Missions / Responsabilités :

·       Identifier et mettre sous contrôle les risques de non-conformité à travers un suivi quotidien des recommandations des comités de contrôle interne.

·       Evaluer les risques en associant les responsables opérationnels de l’institution ;

·       Identifier les procédures et mesures internes nécessaires pour le contrôle de l’institution;

·       Participer à la mise en marché des produits nouveaux en donnant son avis sur le respect des normes, aux prises de décision en matière de transaction, ou au lancement d’activités nouvelles ;

·       Assurer une veille réglementaire ;

·       Prévenir le blanchiment et les fraudes et gérer la faculté d’alerte ;

·       Maintenir et suivre les relations avec le régulateur

·       En matière de sécurité financière, obligation de coopérer à la lutte contre la criminalité, la lutte anti-blanchiment et le terrorisme, déclarer le soupçon ;

·       En matière de services d’investissement, mission de gérer les dispositifs de conflit d’intérêt et abus de marché, veiller au respect des règles des marchés et surveillance des transactions.

·       Veiller au respect de la règlementation bancaire et financière ;

·       Participer activement à la mise en œuvre du dispositif de contrôle de conformité incluant la maitrise globale du risque de non-conformité ;

·       Diffuser la culture conformité au sein de FIGEC et contribuer à la mise à niveau des contrôles de conformité.

·       Recenser les risques de non-conformité et s’assurer de la mise en œuvre des dispositifs de prévention appropriés, notamment au regard des grands principes de conformité et des dispositions légales et règlementaires locales ;

·       Sensibiliser et conseiller le personnel au risque de non-conformité (réputation, déontologie, nouveaux produits) ;

·       Assister le réseau FIGEC dans la compréhension et la mise en application des instructions en matière de transparence fiscale, anticorruption et politique;

·       Assurer les formations du personnel sur tous les thèmes relevant de la conformité réglementaire ;

·       S’assurer de l’application stricte de l’ensemble des procédures et instructions adéquates en matière de conformité au regard des règles et des dispositions légales et réglementaires locales ;

·       Filtrer les opérations non conformes ;

·       Recenser tous les cas de dysfonctionnement de conformité dans le cadre des contrôles, les analyser et veiller à les remonter à la hiérarchie ;

·       Compléter au fil de l’eau les tableaux de KPI (pilotage activés) et autres indicateurs synthétiques ;

·       Participer à l’élaboration des reportings et d’autres documents relatifs à la gouvernance (conformité ou d’audit et des comptes) et à la surveillance des activités ;

·       Participer activement à des différents rapports de contrôle (Régulateurs, Etat, etc.) ;

• Assurer toutes autres tâches confiées par la hiérarchie.

 

NB : ce profil de poste reste indicatif et les activités qui le composent sont susceptibles de varier en fonction des nécessités de service.

Profil requis :

·        Titulaire  d’un BAC+3/4 en audit-contrôle de gestion, droit privée ou toute autre diplôme de formation équivalente.

·        Avoir une expérience professionnelle d’au moins 02 ans  dans la gestion de la conformité dans une institution financière.

·        Bonne maitrise de l’usage de  l’outil informatique, des logiciels Ms OFFICE (WORD, EXCEL, POWER POINT, etc.. .). 

·        Très bonne maitrise de la réglementation COBAC, une  forte capacité  rédactionnelle, le sens de la communication et une forte capacité d’analyse et de synthèse.

·        Etre proactif, rigoureux(e) et avoir le sens du détail.

·        Parfaite maîtrise de la langue française.

·        La maîtrise de la langue anglaise constitue un atout.

Shwari Health Cameroon is a locally registered organization with a vision to ensure the provision of quality, effective and innovative evidence-based solutions to address health systems challenges within the health sector in Cameroon and beyond with a special focus to children and adolescents. To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents, refer them to health facilities for initiation on treatment, support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementations science associations in Cameroon that uses evidence-based strategies to effectively cover the ‘Know-Do’ gaps in the provision of health services. We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to devise strategies that could make the implementation efforts more effective and efficient. SHWARI Health Association, in partnership with Georgetown University’s Center for Global Health Practice and Impact (CGHPI), the Government of the Republic of Cameroon’s Regional Technical Groups (RTGs), will be implementing a project titled SAFECARE-Cameroon, which is a 5-year CDC/PEPFAR-Funded project. SAFECARE-Cameroon’s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to fast track its progress to achieve HIV epidemic control. As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua.

