La mission principale du Business Expert Crédit-Bail est de promouvoir l’ensemble des produits Crédit-Bail (CB), Location Longue Durée (LLD) et Lease Back de la filiale à destination de la clientèle Corporate (Grande Entreprises et PME) et Retail (Professionnel), en cohérence avec le plan stratégique Crédit-Bail et commercial de la filiale.
Il aura pour rôle de :
 Suivre les ventes et participer à la croissance des ventes des produits de la Banque
 Dispenser les formations internes destinées aux commerciaux
 Promouvoir avec la force de vente des actions de prospection
 Etre le relais commercial entre la Banque et les fournisseurs d’équipement agréés
 Participer à la conception et être force de proposition sur les produits/offres de leasing pour des opérations spécifiques et non standard
 Veiller à la communication auprès de la force de vente afin d’assurer la cohérence entre la stratégie commerciale et la vente de produits spécifiques
 Participer à l’élaboration et l’animation des actions commerciales
 Développer les ventes croisées grâce à une démarche commerciale coordonnée auprès des commerciaux
 Assurer la synergie entre le service d’implémentation et le SAV afin de garantir la qualité d’exécution

Job Description

Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC assists, provides rehabilitation and provides post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC’s mission is to help the people whose lives and livelihoods are affected by conflict and disaster to survive, recover and take charge of their future.

In the face of a growing humanitarian crisis, the IRC is running emergency programs in the Far North and South West regions of Cameroon. The planned programs include environmental health (EH), Protection and Rule of Law (PROL), Economic Recovery and Development (ERD) and the Women Protection and Empowerment (WPE).

Specific Responsibilities

Under the supervision of the Field Manager, he/she is responsible to support the Adm. HR Officer in all Administrative, HR processes and functions especially in the Bamenda Office where he/she will base.

The position covers Bamenda, North West Region Office.

Administrative Tasks
Provide administrative assistance to the Bamenda Field Manager
Responsible for all Travels and Accommodation of National, International Staff and Visitors
Ensure that mails are sent to the various locations.
Ensure that pre-arrival and on arrival documents are constantly updated and operational.
Oversee the provision of Clerical services including photocopying.
Prepare quarterly purchase for office supplies, stationaries, cleaning items and toiletries, etc and provide management oversight and coordination in the supply and the maintenance of all office and house supplies.
Prepare payment requests and ensure that all utility bills for the office, guest house are collected and processed for payments in a timely manner.
Report and follow up on any repairs needed in the office.
Keep track of all items such as projectors, Flip stand, Charts, for meetings and workshops
Supervise the cleaners and cooks in line with their JDs
Work closely with the Security Guards to ensure gate signing on sheets are completed and filled appropriately.
Maintain confidentiality and professional ethics for all paperwork, records and issues.

Human Resource Tasks
Assists the Adm. HR Officer in all recruitment Processes and Procedures.
Keep record of HR data
Assist in the developing of JD of staff
Provide Orientation and on-board new staff
Take minutes in meetings and workshops and also represent the Field Manager in meetings
Provide timely payroll information.
Ensure staff are registered with CNPS
Maintains Employee confidence and protects operations by keeping Human Resources information confidential.
Prepare and update employee files
Must be ready to receive complaints from employees and provide solutions
Perform other duties as needed and requested by the Field Manger and Adm. HR Officer.

Qualifications
ND, HPD, HND and Maximum BSc. in Human Resources Management or its equivalent.
At least 2 years of experience in executing functions relating to Administration and Human Resources Management.

Skills And Abilities
Have knowledge of computer tools and current software Word, Excel, PowerPoint and other HR Soft wares.
Proven ability to work independent way with little or no supervision
Have Proper knowledge of the Cameroon Labour Law.
Have a very high degree of integrity.

Following the release on 31 December 2019, WHO was alerted to several cases of pneumonia in Wuhan City, Hubei Province of China. On 30 January 2020, the Director-General of WHO declared the COVID-19 outbreak a public health emergency of international concern (PHEIC) under the International Health Regulations (2005). The disease has spread rapidly across the globe with 2,840,830 cases of COVID – 19 reported globally, and 203,043 deaths reported according to the WHO as of 26 April 2020.

