DESCRIPTION SYNTHETIQUE POUR LE POSTE D’UN CHIRURGIEN
TRAUMATOLOGUE
Dans le respect des valeurs et des règles de santé, sécurité et de l’environnement du Groupe,
le titulaire du poste a pour mission de contribuer aux objectifs opérationnels de l’hôpital en
prodiguant les soins médicaux appropriés : interventions chirurgicales, consultations
médicales et astreintes.
PRINCIPALES TACHES ET ACTIVITES
1. Réalisation des interventions chirurgicales
Assurer le traitement des blessures traumatiques complexes, souvent causées par des
accidents de la route, des chutes ou d’autres incidents critiques;
Assurer la planification et l’exécution des interventions chirurgicales nécessaires pour
stabiliser et traiter les blessures;
Réaliser les interventions chirurgicales sur les cas d’Appendicites, les Hernies, les
césariennes, les traumatismes abdominaux, persistance du canal, etc;
Évaluer rapidement les patients souffrant de blessures traumatiques;
Planifier et exécuter des interventions chirurgicales d’urgence;
Collaborer avec une équipe médicale multidisciplinaire.
2. Consultation médicales
Faire des consultations de Médecine Générale;
Faire l’évaluation rapide des patients;
Faire des consultations spécialisées.
3. Suivi des malades en post hospitalisation
Faire des rondes en salle;
Gérer les rendez-vous post hospitalisation;
Assurer les permanences;
Assurer un suivi postopératoire et des soins continus;
Communiquer efficacement avec les patients et leurs familles;
Maintenir des dossiers médicaux précis et à jour ;
Participer à des recherches et à des publications médicales;
Exécuter toutes les autres tâches instruites par la hiérarchie en relation avec sa
fonction.
PROFIL DU POSTE
Qualifications et connaissances requises (niveau et domaine) :
Au minimum un Doctorat en Médecine;
Un certificat d’études spéciales en Traumatologie et Orthopédie.
Expérience requis
Au minimum cinq années d’expérience professionnelle dans le domaine.

Project Description
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, long distant truck drivers (LDTD), Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers. The program will contribute to closing gaps mainly towards HIV case finding (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based case finding, family-centered where necessary and population-specific interventions.
Job Description
The Community Technical Advisor and Zonal Lead will report to the Associate Director, Programs and is responsible for providing technical guidance on community-based HIV testing, treatment, care and support services. In Zone 1, s/he will directly supervise one Technical Officer in Yaounde. In Zone 3, s/he will directly supervise one Technical Officer but have oversight of a team of five in the Bertoua office. It is expected the Community Technical Advisors will coordinate closely with the Strategic Information and Evaluation team to develop indicators and ensure implementation is on time and target. Leads project activities and sub activities and assists with project implementation. S/he will ensure project activities are on track with work plans, with technical expertise informing project implementation, and collaborate with the broader team to ensure proper management of project timelines and budgets.

Job Responsibilities:
• Lead and coordinate the entire zonal project team (clinical, strategic information, finance and administration)
• Functions at the advisor capacity with oversight of technical project administrative and finance compliance, technical deliverables, and team management. (Includes projects and consultants)
• Coordinates requests from project Senior Management for technical assistance
• Maintains collaborative relationships and a constructive dialogue , technical exchange and coordination with relevant government agencies at zonal level, field counterparts and implementing partners, e.g. Regional Technical Group, clinical implementing partners at facility level, Global Fund implementing partners, etc.
• Supervise and mentor the project Technical Officer(s) ensuring their active engagement in supporting the sub-granted local organizations to effectively and efficiently implement the services related to the project
• Coordinates closely with the Strategic Information team and promote data use for decision making
• Provide technical assistance to the sub-granted local organizations on key strategies related to the scope of the project to ensure meeting the objectives and the targets of the project
• Provide technical leadership in HIV/AIDS service delivery and PEPFAR programming implementation and capacity- building of specific technical components of projects
• Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with some supervision.
• Creates and monitor the project plan for the zonal office, within the given resource and financial constraints
• Leads the day to day technical and operational activities of assigned projects
• Track delivery of project outputs
• Ensures technical implementation is consistent with best practices, implemented with fidelity and meets funder contractual obligations
• Co-develop/review tools for the implementation of specific technical components

Education Qualification/ Skills & Experience
• Master’s Degree or its International Equivalent in Public Health, Behavioral, Life/Social Sciences or Related Field; Medical Doctor preferred.
• Program Management (PM) Certification preferred.
• 8+ years of relevant experience in technical implementation of PEPFAR or HIV-related public health programs.
• Documented experience providing technical assistance, capacity building and business development in HIV/AIDS service delivery.
• Sensitivity to cultural differences and understanding of the sociopolitical nuances in the operating environment
• Demonstrated experience in the Cameroon public health sector.
• Experience operating in insecure environments.
• Experience working in a non-governmental organization (NGO).
• Experience in providing technical assistance to community-based organizations
• Excellent report writing, analytical, and communication skills, including oral presentation skills.