SHAC Office Positions

Position:        Clinical Mentor/Facility Doctor, SAFECARE Project -Cameroon
Reports to:        Regional Program Manager
Location of work:    Yaoundé, Cameroon
Number of positions:        04
Position Overview:    The Clinical Mentor / Facility Doctor will work closely with the regional program manager to support facility in HIV care services through patient care and treatment, mentorship of all staff involved along HIV care continuum to ensure compliance to the National Guidelines and optimized Case Finding, Linkage and Retention to Treatment. He (She) will be based in facilities with a cluster of 2 to 4 facilities to support, coordinate, supervise and mentor and oversee program activities. He (She) will provide technical assistance to the coordinator of the ART clinic and his team to ensure SAFECARE implementation in all facilities in his/her cluster. He (She) will participate in a variety of activities attached under two main themes:

Essential Functions
A.    Provision of patient care and treatment at facility level
•    Put himself/herself entirely at the disposal of the SAFECARE Project to fulfill its mandate of HIV care doctor in his/her clinic of attachment
•    Participate in all weekly data review meetings at the facility
•    Participate in the review of all weekly reports and generation of quality assured
•    Ensure the quality of HIV care at his/her facility for persons living with HIV/AIDS is optimal and in line with national ART guidelines
•    Ensure assigned targets relating to HIV care at the facility are met  
•    Oversee the activities of psychosocial workers, data clerks and all other staff under his/her authority
•    Participate in advanced training programs as needed including: recognizing and managing antiretroviral drug side effects, identifying and managing of opportunistic infections, PMTCT, TB/HIV co-infection.
•    Ensure timely weekly and monthly reports of the facility on HIV care activities
•    Perform any other duties as may be assigned by the facility CTA Coordinator as a team member
•    Carry out multiple tasks and meet deadlines.
•    Follow instructions furnished in verbal or written format.

A.    Site and program management

•    Be the link between SHAC, Health District team and the assigned facility on matters related to services provided by other stakeholders with any form of engagement with SHAC including CBOs and Bikers.
•    Work closely with site Coordinator, Major and Data associates to Mentor and oversee the day-to-day activities of CBO, APS and Data staff at assigned sites and build the capacity of the said personnel
•    Play a leading role in the handshake model with KP, OVC and other partners working with the facilities
•    Undertake follow up to ensure supervisors recommendations are carried out and maintain documentation
•    Actively Participate in all site held meetings particularly daily/ weekly/monthly data review and validation meetings at the facilities with all stakeholders
•    Institutionalize CQI through mentorship and participating and carrying out QI activities including QI projects with trained Team members
•    Ensure assigned targets relating to HIV care at the facility are met, through implementation of all recommended strategies, activities of SAFECARE project.
•    Support case presentations and site participation in biweekly HIV ECHO sessions.
•    Assist with submitting of validated daily/weekly/monthly reports as required
•    Prepare the facilities and participate in PEPFAR Site Improvement Through Monitoring Systems (SIMS) visits as requested
•    Participate in the development of site-specific technical assistance based on site visits
•    Ensure logistics necessary for undertaking various activities are requested on time and activity reports are submitted timely. These activities may include but not limited to: support groups, outreach activities, catch up activities, extended hours and weekend clinics.
•    Undertake disbursement and retirement of funds for the planned facility activities mentioned above as required
•    Engage the leadership and the management of the facility she/he is attached to participate in SAFECARE project achievement of expected results
•    Any other duties as may be assigned by the supervisor.

Qualifications and Experience
•    Medical doctor, Registered Nurse, Nurse Mid-wife, preference for HIV Nurse Prescriber (HNP) and HIV trained medical doctor;
•    A Master Degree in public health will be an added advantage;
•    Registered with necessary regulatory bodies;
•    Minimum of five (5) years working experience providing HIV Care and Treatment including PMTCT care, HIV clinical management;
•    Minimum of three (3) years working experience in designing and implementing complex and challenging HIV-related care and treatment programs, including clinical mentoring, training, preceptorships and continuous quality improvement;
•    Extensive knowledge of and practical experience with health systems in Cameroon;
•    Demonstrated experience working closely with government public health officials and agencies at all levels;
•    Demonstrated ability to interact with persons from a variety of professional disciplines and from different levels of society in a tactful, diplomatic, and culturally-appropriate manner;
•    Demonstrated ability to work independently;
•    Computer skills including MS Word, PowerPoint, Excel and Outlook;
•    Experience working with PEPFAR programs will be an added advantage
•    The candidate should be prepared to travel domestically for at least 50% of the time.
•    Professional fluency in oral and written French and working knowledge in English.
•    Good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural environment with sensitivity and respect for diversity.