Cameroon is the 5th country most affected by COVID-19 on the African continent with 1,564 confirmed cases of COVID-19 and 50 death and 9 regions out of 10 affected by the epidemic. This includes the North-West and South-West regions which respectively report 9 and 31 cases on April 28th, 2020. For these two regions, the COVID-19 outbreak occurs in a context exacerbated by a socio-political crisis started in 2016 and still on-going. This crisis had a negative impact on the civilian population in all nine divisions of the Southwest and Northwest regions. The majority of IDPs are women and children who are presently deprived from essential basic services, they lack shelter and food, live in unhygienic condition and are not protected from malaria with high level of sexual promiscuity and high risk of transmission of HIV and other Sexual Transmitted Diseases. In addition, children are not going to school, they are no more regularly vaccinated, and are living in depression and tension. The most vulnerable people are children under 5, pregnant women and those affected by diseases with epidemic potential.

In this context and based on the transmission mode of the COVID-19 virus, a successful response will need a clear and integrated Risk Communication and Community Engagement (RCCE) strategy to prevent and control the spread of disease with an active engagement with key gatekeepers and stakeholders including governments, community influencers, health care workers, media and local communities (including women, adolescents and young people and persons with disabilities).

How can you make a difference?

Under guidance and supervision of the Chief of UNICEF Buea field office and in close coordination with the Chief C4D section, the C4D/ COVID response Specialist is responsible for the coordinated design and implementation of a UNICEF supported C4D/RCCE strategy for prevention and response to COVID outbreak for North-West and South-West regions. The C4D Specialist provides technical and operational support in the development of a systematic, planned and evidence-based strategy and process for Risk communication and community engagement as an integral part of program development, planning and implementation and monitoring for communicating effectively with the public, engaging with communities, local partners and other stakeholders to help prepare and protect individuals, families and communities during response to COVID-19.

Provide technical leadership, representation, coordination

    • Provide technical guidance and support for UNICEF’s response in the N/W and S/W COVID response RCCE pillar in the field as per agreed standards and benchmarks. Assist the local government in running the RCCE Pillar meetings and provide technical expertise in C4D.
    • Under the framework of N/W and S/W C4D/RCCE COVID response coordination platform, and in conjunction with other partners and on behalf of UNICEF, lead and provide direction to the regional C4D/RCCE/COVID taskforce and working committees.
    • Contribute to UNICEF’s engagement in cross-sectorial needs assessments, prioritization, analyses and evaluations of the emergency response. Specifically contribute to the development of regional/ inter-agency crisis prevention, response and recovery plans to ensure effective integration of C4D strategies and methodologies.
    • Promote and influence the development of communications strategies and standards that promote the adoption of safe practices in accordance with national and international humanitarian standards.
    • Coordinate with C4D Chief and Chief of UNICEF Buea field office to provide data and feedback to monitor progresses of C4D/COVID response weekly. The report must include rumors/response(s), challenges/solutions, gaps, recent activities and requests for support.

Develop and scale up implementation of evidence based and inclusive C4D/RCCE strategies

    • Initiate the development and/or refining and strengthening of the N/W and S/W C4D/RCCE COVID Response Plan in line with the overall national and regional COVID Response plans and international standards and benchmarks.
    • Operationalize strategies in the areas of participatory communication, RCCE and behaviour change and on appropriate materials and media to reach target audiences. Specifically, and based on the identified needs, and in coordination with other UNICEF’s relevant sections and implementing partners, guide the development and implementation of strategies and plans to: (1) Reach target population with culturally appropriate and gender sensitive messages to reduce health risks with reference to both physical and behavioural aspects, (2) Develop capacities for RCCE, behavioural change/promotion and community outreach mobilization among local partners and stakeholders to address issues of fear/stigma associated with COVID, (3) Develop, pre-test, edit, and produce culturally relevant communication materials meeting requirements and quality standards.
    • Incorporate Early Recovery and Disaster Risk informed approaches as integrated component of UNICEF’s response in the COVID response activities related to behaviour change and communication.
    • Manage with actors at community level to identify rumors, to assess information needs, coordinate and map out priority gaps and identify key C4D RCCE/COVID interventions involving groups at risk, social mobilizers and creation of resources and platforms.

Strengthen partnerships

    • Work with UNICEF sectoral partners at local level to incorporate and integrate their normative guidance and activities into the RCCE efforts, as well as with other sectors.
    • Provide directions for strategies to engage and involve political, local, traditional, religious and opinion leaders and ‘change agents’Â at all levels in the process of RCCE and community-based strategies, as well as involve them in the mass media approaches
    • Guide the development and strengthening of strategic partnerships with local stakeholders, community and civil society groups, leaders, private sector and other key partners for participation in social and behavioural changes activities related to COVID response/mobilization.

