Missions principales

Profil recherché
Formation et expérience :

microfinancier.
Compétences techniques et managériales :

A. CONTEXTE GENERAL

Les effets du changement climatique sur les ressources naturelles que sont le sol et l’eau sont déjà perceptibles dans la région Nord au Cameroun. Dans le projet « Renforcement de la résilience climatique de l’agriculture camerounaise par rapport aux ressources en eau et en sol », les partenaires camerounais doivent être habilités à élaborer des modèles de manière autonome afin de pouvoir en déduire des recommandations pour une gestion durable des ressources en eau et en sol en tenant compte du changement climatique dans le cadre d’un processus de dialogue. Ces recommandations fourniront de précieuses informations de base à prendre en compte dans les futurs processus d’aménagement du territoire.

L’objectif du projet est donc « Les décideurs intègrent des recommandations basées sur des modèles dans les processus d’aménagement du territoire dans la région Nord pour prendre en compte le changement climatique en ce qui concerne la protection des sols et des eaux souterraines ». Les mesures centrales pour atteindre cet objectif sont la modélisation commune du cycle de l’eau dans le sol et la nappe phréatique dans le cadre d’une coopération institutionnelle ainsi que la discussion pour l’élaboration de recommandations pour l’aménagement du territoire dans une approche participative d’un processus de dialogue en tenant particulièrement compte de la participation des coopératives de femmes dans la région Nord au Cameroun.

Les partenaires de mise en œuvre sont les deux instituts de recherche en agriculture et développement (IRAD) et en géologie et mines (IRGM). La réalisation de modélisations avec un ensemble de données commun par les partenaires IRAD et IRGM constitue la base des discussions du processus de dialogue. Le groupe cible est le niveau intermédiaire institutionnel des deux autorités de recherche et leur habilitation à produire des bases d’information sur la base desquelles des décisions informées peuvent être discutées et prises. Indirectement, la population rurale, en particulier les petits agriculteurs et les éleveurs, profite de l’amélioration des capacités de conseil des autorités partenaires. Au Cameroun, le projet est principalement mis en œuvre dans la région Nord pour une durée de 3 ans (08/2025-07/2028).

A cet effet, le Projet « Renforcement de la résilience climatique de l’agriculture camerounaise par rapport aux ressources en eau et en sol » (GIZ/RESEAU) lance un appel à candidatures pour le recrutement d’un(e) (01) Conseiller.e en Géologie à Garoua.

B. DOMAINES DE RESPONSABILITE ET ATTRIBUTIONS

Sous la responsabilité hiérarchique de la coordonnatrice du Cluster développement rural, le.la titulaire du poste aura les attributions suivantes :

Planifier, coordonner, préparer et exécuter des activités liées aux Sols dans le cadre du projet ;
Analyser et harmoniser les données acquises sur les sols ainsi que les données connexes utiles à l’élaboration de cartes pédologiques ;
Elaborer des produits d’information spatiale caractérisant les qualités des sols et des terres en y associant des rapports techniques détaillés ;
Coordonner et compiler des manuels méthodologiques sur les stratégies et approches de cartographie des sols, en étroite collaboration avec les partenaires ;
Représenter le projet sur les plateformes nationales et internationales traitant des questions liés aux sols ;
Fournir un appui-conseil en pédologie aux partenaires impliqués dans la réalisation d’études ou diagnostics liées aux sols ;
Produire des cartes et données de propriétés des sols à des fins de planification et d’aménagement du territoire ;
Participer activement aux réunions techniques avec les partenaires et y contribuer de manière structurée ;
Assurer la communication et la vulgarisation des données pédologiques auprès des parties prenantes concernées ;
Contrôler la qualité des données produites ;
Interpréter et mettre à disposition les données pour favoriser leur utilisation dans les domaines agricoles, environnement, et protection des ressources naturelles ;
Développer une méthodologie pour soutenir la montée en échelle de l’approche à d’autres régions ;
Effectuer toutes les autres tâches assignées par le.la supérieur.e hiérarchique.
Requirements
Qualification

