ORGANIZATIONAL CONTEXT

The mission of the WFP Security Unit is to provide professional security management and services to enable the delivery and implementation of WFP programmes and activities in Cameroon. Keeping in line with the UNSMS, the Security Associate provides technical, operational, and administrative assistance to the Supervisor in support of their role as it relates to ensuring the safety and security of personnel and their eligible family members as well as the safeguarding of WFP premises, assets, and resources at the duty station. In carrying out the below duties the incumbent is expected to follow instructions precisely and in strict compliance with supervisor’s instructions and UN Security related policies, rules, and procedures

This position is based in Yaounde and reports to the Country Security Officer.    

THE ROLE:

To perform tasks related to the implementation and assessment of security measures and maintenance of equipment with a view towards providing updates and recommendations to facilitate informed decision-making and secure WFP staff, facilities and operations.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

Under the direct supervision of the Country Security Officer (CSO) and in close collaboration and consultation with the Filed Security Officer (FSO) and SOSO, the incumbent will be responsible for the following duties:

1. Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact WFP operations, in order to ensure information is accurately collated and sent to senior security staff to support reporting and decision making.
2. Review security related information (e.g. security incidents and events, security support to daily activities, etc.) and use corporate or local information management tools to produce a range of analyses and in-depth reports, to ensure that information is readily available for relevant stakeholders.
3. Liaise and co-ordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors, to facilitate access for safe program delivery and to mitigate potential risks against staff and other resources.
4. Plan and co-ordinate staff activities during field missions and perform security assessments within the area of responsibility to support safe and effective program delivery.
5. Analyze security assessment reports following field missions and present detailed recommendations for risk mitigation to support security situation analysis and facilitate decision-making.
6. Assist in advising the Country Director on security risk management matters and safety issues in compliance with the United Nations Security Management System (UNSMS).
7. Support the implementation of risk management mitigation measures, including Minimum Operational Security Standards (MOSS) to ensure compliance.
8. Support the maintenance and management of security equipment and make recommendations to strengthen technology capacity in line with business requirements.

9. Monitor and ensure that all access control procedures are effective and stringently followed by all staff and visitors, in order to maintain a safe and secure environment.
10. Maintain and develop recommendations for improving emergency and contingency planning documentation including physical preparations and procedures, to support preparedness for a crisis. 11. Deliver security training to staff and review security training needs in order to develop measures to meet business requirements.

QUALIFICATIONS AND EXPERIENCE:

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

Knowledge and Skills:
• Has gained sound knowledge of security operations technical processes
• Has provided technical guidance and training to staff members within area of expertise
• Has supported research and collation of data which feeds into reports that inform security operations activities

• Specialized knowledge of the application of practical methods, techniques, procedures and systems used in security, typically gained through technical training and work experience.

• Broad knowledge and understanding of security logistics, security administration, risk assessment and co-ordination with local authorities and local law enforcement agencies.
• Training and experience in fire and related intervention/evacuation procedures.
• Ability to manage emergency situations and remain calm.
• Attention to detail and constant vigilance in order to promptly detect any breach in security measures.
• Ability to interpret information, use judgement and inform supervisors of any incidents which might impact the UNWFP staff and operations.
• Excellent communication skills in order to maintain frequent correspondence with both, internal staff and external authorities with regards to security advisories and security incidents.
• Willingness to attend security trainings and comply with UNSMS standards.


Language: General Service (Headquarters): Fluency (level C) in English language. Fluency (level C) or intermediate knowledge (level B) of another official language may be required depending on the location of the post or area of responsibility.
General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

Context

To support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard operating picture of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all
levels throughout the organization.

Accountabilities / Responsibilities

1.Support staff in assigned area to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP.

2.Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.

3.Support the collation and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting. 4.Support the collation, analysis and communication of the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country, regional and corporate level.

5.Support the preparation of Annual Corporate Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.

6.Collaborate with counterparts internally to ensure consistency in humanitarian information and to complement WFP analysis and information.

7.Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting, for example through scheduling the delivery of the OIM & PR training on core competencies.

8.Support COs or RBs in emergencies by preparing, organising and providing secretarial support to Operational Task Forces (OTFs). Provide feedback on activities associated with the Corporate Performance Reporting Improvements. 9.Support the initiatives for developing improved, streamlined, and harmonized OIM & PR including drafting of OIM & PR related normative guidance, as required.

