<Job Purpose and Organizational Context>

Under the overall guidance of the ARR(P) and direct supervisor of the designated supervisor if applicable, the Programme Associate ensures effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.
The Programme Associate can supervise clerical and support staff of the Programme Unit. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP.

The Programme Unit works to support achievement of UNDP strategic objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country as well as global climate deteriorating conditions. Programme staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country.

 
 
Duties and Responsibilities

1.) Supports formulation of programme strategies and implementation of the Country Programme Document focusing on achievement of the following results:

Provide background information for preparation of CPDs and establishment of Baselines, Milestones and Targets (BMT).
Provide information/evidence to guide future programming and identify implementation arrangements.
2.) Provide effective support to management of the Country Office programme.

Provide background information for preparation of CPDs and establishment of Baselines, Milestones and Targets (BMT).
Provide information/evidence to guide future programming and identify implementation arrangements.
3.) Support implementation of the CO partnership and resource mobilization strategies.

Review of NIM projects Financial Reports; Timely corrective actions on unposted vouchers, including vouchers with budget check errors, match exceptions, and unapproved vouchers.
Creation of requisitions in Quantum for development projects, register of goods receipt in Quantum.
Preparation of requisitions for development projects can be performed either by Programme Associates or by Programme Assistants depending on the set up of the office.
Voucher creation functions in the offices with Service Centres or Project offices, can be performed either by Service Administrators of Service Centres or Finance Assistants of Project offices.
Analyze information on donors and prepare donor profiles.
Track and report on mobilized resources.
Review contributions agreements and manage contributions in ERP.
4.) Facilitate knowledge building and knowledge sharing in the Country Office.

Organize and deliver programme related training for relevant programme and operations personnel.
Compile lessons learned and best practices.
Provide contributions to knowledge networks, communities of practice and digital knowledge platforms.
5.) Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on the achievement of the following results:

Organization of trainings for the operations/ projects staff on programme.

Synthesis of lessons learnt and best practices in programme.

Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

 
Education:
•            Secondary education is required.

•            A university degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field will be given due consideration, but it is not a requirement.

Experience:
 Experience, Knowledge, and Skills

•A minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) of relevant progressively responsible administrative/management or programme experience is required at the national and/or international level.

•Experience in the use of computers, office software packages (MS Word, Excel, etc.),

•Ability to review and edit documents, ability to produce meeting reports identifying key actions.

•Experience in handling of web-based management systems, ERP such as ATLAS, UNall, Quantum…, is highly desirable.

•Previous working experience in similar position or area of expertise is mandatory.

•UNDP/UN experience in similar functions is highly desirable.

We are currently seeking a Finance Director to join our growing country program in Cameroon to lead all aspects of the finance function and to facilitate the integration between accounting, finance, and program staff towards the common goal of ensuring that project objectives are met.  The Director will serve as a thought partner to the Country Director to analyze and maintain the financial health of the program portfolio.

Functional Relationships

Helen Keller has a matrixed reporting structure. Regular communication and a spirit of teamwork among colleagues, both hierarchically and laterally are essential to make this structure thrive.

The Finance Director reports directly to the Country Director and is a key member of the Country Management Team (CMT).  To ensure congruity and consistency of global financial policies and procedures, the Director will also be a member of the global Finance department with a dotted-line reporting relationship to the Controller team.

The position directly supervises a team of staff at different professional skill levels, works closely with colleagues at all levels of Helen Keller’s global management structure, especially subject matter experts in accounting, budget and finance, business development, finance systems and grants compliance.  S/he may be called upon to participate in global working groups or steering committees and/or to provide support to colleagues in other country-offices.

This position liaises with donors and/or subrecipients for the country’s portfolio, representing Helen Keller at donor and project partner meetings.

Scope of the Position

The Finance Director is responsible for the overall financial management of the country office portfolio which may be composed of projects funded by Foreign & Local Government – USAID, Irish Aid, and/or other multi-lateral or privately funded initiatives. S/he will manage a collaborative effort with country office and global management colleagues to ensure adherence to Helen Keller policies and procedures, maintain strong internal controls; supervise the management and maintenance of the general ledger and all other accounting functions and oversee and participate in the administration and management of awards in the country office portfolio; and the implementation of financial oversight mechanisms to ensure financial integrity and compliance with donor and Helen Keller policies as well as local laws across programs.

 Specific Responsibilities

Overall Management and Leadership

·        As a member of the CMT, participate in planning and direction setting for the country office and its programs, lending your unique perspective and expertise to the process.

·        Partner closely with the Country Director to monitor burn rates, pipelines, and other aspects of country office financial health. Flag unusual budget variances or problems and recommend corrective action. Identify operational challenges that affect the integrity of resource management.

