Position: Project Officer

Organizational Context
African Initiatives for Relief and Development (AIRD) is a non-political, non-religious, and non-profit NGO
with country offices in Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Liberia, Republic of Congo, Niger, Ethiopia, South Sudan, Tanzania, and Uganda.
AIRD’s mission is to provide operational support, particularly in the areas of supply chain, logistics,
construction, infrastructure, environment, livelihoods, and WASH, in partnership with humanitarian and
development organizations operating in disaster-affected or development-oriented areas.
AIRD works for and through its partners, including United Nations agencies, national and international
donors, and governments.


Position Objective
The HGSF Project Officer will supervise the implementation and coordination of the Home-Grown School
Feeding (HGSF) project implemented by AIRD in the Adamaoua or East/Centre regions of Cameroon, in
partnership with the World Food Programme (WFP).
The post holder will ensure that project activities are implemented effectively and efficiently, in compliance
with donor requirements, and contribute to improving school attendance, child nutrition, and local
agricultural development in these regions.
Key Functions and Responsibilities
1. Project Implementation
• Supervise the implementation of the HGSF project in the Adamaoua or East/Centre regions in
accordance with the approved proposal, donor agreement, and AIRD policies and procedures.

• Ensure project activities are implemented on time, within the defined scope, and according to
agreed work plans and quality standards.

• Coordinate with schools, local authorities, community structures, and other stakeholders involved
in school feeding activities.
• Ensure smooth coordination of food delivery, storage, and distribution in participating schools.
• Supervise one or two field supervisors and define/monitor their weekly and monthly work plans.
2. Monitoring and Reporting
• Supervise the design and use of MEAL tools with the MEAL team and field supervisors.
• Review and validate the MEAL plans of field supervisors.
• Work closely with the MEAL Officer and field supervisors to develop and implement monitoring
tools to track project progress, results, and impact.
• Conduct monthly monitoring visits of school feeding activities to ensure compliance with project
guidelines and donor standards.
• Prepare and submit, in collaboration with field supervisors and the MEAL Officer, accurate and
timely reports (weekly, monthly, and quarterly) in line with donor requirements.
3. Coordination and Stakeholder Engagement
• Maintain strong working relationships with local authorities, school management committees,
community leaders, and partner organizations in the region.

• Represent AIRD in relevant coordination meetings related to school feeding activities.
• Ensure effective collaboration with AIRD departments (Finance, Logistics, Programmes, and MEAL)
to support smooth project implementation.
4. Planning and Resource Management
• Support the development and updating of project work plans and activity schedules.
• Ensure efficient use of project resources in line with approved budgets and donor requirements.
• Identify potential risks affecting project implementation and propose mitigation measures.
5. Other Responsibilities
• Support, in collaboration with local technical authorities, capacity-building of school authorities and
community members involved in school feeding activities.
• Perform any other tasks assigned by the Project Coordinator or AIRD management.

Qualifications and Requirements

• University degree in Education, Agriculture, Nutrition, Social Sciences, Development Studies, or a
related field.
• Minimum 3–4 years of relevant experience in project implementation, preferably in Home-Grown
School Feeding, food security, or education programmes.

• Experience with NGOs, humanitarian organizations, or donor-funded projects is an asset.
• Fluency in French and English (written and spoken) required.
• Strong organizational, coordination, and reporting skills.
• Ability to work in remote or field environments.
• Good knowledge of the Adamaoua and East/Centre regions is an advantage.

MAIN ACCOUNTABILITIES/RESPONSIBILITIES:

 Monitor cargo movements (food and non‑food items) from Douala to delivery points along the Cameroon, CAR, and Chad corridors, as well as other ad‑hoc destinations.
Assist in planning and coordinating transport schedules with contracted transporters.
Verify transport documentation (e.g., waybills) to ensure completeness and compliance.

QUALIFICATIONS & EXPERIENCE REQUIRED:

 Education:

 ·       Completion of secondary school education.

·       University degree in logistics and transport, economics, international trade, commercial law, or business administration.