Position Overview:    The Clinical Mentor will work closely with the ISDI Specialist and ISDI Team Lead to support HIV care and treatment facilities in the provision of comprehensive, quality care to people living with HIV and, in particular, to priority and key population groups. He (She) will be based in facilities with a cluster of 2 to 4 facilities to support, coordinate, supervise and mentor and oversee program activities. He (She) will provide technical assistance to the coordinator of the ART clinic and his team to ensure SAFECARE implementation in all facilities in his/her cluster. He (She) will participate in a variety of activities attached under two main themes:
1) patient care and treatment at facility level through the provision of nursing and medical care as appropriate to ensure optimized care continuum for patients;
2) support site management including implementation, monitoring and oversight of SAFECARE project activities and clinical services offered.

Essential Functions
A.    Provision of patient care and treatment at facility level
•    Support, as a Nurse, the ART clinic with clinical services offered to clients in need, when necessary, on behalf of SAFECARE Project (hands-on mentorship)
•    Assist healthcare workers in their use of health literacy materials with patients, for all HIV clinical area
•    Perform any other duties as may be assigned by the facility CTA Coordinator/SHAC supervisor as a team member
A.    Clinical mentoring
•    Ensure the quality of HIV care (in all program areas) within his/her unit at his/her facility for persons living with HIV/AIDS are optimal and in line with national ART guidelines
•    Ensure capacity building of all clinical staffs in various services on HIV Care and treatment particularly, HIV testing and linkage services, PMTCT and Early Infant Diagnosis, HIV Prevention in general and key populations, TB/HIV coinfection, TPT, Care continuity services, Viral load monitoring and other aspects of HIV prevention, care and treatment, etc.
•    Organize trainings (including refresher trainings) to address gaps identified in the individual facilities in the cluster
•    Mentor health care workers in providing therapeutic education to patients
•    Develop a specific mentee plan to capacitate him/her in clinical knowledge, and technical skills to achieve mastery in various aspects of HIV prevention, care and treatment
•    Provide regular assessment and constructive feedback, and document the trainee’s clinical progress and performance
•    Ensure a proper documentation of clinical services offered in patients files and appropriate registers

B.    Site and program management

•    Be the link between SHAC, Health District team and the assigned facility on matters related to services provided by other stakeholders with any form of engagement with SHAC including CBOs and Bikers.

•    Participate in the development of site-specific technical assistance based on site visits

Qualifications and Experience

•    Minimum of five (5) years working experience providing HIV Care and Treatment including PMTCT care, HIV clinical management;

Mission of the Department
The mission of WWF CCO is to ensure sustainable management of natural resources in Southeast
Cameroon through participatory management practices involving all stakeholders and contributes to
improving the living conditions of the local people. This includes (1) negotiation of macro-zoning plan (with protected area, forest and hunting concessions, agroforestry zone,…), (2) development of basic
infrastructure and preparation of management plans for three protected areas (Lobeke, Boumba Bek and Nki) that cover 6,380km2 of biologically important moist evergreen and semi-deciduous closed forest, with high densities of elephants, western lowland gorillas, chimpanzees and bongos, (3) support to concessionaries in the implementation of sustainable practices, and (4) assistance in setting in place
Community Based Organizations to assure full participation of local population in natural resource
management and the contribution of those resources to poverty alleviation.


Major functions
The JCB is responsible for overall day-to-day implementation of agreed ecological monitoring activities in
Lobeke National Park. In this regard, he works under the direct technical supervision of the Jengi-TNS
Technical Advisor and to some extent, the Program Manager for related activities. He is also expected to be responsible for all project equipment at his disposal for execution of field activities. He generally assists the Technical Advisor in the implementation of conservation activities in Lobeke National Park and overall management of the site.