·        Lead finance department in a collaborative effort with program managers to ensure high-quality financial planning, management, reporting and auditing of all programs, including thorough budget preparation and oversight.

·        Model collaboration for your matrixed team: effectively consult and inform colleagues to maximize efficiency and knowledge sharing and integrate guidance and direction from subject matter experts in your office and elsewhere in the global organization to maximize performance.

·        Review and assess status of the country office policies, procedures and workflows, identify gaps or outdated policies and prioritize improvements.

·        Keep abreast of changes in laws and regulations of local authorities (e.g., consortium of non-governmental organizations, Tax Department) and constituents that impact Helen Keller’s operations.

·        Build a highly effective Finance team, recruiting, supervising, mentoring, and evaluating staff, and engaging in frequent performance conversations with team members.

·        Delegate authority, consult with, and guide staff to achieve goals and contribute to an atmosphere conducive to professional growth and development.

·        Ensure accountability to beneficiaries, partners, colleagues, and donors by providing ongoing feedback in a context of mutual respect.

·        Make proposals for best practices in financial operations.  Participate in international work groups assigned to develop global policies and/or optimize systems and procedures.

·        Become familiar with finance and other systems in the organization and optimize utilization to achieve efficiencies.

Budget and Grants Management

·        Maintain a complete financial knowledge of the portfolio of awards in the country office.

·        Lead the preparation and analysis of the annual and mid-term budget of the country office, as well as re-forecasts, as needed.

·        Collaborate with Business Development unit to prepare proposal budgets, budget narratives and budget amendments.  Review budgets to ensure conformity with the work plan.

·        Review and analyze impact of cost extensions, no-cost extensions, and other budget realignments.

·        Conduct monthly monitoring of project implementation rates and share variance analysis reports with the CD, CMT and budget owners.

·        Ensure invoices, financial reports, analysis of accruals, forecasts and other financial deliverables for awards are completed accurately and on a timely basis. 

·        Reconcile donor reports to the general ledger (cash and expenses).

·        Track and report monthly project expenditures, fund execution rates, and donor funds received, and provide appropriate information to the Country Director and program managers on a monthly basis.

·        Ensure that budgets and other financial information are properly represented in financial and project management systems. Manage hard copy and electronic records for each project.

·        Conduct field visits to sub-recipients, as required, to assist in the assessment of sub-recipients’ financial management.

·        Manage the project start-up and/or closing processes, as needed.

·        Maintain up-to-date knowledge of donor procedures and USAID rules and regulations and ensure compliance.

Accounting and General Ledger Management

·        Direct and engage hands-on, as needed with accounting and finance staff to ensure timely and accurate general ledger maintenance, banking and cash management, accounts payable, and payroll and procurement processes, for the primary office and any sub-offices.

·        Maintain a clear segregation of duties within the finance and accounting team and ensure strong internal controls are in place and that staff are cross trained so that replacements are always available, to the extent possible based on the size of the office.

·        Mange the monthly close process to ensure adherence to organization and stakeholder reporting schedules.

·        Ensure that:

o   general ledger balances are analyzed

o   quality financial reports are produced according to donor and Helen Keller timetables

o   payroll is analyzed for accuracy and consistency before final approval by the CD;

o   benefit and tax payments (social security contributions, taxes, etc.) are made on time; clear evidence of payments is available and all payroll computations, benefits and disbursements are in compliance with Human Resource policy.

o   Financial data is accurate and up to date for a timely monthly closing process.

o   Filing systems and archiving of financial records are maintained.

·        Maintain cash flow to ensure that liquidity is maintained; monitor currency fluctuations; establish sound electronic banking procedures and ensure that bank reconciliations are accurate.

·        Ensure country and project audits are scheduled on a timely; manage and engage in process as needed. Ensure any corrective action plans are fully implemented.

·        Ensure that any contingent liabilities are tracked and reported to CD and Controller. Serve as a link with the bank on the electronic payment system, manage access controls.

·        Track donor agreements and sub-grants to partners and ensure that all advances to partners are justified and deliverables are received.

Qualifications

·        Master’s degree in finance management, accounting or an equivalent university degree; plus

·        Professional experience of at least ten years with at least five years in a similar position, preferably in an international NGO, or equivalent combination of education and experience.

·        Demonstrated experience with financial reporting, financial and general ledger management, financial controls, and project management including demonstrated ability to develop and monitor budgets, and collaboratively manage operational activities.

·        Interest in international development and public health programs as well as an understanding of the synergy between the programmatic, operational, and financial components in project design and implementation.

