Org. Setting and Reporting

The Subregional Office for Central Africa (SRO-CA) is located in Yaoundé (Cameroon). It is headed by a Director who reports to the Deputy Executive Secretary (Programme). Its main objective is to contribute to achieving economic diversification and structural transformation for inclusive and sustainable development in an integrated Central Africa subregion with focus on economic diversification policy and reforms.

This position is located in the Economic Diversification Policy and Reforms Section of the Sub-regional Office for Central Africa (SRO-CA) of the United Nations Economic Commission for Africa (ECA) in Yaoundé, Cameroon. The Chief of the Economic Diversification Policy and Reforms Section (P5) reports to the Director of SRO-CA (D1).

Responsibilities

Within delegated authority, and under the general supervision of the Director of the SRO-CA, the duties of the Chief of the Economic Diversification Policy and Reforms Section, Senior Economic Affairs Officer fall mainly into one of the following functional areas identified below but all are also likely to embrace a number of programme support responsibilities.

Economic or sectoral analysis

•Leads or participates in the formulation, organization and management of mandated programmes of economic analysis and the formulation of possible economic strategies, policies and actions for adoption by the international community.
•Leads or participates in the identification of new or emerging development issues of potential concern to the international community, particularly those of a national or sub-regional nature, and designs and develops programmes to address them.
•Designs and oversees the work programme of the Section, provides leadership and ensures its timely and effective implementation.
• Supervises the preparation of macro-economic frameworks and models as well as forecasting tools.
•Tracks progress of macroeconomic and social developments in the sub-region.
•Liaises and collaborates with United Nations bodies and external partners, participates in resource mobilization, and builds relevant partnerships to facilitate the implementation of work programme;
•Supervises a team of staff economists undertaking this work.
•Commissions economic studies and analyses that cannot be undertaken internally.
•Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the unit’s outputs.
•Finalizes reports on development for issuance by the United Nations.
•Prepares speeches for senior staff and makes presentations on economic issues for specialist or non-specialist audiences.

Intergovernmental support

•Provides direct substantive support on development issues to intergovernmental bodies by offering strategic advice, giving technical guidance and assisting in developing a consensus.
•Manages the work unit’s contribution to the preparation and management of meetings of intergovernmental bodies.
•Represents the organizational unit at international, regional and national meetings on development issues.
•Provides substantive servicing of inter-agency meetings and functional support to the work of the United Nations country teams and other United Nations inter-agency activities in support to the African Union, Regional Economic Communities (RECs) and other African Union organs.

Technical cooperation

•Develops and maintains relations with senior officials of member governments and RECs and ensures a response to requests for advice and/or assistance on economic issues and policies.
•Negotiates with donor and recipient governments on technical assistance programmes and projects.
•Organizes and coordinates cooperation among member States on economic programmes or issues.
•Leads or participates in technical cooperation missions.
•Delivers relevant capacity-building programmes for planners, policy makers and other stakeholders;
•Organizes and leads policy dialogues with member States on economic diversification and structural transformation and other relevant macro-economic issues.

Programme support

•Functions as the head of the section
•Contributes to the formulation of the medium-term plan, the programme of work and the budget of the unit and participates in the formulation of the organization’s overall programme of work and other similar endeavours.
•Attends to various administrative matters concerning the larger organizational unit (Section or Division) and when required, and in the absence of the Director, administers the work of the SRO-CA, as Officer-in-Charge.
•Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in economics or related field is required. Specialization in macroeconomic or development economics, preferably a Ph.D, is desirable. A first level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.
Experience in working with the UN, RECs and intergovernmental organizations and processes would be an advantage.

Languages

English and French are the working languages of the UN Secretariat. For this post, fluency in French, (both oral and written) is required; working knowledge of English is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluations of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Responsibilities

Under the direct supervision of the Communication Officer, the duties may include, but are not limited to:

Support the accomplishment of tasks, including generating communicational write-ups and story lines.
Support media relation functions related to press conferences and media advisories
Monitor media reports (local and international) of ECA events and prepare coverage reports,
Build and maintain media contact databases,
Assist in the preparation and distribution of press kits,
Assist with media interview requests, and handle other media related inquiries
Disseminate press releases, speeches and conference related documents to media,
Assist with media clearance process of international media for ECA events in the subregion
Assist in the packaging of CDs, flash disks for major ECA publications and events.
Support the production of audiovisual multimedia content;
Assisting in other ad-hoc activities as instructed.