10.Support the assurance of defined quality standards in all processes and products.

11.Other as required.

Qualifications & Experience Required

Education:  University degree in Sociology, Humanitarian Affairs, International Relations, Social Development, Development Economics or Performance Management or other relevant fields

Experience: 6 or more years experience of professional experience in a relevant field of work with a background and interest international Humanitarian Development.

Knowledge & Skills

− Ability to engage effectively with a wide range of actors including those in the international humanitarian community and governments; − Excellent analytical skills;

− Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds; − Ability to work with relevant technology and procedures (e.g.: web-based databases and other statistical applications) to collect, organize, share and use information

− Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner;

– Knowledge of design or graphic software is an advantage.

– Knowledge of data visualization and/or base management is an advantage.

– Knowledge of analytics and data management software (tableau) is an advantage.

– Ability to handle any other additional tasks as requested by supervisor.

Languages: Fluency (level C) in English and knowledge of French

CONTEXT

The World Food Programme (WFP) in Cameroon has established a Community Feedback Mechanism (CFM) since 2016, designed as a formal, two-way communication system. This system includes a combination of human resources, processes, and technological tools to manage, analyze, and resolve feedback from affected populations and other relevant stakeholders, such as WFP staff, partners, government officials, and service providers. Various channels have been made available to the communities where it operates to enable them to give their opinion and perception, as well as to involve them at all stages of the life cycle of projects. It includes a toll-free hotline (“8099”), but also complaints management committees, helpdesks and focus groups, among other channels. In 2024, an inter-agency Community Feedback Mechanism initiative was introduced in Cameroon, aiming to incorporate the World Food Programme’s CFM into a broader interagency CFM. As part of this initiative, WFP’s CFM hotline was designated and opened to other humanitarian organizations, enabling it to gather and respond to feedback from communities impacted by humanitarian operations across the entire country. To support the effective integration of WFP’s CFM and the inter-agency CFM, WFP is seeking a CFM Officer. This role will be crucial in implementing and developing inter-agency CFM/Humanitarian CFM processes to achieve its core objectives of enhancing collaborative humanitarian responses and increasing community engagement across Cameroon: 1. Uphold its commitments to be accountable to affected populations by helping enable participation and centralization of affected populations in humanitarian decision making;

2. Quickly identify and mitigate risks to both affected populations and organizations

ACCOUNTABILITIES & RESPONSIBILITIES

Under the overall guidance and supervision of the Head of Research, Assessment and Monitoring (RAM), the CFM Officer will be the primary responsible for ensuring the day-today implementation and functionality of the CFM, including the management of the Humanitarian CFM, the information management system, the quality assurance of CFM information and case management, and the meeting of all deliverables. The CFM Officer will have the following responsibilities:

1. Collaborate with stakeholders to develop, maintain, and update the Community Feedback Mechanism Standard Operating Procedures (SOPs), which outline the steps, requirements, roles, and responsibilities for information intake, analysis, case action, and resolution, along with the information management and quality assurance structures.

2. Oversee the implementation of the Humanitarian CFM information management system, ensuring the effective management of all feedback channels, centralized data management, and timely, accurate assignment and referral of cases, including sensitive cases involving sexual exploitation, abuse, and fraud. 3. Ensure high-quality documentation and management of feedback cases, adhering strictly to the Standard Operating Procedures to guarantee the quality of service provided to CFM users.

4. Serve as a focal point between WFP and other agencies within the Humanitarian CFM, enhancing integration and facilitate inter-agency collaboration by coordinating the implementation and continuous updates of the CFM customer relationship management (CRM) tool in accordance with the Humanitarian CFM SOP.

5. Lead technical working groups with relevant teams to analyze CFM findings and trends, integrating these insights with other data sources to formulate joint recommendations and immediate adjustments.

6. Lead capacity-building efforts for agency focal points and operators, focusing on enhancing their skills in managing the hotline and effective use of the CFM customer relationship management tool within the inter-agency CFM framework.

7. Promote the visibility of WFP CFM Channels (helpdesks, suggestion boxes, CMcs) and the inter-agency hotline among affected populations and community structures through field visits, meetings, and other awareness-raising activities.