 Experience:

At least 4 years’ experience in transport operation preferably with humanitarian agencies, NGOs, or logistics companies.
·       Experience in monitoring service providers’ performance against key indicators

·       Experience in preparing contractual documents

·       Experience in providing technical support for corporate systems

Experience working in a demanding operational environment

Position Overview

EVIHDAF and its partners are looking for an experienced One Health, Antimicrobial Resistance (AMR), and Zoonotic Diseases Lead in anticipation of a Global Health Security (GHS) project funded by the U.S. Centers for Disease Control and Prevention (CDC).

The One Health, AMR, and Zoonotic Diseases Lead provides senior technical leadership and strategic direction for the integration of human, animal, and environmental health initiatives under the CDC Global Health Security (GHS) project. The lead will liaise with other technical leads to ensure project synergies and efficiency. Reporting to the Project Director, this role is responsible for strengthening multi-sectoral coordination to prevent, detect, and respond to zoonotic spillovers and antimicrobial resistance in strict alignment with the America First Global Health Strategy. The Lead ensures that project activities support the new Bilateral Agreements on Global Health Cooperation. This position requires a high degree of flexibility, the ability to lead diverse technical teams under pressure, and the cultural competence to facilitate the transition of One Health functions to partner government ownership.

Specific Responsibilities

One Health Strategic Leadership and Coordination

  • Lead the design and implementation of the project’s One Health strategy, ensuring seamless coordination between human health, veterinary, and environmental sectors to protect populations from infectious disease threats.
  • Facilitate the functionality of national multi-sectoral One Health platforms and Technical Working Groups (TWGs) to improve information sharing and joint outbreak investigations, ensuring these platforms are sustainable through domestic co-investment.
  • Support the integration of One Health priorities into national surveillance systems, emergency operating procedures, and laboratory networks, prioritizing smart and strategic investments that avoid duplication.

Antimicrobial Resistance (AMR) Surveillance and Stewardship

  • Provide technical assistance to strengthen national AMR and Antimicrobial Use (AMU) surveillance systems in alignment with the Global Antimicrobial Resistance Surveillance System (GLASS) and the America First objective of protecting the U.S. and partners from resistant pathogens.
  • Oversee the improvement of laboratory capacity to detect and report priority resistant pathogens, ensuring effective data flow from clinical and veterinary labs to national surveillance hubs using interoperable digital tools.
  • Support the development and implementation of antimicrobial stewardship programs and infection prevention and control (IPC) measures in both human and animal health settings, leveraging partnerships with private sector and faith-based organizations.
  • Facilitate the use of AMR data to inform national policy, treatment guidelines, and public health interventions.

Zoonotic Disease Surveillance and Spillover Prevention

  • Strengthen surveillance and reporting systems for priority zoonotic diseases (e.g., Viral Hemorrhagic Fevers, Rabies, Anthrax, Zoonotic Influenza) at the human-animal interface to achieve the 7-1-7 target.
  • Lead the development of Standard Operating Procedures (SOPs) for joint risk assessments and coordinated responses to zoonotic outbreaks.
  • Provide technical guidance on biosecurity and biosafety measures in high-risk settings, including live animal markets and border areas.
  • Collaborate with the Surveillance and Epidemiology Lead to integrate zoonotic data into electronic disease surveillance platforms (e.g., DHIS2) ensuring data is accessible for rapid decision-making.

Capacity Building and Advocacy

  • Support the development of multi-sectoral training curricula and mentorship on the “One Health” workforce, AMR laboratory methods, zoonotic disease investigation, and integrated data analysis to build local expertise.
  • Promote the inclusion of One Health and AMR modules into Field Epidemiology Training Programs (FETP) and other relevant professional development initiatives.
  • Support the design and tracking of performance indicators related to AMR and One Health core capacities, including progress toward the 7-1-7 targets.