Plan International Cameroon is seeking for an interested candidate to fill the position of Communication & Media Coordinator to join the Plan International Cameroon’s Programme Implementation and Influencing Team in the NW and South West regions. ROLE PURPOSE

Plan International Cameroon is presently responding to the humanitarian crisis in the NW and SW regions of Cameroon, through a number of programmes aimed at improving the lives of children and youths espercially girls, affected by the crises in the regions. The role of the Communication and Media Coordinator is critical to ensure the visibility of the actions and impact of Plan Internationals’s work in the two regions; to a lesser extend, the role will also support behavior change and community engagement actions.

DIMENSIONS OF THE ROLE

Reporting to the PR & Communication Specialist and the Emergency Response Manager, the Communication & Media Coordinator will be responsible for the implementation of Communication, Information and Media related activities within the Programme Implementation and Influencing Area. She/he will be responsible for the internal, external, and social media communications around the programmes implemented in the area. S/he will work in close collaboration with Project Managers, Project Teams and implementation partners, to ensure close supervision, follow up and reporting of response activities through diversified communication tools and outlets. The Communication and Media Coordinator’s responsibilities will be to maximise positive media coverage and fundraising opportunities and support accountability to key stakeholders by communicating the humanitarian situation and Plan International’s emergency operations as well as development work, in the Programme Area. S/he shall also supervise the quality production of Information Education and Communication materials, and the quality branding of all realizations and activities.

ACCOUNTABILITIES

  • External Liaison and Communications
  • Develop and amend as necessary a Communication Plan for Plan International’s programme in the Programme Area.
  • Develop and maintain excellent relationships with frontline national and international media (journalists}, Communications staff and representatives of other NGOs, government institutions, UN Agencies, etc.
  • Act as the main point of contact for media and respond to requests for information from journalists, NOs, and donors, including arranging interviews and field visits.
  • Act as a spokesperson for the organisation when appropriate and with approval from the Country Director or delegate.
  • Prepare, distribute and log press releases.
  • Conduct regular field visits to interview staff and beneficiaries, write human interest stories and take photos and video.
  • Ensure appropriate capturing and documentation of projects’ successes and challenges via fact sheets, case studies, stories, testimonies, quality pictures and videos, media products, articles, etc
  • Identify frontline media outlets and suggest initiatives to promote the activities and impact of Plan International’s work in the Programme Area.
  • Participate in the Communications to Disaster-affected Communities (CDAC) working group or public information working group if active.
  • Support key actions of the organization aimed at influencing decition that favor the wellbeing of children and youths.
  • Internal Liaison and Communications
  • Share a steady flow of information (social media updates, human interest stories, talking points and Q&As, blogs etc.) with the PR & Com Specialist for internal and external dissemination as per Plan International’s communications guide.
  • Coordinate the preparation of Situation Reports (SitRep) to update on the status of Plan International’s disaster response activities;
  • Regularly provide high-resolution, good quality digital images and videos of the emergency and Plan International’s work.
  • Develop engaging massages to communicate key policies and values of Plan International to staff.
  • Monitor print and electronic media for mentions of Plan International and other topics of interest to the organisation, and inform the Emergency Response Manager, and the PR & Com Specialist of anything important.
  • Identify and create talking points/Q&As for potential sensitive issues and inform the Country Director and the Emergency Response Manager.
  • Visibility and Branding
  • Ensure the correct use of Plan International’s identity and that or partners and donors, in respect to exsisting Brand Manuals.
  • Ensure the quality production of Information, Education and Communication (IEC) materials.
  • Ensure the quality branding of constructions, Non-Food Items (NFIs) and other realisations of Plan International, with the identity of Plan International and that of partners, where applicable.
  • Ensure that staff are branded during field visits and external meetings.
  • Training
  • Provide communication and media coaching/ training to designated spokespeople and staff.
  • Train media professionals and partners on safeguarding and humanitarian principles, and the quality enagament of the media in fighting for children’s rights.
  • Offer immediate media coaching for those about to do an media interview.
  • Media Monitoring and Evaluation
  • Work with PR & Com and external media service providers to produce quality audiovisual material (documentaries, spots, etc).
  • Compile a log of media calls organised within the response programme
  • Work with PR & Com specialist to monitor media and compile a list of national/international media coverage.
  • Produce a ‘lessons learned’ document and make recommendations for future operations.
  • Ensures that Plan International’s global policies for Safeguarding and Gender Equality and Inclusion are fully understood and respected by the media professionals, partners and staff, during all communication activities.

