La date indicative pour le début du projet est fixée en 03 2021 pour une durée indicativement de 36 mois. L´engagement de l´expert est idéalement prévu à temps plein mais à confirmer avec le TdR du projet. Le lieu d´affectation sera confirmé aussi avec la publication des TdR.

Scope of Work
IRC seeks a dynamic leader and programme strategist to fill the role of Economy Recovery and Development (ERD) Coordinator. The ERD Coordinator will lead and oversee all the ERD components of IRC Cameroon’s program portfolio, including directing strategic planning, project design, integration into other sectors, implementation and supervision of staff. The ERD Coordinator will identify specific growth opportunities for ERD programs including cash and voucher programming, agriculture and livestock, micro and small business development and access to informal and formal financial institutions. The ERD Coordinator will also support the development of a long-term strategic vision for ERD programming in Cameroon within the IRC Cameroon Strategic Action Plan. He/she will serve as the key liaison with local and international implementing partners, Food Security Cluster, Cash Working Group, and the Government of Cameroon, the Private Sector and other stakeholders. The position reports to the Deputy Director for Programs (DDP), with technical supervision of the ERD Managers in Buea, Kousseri and Maroua. IRC’s Crisis Response, Recovery and Development (CRRD) department focuses on various relief, rehabilitation, and development programs for refugees, internally displaced persons and those affected by conflict in different regions worldwide. Each region is managed by a regional team that oversees the region’s country programs, headed by a Regional Vice President (RVP) and Deputy Regional Director (DRD), and supported by a Regional Grants Director (RGD). These programs focus on different sectors, including health; water and sanitation; children and youth protection and development; protection; gender-based violence protection; economic development; civil society development; community-driven reconstruction; and refugee camp management.
Scope:
In the West Africa Region (Burkina Faso, Cameroon, Chad, Cote D’Ivoire, Liberia, Mali, Niger, Nigeria, Sierra Leone) IRC responds to acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, foster economic wellbeing, and empower communities to regain control over their lives.
Where additional support is required by the countries in the region, the Regional Budget Manager will be deployed to work as part of the finance/budgeting and grants teams in country offices. S/he may be deployed to act as a temporary Budget Manager, or to provide surge support to assist in the development of proposals as well as donor financial reports, and to perform general budgeting functions during peak periods. The Environmental Health officer, under the supervision of the Environmental Health Manager of SW/NW, will be responsible for the day to day implementation of Environmental Health/WASH/NFI activities in different communities in North West Region. ROLE PURPOSE
The Urban Program Manager will act as Plan International senior representative for the Center Program Area. He/ She is responsible to lead the strategic direction for urban programming in accordance with Plan’s strategic program framework and retains final accountability for timely and quality delivery of all Plan’s operations in the area and in line with the approved Country Strategy (CS).
S/He also provides overall strategic leadership, innovative solutions and support to the urban program team to ensure timely and effective utilization of Plan’s resources for the benefit of targeted beneficiaries (youths). The post holder serves as Plan International Cameroon’s liaison with the state government and stakeholders, to establish a good working relationship, influence decision makers on issues affecting children’s, youth especially girls and excel Plan’s visibility and digitalization.
Dimensions of the Role
The Urban & Youth Programme Manger will Act as the senior representative for Plan International in the Center and Littoral Regions and directly oversees urban programming. Supervisor of a team of Project Managers and Coordinators, located in Yaounde and Douala or in sub-offices as required. S/He is member of the Extended Country Leadership Team (e-CLT) Have delegated financial authority for expenditures up to 3,000,000 CFA.
Accountabilities
Programme Quality Management
Team up with the Head of Programmes and relevant team to develop the relevant strategies and working processes ensuring that the design and implementation of the relevant interventions for youth are taking place in a holistic and sustainable way and aligned with approved global policies /frameworks. Lead and support the annual planning process for the urban programme and provide strategic leadership, management and development of urban and youth programming, integrating innovative and digital solutions and media. Team up with the Extended Country Management Team (e-CMT) in developing the relevant policies and strategies ensuring that Plan Cameroon is nationally and internationally recognized as one of the highly performing child/youth rights organizations. Ensure that Plan Cameroon’s is well positioned at the governorates level through promoting its urban program approach, values and commitment to change the lives of marginalized children and youth. Provide leadership and management support to the Program Coordinators (PC) / Managers and ensuring implementation of Plan’s programme and influence quality Policy and procedures in all projects for safer cities for girls. Provide guidance and support to the Program Coordinators/ Program Managers (PM) and relevant staff and ensuring quality implementation of Plan International Cameroon cost recovery policy. Coach and guide the PCs and PMs to ensure that the National level partnerships and strategies are implemented with the maximum level of quality and significantly contributing to the achievement of Plan International Cameroon’s CS objectives. Champion the testing and roll out of new innovations to programming and lead key advocacy initiatives at national level. Ensure that the Youth Advisory Groups are provided with safe and enabling spaces to inform Plan Cameroon while designing and implementing the relevant projects/Programmes. Oversees our work with partners and ensures selection and capacity building plans are implemented as per Building Better Partnership framework for Cameroon. Build innovations from Plan’s work with councils to advances children’s rights & girls equality. Leads the consistent use of Plan’s youth engagement strategy in the country. Leads the consistent use of Plan’s Youth engagement Capacity Building Programme (Partnership with youth organisations or youth movements and Champions of Change) in the country, including monitoring of progress and performance. Develop and implement Plan International’s new youth strategy at the country level, in collaboration with relevant colleagues at PIIAs and country levels. Lead on all youth related events at country level and support the organization of the country youth influencing camp.
