MISSION DU POSTE

  • Assurer la collecte, la sécurisation et la conservation des documents qui constituent le patrimoine documentaire de la banque ;
  • Garantir une mise à disposition rapide de la documentation sollicitée par les utilisateurs banque et/ou les instances habilitées.

ACTIVITES DU POSTE

Gestion des archives bancaires

  • Collecter, trier et classer les documents administratifs, bancaires et historiques ;
  • Évaluer la valeur des documents et appliquer les délais de conservation ;
  • Assurer la gestion des archives physiques et numériques ;
  • Mettre en place des plans de classement conforme aux exigences internes et réglementaires ;
  • Assurer la numérisation et l’indexation des documents le cas échéant ;

Gestion documentaire

  • Organiser la base documentaire interne pour les collaborateurs (procédures, circulaires, notes de service…) ;
  • Mettre en place et/ou suivre des outils de gestion de l’information (logiciels GED, bases de données, intranet) ;
  • Élaborer des procédures de gestion et de conservation des documents ;
  • Assurer la mise à jour des fonds documentaires et leur accessibilité ;

Diffusion et valorisation

  • Répondre aux demandes de recherche documentaire et d’archivage ;
  • Mettre en place des outils de recherche et faciliter l’accès à l’information ;

Veille, sécurisation et réglementation

  • Assurer la destruction sécurisée des documents arrivés en fin de vie réglementaire ;
  • Assurer une veille réglementaire sur l’archivage et la gestion documentaire ;
  • Appliquer les normes et règles de conservation des documents ;
  • Établir l’authenticité de documents de la Banque ;
  • Assurer la sécurité et la confidentialité des documents.

PROFIL DU TITULAIRE

Formation et expérience professionnelle

  • Diplôme en archivistique, en bibliothéconomie ou dans un domaine connexe (BACC +3 minimum) ;
  • Expérience d’au moins trois (03) ans dans la gestion des archives et des documents ;
  • Expérience bancaire appréciée.

Connaissances

  • Connaissances générales sur l’activité bancaire ;
  • Connaissance des normes et réglementations en matière d’archivage (ISO 15489,…);
  • Maîtrise des outils de gestion documentaire et des logiciels d’archivage (GED, ECM, logiciels d’archivage);
  • Maîtrise des techniques de conservation préventive et restauration des documents ;
  • Connaissance approfondie des règles de protection des données et d’accès aux documents administratifs ;

Shwari Health Cameroon is a locally registered organization with a vision to ensure the provision of quality, effective and innovative evidence-based solutions to address health systems challenges within the health sector in Cameroon and beyond with a special focus to children and adolescents. To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents, refer them to health facilities for initiation on treatment, support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementations science associations in Cameroon that uses evidence-based strategies to effectively cover the ‘Know-Do’ gaps in the provision of health services. We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to devise strategies that could make the implementation efforts more effective and efficient. SHWARI Health Association, in partnership with Georgetown University’s Center for Global Health Practice and Impact (CGHPI), the Government of the Republic of Cameroon’s Regional Technical Groups (RTGs), will be implementing a project titled SAFECARE-Cameroon, which is a 5-year CDC/PEPFAR-Funded project. SAFECARE-Cameroon’s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to fast track its progress to achieve HIV epidemic control. As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé.

SHAC Office Positions

Position: Senior Finance Officer, SAFECARE Project -Cameroon
Reports to: Finance & Operations Lead
Location of work: Yaoundé, Cameroon
Number of positions: 01
Position Overview: The Senior Finance Officer is responsible for giving accurate and timely financial support to the Finance Operations Lead. The Senior Finance Officer will assist and collaborate with the lead on financial matters and ensure accuracy of all financial reporting.
Primary Function:
The Senior Finance Officer will generally be responsible for compliance oversight of the awards. S/He will ensure compliance to regulation, ensure internal control, prepare, review and analyze all the financial reports and recommendations to the Finance & Operations Lead. To monitor and ensure that all internal controls over the organization’s assets are well implemented and mitigated against all inherent and acquired financial risks ranging from cash, bank, staff and vendor.

Essential Functions
• Provide oversight function on cash management in the financial accounting unit (cash security, physical cash count, spot check on cash custodian, check book safety);
• Prepare all relevant voucher and payment documents and ensure appropriate signature are in place before incurring expense;
• Ensure daily posting of transaction into accounting software; Liaise with Finance & Operations Lead and Country Program Director to review all project advance requests and liquidations in line with the grant agreement;
• Ensure financial procedures are correctly followed in incurring expenses in line with organization approval processes;
• Ensure that all expenses charged to the grants complies with the rule and regulation of this grant as contained in 45CFR74, 2CFR230, 2CFR213 and the grant agreement;
• Ensure correct, accurate and timely preparation of financial report for submission to donor;
• Act as contact person with bankers for routine and operational matters;
• Promptly communicate all strategic issues arising from financial relationship with our bankers to the Finance & Operations Lead and Country Program Director;
• Prepare bank and petty cash reconciliation statements on monthly basis;
• To ensure appropriate and accurate filling (physical and electronical) of all the financial documents and vouchers generated within finance department;
• Take a lead in supporting the team in budget preparation and ensure mathematical accuracy;
• Ensure that all statutory deductions are promptly remitted to the relevant statutory authorities on a monthly basis;
• Assist in training on financial matters to the organization staff when necessary;
• Lead the preparation of month end financial reports and end of the year financial Report;
• Crosschecking the appropriateness and completion of the petty cash vouchers with adequate approval when received from the petty cashier/or its custodian;
• Accomplish other tasks as requested by the Finance & Operations Lead, Country Program Director, and various SMT
• Supervise the Finance Assistants, Finance Officer and Administration Officer.
• Oversee the processing of travel and activities advances to staff and ensuring advance reconciliation in a timely manner and processing expense reports;
• Preparing monthly payroll journal using staff LOE and posting the approved journal into the accounting system
• Assist in preparing monthly management reports as required, including expenditures by budget cost center, financial forecast and other financial information, in a timely and accurate manner.
• Plan and monitor country office cash flow requirements to ensure the smooth implementation of programmed activities;
• Assist in the internal review, independent audit (or any) reports of sub-grantees in order to identify risks and implement interventions to reduce overall liability to the organization;
• Provided backup support for the Finance & Operations Lead implement during absences.

