Reports to:CPiE Coordinator
Purpose: The CPiE officers will support the CPiE in the interventions addressing Child Protection in the NW and SW regions. The CPiE officers will support the CPiE coordinator in  funding submissions, recruitments and technical implementation as needed by the project. In addition they will ensure activity implementation in each project location according to the logframe and workplan.

Key Responsibilities:

  • Coordinate with the CPiE Coordinator, Case/Social workers and other relevant technical sectors, to ensure a rapid, proportionate and effective CPiE response.
  • Closely work with the child protection committee members and Community Focal Points to ensure that they are addressing child protection concerns within their respective communities.
  • Coordinate the monthly child protection committee meetings to ensure that they are addressing child protection concerns within their respective communities.
  • Provide technical and management leadership to the Case Management aspect of the project in accordance with best practice and Plan policies, including its child-centered community-based approach.
  • Work closely with Case/Social Workers and make referrals of the registered children in need of care and protection.
  • Ensure that children are followed up and receiving proper case management and that cases are prepared for case discussions/ case management meetings
  •  Ensure regular Plan case review meetings and conferences are conducted to reflect on progress and to accommodate the lessons learned and improve case management system accordingly; [participate in Best Interest Determination as appropriate.
  • To manage, provide training and technical support to, and build the capacity of the full case management team in consultation with the CPiE Coordinator.
  • To coordinate with other child protection agencies on case management and Mental Health and Psychosocial Support service providers
  • In collaboration with the CPIE coordinator conduct trainings for the partner staff, the relevant ministry staff and other stakeholders.
  • Ensure regular communication with CPiE coordinator to integrate appropriate child protection in emergencies priorities in program design.
  • S/he will provide basic PSS to vulnerable children and ensure community focal points have the necessary capacity to provide basic PSS interventions in the CFSs and in communities.
  • Ensure that all activities under his/her supervision are conducted so as to comply with the obligations of the Plan’s beneficiaries, staff and other stakeholders under his/her jurisdiction, in accordance with system of quality supervision, including the CPiE minimum standard and SPHERE standards.

Program implementation and development

  • Identify gaps in service provision to children identified and documented, with a special attention to UASC and proactively referring and advocate for those gaps to relevant in coordination with the CPiE Project Coordinator.
  • Together with the case workers, ensure vulnerability of the identified and registered children are responded to involvement of the community where appropriate ensuring the best interest of the child.
  • Establish/maintain a regular system of project evaluation and progress monitoring, using both qualitative and quantitative indicators, data collection, feeding into program adjustments and regular reporting as well as advocacy and new program development
  • Coordinate with the CP sub sector (Coordination at the field level) in order to assure that adequate and children centered solutions are taken in consideration in the strategic planning of activities

Staff Supervision & Development

  • Directly supervises Case Workers and Community Focal Points
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure timely completion and submission of regular program and staff reporting and annual performance reviews, as appropriate
  • Ensure training, support and ongoing capacity building opportunities for community volunteers on child protection and related themes.
  • Ensure that all Plan policies are upheld, as well as international Minimum Standards for Child Protection and Case Management.

Monitoring & Reporting

  • Initiate regular, participatory assessments/feedback surveys with client communities.
  • Ensure the cases that are identified and registered are captured correctly and shared with the Information Management officer.
  • Provide inputs into and consolidate weekly, monthly and quarterly progress reports on the Case Management activities; Submit reports for all field activities, trainings and meetings.
  • Maintain effective and efficient oversight, quality control and reporting systems and processes that ensure regular field monitoring and modifications as required.
  • Contribute to high-quality Plan and donor reports on activities, indicators and achievements, as well as best practices and lessons learned.

Coordination & Representation

  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Regularly attend CP sub-cluster and MHPSS Working group meetings at LGA and State levels to contribute to coordinator of case management responses and psychosocial support across agencies.

Purpose: The CP Social/Case worker will be responsible for providing social services ensuring in line with key child protection principles including best interests of the child, confidentiality, do no harm and child participation. The case worker will work closely with conflict affected children including Unaccompanied and Separated Children and other vulnerable children at risk of and survivors of violence, abuse, exploitation and neglect, providing case management services in line with Plan’s Standard Operating procedures, and Global minimum standards of child protection case management.Social /Case Worker (Service Provider or Staff): Responsible for supervising the activities of Community Focal Points, provide training on Child Protection Community Based Mechanisms(CPCBM), support women of CPCBM to counsel girls on sexuality related issues, follow-up identified cases needing psychosocial support and supervises the radio programs. Liaison between the Community Focal Point and CPiE Specialist.The Social Worker will provide regular reports on program activities his/her zone of intervention on weekly/monthly basis to the CPiE Project Coordinator. He/she will be responsible for consolidating monitoring data from the zone allocated to him/her. The Social Worker will also provide support to Community Focal Point in making referrals to local protection agencies, if concerns are raised about children by beneficiaries and others humanitarian actors.  He/she will approve any referrals made. He/she will ensure that data is collected and consolidated as required.