Sponsorship Programme Management
Supervise all the enrolment/phase-out processes to ensure proper implementation of all Plan policies and procedures regarding enrolment/phase-out/phase-in in cooperation with the Country Sponsorship Manager and the relevant managers in the Center region. Ensure sponsorship communications are produced (SPAR, PAO, PAU, SCU….etc) at the required level of performance Make sure the PA/PU meets sponsorship commitments for Programmes and communications in order to improve our accountability towards SC and sponsors. Design and pilot innovative ideas for re-engineering our sponsorship towards improved performance. Ensure engagement with alumni as active drivers of change in gender equality programs.
Business Development and Portfolio Management
Supports Grant Manager and Head of Programmes in exploring funding opportunities. Lead the process of proposal development for new projects, as well as thematic/impact area’s and output budgets; this to be carried out in close relations with sector leads, project managers, other Program area managers as well as the support team. Develop high quality concept notes and proposals using an evidence-based results framework, incorporating best practices and lessons learn developing appropriate project indicators, monitoring processes and tools, and monitoring budget cost estimates. Ensures that all major institutional donors compliance requirements are fully adhered to. To ensure regular program budget and activities review meetings are conducted to discuss progress as per plans, review and approve plans and budget requirements for the next period. Oversees all sponsorship funds and grant budgets in the area and monitors resource mobilization towards the annual plans and CS targets. Budget management responsibility at area level according to annual plan; consolidating and analysing all Learn-Lead-Decide-Thrive-Humanitarian related project budgets outputs and advice project managers of achievements and issues on monthly basis. Ensures all partners’ advance liquidations are completed on time with quality documentation.
Programmes Monitoring and Reporting
Ensures regular monitoring and periodic evaluations of major programme interventions to promote learning and improvement in all major areas of Plan’s strategic programming approach. Produce quality monthly, Quarterly and annual reports and ensure updates are used effectively for PA management. Conduct monthly meetings where project progress and budget vs actuals are discussed and shared with Programme Implementation Manager and Head of Programmes. Ensure projects/grants reports are of high quality and submitted on time to relevant departments and donors. Ensure the appropriate resource mobilization at Area level and build strategic partnership at local, state and national level.
Safeguarding Children and Youth Participation
To ensure the Children & Youth Safeguarding Policy and local procedures are made widely available to all staff, associates, visitors, children and communities in a manner which means they are readily understood by everyone. To make sure Plan staff, associates and visitors understand appropriate behaviour towards children, what is expected of them in terms of their interaction with children and ensure that children are protected from abuse. Create opportunities and platforms for the Children and Youth Advisory Boards at the PA levels to contribute to the internal decision-making processes of Plan Cameroon’s and local government as well. Ensure that the Youth Advisory Panels & community-based CP networks at the PA level are provided with safe and enabling spaces to inform Plan Cameroon while designing and implementing the relevant projects/Programmes. To ensure that all CP concerns within the organization are reported through the management reporting line and responded to in a timely fashion and in a manner, which safeguards the best interests of the child. To ensure we are keeping children safe when organizing and inviting children to participate in projects, events, activities, research and online social networking. We also protect children visiting Plan offices.

Establish and support the development of collaborative relationships with a network of a range of partners and stakeholders to strengthen Plan International Cameroon’s voice with key external stakeholders, including within the Cameroon government at state level. Operation Support
Ensure the safety and security for the staff and Plan properties as well as properly analyse and manage the risks. Ensuring Plan Cameroon’s Fixed Assets, Security and procurement policies and procedures are implemented and adhered to. Lead the implementation of operational standards and periodically report to the CMT on the progress of Plan Cameroon within the PA. Manage all Plan assets according to clear register and disposal plan.
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. ROLE PURPOSE

Value Proposition The Programmes Implementation Manager (PIM) leads, manage and support Country Program Managers in quality programme delivery (planning, implementation, monitoring and evaluation); and provides support and technical guidance in the management of their respective teams to ensure high level performance and the achievement of organisational goals. The post holder oversees project implementation plans and alignment with the country strategy roll out; s/he is also responsible for ensuring consistency in Plan’s approaches in areas of global distinctiveness and scaling up successful approaches as well as coordinating local partners’ capacity building strategy. The PIM reports directly to the Head of Programmes (HoP) and will be a key member of the Country Leadership Team (CLT) and deputize the HoP when required.
