Humanitarian Law or other fields related to social development and humanitarian work
• Preferable master’s degree in a related field
• Minimum 6 years work experience in protection with NGOs.


Technical and behavioral competencies required
• Strong theoretical, technical and practical knowledge of MHPSS
• Demonstrated ability to work in humanitarian context (experience with IDPs is an asset)
• Very good understanding of protection, human rights law and international humanitarian rights and principles
• Excellent analytical and reporting skills on protection and human rights
• Experience in proposal writing is an asset
• Flexibility and ability to work in insecure, stressful and hardship environments

Main objective and Tasks
The Legal Assistant is responsible for supporting Project Manager in providing legal information, counseling, assistance and representation to vulnerable persons in accordance with INTERSOS’ mandate, priorities and donor agreements.
Assist Project Manager in planning and conducting awareness raising sessions on legal issues and legislation pertaining to civilians’ protection.


Tasks:
• Support project Manager, as needed, in conducting intake interviews with beneficiaries in order to assess legal needs and provide legal counselling on the main issues identified
• Prepare cash requests and other related documentation for financial assistance of legal services, including payment of cash. Ensure that invoices and supporting documents are handed over to the designated department (e.g. admin and finance)
• Develop quality material for dissemination of legal information through outreach activities
• Provide legal information to clients on the main legal issues identified
• Bring to immediate attention any case of special/emergency needs to the Project Manager
• Carry out all tasks respecting key protection principles, including but not limited to: do no harm, non-discrimination, confidentiality, accountability and need-to-know principles
• Document cases under his/her responsibility on the internal legal platform/database and ensure that any progress on action plan and any significant change in client’s overall situation is timely and duly recorded
• Ensure proper and safe filing and archiving of legal cases files maintaining data confidentiality
• Prepare regularly reports on legal services provided and submit it to the Project
Manager for revision and approval