8. Propose and develop an innovative strategy/mechanism to ensure feedback is efficiently relayed back to beneficiaries, including the management of notifications. This strategy should leverage technology to automate feedback loops, ensuring timely, transparent, and accurate communication with beneficiaries to enhance their trust and engagement in humanitarian activities.

9. Monitor the service provider in charge of the hotline to ensure adherence to contractual obligations.

10.Innovate cost-reduction strategies for the hotline, such as employing advanced data analysis, data mining, or artificial intelligence techniques.

11. Propose/develop an innovative strategy that leverages all CFM data, including IVRs, to ensure cost reduction and management of prank calls.

12. Develop a predictive model for identifying and managing prank calls to reduce costs, which may involve using AI/Machine Learning tools. Document and implement the developed model.

13. Coordinate the CFM Working Group, an internal WFP task force, and CFM inter-agency working groups.

14. Coordinate the regular production of CFM reports, including monthly, quarterly, and annual WFP CFM reports. This includes generating CFM trends and triangulating CFM information from various WFP M&E data collection efforts to produce evidence. Also generate evidence through inter-agency CFM reports. 15. Lead initiatives on strengthening field-based CFM channels, including enhancing and energizing CMCs, help desks, and suggestion boxes.

16 . Provide technical support to assessments and develop innovative approaches using the latest technologies, including for quality control, data cleaning, and analysis.

17. Perform other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:  First University Degree in Business Administration, Social Sciences, Statistics, information management with special focus on client/customer services management, or other related functional area, is required.

Experience:  Minimum of 2 years of professional experience in client/customer service functions or social work. Work experience with a UN agency or international organization, or applied knowledge of the humanitarian, development and/or peace building architecture would be an asset.

Knowledge & Skills:

• Excellent customer care and communication skills, a clear and friendly attitude and the ability to follow and to give clear instructions.

• Proficient with new technologies, skilled in SugarCRM, database management, and information systems.

• The following knowledge and skills are desired:

• Knowledge of Core Humanitarian standards, accountability and community engagement practices and methodologies in the humanitarian sector.

• Solid understanding of call center operations and effective management of operators.

• Proficient in SugarCRM with expertise in BPM.

• Strong proficiency in data analysis and visualization tools and IA including R, Python, Tableau.

• Capacity and attitude to learn quickly.

Languages:  Oral and written working knowledge of French and English.

In the aim to expand its interventions, to increase accountability to the donors and partners and to increase fundraising for better implementation of its mandate, UN Women Cameroon is planning to increase the visibility of its interventions and donor’s contributions, particularly the African Development Bank, in the framework of the Ring Road project which objective is to build and provide socio-economic infrastructure for women living along the road under construction, so that they can benefit from the impact of the road in terms of improved family income, social resilience, protection and promotion of their rights, and participation in the sustainable and integral development of the area.

The Civil Engineer, under the supervision of the Programme Manager for Women Economic Empowerment, will implement civil work initiatives to support construction of socio-economic infrastructures in the Ring Road project.

Duties and Responsibilities
The Civil Engineer will assist the UN Women Cameroon Team in drafting tender file for construction/refurbishment works, support with the evaluation of the technical offers, coordination of construction works, monitoring and commissioning of the construction/renovation works in the field.

Specifically, this mission will consist of:

The development of the required descriptive and quantitative plans for the constructions.
Compliance with administrative and regulatory procedures related to the types of construction.
The development of tender documents (DOA).
Assist the selection of construction firm.
Monitoring of construction ensuring quality assurance and respect of deadlines.
Regular production of construction progress reports.

Advisory support to the implementing partner for gender-sensitive infrastructures.
The Civil Engineer will provide the following:

Review existing documents, ownership status, litigations, designed projects, authorisations, etc.
Inspect and evaluate locations to determine the physical and technical conditions of the premises and advise on the works to improve the conditions.
Support to contracting planner designer and/or BoQ drafter to establish the volume of work to be done.
Review/Develop the detailed technical specifications and Bill of Quantities (BoQ) for the (selected) spaces intended for infrastructure to be part of tender documentation intended for selection designing and construction companies.
Support at all procurement stages for contracting construction company.
Organize/facilitate a pre-bidding conference/field visit (if required) with potential bidders to clear all technical aspects and related questions.
Provide answers to any technical clarification questions submitted by potential bidders.
Support procurement process and facilitate technical evaluation of proposals
Transmission of the object and documentation to the contractor/construction company, including connections to utilities, and organization of the work process.