·        Analytical and conceptual skills, as well as the curiosity and learning agility necessary to be successful in a growing organization with evolving financial and operating systems.

·        Knowledge of donor regulations including USAID and/or other foreign government development agencies, and other multilateral development agencies.

·        Ability to negotiate/support negotiations effectively with donors, troubleshoot issues, and take proactive approaches to improving financial and budget management processes.

·        Excellent capacity building, team building/management, and coordination skills.  An ability to ability to delegate responsibilities effectively and coach and mentor junior staff.

·        Well established and practiced organizational and planning skills.

  • Good oral and written English and French language skills, including the ability to clearly communicate complex financial, compliance and operational issues into layperson language.

·        Demonstrated high-level proficiency in the use of various financial related software (spreadsheets, accounting packages).

·        Collaborative, flexible and solution oriented. Ability to work under pressure, maintain balance when under stress and meet strict internal and donor deadlines.

La Conférence Episcopale Nationale du Cameroun (CENC) est le siège de l’Eglise catholique au Cameroun, où la promotion de la dignité humaine est au centre des préoccupations des Objectifs de Développement Durable. RÉSUMÉ DU PROJET CoSMO

Le projet CoSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children), dune durée de 5 ans et d’un montant d’environ 33 millions de dollars US, est financé par le President’s Emergency Plan for AIDS Relief (PEPFAR) par l’intermédiaire de l’Agence Américaine pour le Développement International (USAID). Il couvre au moins 68 districts sanitaires dans les 10 régions du Cameroun. Le programme est mis en œuvre par un consortium d’organisations locales dirigé par la Conférence Episcopale Nationale du Cameroun (CENC) depuis le Ier janvier 2023.
Le programme OEV (Orphelins et Enfants Vulnérables) relève les défis de la prise en charge durable des OEV en renforçant les capacités du Gouvernement de la République du Cameroun (GRC), de la société civile, des communautés et des ménages à fournir des soins et un soutien de qualité aux enfants infectés et affectés par le VIH au Cameroun. Sous la direction de la CENC, les partenaires des sous-récipiendaires, le gouvernement du Cameroun et d’autres parties prenantes travaillent en collaboration pour atteindre environ 65 000 d’OEV et leurs familles dans les districts sanitaires du pays où la charge du VIH est élevée. Le programme consiste en des activités de prévention du VIH et de recherche de cas pour les OEV, ainsi qu’en un soutien communautaire pour la liaison avec les soins et la rétention des enfants et des adolescents vivant avec le VIH, dans le but de contribuer au contrôle de l’épidémie de VIH en atteignant et en maintenant les objectifs 95-95-95 de l’ONUSlDA.

Sous la supervision du Chief of Party, l’Assistant de Projet aura la responsabilité de faciliter la mise en œuvre et la gestion du projet en assurant la qualité, l’efficacité et l’efficience de la mise en œuvre du projet par des résultats. Job Description

To achieve that vision, the IRC’s Technical Excellence (TE) group, located within the Crisis Response, Recovery and Development (CRRD) Department, provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice.

IRC’s Technical Excellence team is comprised of five teams or sector “Units” which have deep expertise in their respective fields: Education, Economic Wellbeing, Governance, Health, and Violence Prevention and Response, as well as three enabling teams which provide measurement, program quality improvement, and finance/grant management support. Technical teams are also matrixed with a team that focuses on the quality and content of cross-sectoral programming in emergency responses.

IRC’s Technical Excellence teams offer five core services to IRC country programs and the wider organization:
1. Program Design: We support country and regional teams to design state of the art programming, incorporating the best available evidence, cost data, and expertise of what has worked elsewhere, with the knowledge that country teams, partner organizations and our clients bring to the table.
2. Quality Assurance: We partner with our measurement teams to design and drive the use of indicators to measure progress towards outcomes; we partner with regional and country teams to review program delivery progress and help address implementation challenges and adapt interventions to changed circumstances.
3. Business Development: We partner within and outside the IRC to design winning bids and identify winning consortia; we deploy technical expertise in public events and private meetings to position IRC as a partner of choice.

Job Overview
The Governance and Systems Strengthening MEAL Advisor will be responsible for the implementation of IRC’s global measurement strategy across our governance and systems strengthening programming, as well as the Governance TU-specific research and learning agenda. The MEAL Advisor will oversee the technical quality of monitoring and evaluation approaches for TU-led and strategic country-led projects that focus on governance and systems strengthening, support the development and implementation of measurement toolkits, and other efforts to improve the quality, accessibility, security and use of data to support governance and systems strengthening programs across the organization. The advisor will strengthen core indicator usage, reinforce consistent measurement processes, and identify and address capacity-building needs among Governance TU and country program governance staff. The advisor will collaborate closely with global and regional technical teams, the IRC Measurement Unit, country program teams where needed, and M&E focal points in each sector, among others.