Key Experience and Qualifications

  • Educational Background: Advanced degree (PhD, DVM, MD, or MPH) in Public Health, Veterinary Medicine, Microbiology, or a related field with a strong focus on infectious diseases or One Health.
  • Professional Experience: Minimum of 10years of experience in managing or implementing public health programs, with at least 5 years specifically focused on AMR, zoonotic diseases, or multi-sectoral health initiatives.
  • Donor Expertise: Prior strong experience on U.S. Government (USG) funding projects is essential. Familiarity with the America First Global Health Strategy, Bilateral Agreements on Global Health Cooperation, and the GHSA Action Packages is highly desirable.
  • Technical Knowledge: Deep understanding of the One Health approach, IHR (2005) core capacities, international standards for AMR surveillance (GLASS), and the 7-1-7 target. Knowledge of One Health integration strategies across human, animal, and environmental sectors.
  • Soft Skills: Demonstrated ability to work under pressure, manage complex multi-sectoral priorities, and maintain flexibility in dynamic environments.
  • Communication Skills: Exceptional verbal and written communication skills in English; fluency in French is highly desirable.
  • Cultural Competence: Proven experience navigating complex governmental hierarchies and the ability to build trust across different sectors and with faith-based and private sector partners.

EVIHDAF and its partners are looking for an experienced Surveillance & Epidemiology Lead in anticipation of a Global Health Security (GHS) project funded by the U.S. Centers for Disease Control and Prevention (CDC). The Lead provides senior-level technical leadership and oversight for all surveillance components of the GHS project. The lead will liaise with other technical leads to ensure project synergies and efficiency.

The role focuses on strengthening indicator- and event-based surveillance systems – including community-based surveillance, points of entry, and outbreak detection and response – in strict alignment with the America First Global Health Strategy and new Bilateral Agreements on Global Health Cooperation. Reporting to the Project Director, the Lead works closely with the Ministry of Health (MoH), national public health institutes, laboratories, and other implementing partners to improve early detection, reporting, and strategic use of surveillance data for public health decision-making. This position requires a high degree of flexibility, the ability to work under pressure, and a strong capacity to navigate complex multicultural environments while facilitating the transition of surveillance functions to national ownership.

Specific Responsibilities

Program Management and Technical Leadership

  • Leadthe design and implementation of the project’s surveillance and epidemiology strategy, ensuring alignment with national plans and the America First Global Health Strategy.
  • Provide expert technical input to annual workplans, budgets, and performance reports, ensuring activities represent strategic investments that reduce long-term foreign dependence.
  • Identify priority gaps in national and subnational surveillance systems and propose costed improvement plans to enhance Joint External Evaluation (JEE) scores and meet Bilateral MOU benchmarks.

Surveillance Systems Strengthening

  • Support the MoH and national public health institutes to strengthen indicator-based surveillance (IDSR, EWARN) and integrate these with event-based and community-based surveillance (CBS).
  • Provide technical assistance to improve surveillance of priority epidemic-prone diseases, zoonotic diseases, AMR, and emerging infections, facilitating the One Health approach.
  • Strengthen surveillance capacities at points of entry (PoE) and in high-risk settings such as border districts and urban hotspots.
  • Collaborate with the Health Informatics & Digital Health Lead to implement systems that enhance data visualization, ensuring these can be sustained through co-investment commitments.

Outbreak Detection, Investigation, and Response

  • Strengthen national and subnational capacities for early warning, alert, and response (EWAR) to achieve the 7-1-7 target.
  • Provide technical guidance for outbreak investigations, including field epidemiology, contact tracing, and analytical reporting.
  • Coordinate with Emergency Operations Centers (EOCs) and Rapid Response Teams (RRTs) to ensure accurate reporting to international systems like IHR and WAHIS.

Capacity Building and Mentorship

  • Support national leaders in formulating and implementing strategies for the public health surveillance workforce, focusing on mapping health workers to partner government payrolls over a multi-year period.
  • Develop and adapt training materials, SOPs, and job aids focused on field epidemiology and data use.
  • Support the integration of surveillance content into Field Epidemiology Training Programs (FETP) to foster institutional self-reliance.

Coordination and Representation

  • Serve as the primary technical counterpart on surveillance to the MoH and CDC, ensuring coordination with partners, including faith-based organizations and the private sector.
  • Represent the project in national technical working groups (TWGs), task forces, and GHS coordination forums.