Supervise and report progress in the implementation of the infrastructure upgrades; supervision will be conducted throughout the complete duration of the contract, including the end of all calculations and possible legal disputes related to the work.
Ensure compliance with environmental, social and health and safety standards on the site
Provide written confirmations to the project that milestones under design/construction contracts are achieved, including submission of the final Confirmation of Completion of works (signing and confirmation of works executed, advise UN Women on any changes required by the construction firms.
Coordinate technical issues with the responsible parties.
Timely reporting to UN Women Cameroon Project Manager.
Perform any other assignment related to the tasks.

activités et dans le suivi des recommandations.

Gestion de données

Mécanisme de rétroaction et de réponse aux plaintes (CFRM)
– En collaboration avec le chef de projet et du Manager Meal, assurer le renforcement et le
développement d’activités MEAL de qualité et de mécanismes de responsabilisation
efficaces et durables, y compris un mécanisme de plainte et de retour d’information pour
les bénéficiaires, les parties prenantes et les donateurs.
– En coordination avec le chef de projet et du Manager Meal, développer, affiner, surveiller,
analyser systématiquement et fournir des commentaires sur le mécanisme de retour
d’information et de réponse aux plaintes (CFRM) du projet.
– Garantir que les thèmes transversaux (genre, groupes vulnérables, protection des
données, etc.) dans les activités de MEAL et que l’engagement communautaire se fait de
manière appropriée et respectueuse, en gérant les attentes et en fournissant un service
transparent et axé sur le client.
– En collaboration avec les autres membres du personnel de MEAL, veiller à ce que le
personnel reçoive régulièrement les formations AAP et CFRM disponibles.

Rapports
– Fournir des rapports réguliers sur l’avancement des activités MEAL. Préparer et soumettre
des rapports de qualité en veillant à ce qu’ils soient très précis, complets et bien
documentés.
– Fournir des rapports écrits au chef de projet, Manager Meal et personnel concerné lors
des visites sur le terrain.
– Soutenir le chef de projet et le Manager Meal dans la production de rapports analytiques
de haute qualité pour illustrer l’impact d’INTERSOS, y compris des preuves de bonnes
pratiques et de programmes reproductibles, et garantir qu’ils sont communiqués de
manière appropriée.
Gestion du personnel
– Organiser des réunions hebdomadaires avec toute l’équipe sous la coordination du chef

Duties
Incumbent is employed as an Electrical Technician to accomplish skilled maintenance and repair work at the journeyman electrician level, to International Building Code standards, throughout all facilities on the New Embassy Compound to include office buildings, grounds, out buildings, ancillary structures, and residential owned/leased properties.


Work assignments include installation and repair of electrical hardware, associated peripherals components, circuit configuration, optimization of equipment performance through preventive maintenance, electrical power distribution systems, power and lighting panels, control circuits, voltage regulators, transformers, switchgear, automatic transfer switches, uninterruptible power supply systems,  lighting systems, and any other item that has an electrical connection.

Qualifications and Evaluations
Requirements:
EXPERIENCE:   A minimum of three (3) years journey-level experience in the repair and maintenance of electrical equipment and systems, power generation and electrical distribution systems, grounding, and control circuitry.  This should include a minimum of two (2) years work experience on similar sized equipment configurations and systems with an increased level of complex work requirements. Use and implementation of International Building Code (IBC) standards, building, electrical, mechanical, and fire and life safety codes in the execution of projects is required.


JOB KNOWLEDGE:   The incumbent must know how to install circuits and electrical apparatuses, diagnose electrical problems in circuitry, make repairs that meet or exceed the standards of the IBC, and what constitutes proper preventive maintenance.  Must know how to use diagnostic equipment and be able to analyze readings to determine what and where the electrical problem is located.  Must know how to use safety equipment when working near energized equipment and parts.  Must know how to read and interpret construction and as-built drawings, schematics, manufacturers shop drawings, and performance curve charts and graphs.  Must have a thorough knowledge of ohms law and how to apply its formulas to circuit analysis.  Must have a very good technical understanding of major building electrical systems, switchgear, panelboards, lighting and power outlets, equipment, and control wiring.  Knowledge of reading technical documents, interpreting maintenance plans and technical literature is required and highly emphasized. These may be tested.