Build Capacity

    • Initiate and guide the evaluation of capacity gaps and needs of trainers and social mobilisers and other key actors/influencers
    • Oversee and provide quality assurance for planning and implementation of training of trainers and social mobilizers including development of training materials

Research, Monitor and Evaluate

    • In collaboration with sectoral teams, local partners and government programme officers, oversee and guide the design and implementation of Rapid Communication Assessments, including the analysis of: profile of the high risk or affected communities, high risk practices/ behavioural assessment, community and social network mapping and capacity assessment, and channels of communication and resources.
    • Provide sources, leads and references to the national teams for sourcing high quality expertise to evaluate the customs, culture and behaviors of local populations.
    • Assess and establish monitoring and evaluation frameworks and systems to scientifically and objectively determine if the communication approaches and messages are having the desired effects.
    • Based on results of Monitoring and Evaluation efforts, guide the revisions of the communication strategy and messages through participatory micro-planning with government officials, programme staff, and other UNICEF partners.
    • Analyze and evaluate data to ensure compliance and achievement of objectives and recommend corrective action, when necessary, to meet programme/project objectives.

Plan and manage allocated programme funds and budgets

    • Participate in and contribute to the budget and programme review and planning. Review work plans and allocation of resources.
    • Monitors the overall allocation and disbursement of programme funds and developed funding proposals.
    • Develop system for assessing programme efficiency, quality and delivery.

Document experiences and lessons learned

    • Review and establish a system for documentation of the C4D activities in COVID emergency response and dissemination of reports, ensuring exchange of information, experience and good practices used, to government officials, programme staff, and other UNICEF partners and the UNICEF country office.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or other related social science field is required
  • A minimum of 5 years of professional experience in areas of social development program planning, communications and development, public advocacy and/or related areas at the international and/or large organization some of which preferably were served in a developing country is required

CONDITIONS OF WORK

The consultant will be based at the UNICEF office in Buea. The Consultant is expected to provide his/her own laptop and other required equipment, software and relevant facilities to complete his/her assignment tasks.

SUPERVISION

The primary supervisor of the contract will be the Chief of UNICEF Buea Field Office. The secondary supervisor providing specific technical guidance will be the Chief C4D section. The consultant will be expected to provide technical COVID-19 risk communications support to N/W and S/W regions. A travel plan will be developed based on the need for risk communications/communication support. Travel costs within the 2 regions will be covered by Buea UNICEF zone office.

PROPOSAL SUBMISSION

Application shall be submitted to UNICEF Cameroon before the deadline containing the following required documentation: Technical Proposal: Consultant shall prepare a proposal in response to the ToR, ensuring that the purpose, objective, scope, criteria and deliverable of the assessment are addressed. Draft work plan and timeline for the assessment should be included. The technical Proposal shall also include updated CV and personal history Forms (P11) of the consultant, and copies of 2 assessments performed previously by the consultant.

ACTIVITÉS

L’agent piscicole effectue les différents travaux d’élevage des poissons.

  • Il prend en charge l’alimentation des poissons (distribution et/ou contrôle du nourrissage).
  • Il réalise le suivi de la croissance des poissons (pesée d’échantillon, établissement du poids moyen…).
  • Il veille au bien-être des poissons (quantité et qualité de l’eau, niveau d’oxygénation, état sanitaire) et effectue au besoin les ajustements nécessaires.

  • Il réalise les opérations de tri et de mouvement des poissons (répartition dans des différents bassins afin d’avoir une population homogène).
  • Il assure la pêche des poissons en vue de leur commercialisation. Les poissons sont ensuite triés, conditionnés et expédiés.
  • Il enregistre les données nécessaires au suivi de l’élevage et est de plus en plus associé à l’analyse technique des résultats de l’élevage.

L’agent piscicole assure l’entretien des bassins et du matériel.

  • Il ramasse les poissons en mauvais état de santé.
  • Il réalise le nettoyage, et la désinfection des bassins.
  • Il entretient le matériel de production (grilles, pompes, trieuses…).

L’agent piscicole contribuera aux expéditions en aidant au chargement du camion, en assurant les livraisons de proximité. De manière secondaire, il interviendra dans l’entretien des bâtiments et des espaces verts, voire des parcours de pêche.