Key Experience and Qualifications

  • Educational Background: Advanced degree (PhD, MPH, MSc, or equivalent) in Epidemiology, Public Health, or a related field.
  • Professional Experience: At least 15 years of progressively responsible experience in public health surveillance and field epidemiology, including extensive work with IDSR systems in low- or middle-income countries.
  • Donor Expertise: Prior strong experience on U.S. Government (USG) funding projects is essential. Familiarity with CDC-funded projects and GHSA indicators is highly desirable.
  • Technical Knowledge: Demonstrated expertise in outbreak investigation, surveillance data analysis, and the translation of findings into policy recommendations.
  • Communication Skills: Exceptional verbal and written communication skills in English; fluency in French is mandatory given the regional focus on West and Central Africa.
  • Analytical Skills: Proficiency in epidemiologic software and tools such as Excel, R, STATA, Epi Info, or DHIS2 analytics.
  • Travel: Willingness and ability to travel within the region and to remote settings (up to 20%).

Specific Responsibilities

Policy Advocacy and Strategic Communication

  • Lead the design and implementation of the project’s policy advocacy and communications strategy, ensuring alignment with National Action Plans for Health Security (NAPHS) and the America First Global Health Strategy.
  • Develop high-impact advocacy materials, policy briefs, and position papers aimed at national decision-makers to secure domestic co-investment in health security, ensuring partner governments meet their financial commitments to sustain health systems.
  • Represent the project in national policy forums.

Risk Communication and Community Engagement (RCCE)

  • Provide senior-level technical leadership for the development and rollout of national RCCE strategies that support the 7-1-7 target.
  • Support Ministries of Health (MoH) in establishing rumor-tracking systems and social listening mechanisms to counter misinformation, ensuring messages reach high-risk groups effectively.
  • Support the development and testing of risk communication messages tailored to diverse audiences, specifically engaging faith-based organizations and community leaders to expand the reach of health messaging beyond public sector facilities.
  • Strengthen the capacity of community leaders and media professionals to deliver accurate health information that protects populations from infectious threats.

Stakeholder Management and Media Relations

  • Serve as the primary point of contact for media inquiries, managing relationships to ensure accurate reporting on how U.S. assistance is saving lives and protecting the American people.
  • Facilitate partnerships with faith-based organizations, private sector actors, and civil society to mobilize additional resources and drive community-led health security initiatives.
  • Coordinate closely with CDC communication teams to ensure that all project messaging is consistent with donor branding, marking, and the America First narrative of accountability and efficiency.

Reporting, Knowledge Management, and Documentation

  • Lead the preparation of the communication and policy sections of quarterly and annual reports, highlighting key advocacy milestones, co-investment achievements, and the efficient use of U.S. taxpayer dollars.
  • Document success stories, case studies, and best practices that demonstrate the successful transition of health functions to national ownership and the impact of American leadership in global health.
  • Manage the project’s digital presence, ensuring high-quality content that underscores the partnership’s focus on self-reliance.

Capacity Building and Workforce Development

  • Support the integration of risk communication modules into Field Epidemiology Training Programs (FETP).
  • Support the design and delivery of specialized training and mentorship for government public relations officers to build long-term institutional capacity.

The Health Informatics & Digital Health Lead provides senior-level strategic vision and technical leadership for designing and guiding digital solutions and data systems that support Global Health Security (GHS) objectives. Reporting to the Project Director, this role aligns project work with the America First Global Health Strategy, ensuring that investments in data systems are smart, strategic, and reduce long-term foreign dependence on U.S. taxpayers. The Lead oversees the implementation of secure, interoperable digital tools that enhance disease surveillance, laboratory information systems, and emergency response data flows. Specific Responsibilities

Digital Health Strategy and Architecture

Key Experience and Qualifications

  • Educational Background: Masters’ degree or PhD in Health Informatics, Information Systems, Computer Science, Public Health with an informatics focus, or a related field.
  • Professional Experience: At least eight (8) years of experience in health informatics and digital health, including significant work with HIS, EMRs, LIS, or surveillance systems in low- or middle-income settings. Reporting to the Project Director, the Lead ensures that the project delivers high-quality, reliable data on Global Health Security (GHS) outcomes—across surveillance, laboratories, One Health, and emergency preparedness—in strict alignment with the America First Global Health Strategy. Specific Responsibilities

MEAL/SI System Design and Management

Position Overview

EVIHDAF and its partners are looking for an experienced Deputy Project Director (DPD) in anticipation of a Global Health Security (GHS) project funded by the U.S. Centers for Disease Control and Prevention (CDC). The DPD provides senior-level strategic, administrative, and operational leadership to ensure the successful implementation of GHS activities across the Prevent, Detect, and Respond framework.