Education Requirements:
Completion of secondary school is required. Completion of vocational training program from an accredited institute recognized as producing journeyman level technicians with specialization in the Electrical field is required.  The incumbent will have completed courses of study covering the principles of AC and DC circuitry, power distribution, control wiring, circuit ampacity and safe wiring practices for office and residential buildings, use of diagnostic equipment and electrical meters, and commercial wiring standards including power generation and distribution is required.

IFC is looking to recruit an Associate Investment Officer for its Africa Infrastructure department.  The department is responsible for sourcing, structuring, executing, and supervising pre-investment, investment and portfolio transactions in the core infrastructure sectors (power; transportation and logistics; telecoms, media and technology; utilities, municipal and environmental; and natural resources) across Africa.  The position will be based in Douala, Cameroon, and the selected candidate will report to the Regional Industry Manager, Central Africa & Anglophone West Africa.

Duties and Accountabilities

•  Support business development across all infrastructure sectors.
•  Support the development of a strong pipeline of good quality early-stage development and investment opportunities, predominantly in the relevant sub-region, by anticipating market trends and employing sector/country knowledge.
•  Work closely with IFC country representatives, World Bank, and MIGA colleagues including on developing client, country, regional, and sector strategies, and support related promotion work, including early-stage development and sector / policy advisory work.
•  Review and analyze business opportunities, and synthesize information into internal reports and briefings for decision-making purposes.
•  Support the evaluation, structuring, negotiation, and closing of new early-stage development, debt and equity transactions, portfolio restructurings, capital increases, equity sales, etc.
•  Support the development of innovative and appropriate financial structures for complex transactions.
•  Participate in negotiation/documentation teams in the development of solutions to overcome impasses in straightforward and complex transactions.
•  Coordinate closely with social, environmental, legal, and other support and technical assistance colleagues in structuring transactions, to add value to our clients’ businesses, find pragmatic solutions to project and sector challenges, and achieve sustainable development impact.
•  Support the supervision of existing portfolio investments in the Africa region.
•  Build and maintain strong relationships with clients, global and regional private businesses, banking and multilateral partners and government officials to further develop infrastructure sectors and to develop specific investment opportunities.
•  Participate in project teams; coach and mentor junior staff.
Selection Criteria

•  Master’s degree in finance or similar relevant education.
•  4-6 years of experience with a development finance institution, a commercial bank, an international financial institution or a private equity firm with tasks related to private sector infrastructure financing and development in emerging markets.
•  Strong technical and operational skills in, and a proven track record of, originating, developing, structuring and closing private sector investments in infrastructure sectors and portfolio supervision of complex projects, ideally including in the Africa region.
•  Knowledge of the core infrastructure sectors stipulated above.
•  Strong experience in project and/or corporate finance, with equity investment experience a plus.
•  Proven analytical, financial analysis, equity valuation, and financial modeling skills to analyze and form conclusions on company financial information, projects, and industry indicators.  Able to oversee and provide quality control feedback on financial models prepared by more junior staff.
•  Prior experience of working in emerging markets and good knowledge of sector issues in Africa, with experience of working and living in Africa a plus.
•  Ability to interact directly and independently the senior management of clients, financial and technical partners as well as senior government officials.
•  Strong track record of portfolio supervision of complex projects.
•  Excellent interpersonal skills, including verbal and written communication skills in the required languages stipulated above.
•  Willingness and ability to travel frequently across Africa.

Contexte

WCS a pour mission de préserver la faune et les espaces sauvages du monde entier grâce à la science, des mesures de conservation, la sensibilisation et en encourageant les populations à respecter la nature.