Major Responsibilities

  • The Social/Case worker will assume full responsibility to assess the level of risk that children are exposed to, and immediately report any cases that could evolve into high risk cases to the direct line Supervisor (Case Management Officer/CPiE Project Coordinator/CPIE Specialist).
  • Identify, prioritize, assess and support children at risk of violence, abuse, exploitation and neglect.
  • Monitor and report on child protection issues and violations in assigned communities or zone.
  • Provide case management services in line with the National Standard Operating Procedures for case management & Global Child Protection Case Management Guidelines.
  • Take at least 25 identified CP cases of vulnerable children from Initial Assessment to Case Closure using the Inter-Agency Case Management forms during the project performance period.
  • Ensure that children are followed up and receiving proper case management and that cases are prepared for case discussions/case management meetings
  • Ensure regular case review meetings and conferences are conducted to reflect on progress and to accommodate the lessons learned and improve case management system accordingly; [participate in Best Interest Determination as appropriate.
  • Be proactive in identifying opportunities to better support children through facilitating processes, systems etc.
  • Ensure adequate alternative care services: Seek to understand traditional care strategies for UASC (including potential protection risks linked to these). Assess the capacity of the community to absorb children that need care, and the complementary support that is potentially required.
  • Mobilize community leaders and community-based organizations (such as foster parents’ groups) to support alternative care.
  • Provide psychosocial support for children in care, parents and caregivers
  • Provide parents and caregivers with information on child psychosocial distress, and on how they can support their children to recover, as well as access services.
  • Establish regular structured recreational activities, led by community volunteers/Community focal points, and coordinate these with other activities. This may include child friendly spaces, ensuring that age and gender-sensitive activities are developed and implemented for children and adolescents.
  • Work with other sectors to ensure that they consider the protection and wellbeing of children and assist them to make their services child-friendly and accessible.
  • Ensure full responsibility & accountability –for maintaining, drafting and updating reports which include case management reports and field activities report.
  • Promotes and ensures the principles of child protection and child participation are respected within the Plan International projects and with identified child protection resources at field level.
  • Support training and orientation of CPC members, Community Focal Points and Foster families on child protection, SGBV and positive parenting.

Monitoring, Evaluation, Accountability and Learning

  • Ensure CPIE risk assessment is done for assigned zone
  • Ensure all child protection concerns are reported and also participate in case management meetings.
  • Ensure the action plans of Girl/Boys clubs, CBCPM and that for the animation of CFS are closely follow-up by Community Focal Point.
  • Report on opportunities and constraints and any adjustments needed in the project.
  • Ensure assessment, documentation, good follow up of all referred cases and report accordingly;
  • Follow-up survivors from child abuses, identification and evaluations of their needs
  • Give feedback on the project during community meetings with beneficiaries and Community leaders a month.
  • Ensure Children and Young People Safe Guarding Policy of Plan International Cameroon is respected by all.
  • Comply with Plan International’s Fraud Policy at all times to safeguard and protect Plan’s assets and reputation of honesty.

Information and Co-ordination

  • Provide regular weekly updates with inputs from all Community Animators
  • Submit monthly reports to CPiE Project Coordinator on activities implemented.
  • With the permission of the CPiE Specialist can represent Plan in CPIE stake holders meetings.

Human Resources and Administration

  • Participate in the training and briefing of Social Workers and Community Focal Points of CFS and other key stakeholders on CPiE and/or related issues.

Dealing with Problems

  • Maintain neutrality to the on-going crisis.
  • The job requires intense interventions on the field, in areas often at risk. This requires prudence, vigilance and compliance with security instructions on the part of the animator.
  • Excellent and creative leadership skills will be utilized to properly implement the activities, in accordance with the standards, principles and with possible resistance from colleagues as is often the case in emergency response work
  • S/he should work under pressure and accept travels and stays in areas often austere.

Qualification and Experience

  • GCE A/ Level or its equivalent. A degree in social sciences, law, education or related field with good knowledge of established international child protection standards and CPIE principles, can be an advantage; with at least 2 years of experience in Social Work or community development.
  • Be able to speak English. Ability to speak the local language of the assigned zone will also be an added advantage.
  • Has experience in working with children (boys and girls)
  • Excellent written and verbal communication skills.
  • Resident in the assigned communities

role PURPOSE

Working in 50 developing countries across Africa, Asia and the Americas, Plan International aims to reach as many children as possible, especially those who are excluded or marginalized with high-quality programs that offer sustainable benefits by increasing their income and working in partnership with other key stakeholders. Plan International is committed to providing an answer to the problems of children in emergency situations in our countries of intervention.