CONDITIONS D’EXERCICE

L’agent piscicole exerce dans des piscicultures alimentées en eau douce, ou dans des fermes aquacoles basées soit en mer (cages marines), soit à terre (bassins alimentés en eau de mer).

L’agent piscicole réalise son activité à partir des orientations données par le responsable de production. Concernant les fermes basées en mer, le travail s’apparente à celui du marin (sur un bateau, nécessité de plonger…). Dans tous les cas, le travail est effectué en plein air. Varié, il permet de suivre l’évolution du poisson jusqu’à sa pêche. L’élevage étant surveillé jour et nuit, l’agent piscicole peut être amené à travailler en horaires décalés ou à assurer des périodes d’astreintes.

COMPÉTENCES ET QUALITÉS

L’agent piscicole a un sens aigu de l’observation et de la rigueur. Une bonne connaissance du comportement du poisson est indispensable afin de définir avec pertinence les ajustements nécessaires. Il dispose d’une grande capacité d’anticipation et doit être en capacité de réagir aux incidents d’élevage avec efficacité. Il est familiarisé avec l’outil informatique.

FORMATION: Bac professionnel ou technique dans un domaine lié à la pisciculture ou l’élévage ou tout autre diplôme équivalent.

Description of taskUnder the supervision of the Senior Protection Officer, the UN Volunteer will undertake the following taks:

  • Assist the Protection Cluster Coordinator (PC) with a particular emphasis on information management and communication among Cluster members and other relevant partners, as well as training and capacity –building for members and partners;
  • Interact with PC members and maintain close contact with OCHA for the collection and transmission of periodic reports and documents required; elaborate routines for the timely production of these reports;
  • Ensure liaison with thematic working groups (Area of Responsibility – AoRs) under the PC (SGBV, Child Protection, House Land and Property Issues), as well as Protection working groups /focal points at the territorial Level and national protection cluster to ensure follow-up of recommendations and alerts, input into joint analysis and advocacy initiatives, and into protection strategies;
  • Compile and review thematic information/data from PC members with a view to drafting a consolidate Protection Cluster periodic newsletters on a monthly basis;
  • Assist in the collection of information and analysis of protection data, in the form of reports and/or maps, in particular in view of advocacy with the UN Peace-Keeping Mission on priority protection areas;
  • Alert and consult with nuclear PC members in case of emergency and assist in organising joint evaluation protection missions;
  • Assist in the research of data and analysis in support to the Protection Cluster advocacy initiatives, organize advocacy for a with relevant target groups as deemed appropriate;
  • Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;
  • Refer PC recommendations to members and UN Agencies/NGOs concerned and ensure/follow-up their implementation;
  • Coordinate the development of Protection strategies in context of Pooled Fund process, ensure timely information of PC members of applicable rules and procedures, ensure that submissions are timely received and ensure review of submission as per Pooled Fund procedure;
  • Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
  • Ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates);
  • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. Contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
  • Support the follow-up of all matters linked to resource mobilisation, including the Humanitarian Action Plan;
  • Design, plan and deliver training in coordination with order actors for target audience as per PC recommendations, in particular with regard to protection mainstreaming, age & gender issues, Protection Monitoring and advocacy, follow-up the impact of training in accordance with indicators;
  • Elaborate essential documents for the Cluster, as well as preparatory documents, draft agenda and convene Protection Cluster meetings, and draft meeting minutes.

Required experience: 24 Months Experience remark:

  • Minimum 2 years of experience with refugees and/or other people of concern in a protection capacity required.
  • Experience in information management and communication in Humanitarian and Protection affairs, in particular in the framework of Protection Clusters. Experience with relevant information management tools and software is desirable;
  • Field experience in particular of working with persons of concern desirable;
  • Commitment to help persons of concern and willingness to cooperate with counterparts and partners;
  • Good analytical skills;
  • Strong interpersonal and communication skills in a multi-cultural setting;
  • Ability to design, organize, deliver and evaluate training/capacity building activities;
  • Ability to live and work in the difficult and harsh conditions of developing countries is essential.

Desirable Qualifications and Skills:

  • Knowledge of UN policies and procedures;
  • Knowledge of the UN Guiding Principles on Internal Displacement, as well as of relevant UNHCR and inter-agency policies and guidelines on Protection;

Computer skills: Office Package (excellent knowledge of Word, good knowledge of Excel and Power Point) and Internet browsing.