Wildlife Conservation Society travaille à la sauvegarde de la faune sauvage et des habitats naturels grâce à une démarche scientifique rigoureuse, un programme international d’éducation environnementale et la gestion du plus important réseau au monde de parcs animaliers urbains. Ces activités contribuent à changer les attitudes des peuples vis à vis de la nature et visent à promouvoir une interaction viable et durable entre les hommes et la faune sauvage aux échelles locales et globales. WCS s’est engagé à effectuer ce travail parce que nous pensons qu’il est essentiel pour l’intégrité de la vie sur terre. WCS est présent au Cameroun depuis 1988 et depuis cette date, travail avec le gouvernement du Cameroun pour la création de plusieurs aires protégées, la formation de nombreux cadres conservationnistes, et ceci dans une approche paysage intégrée, qui associe les acteurs clés pour protéger la biodiversité durablement. Actuellement, le programme WCS Cameroun travaille sur trois paysages principaux, à savoir le paysage de Takamanda-Mone, du Mbam & Djerem, et de Bouba Ndjidda – Bénoué (PBN-B). Ce dernier comprend l’Unité Technique Opérationnelle (UTO) du Parc National de la Bénoué (PNB) et l’UTO du Parc National de Bouba Ndjidda (PNBN). Les UTO englobent les parcs nationaux et des Zones d’Intérêts Cynégétiques (ZICs). Le PBN-B est aussi interconnecté au Parc National de Sena Oura (PNSO) au Tchad, via le projet binational, BSB Yamoussa, encadré par la COMIFAC, grâce au financement de la coopération allemande (KfW).

Dans le Paysage WCS Bouba Ndjidda – Bénoué (PBN-B), WCS met en œuvre des activités qui accompagnent le gouvernement camerounais à travers le Ministère des Forêts et de la Faune (MINFOF) pour la conservation, la stabilité et le développement durable dans et autour du PBN-B. La vision du programme PBN-B est de “Sauvegarder l’intégrité de l’écosystème de savane soudano-sahélienne du paysage Bouba Ndjidda – Bénoué, ainsi que ses connexions écologiques, ses espèces fauniques emblématiques et maintenir un équilibre durable pour le bien-être des communautés”. Dans ce cadre, WCS s’est engagé à structurer un service infrastructure en charge de la conception, du développement et de la mise en oeuvre du programme de réalisation des infrastructures permettant d’assurer la bonne gestion des aires protégées du PBN-B : ouvrages d’arts, essentiellement de type radier, création et entretien de pistes en terre et de pistes d’aviation et construction de bases pour l’hébergement des personnels. Il développe également un programme de constructions d’infrastructures socio-économiques au bénéfice des populations riveraines du PBN-B : écoles, dispensaires, centres de santé, magasins de stockage de céréales, forages, installations solaires, etc. Ces réalisations sont essentiellement effectuées en régie ou par contractualisation d’entreprises locales, et en privilégiant l’approche HIMO au profit des populations riveraines. Le Service Infrastructure assure également la gestion et la maintenance des installations existantes et supervise avec le Service Logistique les approvisionnements en matériels et équipements nécessaires à ses réalisations. La réussite des objectifs du Service Infrastructure s’apprécie au regard du respect des délais impartis, des couts prévisionnels et des critères d’excellence qualitative des travaux réalisés. Pour mener à bien ce Service Infrastructure, WCS recherche un(e) Responsable basé(e) dans la zone d’intervention du projet à Garoua avec des descentes fréquentes dans les aires protégées concernées par le PBN-B. La réussite de ce poste se définit par une forte maitrise technique et opérationnelle respectant les standards et normes en vigueur, mais aussi par une compréhension accrue et partagée, une grande adhésion des valeurs de la mission et des objectifs du PBN-B, une bonne connaissance de ses publics cibles (dont le grand public, bénéficiaires directs et finaux des projets, des bailleurs et autres partenaires présents au niveau territorial et national).