Job Description
The EpiC Cameroon Strategic Information and Evaluation Specialist will report to the Senior SI Advisor and provide technical support to community-based organization (CBO) staff and projects. S/he will provide technical guidance in the design and implementation of strategic information and monitoring and evaluation (M&E) activities for the zonal/ regional offices and the CBOs. S/he will address issues, challenges, and strategies for improving data quality for project decision making. S/he will work with relevant stakeholders to ensure interoperability of program data with the national level data systems and ensure that field level data-related activities are appropriate, of high quality, and meet the reporting and project’s M&E needs. Contribute knowledge products through the creation and management of reports and technical materials. Working closely with project and Headquarter (HQ) teams, s/he will support the CBOs in Infolink and DATIM entries, report generation and data visualization, while overseeing other SI technical aspects and providing SI dashboard reports.

Job Responsibilities:
• Functions as the SI support to the zonal/ regional offices and the CBOs with oversight of SI technical deliverables, and team management, (including CBOs and projects consultants).
• Work with zonal/ regional SI/M&E staff and government counterparts to provide support and guidance on program M&E activities and on the USG and Government of Cameroon reporting requirements.
• Provide SI/M&E technical support, ensuring the CBO partners and zonal M&E teams are supported in the correct implementation and use of M&E tools and reporting platforms (as applicable), and adherence to complete, correct and timely reporting.
• Train CBO partners and regional MEL staff in project M&E, especially data collection, management and analysis for use in decision-making and course correction.
• Supports the monitoring and maintenance of project protocols, instruments, data sets, manuals, training materials, databases (InfoLink, DHIS2 e-tracker) and reports (DATIM, narrative and other technical reports) related to community HIV intervention.
• Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
• Collaborates with the technical team to interpret and disseminate data sets and other assessment findings.
• Works closely with the team to ensure project implementation remains technically sound and adheres to company strategy and standard operating procedures (SOP’s).
• Develops strategies and tools for the design and implementation of specific technical components.
• Collects technical tracking data, monitors project deliverables and contributes to the development of donor reports
• Conduct routine monitoring visits to sites, conduct data quality assessments (DQAs) using approved tools and mentor implementing partners to strengthen data management and reporting capacity
• Ensure that the quality of activities adheres to EpiC and PEPFAR standards by supporting the development and implementation of appropriate mechanisms to ensure quality.
• Ensure data sharing collaboration between community partner M&E, clinical partner M&E and relevant stakeholders.
• Provides mentorship and team building at the field and community level.
• Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.
• Document lessons learned and best practices in M&E, according to DoS and PEPFAR guidelines.
• Remain informed of current issues regarding M&E of programs in the HIV/AIDS field by review of current literature and Cameroonian protocols, guidelines and standards.
• Perform other duties as assigned.

Education Qualification/ Skills & Experience
• Master’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, analyses or other relevant disciplines
• Project Management (PM) Certification is an added advantage.
• Typically requires 6+ years of relevant experience managing data collection and technical assistance experience
• Knowledge of health and development programs in Cameroon including familiarity with the national health information management system (HMIS) and national protocols, guidelines and standards for HIV service provision and M&E;
• Experience with MER indicators and community HIV service data.
• Knowledge and experience in national-level M&E system implementation and data interoperability.
• Experience in programs serving at-risk populations and people living with HIV (PLHIV);
• Experience in technical capacity building and supervision of sub-partners , especially those working with PLHIV and at-risk populations.
• Previous experience working with U.S. government or PEPFAR supported programs;
• Proficiency in data analysis and visualization software such as Power BI.
• Familiarity with DHIS2, DHIS2 tracker, Open Data Kit (ODK), or Kobo Toolbox.
• Excellent report writing, analytical and communication skills, including oral presentation skills.
• Familiarity with Cameroon public health sector, non-governmental organizations (NGOs) in Cameroon is highly desirable.
• Cultural sensitivity and sound understanding of the needs of vulnerable populations.
• Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
• Ability to interpret program data and other quantitative information and reports.
• Good report writing and documentation skills.
• Ability to work well with others and to develop and maintain compatibility among project staff, government stakeholders, CBO organizations, implementing partners, consultants and program beneficiaries.
• Ability to travel within Cameroon as needed.
• Fluency in French and English preferred.