Major Responsibilities
Functional Leadership and Coordination:
• Lead the development and delivery of a MEAL strategy for the Governance Technical Unit that is aligned with IRC’s global Measurement priorities as well as the Power and Systems outcome strategy.
• In close collaboration with Technical Advisors, provide ongoing direct technical measurement support to the design, implementation, and evaluation of power and systems outcome strategy and associated strategic proposals that are in line with the Unit’s outcome strategy.

Monitoring and Accountability
• Own Governance TU standard indicators and other sector-specific MEAL guidance, including a review of the core indicator list for governance and systems strengthening interventions and leading efforts to ensure a common understanding of them by overseeing the development of guidance and training materials in collaboration with the Measurement Unit, TAs, country-level technical coordinators and managers, governance M&E staff, Regional Measurement Advisors (RMAs), peer agencies, etc.
• Act as product owner for data toolkits, co-developed by the Measurement Unit and the Governance TU, gathering requirements and user feedback, including maintaining access and continual improvements.
• Coordinate with Governance TU and the Measurement Unit to build dashboards and other data platforms for supporting Governance TAs and country programs to perform regular data reviews.
• Supervise global annual statistics data collection and reporting including developing data collection instruments and processes, interpretation, and report writing. Ensure presentation of data to governance program staff and country programs on an annual basis.

Learning and Evaluation
• In close collaboration with the Governance Researcher, support broader learning strategies, guidance, and resources for governance strategies.
• Collaborate with Governance TAs and other relevant stakeholders to connect in-country technical advocacy and program data to better reflect IRC’s systems strengthening and systems change work.
• Collaborate with colleagues across TUs to assess available data and emerging data needs in order to identify trends, learning, and findings from systems strengthening and systems change initiatives.
• Foster a culture of learning by working with Governance TU leadership, facilitating cross-project learning and reflection on existing processes and practices to identify patterns and inform strategic adaptations (as appropriate).
• Define evaluation approaches for governance and systems strengthening projects, and support both process and outcome evaluations, surveys, or formative assessments to improve program design and implementation, (in partnership with TAs and research and evaluation team, as appropriate)
• Support country staff where required to incorporate participatory methods of community-level M&E systems and tools, including effective incorporation of beneficiary feedback.
• Create and share processes and resources for using data to improve programming.

Summary

The ERD Cash and Livelihood Assistant position is fundamental in the implementation of the food and non-food voucher programs, and livelihood activities in the IRC interventions sites in the Southwest region. The ERD C&L Assistant will spend most of his/her time on the field identifying target communities, establishing relationships with community authorities, overseeing the implementation of field activities such as community mobilization, the identification of potential beneficiaries, the selection of beneficiaries using a participatory approach, the distribution of vouchers, the supervision of voucher redemption activities, the identification of vendors, the management of complaints and the support of beneficiaries’ households on the proper management of their resources, supervise the activities of community mobilizers, train facilitators and provide them with any other necessary support while working closely with partner.

Intervention Zone and Responsibilities

INTERVENTION ZONE
The position is based in Kumba, with intervention in all localities of Kumba sub-division and other locations.

RESPONSIBILITIES

Conduct the community mobilization process, implement a community participatory targeting approach,
Establish and maintain transparency in the process of implementing activities, and build a functional relationship with the target community,
Ensure daily activities on the field are according to the IRC’s standards,
Maintain open and professional relationships with the team members, promote team spirit, and provide oversight and direction to enable supervisors to effectively perform their duties.
Participate in raising awareness of the main stakeholders, local authorities, partners, communities, and targeted households on the objectives of current projects, deadlines, and activities to be implemented.
Participate in the identification of project locations and community mobilization process in the targeted geographic locations.
Participate in the identification, registration, and selection of project beneficiaries according to selection criteria defined by a participatory and inclusive community approach.
Work in close collaboration with community targeting committees, and complaint management committees (CGP) in the implementation of all project activities in the intervention localities.
Support the distribution of vouchers and/or food and non-food products to beneficiaries.
Collect the relevant data during project implementation and regularly provide reports to his supervisor. Monitor the voucher distribution and redemption process at vendor shops.
Other responsibilities.

All other functions assigned by the supervisor to allow the development of IRC programs.
Forward purchase requests and tracking of PRs if necessary.
Technical Quality

Assists the ERD Officer with the design and development of training modules on relevant topics for clients.