Responsabilités :

Développement et mise en œuvre de la stratégie du Service Infrastructure du PBN-B :

·        Développer et mettre en œuvre la stratégie du Service Infrastructure conformément à la stratégie de conservation du PBN-B (sur 5 ans) – Identifier et définir les infrastructures à réaliser

·        Développer et mettre en œuvre le plan de travail annuel du Service Infrastructure

·        Assurer le suivi-évaluation de la stratégie et du plan de travail annuel du Service Infrastructure en collaboration avec l’équipe de Suivi, Évaluation, Adaptation et Apprentissage du PBN-B

Gestion de projets:

·        Gérer les équipements et matériels du Service Infrastructure en coordination avec son équipe et le Service Logistique

·        Mise en œuvre d’une gestion efficace des délais et du budget de chaque projet

·        Réaliser ou coordonner l’élaboration des plans architecturaux des projets en collaboration avec les différentes parties prenantes

·        Développer une communication efficace avec les parties prenantes, les commanditaires et les responsables

·        Assurer un suivi efficace de l’avancement des travaux tout en identifiant et proposant des solutions efficaces

·        Superviser la production des rapports d’activités périodiques du Service Infrastructure

·        Veiller au contrôle de la qualité des travaux et au respect des normes de sécurité

·        Participer à la planification mensuelle et trimestrielle du PBN-B

·        Préparer des Termes de Référence (TDR) et des budgets prévisionnels pour les activités du Service Infrastructure et contribuer à enrichir les TDR des autres services pertinents pour assurer l’implication du service Infrastructure dans les objectifs transversaux du PBN-B

Gestion des ressources humaines et matérielles du Service Infrastructure du PBN-B :

·        Gérer les équipements et matériels du Service Infrastructure avec le Service Logistique

·        Superviser, coordonner et suivre les travaux et les tâches du responsable adjoint du Service Infrastructure et des chargés infrastructures (ingénieurs), des conducteurs de travaux et leurs assistants, ainsi que les chefs de chantiers et les superviseurs des travaux de pistes (environ 10 employés permanents – et environ 300 employés temporaires/saisonniers)

·        Définition des rôles et responsabilités au sein de l’équipe de projet

·        Elaborer et mettre en place un plan d’action pour le renforcement des capacités du Service Infrastructure : recrutement, formation et encadrement du personnel

·        Avoir un sens aigu de l’objectif/responsabilité dans son équipe

·        Mesurer les performances du service et tenir les autres responsables de la réalisation des objectifs et des normes convenus

·        Favoriser l’apprentissage et le sens de l’objectif commun dans des équipes diversifiées en utilisant les opportunités offertes par WCS pour développer les autres

Développement, mise à jour et application des standards du Service Infrastructure du PBN-B :

·        Sous la supervision du Service Infrastructure et logistique régional de WCS et en relation avec les exigences des partenaires de WCS, définir et mettre en place des méthodes et des protocoles de constructions et de maintenance des infrastructures adaptés aux standards et normes en vigueur :

o   Concevoir les plans des infrastructures à réaliser en collaboration avec les bénéficiaires et dans le respect des normes et législations en vigueur

o   Travailler avec les agences gouvernementales pour garantir le respect des normes de construction

o   Assurer le respect des normes environnementales du Cameroun, des bailleurs et des aires protégées du PBN-B

o   Assurer le respect des normes (élevées) de gestion de la santé et de la sécurité des projets de construction et de gestion des infrastructures

Préparer et fournir des conseils techniques lors des processus d’appel d’offres à des prestataires de services pour garantir leur respect des normes et législations en vigueur

·        Maitriser l’impact environnemental des projets d’infrastructure au PBN-B en intégrant une gestion responsable et durable des infrastructures du PBN-B (logements, bureaux, garages, pistes, bases opérationnelles et de vie)

·        Proposer et intégrer les standards minimums pour les utilisateurs des services d’infrastructure

Résultats attendus :

·        Les méthodes et standards de construction et de maintenance des infrastructures sont élaborés, validés et mises en place

·        La stratégie du Service Infrastructure dans le PBN-B est développée, validée et mise en place

·        Les rapports d’activités du Service Infrastructure sont produits selon les exigences de WCS et de ses partenaires

·        La construction et la maintenance des infrastructures du PBN-B est effective et correspond aux exigences de WCS et de ses partenaires

Qualifications :

·        Être titulaire d’un diplôme d’ingénieur en en génie civil ou en gestion de construction

·        Avoir au moins 5 années d’expérience dans le domaine de la construction, y compris dans un environnement logistique complexe en Afrique rurale

1.     Aperçu global de WCS

Présent au Cameroun depuis 1988, WCS a mis en place en 1993, le Programme de biodiversité du Cameroun pour coordonner ses actions dans les différents sites du pays. Depuis lors, WCS a été impliqué dans la création et/ou la gestion d’un nombre important d’aires protégées à travers le pays parmi lesquelles on peut citer : Le Parc National du Mbam et Djerem, l’Unité Technique Opérationnelle de Takamanda-Mone, le Complexe Binational Parc National de Bouba-Ndjida (au Cameroun et Sena Oura (au Tchad) et l’Unité Technique Opérationnelle de la Benoué pour ne citer que ceux-là. 