Être titulaire au minimum d’un diplôme de niveau Bac + 4 en géologie, géosciences avec spécialisation sols, environnement avec orientations sols.
Expérience professionnelle

Avoir au moins quatre années (04) d’expérience professionnelle dans un poste similaire.
Autres connaissances/compétences

Avoir une très bonne connaissance en géologie appliquée : reconnaissance des matériaux du sol et du sous-sol, évaluation des risques liés aux conditions du terrain ;
Avoir une très bonne connaissance en pédologie : comportements des sols, texture, structure, sensibilité à l’érosion, dynamique de l’eau et des éléments nutritifs ;
Disposer d’une bonne connaissance des règlementations environnementales : compréhension des lois et normes en matière de gestion des terres et des ressources en sol ;
Avoir une bonne maîtrise des systèmes d’information géographique pour l’analyse spatiale et la cartographie des sols ;
Avoir une bonne capacité à mener des analyses précises et à interpréter les résultats (Rigueur scientifique) ;
Être capable d’identifier les problèmes et à proposer des solutions ;
Être capable de travailler de manière indépendante tout en collaborant avec d’autres professionnels ;
Avoir une bonne maîtrise écrite et oral de la langue française et anglaise ;

Contexte organisationnel

La Wildlife Conservation Society (WCS) est une organisation américaine à but non lucratif et exonérée d’impôt fondée en 1895. Notre mission est de préserver la faune sauvage et les écosystèmes en traitant les problèmes critiques, en développant des solutions scientifiques et en mettant en œuvre des mesures de conservation qui profitent à la fois à la nature et à l’humanité. La WCS est présente depuis longtemps dans la région soudano-sahélienne, où elle a fait ses preuves dans la gestion des zones protégées. Nous travaillons à soutenir la gestion des zones protégées, les moyens de subsistance locaux, l’atténuation des conflits et les programmes scientifiques.

Au Cameroun, la WCS s’efforce de protéger les paysages clés qui abritent des populations d’éléphants, de girafes, de lions et d’autres espèces. Ce paysage est également crucial pour les communautés locales qui dépendent du pastoralisme, de l’agriculture et de la pêche pour leur subsistance. Une partie essentielle de notre travail consiste en la gestion intégrée des différents types de pastoralisme, qui vise à réglementer les mouvements du bétail afin de protéger les écosystèmes tout en soutenant les moyens de subsistance des éleveurs. Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, long distant truck drivers (LDTD), Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers. The program will contribute to closing gaps mainly towards HIV case finding (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based case finding, family-centered where necessary and population-specific interventions.
Job Description
The Community Technical Advisor and Zonal Lead will report to the Associate Director, Programs and is responsible for providing technical guidance on community-based HIV testing, treatment, care and support services. In Zone 1, s/he will directly supervise one Technical Officer in Yaounde. In Zone 3, s/he will directly supervise one Technical Officer but have oversight of a team of five in the Bertoua office. It is expected the Community Technical Advisors will coordinate closely with the Strategic Information and Evaluation team to develop indicators and ensure implementation is on time and target. Leads project activities and sub activities and assists with project implementation. S/he will ensure project activities are on track with work plans, with technical expertise informing project implementation, and collaborate with the broader team to ensure proper management of project timelines and budgets.

Job Responsibilities:
• Lead and coordinate the entire zonal project team (clinical, strategic information, finance and administration)
• Functions at the advisor capacity with oversight of technical project administrative and finance compliance, technical deliverables, and team management. (Includes projects and consultants)
• Coordinates requests from project Senior Management for technical assistance
• Maintains collaborative relationships and a constructive dialogue , technical exchange and coordination with relevant government agencies at zonal level, field counterparts and implementing partners, e.g. Regional Technical Group, clinical implementing partners at facility level, Global Fund implementing partners, etc.