Qualifications and Experience
• Maters’ Degree in accounting (ACCA or CPA will be an added advantage) with a Minimum of Three Years Post Qualification Experience (Working experience with International Organization will be an added advantage);
• Must be a matured, motivated, problem-solving individual with high levels of initiative;
• Must be computer literate with an experience in at least an Accounting Package (Knowledge of QuickBooks Accounting Package will be an added advantage) and excellent knowledge of another computer software – MS Office and Excel especially;
• Demonstrate excellent written and oral communication skills;
• Must demonstrate a good understanding of Cameroon business environment;
• Demonstrate high level of initiative, diplomacy, and tact;
• Must be flexible and be able to work independently and as part of a team.

SAFECARE-Cameroon’s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to fast track its progress to achieve HIV epidemic control. As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua.

SHAC Office Positions

Position: Driver, SAFECARE Project -Cameroon
Reports to: Logistics and Admin Officer
Location of work: Yaoundé or Bertoua, Cameroon

Position Overview: The incumbent performs a variety of general management support tasks within the program’s logistics unit. He/she is also responsible for vehicle maintenance, vehicle record keeping and related maintenance. The driver will also assist and collaborate with the Logistics and Administrative Officer on maintenance issues, and ensure that the vehicle and on-board documents are kept up to date. In addition, the incumbent will generally be responsible for the cleanliness of the vehicle.
Essential Functions
• As driver, performing the tasks of transporting authorized goods and passengers in an SHAC Cameroon vehicle, ensuring its technical and safety conditions and respecting the country’s
traffic rules and SHAC Cameroon security rules in order to provide a safe, smooth and efficient service.• As mechanic, in charge of maintaining vehicle, ensuring that they are in good working condition and that they have the necessary materials and equipment, such as tools, emergency box, spare parts, etc. Tasks include fixing minor mechanical problems and liaising with the Fleet Supervisor for major mechanical problems. Ensuring That staff have and uses the appropriates protective materials
• Maintaining up to date and accurate department stock cards and tracking the consumption and condition of products dedicated to vehicle. Using materials according to SHAC Cameroon policies and procedures and in collaboration with the Supply Chain Supervisor, preparing the monthly LPO
• For the fleet management, responsible for planning and organizing the weekly check-up and service of the vehicles according to SHAC Cameroon policies and procedures. After every service, repair and check-up, completing the necessary documents, such as logbook, check-up sheet and monthly report. Reporting any mechanical breakdown to the Field Logistician
• Ensuring that car have the required papers and equipment (road-books, triangle, fire extinguisher, road triangle, spare oil, coolant, map, insurance driver licenses, matriculation, etc.)
• With the Logistics and Admin Officer, identifying training and making appropriate recommendations regarding the appropriate trainer
• Providing the field log with a monthly report addressing at a minimum, the progression of activities, the difficulties

Qualifications and Experience

– Completion of secondary education or any other equivalent diploma training vehicle repair, maintenance would be an asset;
– Driving license B (C and D are an advantage)
– Minimum of three years of relevant experience in driving
– Experience with international organizations would be an asset;
– Mission language and local language essential
– Essential good knowledge of the area of work and basic mechanics

Position: Finance Assistant, SAFECARE Project -Cameroon
Reports to: Finance Manager

Position Overview: This position performs a variety of general accounting support tasks in within the program’s finance unit. S/he will also be responsible for recording business transactions, entering daily data into the general ledger system, ensuring files are complete and maintained as needed, and directly assists other accounting personnel. The accounting clerk will also assist and collaborate with the Finance Manager and Accountant on financial matters and ensure accuracy of all financial reporting. In addition, the position holder will generally be responsible for compliance oversight of the awards.

Essential Functions
• Perform accounting and clerical functions to support supervisors.
• Research, track, and resolve accounting problems, and investigate questionable data.
• Compile and sort invoices and checks.
• Verify the accuracy of invoices and other accounting documents or records.
• Update and maintain accounting journals, ledgers and other records detailing financial business transactions (e.g., disbursements, expense vouchers, receipts, accounts payable).
• Ensure daily posting of transaction into accounting software.
• Process travel and activities advances to staff and ensuring advance reconciliation in a timely manner and processing expense reports;
• Ensure appropriate and accurate filling (physical and electronical) of all the financial documents and vouchers generated within finance department.
• Ensure financial procedures are correctly followed in incurring expenses in line with organization approval processes.
• Prepare all relevant voucher and payment documents and ensure appropriate signature are in place before incurring expense.
• Accomplish other tasks as requested by the Finance Manager, Country Program Director, and various headquarters staff

Qualifications and Experience
• Basic Degree in accounting (ACCA or CPA will be an added advantage) with a minimum of one-year post qualification experience (working experience with International Organization will be an added advantage)
• Must be computer literate with an experience in at least an Accounting Package; knowledge of QuickBooks accounting package will be an added advantage
• Excellent knowledge of other computer software, MS Office and Excel especially
• Comprehensive knowledge of accounting procedures and principles
• Must demonstrate a good understanding of Cameroon business environment
• Must demonstrate excellent written and oral communication skills