S’agissant du Parc National du Mbam & Djerem (PNMD), il a été Créé en 2000, et couvre une superficie d’environ 4 200 km² dans la zone de transition entre la forêt dense humide du sud et les savanes sèches du nord. Depuis 2003, WCS travaille aux côtés du gouvernement du Cameroun à travers le Ministère des Forêts et de la Faune (MINFOF) sur un projet conjoint visant à sécuriser la biodiversité, les services écosystémiques et les processus écologiques de cette importante aire protégée à travers une approche de gestion participative et durable. WCS sécurise des financements auprès des bailleurs de fonds tels que FEDEC, USFWS, Arcadia, Segre et Hempel.

Dans le cadre du renforcement de l’équipe du projet prévu par la subvention Hempel, il est envisagé le recrutement d’un Assistant Financier.

L’objectif est de renforcer les capacités d’intervention du Département financier et administratif du Projet d’Appui à l’aménagement du Parc National du Mbam et Djerem.

  1. Responsabilités

Placé-e sous la supervision du Finance and Admin Officer du Projet, le Finance and Admin Assistant sera de manière spécifique chargé de contribuer à la gestion administrative et comptable du projet d’appui du Parc National du Mbam et Djerem

•    Comptabilité et audit

–       S’assurer avant toute sortie d’argent que les documents aient été soumis à une validation préalable et/ou les financements de la dépense sont renseignés ;

–       Assurer les paiements en espèces et sur la plateforme Orange Bulk Payment (Orange Money pour les entreprises) conformément aux directives et procédures de gestion de WCS ;

–       Veiller à l’enregistrement de toutes les opérations financières en temps opportun dans les livres de caisse et d’Orange Money ; 

–       Enregistrer toutes les dépenses suivant le système comptable de WCS et assurer que les Templates comptables ou Journal vouchers soient saisis et envoyés pour vérification à temps ;

–       Veiller à une bonne classification des dépenses suivant les imputations budgétaires lors de la saisie dans les journaux vouchers ;

–       Contrôler et suivre toutes les dépenses effectuées par les équipes en déplacement et autres personnels ;

–       Assurer le paiement des dépenses liées à l’électricité, l’eau, impôts et taxes etc.

–       Assurer la clôture mensuelle de la caisse ;

–       S’assure que l’envoi des documents de clôture comptable mensuel (cash count et suivi des avances ouvertes)

–       Contribuer à l’organisation administrative des réunions, ateliers et autres évènements ;

–       Faciliter la préparation des audits internes et externes du projet.

·       Archivage

–       Assurer un archivage approprié de tous les documents administratifs et financiers du site selon le système de classement WCS ; 

–       Assurer que l’archivage physique et numérique des pièces comptables soit fait

•    Gestion des Comptes de Provisions :

–       Assurer le suivi des ouvertures et fermeture d’avances de caisse et communiquer avec le personnel et Yaoundé sur les aspects liés aux ouvertures et fermetures d’avances, avances sur salaire et toute autre information comptable nécessaire

·       Gestion de la trésorerie

–       Assister dans la gestion des besoins de trésorerie, ainsi que les demandes d’approvisionnement de la caisse et du compte Orange Money 

–       Assurer que le comptage physique de la caisse soit fait une fois par semaine

•    Gestion administrative du personnel

–       Archiver et assurer une traçabilité des avances de salaire, empreints et remboursements de la part du personnel ;

–       Assurer la traçabilité et l’archivage des documents relatifs aux remboursements de frais médicaux et le paiement des congés, aux permissions d’absence et des absences pour raisons de maladie du personnel.

–       Assumer toute autre tâche confiée par la hiérarchie.

–       Avoir un niveau de BTS ou Bac +2 ans en comptabilité et gestion d’entreprise ;

–       L’expérience de travail avec une ONG serait un atout ;