• 8+ years of relevant experience in technical implementation of PEPFAR or HIV-related public health programs.
• Documented experience providing technical assistance, capacity building and business development in HIV/AIDS service delivery.
• Sensitivity to cultural differences and understanding of the sociopolitical nuances in the operating environment

Job Description
The EpiC Cameroon Strategic Information and Evaluation Specialist will report to the Senior SI Advisor and provide technical support to community-based organization (CBO) staff and projects. S/he will provide technical guidance in the design and implementation of strategic information and monitoring and evaluation (M&E) activities for the zonal/ regional offices and the CBOs. S/he will address issues, challenges, and strategies for improving data quality for project decision making. S/he will work with relevant stakeholders to ensure interoperability of program data with the national level data systems and ensure that field level data-related activities are appropriate, of high quality, and meet the reporting and project’s M&E needs. Contribute knowledge products through the creation and management of reports and technical materials. Working closely with project and Headquarter (HQ) teams, s/he will support the CBOs in Infolink and DATIM entries, report generation and data visualization, while overseeing other SI technical aspects and providing SI dashboard reports.

Job Responsibilities:
• Functions as the SI support to the zonal/ regional offices and the CBOs with oversight of SI technical deliverables, and team management, (including CBOs and projects consultants).
• Work with zonal/ regional SI/M&E staff and government counterparts to provide support and guidance on program M&E activities and on the USG and Government of Cameroon reporting requirements.
• Provide SI/M&E technical support, ensuring the CBO partners and zonal M&E teams are supported in the correct implementation and use of M&E tools and reporting platforms (as applicable), and adherence to complete, correct and timely reporting.
• Train CBO partners and regional MEL staff in project M&E, especially data collection, management and analysis for use in decision-making and course correction.
• Supports the monitoring and maintenance of project protocols, instruments, data sets, manuals, training materials, databases (InfoLink, DHIS2 e-tracker) and reports (DATIM, narrative and other technical reports) related to community HIV intervention.
• Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
• Collaborates with the technical team to interpret and disseminate data sets and other assessment findings.
• Works closely with the team to ensure project implementation remains technically sound and adheres to company strategy and standard operating procedures (SOP’s).
• Develops strategies and tools for the design and implementation of specific technical components.
• Collects technical tracking data, monitors project deliverables and contributes to the development of donor reports
• Conduct routine monitoring visits to sites, conduct data quality assessments (DQAs) using approved tools and mentor implementing partners to strengthen data management and reporting capacity
• Ensure that the quality of activities adheres to EpiC and PEPFAR standards by supporting the development and implementation of appropriate mechanisms to ensure quality.
• Ensure data sharing collaboration between community partner M&E, clinical partner M&E and relevant stakeholders.
• Provides mentorship and team building at the field and community level.
• Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.
• Document lessons learned and best practices in M&E, according to DoS and PEPFAR guidelines.
• Remain informed of current issues regarding M&E of programs in the HIV/AIDS field by review of current literature and Cameroonian protocols, guidelines and standards.

Education Qualification/ Skills & Experience
• Master’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, analyses or other relevant disciplines
• Project Management (PM) Certification is an added advantage.
• Typically requires 6+ years of relevant experience managing data collection and technical assistance experience
• Knowledge of health and development programs in Cameroon including familiarity with the national health information management system (HMIS) and national protocols, guidelines and standards for HIV service provision and M&E;
• Experience with MER indicators and community HIV service data.
• Knowledge and experience in national-level M&E system implementation and data interoperability.
• Experience in programs serving at-risk populations and people living with HIV (PLHIV);
• Experience in technical capacity building and supervision of sub-partners , especially those working with PLHIV and at-risk populations.
• Previous experience working with U.S. government or PEPFAR supported programs;
• Proficiency in data analysis and visualization software such as Power BI.
• Familiarity with DHIS2, DHIS2 tracker, Open Data Kit (ODK), or Kobo Toolbox.
• Excellent report writing, analytical and communication skills, including oral presentation skills.
• Familiarity with Cameroon public health sector, non-governmental organizations (NGOs) in Cameroon is highly desirable.
• Cultural sensitivity and sound understanding of the needs of vulnerable populations.
• Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
• Ability to interpret program data and other quantitative information and reports.