Reporting directly to the Project Director, the DPD is responsible for the day-to-day management of program activities, ensuring that all activities are executed with high quality and aligned with CDC standards and the America First Global Health Strategy, and that program milestones are achieved on time, within budget, and in full compliance with U.S. Government (USG) regulations and new Bilateral Agreements on Global Health Cooperation. This role requires a high degree of flexibility, the ability to work effectively under pressure in a fast-paced environment, and a strong capacity to navigate complex multicultural contexts.

Specific Responsibilities

Program Management and Leadership

  • Track, compile, and quality-check contractual deliverables; ensure timely submission and compliance with donor/contract requirements throughout the project’s lifecycle.
  • Monitor progress against project scope, timeline, budget, and contractual requirements; flag risks early and propose mitigation actions.
  • Facilitate alignments of workplans, budgets, and sequencing across partners and technical areas in accordance with project and donor requirements.
  • Develop and implement continuous improvement plans to strengthen project systems, workflows, and performance management.
  • Lead reviews of project’s staffing plan and the development of project teams to ensure compliance with policies and procedures. Supports staff capacity strengthening and improvement plans as needed.
  • Support the transition of financial and operational responsibility to partner governments to ensure long-term sustainability and local ownership.
  • Serve as the acting Project Director in their absence, providing high-level representation to stakeholders, partners, and donors.

Administration and Finance

  • Oversee budget tracking and burn-rate monitoring in collaboration with finance; reconcile workplan activities with budgets and forecasts.
  • Oversee the Finance and Operations team to develop,monitor and report on annual work plans and budgets, ensuring cost-effective allocation of resources in compliance with donor, local and company regulations
  • Ensure adherence to co-investment requirements mandated by bilateral agreements to promote shared responsibility.
  • Oversee sub-award management, ensuring that local partners and regional bodies meet technical and financial performance requirements.
  • Ensure that all procurement and operational activities comply with both EVIHDAF internal policies and CDC/Federal Acquisition Regulation (FAR) standards.
  • Identify and promote innovative financing mechanisms, such as public-private partnerships, to address local health security challenges and reduce reliance on U.S. taxpayer funding.

Reporting and Compliance

  • Lead the compilation and submission of high-quality quarterly and annual progress reports, ensuring data accurately reflects progress toward the project’s main outcomes and the America First Global Health Strategy objectives.
  • Oversee establishment and maintenance of a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) framework to track improvements in GHS performance indicators, including Joint External Evaluation (JEE) scores, IHR States Parties Self-Assessment (SPAR), and the Pandemic Fund Framework.
  • Monitor compliance with CDC cooperative agreement requirements, including environmental mitigation, data sharing protocols, and branding/marking guidelines.

Key Experience and Qualifications

  • Educational Background: Master’s Degree or higher (MBA, MA) in Management, Business Administration, Public Administration, or a related leadership field.
  • Professional Experience: Minimum of 10 years of experience in managing large-scale, complex international public health programs, with at least 5 years in a senior management role.
  • Donor Experience: Prior strong experience on U.S. Government (USG) funding projects is essential. Familiarity with CDC-funded cooperative agreements and specific CDC reporting requirements is highly desirable.
  • Soft Skills: Demonstrated ability to work under pressure, manage multiple priorities simultaneously, and maintain flexibility in a dynamic work environment.
  • Communication Skills: Exceptional verbal and written communication skills in English; fluency in French is highly desirable.
  • Cultural Competence: Proven experience working in multicultural contexts and the ability to lead diverse technical teams across multiple geographic locations.
  • Travel: Willingness and ability to travel internationally as required (up to 20%), including to remote or resource-limited settings.
  • Leadership Skills: Strong interpersonal skills with a proven ability to build effective partnerships with governmental and international stakeholders.