Job Summary

The People & Culture Partner II is a strategic P&C partner to client group leaders and to P&C departmental leadership. The P&C Partner II role leads P&C support across all disciplines for the Middle East, Eastern Europe and West Africa regional hub and ensures consistent people strategy application across organizational divisions. EPIC FINANCE MANAGER

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, long distant truck drivers (LDTD), Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers. The program will contribute to closing gaps mainly towards HIV case finding (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based case finding, family-centered where necessary and population-specific interventions.
Job Description
The Finance Manager will report to the Director of Administration and Finance, and is responsible for managing, preparing and administering control of the budget. Manages the activities of
the financial administration and operations staff. Reviews and approves recommendations for financial planning and control, providing relevant fiscal information to the EpiC Senior Management team. Assists with development and management of internal financial audits. May develop formal reporting system to communicate results of audit activities to management and regulatory compliance agencies. Provides leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP). Knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) may also be required. Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources.

Job Responsibilities:
• Manage the accounting/finance and administration components of the program, including payroll, reporting, and other petty cash and office finance management activities.
• Ensure compliance with FHI 360 operational procedures, policies, and accounting principles.
• Develop procedures to monitor, analyze, and evaluate program budgets, which will enable accurate expenditure forecasts.
• Coordinate monthly funding requests, based on budget and cash flow forecasts, to ensure that the program has all the funds necessary for its operations.
• Ensure financial reporting complies with DOS contractual requirements.
• Periodically inform staff about the program’s financial situation and advise them on the production of up-to-date and regular expense reports.
• Review and approve all expense files and ensure that expenses are reasonable, correct, and authorized within the program.
• Maintain financial controls and procedures for the management of funds and grants.
• Produce budget forecasts and reports for submission to DOS.
• Work closely with the Project Director and Director of Administration and Finance to ensure that the program’s accounting and financial needs are met.
• Monitor the management of grant recipients’ funds and verify documents and supporting evidence.
• Maintain financial records and organize annual audits.
• Supervise finance and operations staff
• Perform all other duties assigned by management.

Education Qualification/ Skills & Experience
• Bachelor’s Degree or its International Equivalent
• Minimum of 5-8 years related work experience, including 3 years in management and 3
• years working at the corporate or organization level.
• Past experience managing a financial analysis department is required.
• Sensitivity to cultural differences and understanding of the sociopolitical nuances in the operating environment
• Experience operating in insecure environments.
• Experience working in a non-governmental organization (NGO), preferred.
• Excellent report writing, analytical, and communication skills, including oral presentation skills.
• Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
• Strong written and verbal communication skills.
• Ability to travel within Cameroon as needed.
• Fluency in French and English required.

The position will be based in FHI 360’s office in Yaounde, Cameroon, with travel throughout the country.

Job Description
This position is responsible for supporting human resources actions for the FHI 360 Cameroon office supporting the HIV Free 2, STRIDES and EpiC projects. The People & Culture (P&C) Officer delivers professional-level P&C services for the country office, supporting staff and managers in the areas of recruitment, employee relations, performance management, benefits, and compliance. This role works closely with managers to ensure policies are applied consistently and contributes to process improvements.

Job Responsibilities:
• Manages recruitment processes from requisition approval to onboarding.
• Advises employees and supervisors on policy interpretation and application.

Responsibilities
Develop a retail focused route to market for assigned partners in the territory.
Deploy initiatives (visibility, merchandizing, products, loyalty, advocacy) to boost revenue at all PoS within assigned territory.

Understand statutes and regulations related to business operations in Cameroon and the telecommunications sector and provide guidance to Distribution Partners when required.
Manage POS, partners and wholesaler performance in the territory and develop initiatives to ensure achievement of targets.
Execute the POS, retail, wholesale channel initiatives and programs in the territory.
Ensure availability of products at POS, retail and wholesale layer of the distribution chain.
Ensure achievements of all sales KPI’s in assign territory (Gross Add, Loading, Sales out, Stock availability, MoMo RGS, MoMo RGM, MoMo Revenue, HVC POS, POS, and Kiosk close monitoring…)
Ensure Distribution partner respect standard put in place by S&D in term of: Internal organization, Financial capacity, Logistic, Shops, DSM status and follow up etc.…

Supervise the distribution of sales promo item in his appointed territories.

Execute, Monitors & report brand visibility for MTN and report on competition rollout and activities.
Identify in his territory, corridors for MFS user’s recruitment and put in place an operational plan to drive it.
Provide partners’ staff with effective and timely training on MFS products and systems.
Ensure Mobile Agents are visible, well dressed and equipped as per MFS trade marketing standards
Organize training sessions on new products and services for partners and Brand Ambassador;
Drive the availability of stock products (EVD, E-float, etc.) at the level of Partners, DSM and POS;
Participate on implementation of MFS projects in the assign territory
Propose improvements to MFS Field Activation procedures
Qualifications
Education:

Minimum of 3 Years University Degree in Sales, Distribution, Marketing or business administration and related field
Fluent in English and language of country preferable
Work Experience:

Minimum of 2 years’ experience in sales, Trade Marketing and Merchandising;
Experience in supervising others is an advantage (includes 3rd party stakeholders)