Job Summary

The People & Culture Partner II is a strategic P&C partner to client group leaders and to P&C departmental leadership. Education & Experience:

8-12 years of P&C experience in generalist or client-facing roles in a medium to large organization.
3-5 years in a consultative role
Supervisory experience
Advanced skills in MS Office suite, HRIS systems, and payroll systems.
Prior work in an international non-governmental organization helpful.

Operational Delivery

Search for new clients who could benefit from MTNC products in a designated sector of activity, size of company or region
Travel to visit potential clients
Establish new, and maintain existing relationships with customers
Manage and interpret customer requirements
Provide Account Plans for each account to provide consultation on products and services that would best serve customer needs Develop the overall sales strategy for a given account and ensure that all sales activity is compliant with the sales strategy.
Continuously learn about products and become subject matter expert on products and services in the Business Services portfolio
Persuade clients that a product or service will best satisfy their needs
Calculate client quotations
Work on tenders launched by customers

Qualifications
Education:

Degree in telecommunications with a commercial related postgraduate degree or qualification is desirable
·BSC in IT or Electrical Engineering
Additional commercial qualification preferred (B. Comm)
Experience:

At least 3 years in selling to Large Organizations and/or SME/SMIs with minimum of 3 years in a sales position in the IT or telecommunication sector
Min 3 years relevant industry experience with enterprise products
Experience in ICT and specifically Cloud solutions sales would be an advantage
Experience in supervising others is an advantage
Experience working in a medium organization Competencies
Functional Knowledge:

Fluent in French and English

CONTEXT
About Good Neighbors:
Good Neighbors is a humanitarian and Development international Korean NGO founded in Seoul in March 1991. It is present in 51 countries around the world and aims to make the world a better, hunger-free place, where people live together in harmony. It focuses on Community development to protect children’s rights and encourage community autonomy.
Good Neighbors started its operations in Cameroon since 2014. It has a head Office is in Yaoundé and field Offices in Maroua and Mbalmayo. Good Neighbors Cameroon’s (GNCMR) work is focused on community development, implementing projects in the sectors of Health, Child Protection, livelihood (Income Generation Activities), food security, Education, Water and Sanitation hygiene and Environment. GNCMR works with different international partners such as the United Nations and INGOs to seek sustainable solutions to development and humanitarian challenges. The organization also targets different local and international donors for funding opportunities.
I. BACKGROUND
In recent years, the pool of grant funding opportunities has significantly declined. Eligible funding opportunities are very scarce and securing these fun demands very complicated application procedures, rigorous reporting and compliance procedures including fierce competition. On the other hand, the humanitarian and development needs in Cameroon are growing by the day. With limited funds, it has become difficult to efficiently and effectively address these needs.
In order to achieve its goal of creating sustainable, self-reliant communities that promote the rights and wellbeing of children, GNCMR wishes to diversify its funding sources. To secure sustainable funding to scale up its existing projects to reach more beneficiaries and address pressing community needs, GNCMR is seeking a skilled Resource mobilization and partnership development expert to drive strategic collaborations and secure diverse funding streams.