Given the current humanitarian crisis in the North West region of Cameroon, Plan International is committed to providing vital humanitarian assistance especially in the domain of health, water and sanitation. The WASH project is to enable the Internally Displaced and well as host communities have safe access to adequate essential needs and basic WASH services.

The WASH Coordinator will be responsible for the coordination in the planning, implementation, monitoring, and evaluation of WASH components of the project. She/He shall ensure adherence to donor requirements and that processes are aligned to PLAN’s procedures and approach, integrated with other PLAN programs, and complies with corporate mandates.

Dimensions of the Role

  • Oversee the operational and technical follow-up of WASH activities.
  • Ensure that the project has proper planning in place.
  • Ensure proper and timely follow up on implementation versus planning.
  • Ensure proper communication to senior management on possible risks/issues in the implementation of the projects.
  • Ensure that the gender dimension and any other cross-cutting issues important to the design, implementation and development of WASH activities are considered and that activities reflect the needs of the group and individuals especially children, the elderly and persons with disabilities.
  • Provide technical input to the Plan International Team and Local Partners in the implementation of WASH activities, especially trainings, which are appropriate to specific sectors of the community, e.g. children, youth, women and men.
  • Provide technical guidance to Field Staff and Local Partners in the mobilization of local councils for WASH, and volunteers as appropriate for participation in planning, implementation, monitoring, and evaluation of the WASH component of the project.
  • Review/Draft Activity Design Outlines for WASH activities for the project team and partners.
  • Facilitates donor requirements such as timely reports, project documentation, and progress update.

Accountabilities

Under the supervision of the ERM the Wash Coordinator will have the following responsibilities:

  • Supervise all construction works in the field of assignment by conducting prompt monitoring visits
  • Prepare technical reports of the project
  • Ensure construction costs, government regulations, potential environmental hazards, and other factors are done in planning stages as well as the risk analysis
  • Validation of works executed in terms of quantity and quality with the submission of a report from the WASH Technician.
  • Provide the necessary technical support for the proper implementation of the work to WASH Technician.
  • Consolidate and submit weekly reports giving the progress of the work on the ground;
  • Submit a final report upon completion of the work.
  • Oversee the setting up of management committees for the various infrastructures in accordance with national standards for the sustainability of the project done by the WASH Technician.

He / she will be in charge of:

  • Analyse and report on project monitoring data and proposal development data;
  1. Monitoring, Evaluation, Accountability and Learning

In collaboration with the WASH team and other projects in the response, the WASH Coordinator will also be able to:

  • Coordinate the carrying out of rapid crisis assessments and develop intervention strategies;
  • Harmonize the collection of information from the various stakeholders in the WASH sector in the field (relations with partners, participation if necessary in thematic meetings organized by the relevant agencies, …);
  • Preside over coordination meetings of WASH activities with partners in the field.
  1. Information and Co-ordination
  • Organize monthly coordination meetings with project stakeholders in its area;
  • Organize monthly project coordination meetings with the entire implementation team;
  • Maintain close collaboration with other partners in the area; Involve as much as possible the representative of local ministries structures;
  • Produce and transmit weekly and monthly reports of activities to the ERM;
  • Collect the best practices and lessons learned during the implementation of the project in its assignment area;
  • Ensure visibility of the project in its area of intervention;
  • Perform any other tasks assigned by the ERM.

This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Qualification and Experience

  • First Degree in a discipline related to WASH (hydraulics, civil engineering, rural engineering, sanitation);
  • Knowledge on Plan International is an added advantage.
  • Have at least two years of experience in monitoring construction work in humanitarian / development;
  • Good knowledge on project management and design will be added advantage
  • Be able to speak English. Ability to speak the local language of the assigned zone will also be an added advantage.
  • Has experience in working with children and youths (boys and girls)
  • Good knowledge of the area is an added advantage
  • Have proven competence and experience in monitoring latrine construction work or similar work;
  • Have knowledge in CLTS

Reports to:Emergency Response Manager
Purpose: The CPIE Coordinator leads project implementation of CPIE program that covers communities in the NW and SW Regions of Cameroon.  The staff member will support the development of CPIE funding submissions, recruitments and technical implementation as needed by the project. In addition they will ensure strong representation with external fora in particular the CPIE cluster and related working groups. The CPIE Coordinator will be responsible for all day to day management of the CPIE team hired under the project and implementation of programme activities according to the logframe and workplan.