Technical Competencies required for this position

  • University Degree in Journalism, Communication or equivalent experience
  • At least 3 years of experience working in journalism, communications, media, or Public Relations

  • Good photography and filming skills;
  • Additional technical skills are desirable, including proficiency in Adobe Photoshop or photo-editing software and movie-editing software such as Adobe Premier
  • Fluent written and spoken English and French. Preference will be given to candidates who speak more than one working language.
  • A minimum of 1 year of experience working with or in collaboration with an NGO or UN agency, or equivalent, is preferred.
  • Prior experience travelling to, or working in an emergency environment will be an asset.

Qualifications

  • Expérience professionnelle d’au minimum 3 ans en tant que Chargé des RH ou Coordinateur Ressources Humaines dans un contexte humanitaire.
  • Expérience professionnelle antérieure dans des contextes complexes et instables.
  • Résultats avérés sur les responsabilités du poste.
  • Connaissance de son style/profil de dirigeant.
  • Niveau de base d’anglais demandé, anglais courant une forte valeur ajoutée.

L’assistant Administratif Junior est placé(e) sous la supervision générale du Représentant de la FAO au Cameroun, la supervision technique de l’Assistant au Représentant (Administration) et supervision directe du Responsable du sous bureau de Maroua

Tâches et responsabilités

Sous l’autorité générale du Représentant de la FAO au Cameroun, et en collaboration avec l’administrateur de la FAO, il accomplira les tâches suivantes :

 

Logistique 

  • Suivre la gestion des Tomcards de carburant et de carnet de bord des véhicules du sous bureau et transmettre sur une base mensuelle ou bimensuelle un rapport de consommation à la Représentation à Yaoundé ;
  • Préparer les ordres de mission et les autorisations de voyage dans le logiciel de gestion comptable pour les missions de terrain ;
  • Préparer les clearances sécuritaires des voyageurs et obtenir leur approbation ;
  • Préparer les rapports de mission dans le logiciel de gestion des voyages après les missions et suivre leur liquidation ;
  • Suivre l’entretien des équipes durables et non durables du bureau et tenir un registre à jour y relatif ;

Administration et achat

  • Participer à l’élaboration du plan d’achat annuel et suivre son exécution ;
  • Après obtention des demandes d’achat des biens/services pour le seuil inférieur à 2 500 dollars US, effectuer la recherche des pro formas ; puis procéder à leur analyse et obtenir l’approbation du chef de la base FAO à Kousseri avant tout engagement budgétaire ;
  • Ranger de façon chronologique et selon les règles de l’organisation, les justifications de dépenses de petite caisse du sous bureau ;
  • Contrôler les factures, les dossiers de paiement et justificatifs des dépenses ;
  • Préparer les bons de commande dans GRMS et obtenir leur validation et signature du Budget Holder ;
  • Préparer les budgets pour la Représentation et les projets et suivre leur exécution ;
  • Interagir avec les collègues du service des finances au siège et à RAF ;
  • Préparer les budgets des ateliers et obtenir les FBA (Fields Budgets Autorisation) des organisateurs au siège et autres bureaux FAO ;
  • Tenir et bien entretenir tous les archives du sous bureau ;
  • Exécuter toute autre taches à lui/elle confiée.

  • Diplôme universitaire supérieur dans un domaine lié aux finances, à la gestion, aux opérations ;

  • Réaliser l’analyse d’environnement achat au niveau local
  • Superviser la mise à jour des listes de prix et des fichiers fournisseurs
  • Maitriser les procédures d’achat Solidarités International et celles des bailleurs finançant les programmes de la mission
  • Etablir et mettre à jour les chronogrammes d’achat en fonction du tableau de marchés, des chronogrammes d’activités et des contraintes logistiques contextuelles et procédurales
  • Réceptionner, vérifier et traiter les demandes de cotations et BCI
  • S’assurer du suivi et du respect des lignes budgétaires affectées à la logistique
  • Superviser la constitution des dossiers d’achats et rédiger les contrats
  • Participer à la rédaction des appels d’offre
  • Superviser la mise en œuvre des achats en veillant au respect des règles et procédures de validation
  • Sélectionner les fournisseurs, négocier les prix, les délais et les modalités de livraison
  • S’assurer que les dossiers d’achats sont complets et archivés selon les procédures Solidarités International
  • Assurer le suivi des relations avec les fournisseurs