II. OBJECTIVES OF THE ASSIGNMENT
The Objective of this Consultancy is to support GNCMR in mobilizing resources and building strategic partnerships, improving the organization’s capacity to implement impactful projects which address the pressing needs of the communities that we serve. Specifically, the Consultant will;
• Use GNCMR’s already established mapping of potential donors with Corporate Social Responsibility (CSR) initiatives in Cameroon to identify and approach key partners.
• Establish at least 3 partnerships with CSR focused agencies/companies in Cameroon aligning with GNCMRs objectives. This process will involve developing partnership concept notes and conducting stakeholder meetings and negotiations to solidify collaborative terms.
• Explore funding opportunities through grants, donations, corporate partnerships, philanthropic funding, bilateral and multilateral funding opportunities aligning with GNCMRs goals and objectives
• Develop at least 4 funding proposals targeting donors with different sectors of GNCMRs interventions (Education, Child protection, Water and Sanitation Hygiene, Health, Community Development, Income generation)
• Develop staff capacity on resource mobilization, proposal development and partnership development through targeted training
• Review project proposal developed by GNCMR staff, providing constructive feedback to improve quality and donor alignment
• Develop GNCMR’s resource mobilization strategy to expand its programmatic impact

The Consultant may decide to work with a collaborator or assistants to facilitate his/her work (This collaborator or assistant is NOT the responsibility of Good Neighbors Cameroon).
Good Neighbors Cameroon is responsible for;
1. Ensuring access to all information required by the Consultant to facilitate their work
2. Ensuring follow-up of the Consultation
3. Host staff training sessions organized by the Consultant

III. EXPECTED OUTPUTS
1. At least 3 confirmed strategic partnerships with CSR agencies aligning with GNCMR’s goals
2. At least 4 full funding proposals developed, targeting diverse donors in different sectors of GNCMR’s intervention
3. Partnership concept notes developed as part of establishing each of the partnerships
4. Resource mobilization report (Midterm and final) detailing progress, challenges and outcomes
5. Funding pipeline document outlining funding opportunities identified and pursued
6. Presentation materials from staff capacity building
7. Ongoing support and guidance for GNCMR staff in pursing funding opportunities, grants and partnerships

IV. REQUIRED QUALIFICATIONS AND EXPERIENCE
1. Advanced degree in development studies, International relations, Business Administration, Project Management, Nonprofit Management, communication marketing or any fields related to partnership development and resource mobilization
2. Professional certifications in Resource mobilization, fundraising, Grant writing, Partnership development will be an added advantage
3. Good strategic visioning, critical and strategic thinking skills
4. Proven/Demonstrated expertise, knowledge and experience in building and maintaining partnerships/relationships with Private Sectors, investors, businesses, philanthropies, bilateral and multilateral agencies
5. Proven experience in designing successful project proposals for diverse donors
6. Strong Networking and negotiation skills
7. Experience and proven track record of fundraising and resource mobilization for NGOs is required
8. Familiarity with donor trends, their priorities and requirements for development projects
9. Strong facilitation and communication skills
10. Ability to facilitate interactive and engaging learning experiences
11. Fluency in English and French language is required.

VI. REPORTING

This position is part of the Catalysing the Adoption of a Novel Vector Control Toolbox (CANVeCT) project, a multidisciplinary study in Cameroon designed to evaluate the effectiveness of spatial repellents (SRs) in reducing malaria transmission and influencing insecticide resistance profiles compared with dual-active ingredient long-lasting insecticidal nets (LLINs).

Funded by Unitaid, the project integrates epidemiology, entomology, mathematical modelling, social science, and health economics to generate strong evidence for the inclusion of SRs as a core tool in malaria control and elimination. It is implemented in close partnership with the National Malaria Control Programme (NMCP) and international institutions including the Liverpool School of Tropical Medicine (LSTM) and the London School of Hygiene and Tropical Medicine (LSHTM).

Recognizing the importance of demographic data in understanding malaria transmission dynamics and intervention impacts, the project requires a dedicated Demographer to support data collection, analysis, and evidence translation.

Qualifications, Skills, and Experience
Essential

At least 5 years’ experience in applied demography, preferably in low- and middle-income countries.
Strong expertise in demographic survey design, population projections, and spatial analysis.
Demonstrated experience collecting and analyzing primary demographic data in field settings.
Proficiency in statistical and demographic analysis software (e.g., Stata, R, SPSS, DemProj, Spectrum).
Desirable

Experience with National Malaria Control Programmes, WHO, or donor-funded projects.

Role Summary