Key Tasks

  • Ensure the coordination of all components of the project.
  • Ensure that financial and narrative reports are submitted in time.
  • Ensure all Plan International Cameroon reporting requirements are met.
  • In coordination with the Emergency Response Manager, represent Plan International with local external stakeholders (local Government, Traditional Authorities, peer agencies, and the target communities).
  • Ensure the continuation of the program by developing new proposals.
  • Ensure all CPIE operations have a clear focus on addressing the specific needs of young girls, adolescent girls and young women.
  • Carry out needs assessments as required, in line with Plan International’s standard tools.
  • Support the development of CPIE related funding submissions
  • Implement the current CPIE projects in line with Plan International standards and humanitarian approaches.
  • Ensure emergency CPIE activities are carried out in accordance with CPMS and CHS.
  • Facilitate donor visits or visits by other stakeholders to the project, as required
  • Actively participate in the local CPIE cluster and related working groups ensuring regular input to the 3Ws.
  • Support the development of staff capability on CPIE interventions by requesting training as needed, or providing it directly.
  • Management of the whole CPIE team including both Case Management and PSS interventions. Ensuring complementary planning.

Knowledge & Experience

  • At least 3 years’ experience in project management cycle in emergency contexts.
  • Good knowledge of grant management and reporting, also through online accounting systems.
  • Technical qualifications in social work or relevant CPIE specialization.
  • Experience with child protection, counseling and case management.
  • Experience of organizing Child Friendly Space programs and life skills work.
  • Experience of working with vulnerable groups including children, adolescents and vulnerable adults.
  • Experience in managing and leading teams of people.
  • Experience of representation with a wide range of external stakeholders at the local level.

Skills

  • Being innovative and proactive in solving problems.
  • Good knowledge of CPMS and the CHS.
  • Strong team management, staff capacity building and motivation skills in teamwork and networking.
  • Willingness to work long hours, weekends and holidays in order to ensure timely delivery of programmes, and to travel to field sites for program activities.
  • Excellent written and oral skills in English. Knowledge of French is an added value.

I. MISSIONS

Purpose:

She /He will be a major technical contributor to the annual work planning at the global and country level, participation in technical thought leadership, communication and relationship management with key partners/stakeholders, and facilitation of global knowledge sharing on key aspects of population group program service delivery especially those related to clinical services across the cascade.

The position will be based in Bafoussam, Cameroon.

Areas of Responsibility 

  • Plan, direct and coordinate technical and operational activities to ensure that project goals and objectives are accomplished with prescribed timeframes and funding parameters and in compliance with funder regulations and the client policies.
  • Serve as the primary liaison for the project with the Prime, government counterparts, other stakeholders, and the client headquarters, playing a coordination role as needed.
  • Develop and execute overall project strategy and work plan and achievement of project results.

Develop strategies to:

  • Provide technical assistance and capacity building including support for the design, implementation, and monitoring and evaluation of one or more population group HIV prevention, care, and treatment programs supported by the client and national and local partners.
  • Support the introduction of new services (especially new ART regimens e.g. TLD), including assisting ministries of health with guidelines revisions, adapting protocols, and training staff.
  • Improve site level clinical monitoring and data use so teams on the ground can identify and address bottlenecks in real time.
  • Remains informed on current state-of-the-art programs in the HIV/AIDS care and treatment field, through the review of literature and articles, and maintains links with other international bodies which specialize in population focused HIV. treatment and care.
  • Represents the client and the project in professional and public settings and makes presentations at professional meetings and conferences.
  • Ensure that interventions are evidence-based and aligned with Cameroon’s National guidelines and policies.
  • Contribute to the development and timely submission of work plans, quarterly and annual reports, and other project reports and deliverables.
  • Ensure project strategic objectives and results are achieved and meet expected technical quality standards.

Qualifications

  • A medical degree in medicine, nursing Medical degree or PhD preferred or equivalent at Master’s level.
  • At least 10 years of experience in designing, implementing and managing HIV and health focused clinical services. Experience in Central Africa highly desirable.
  • Demonstrated knowledge of and experience with PEPFAR and DOH clinical programming, including HIV testing and counseling, STI diagnosis and treatment, and post-violence care.
  • Familiarity with Cameroon’s institutional, policy and programming context for HIV clinical and community services.
  • Demonstrated experience with reporting, preferably for USG funded programs.
  • Demonstrated ability to work effectively with a range of stakeholders including government representatives, local community organizations, donors and other stakeholders.
  • Ability to work independently and manage a high-volume work flow.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Strong interpersonal, writing and oral presentation skills in English/ French.