Gestion du parc véhicules

  • Négocier les contrats de location de véhicules
  • Superviser la planification et l’exécution des opérations de maintenance et de réparation des véhicules de la mission
  • Etablir le planning des mouvements de véhicules
  • S’assurer de la composition et de la présence du lot de bord dans tous les véhicules
  • Assurer de façon permanente la formation générale des chauffeurs et procéder à un contrôle régulier des connaissances
  • Responsabiliser l’équipe des chauffeurs au respect des procédures et des règles de sécurité propres à Solidarités International
  • Vérifier la présence et la bonne utilisation des carnets de suivi véhicule
  • Assurer le suivi, la consolidation, l’analyse et le compte-rendu des consommations de carburant et des index kilométriques pour chacun des véhicules
  • Prévenir les détournements de carburant et de pièces détachées
  • S’assurer de la présence, du classement et du suivi des documents administratifs pour chacun des véhicules

Gestion du parc équipement / télécommunication

  • Mettre à jour l’état de parc en temps réel
  • Optimiser la répartition du matériel selon les besoins des activités
  • Organiser l’installation, la sécurisation et le suivi du matériel
  • Installer et assurer une maintenance régulière des moyens de communication
  • Former les équipes à l’utilisation des moyens de communication

Gestion et suivi du parc informatique

  • Mettre à jour les antivirus
  • Mettre en place une procédure de sauvegarde et de protection des données
  • S’assurer de l’entretien et de la bonne utilisation du parc informatique
  • Offrir une assistance technique aux équipes et organiser des sessions de formation

Gestion des stocks

  • Choisir les locaux, décider du plan d’aménagement et organiser la sécurisation des espaces d’entreposage
  • S’assurer des bonnes conditions de stockage du matériel et veiller au contrôle des dates de péremption
  • S’assurer du respect des procédures pour les entrées et sorties de stock
  • Garantir la bonne tenue de la documentation liée au stockage
  • Superviser l’inventaire physique mensuel des stocks

Gestion des ressources humaines

  • Analyser et quantifier les besoins en personnel logistique
  • Recruter, former et encadrer l’équipe logistique
  • Effectuer les EAP des membres de l’équipe logistique
  • Organiser des réunions formelles régulières avec les membres de son équipe

Sécurité

  • Mettre en œuvre les moyens déterminés par l’équipe de coordination pour assurer la sécurité des équipes
  • Former les équipes aux procédures et règles de sécurité
  • Faire remonter les informations relatives à la sécurité à son responsable hiérarchique

Reporting / Capitalisation

  • Assurer la capitalisation des listes de prix et de fournisseur, ainsi que sur la documentation en usage (import – export, exonération, taxes)
  • Assurer le suivi BCI et informer les demandeurs de l’avancement du traitement de leurs commandes
  • Consolider mensuellement le pack logistique et le faire remonter au coordinateur logistique
  • Fournir au coordinateur logistique tous les éléments nécessaires à la rédaction des rapports intermédiaires et finaux
  • Faire remonter les dossiers achat des programmes clôturés à la coordination selon la périodicité établie

REQUIS

Profil recherché:

  • Etre titulaire au minimum d’un Bac + 3 en logistique et transport. Bac +5 apprécié.

Expérience Professionnelle

  • Justifier d’une expérience d’au moins trois (02) ans continus dans un poste similaire dans une entreprise logistique donc six (06) mois au moins à un poste similaire dans une organisation internationale.

Connaissances et compétences obligatoires

  • Gestion des règles de sécurité
  • Gestion/Management d’équipe
  • Connaissance des procédures Administratives et Logistiques
  • Gestion de la chaine d’approvisionnement (achat, transport, stockage)
  • Français
  • Gestion d’équipement technique (informatique, télécommunication …)
  • Connaissance du contexte humanitaire de l’Extrême Nord Cameroun
  • Capacité de négociation
  • Pack office

Connaissances et compétences appréciées

  • Maitrise du dépannage software et Hardware
  • Anglais est un atout
  • La connaissance des langues locales (Fourfoulde, Mafa, Haoussa, Arabe choa,…) est un atout

Conditions

  • Les postes sont basés à Maroua et Makary (Région de l’Extrême Nord Cameroun) ;
  • Contrat à Durée Déterminée ;
  • Salaire défini selon la grille salariale de SI ;