Dimensions of the Role The post holder oversees programme planning and implementation of Plan International Cameroon Country Strategy within the context of program transformation. S/he is responsible for pushing project delivery ensuring key milestone are given special attention in proper planning and that project delivery follows Plan global approach for program quality and influence in a consistent way. The incumbent is member of the Country Leadership Team (CLT). S/He act as a senior manager and leader, ensuring smooth teamwork within and across the different units and promote gender transformative programming, values, attitudes and behaviour. The post holder role also is to ensure strong technical support to field teams, promotes programme quality and effectiveness, supports knowledge management & learning through robust M&E and will be accountable for the timely and quality delivery of all projects.
Accountabilities Program Planning & Delivery
Ensure annual project interventions are carefully and consistently planned and implemented in line with the Country Strategy (CS) development outcomes and areas of global distinctiveness across the programme areas. Ensure that all projects have detail implementation plans and MER framework and Project Managers are using it as main tool for planning and delivery. Leadership in project start-up activities: Situation analysis, project planning requirements, technical agreements, recruitments and start-up workshop with relevant stakeholders. Support the implementation of grants and sponsorship funded projects in line with new delivery model working local partners. Periodically review project goals, strategies and priorities with local partners and programme staff to ensure proper alignment with the CS. Provide leadership in supporting Quarterly and annual project reflection in line with global approach for programme quality and influence, standards and sponsorship commitments. Actively support effective grant management at the PA levels through the PAMs and ensure project budgets and delivery targets are well managed. Work closely with the Sponsorship Manager to ensure timely and quality production of sponsorship communications and implementation of sponsorship commitments. Build and oversee managerial accountability with particular attention to overall project design, planning, delivery, monitoring, and Evaluations. Support systematic programme growth in the PAs in line with the entry – exit strategy Lead overall portfolio of Plan International Cameroon programmes: including providing leadership to all managers on project cycle management, including quality, effectiveness, adherence to donors compliance; Promote new programming innovations and identify opportunities for national scale up through best practice models. Coordinate and support program quality and delivery unit on program audit, child protection audit, gender strategy review exercise and adequate application of management response across all impact areas, program areas and offices. To ensure that all Plan International Cameroon sponsored communities are involved in the design and delivery of programmes through all key stages of the programme cycle, working with the Sponsorship Manager and Programme Area Managers. Contribute to the implementation and periodically report of Plan Cameroon’s standard operating procedures, internal control procedures, cost recovery and HR policies within the PA in collaboration with other department heads. Support the safety and security risks analysis and mitigation measures for staff and Plan properties including program risks ownership and control actions. To ensure that all grant reports are delivered on time and to the necessary standard. To conduct regular monitoring visits to field locations as a key measure to improve programme quality. Partnership strengthening and local partners’ capacity building Establish and support the development of vivid collaborative relationships with a network of a range of partners and stakeholders to strengthen Plan International Cameroon’s voice and level of influence with key external stakeholders, including within the Cameroon government and International Agencies at different levels in line with programme growth. Actively support local partners’ management (identification, profiling, assessment and review of partnership agreements) plus monitoring partner’s activities. Identifying, profiling and maintain an updated list of key strategic partners per LLDT and areas of global distinctiveness. Support project managers in efficient work plans and related budgets, timely liquidation of advances. Team up with finance and support services to assess partners’ strengths and weakness and develop partners’ capacity building plans that are implemented with evidence of improved project delivery. Provide leadership and support programme teams in ensuring timely management of staff performance systems. Ensures community accountability plan is being implemented in line with feedback mechanisms.
Business Development & Budget Management
To support and oversee the timely production of high quality project concept notes and proposals. To lead the process of budget development for new projects (activity-based budgeting), the annual department budget as well as thematic/impact area’s and output budgets across the country, this to be carried out in close working relations with sector leads, project managers, Program area managers as well as the support team. To ensure that all project expenditure, particularly financial reports for key institutional grants, is on time and to budget (within permissible variance limits) and to oversee and guide any budget reforecasting and reallocation exercises that are required. Ensure that all major institutional donor compliance requirements from a programme perspective are fully adhered to. To ensure regular program budget and activities review meetings are conducted to discuss progress as per plans, review and approve plans and budget requirements for the next period.
Research, Monitoring and Reporting
S/He ensure that all project baselines, midterm & final reviews and all research initiatives are conducted at the expected high quality and innovation that would serve as evidence for advocacy and influencing work. Work with MER & Program Quality units to enrich the country MER system which evidence-based programmes and reports than demonstrate Plan’s progress towards the country targets according to CS baseline and targets. Coordinate the reporting process, in particular projects monthly updates, corporate donors reports, quarterly and annual reports, to the donors as well as to Regional Office including timely submission of all required reports and implementation of follow-up actions and recommendations. Ensure best practices are documented and shared in the Area for the purpose of Plan’s visibility and positioning as a reputable development and humanitarian organization. Support HoP in implementing the internal control measures as well as audits preparations, management response and actions.
Leadership Strengthening, Coaching and Mentoring
Provide leadership, coaching and mentoring of project managers on results-based management and support individual development and performance.