Major Duties and Responsibilities
• Provide technical assistance to the development and implementation of management plan of Lobeke
National Park (LNP) and its surrounding zones;
• Ensure implementation of ongoing ecological monitoring activities in Lobeke national park and its
peripheries, with data collection and management following relevant scientific protocols;
• Assist in raising local community awareness and participation in conservation issues and project
related activities through:
– Provide technical support to village surveillance committee group (ASMO and COVILAB) in
ecological monitoring within Community Hunting zone;
– Organization of local populations for surveillance of National Park;
– Assist Conservator and other MINFOF staff with data management and analysis and
train/strengthen the capacity of appointed park rangers for these tasks;
– Provide technical assistance to logging and hunting concessionaries in sustainable management
of forest and wildlife resources;
– Under the supervision of the Technical Advisor, ensure the project’s compliance with technical
and financial reporting and monitoring/evaluation requirements.
– Produce concise and well written field reports on a regular basis to ensure TA and other WWF
staff are well briefed on program activities.


Profile
Required qualifications
• Minimum of Bachelors or Engineer Degree in one or more of following domains: Forestry and
wildlife, zoology, environmental science, Rural Geography, or any related specialization;
• Minimum of two (02) years professional experience in one or more of the following domains: (1)
management of forest and wildlife resources, (2) rural, community and organizational development.

This is achieved through the collection, analysis, and reporting of health-related data to inform decision-making and guide conservation efforts.

• Assist with the implementation and maintenance of health monitoring protocols and systems to
ensure the timely detection of potential health threats to wildlife and ecosystems.
• Collect, analyze, and interpret data on wildlife health, habitat quality, and environmental conditions
in collaboration with researchers and other team members.
• Support the development and implementation of strategies to mitigate disease transmission between
wildlife, livestock, and human populations.

Mission of the Department
WWF has maintained an effective presence in the area since 1995, when it created the Jengi South East
Forest Programme. The Programme subsequently evolved into the current Jengi Tri-National de la Sangha (TNS) Programme which supports the LNP and its peripheral zone in wildlife conservation, contributing to the well-being of local people and the sustainable management of natural resources through a landscape approach in partnership with the Ministry of Forestry and Wildlife, the Foundation for the Tri-National de la Sangha (FTNS). The major mission of the department is to empower and support local communities in achieving sustainable, inclusive, and equitable development through participatory approaches, capacity building, and the facilitation of collaborative partnerships.


Major Functions
The Community Facilitator will contribute, under the supervision of the Community Development Officer (CDO), to the implementation of the above mission and support the achievement of the overall mission of the Jengi-TNS Programme as required. In line with WWF Cameroon’s vision of a future with healthy ecosystems and flourishing biodiversity supporting people and sustainable development in Cameroon, the mission of the Jengi-TNS Programme is to halt the decline of biodiversity, reverse the negative trend and ontribute to the improvement of the living conditions of local communities and indigenous peoples (Baka).


Major Duties and Responsibilities
• Build the capacity of local organizations and community members through training, workshops, and
mentorship in various areas such as leadership, project management, and conflict resolution;
• Develop and disseminate communication materials, case studies, and best practices to raise
awareness about community development issues and successes;
• Foster partnerships and networks among community members, local organizations, government
entities, and other stakeholders to enhance collaboration and resource sharing ;
• Inform local communities and indigenous Baka populations of WWF activities and initiatives in favor
of the Baka;
• Conduct sensitization, education and popularization of laws in force regarding the sustainable
management of forest and wildlife resources;
• Provide technical assistance for the implementation of the protocol of agreement between MINFOF

• Demonstrated experience in partnership building and networking among various stakeholders.
• Strong analytical skills and the ability to adapt and problem-solve in complex, dynamic
environments.• Have a good knowledge of the WWF intervention zone in the TNS landscapes;
• Experience of working with communities in forest areas;
• Fluency in English and French;
• Proactive approach to meeting deadlines and achieving results with limited supervision;
• Willingness and ability to live and work in a remote area;
• Knowledge of local language/s, culture, customs and traditions;
• Experience in data analysis and report writing (excel, Qgis, ArcGis, power point etc).

Working Relationships
Internal: Maintain close working relations and interactions with Jengi-TNS staff, including MINFOF agents and support staff working in the NGP.
External: Interact with local sectoral bodies, civil society organisations, endogenous community entities and the various stakeholders in the management of the NIP and its peripheral zone.
