Background:

International Rescue Committee (IRC) is an apolitical, non-profit, and non-religious humanitarian or-ganization that provides assistance to refugees around the world. IRC implements programs to pro-mote durable solutions for displaced persons, refugees and host communities through public health, sanitation, shelter, rehabilitation, and education projects. IRC has been serving refugees since 1933 and is present in 40 countries in Europe, Africa, and Asia, as well as through a resettlement support program in the United States. IRC is an organization committed to freedom, human dignity, and self-reliance. This commitment translates into well-planned resettlement assistance, emergency global relief, rehabilitation, and advocacy for refugees.

The IRC started operations in Cameroon in 2016 to respond to the increasing concerns for people affected by violence linked to Boko Haram, in the Far North of the country. Assistance to displaced populations extends across the Far North, notably Mayo Sava, Mayo Tsanaga and Logone & Chari through two field offices in Kousseri and Maroua. This includes delivering lifesaving pro-gramming to increase access to water and improving hygiene practices in vulnerable displaced and host communities, cash programming to enable economically disadvantaged families to meet basic needs and improve food security. This includes both education and child protection services to ad-dress children’s learning and safety needs and priorities. IRC also delivers protection programming to address gender-based violence for women and girls and support to victim of human right violation.

Following the increasing crisis in the North-West and South-West regions of Cameroon, the IRC ex-panded its operations into the South-West region in August 2018 and into the North-West in 2019. The IRC is delivering lifesaving humanitarian assistance to internally displaced populations, with field bases in Buea, Bamenda, Kumba and Manyu.

IRC Cameroon country program is now implementing its ‘Strategy 100’ strategic plan, through which we aim to provide the best possible impact for some of the most vulnerable boys, girls, women, and men affected by the humanitarian crises. In all that we do, we strive to deliver through IRC’s core val-ues of Integrity, Accountability, Service and Equality.

Job Overview/Summary:

Under the supervision of the Deputy Director of Programs, the WASH Coordinator will be responsible for the vision, strategy, design, monitoring, and quality delivery of the Environmental Health program in Cameroon. The WASH Coordinator will be based in Buea or Maroua with frequent visits to all field sites (in the Far North, the North West and the South West regions) and the capital Yaoundé.

The WASH Coordinator will support IRC Cameroon’s Environmental Health program, lead the design, development of new projects focused on Environmental Health, and will ensure capacity building of national staff and partners engaged in the implementation of the IRC Cameroon’s Environmental Health activities.

In accordance with IRC Cameroon’s focus on integrated programming, WASH Coordinator will lead on integration of environmental health/WASH activities and will also work closely with in-country Coordinators covering other sectors such as Economic Recovery and Devel-opment (ERD), Education and Child Protection (Edu/CP),Sexual and Reproductive Healht (SRH), Women’s Protection and Empowerment (WPE), and Protection and Rule of Law (PRoL). The WASH Coordinator will be sup-ported by the WASH Technical Advisor (TAs) based at IRC HQ to ensure inte-grated, high-quality delivery of environmental health/WASH components.

Main responsibilities

Technical Monitoring and Program Quality

–    Provide technical supervision of, and technical support to IRC Cameroon Environmental Healht programming activities
–    Proactively identify ways to strengthen program quality, including integration of activities, in collaboration with team members and clients
–    Conduct and lead project workplan review meetings on a monthly basis for all Environmental health projects
–    Coordinate closely with technical advisors to implement technical support plans

–    Participate in weekly technical meetings with the EH TAs to review technical priorities of program
–    Support ongoing integration of Environmental health activities in consultation with the technical advisors,
–    Conduct pre planned and spot check observation visits and spot checks to all IRC-supported localities as well as capacity strengthening sessions with key WASH stakeholders conducted by the IRC team
–    Conduct rapid assessments as needed to determine the water, sanitation and hygiene needs of thetarget areas; this will also include evaluation of ongoing technical interventions and makerecommendations as needed.
–    Hold technical responsibility/oversight for the installation of all water and sanitation infrastructurein supported medical facilities, included the requirements for the mobile health units, and hostcommunities including but not limited restoration of existing infrastructure, drainage, solid wastemanagement, latrine, hygiene campaigns, vector control and hygiene promotion activities;
–    Ensure ongoing follow up with the Program and MEAL team related to research and learning activities in relation to Environmental health. Coordinate with the TAs on progress and relevant support. Lead on documenting learning from innovative activities.
–    Ensure monitoring and evaluation in all IRC-supported Environmental health programs in accordance with M&E processes and systems, including regular collection, analysis, and use of data (including participation and learning) to make decisions
–    Follow up closely on the project budgetary implementation plans with program managers, finance and grants, on a weekly or bi-weekly basis
–    Oversee and manage and maintain overall accountability for budgets related to projects on a monthly basis with weekly follow up on budget implementation plans, conduct budget versus actuals review meetings with managers and ensure best use of resources throughout oversight of budgets.

–    Coach managers on budget management when handing over budget management, and contact monthly review meetings
Discuss budget review progress with DDP, grants coordinator and technical advisors when decisions need to be made
–    Ensure that Environmental health programs and activities draw on and are consistent with relevant resources, such as SPHERE standard, IRC quality standards, WASH cluster standards and in alignment with policies and guidelines from MINEE etc.
–    Ensure requests that come in from key stakeholders are addressed in a timely manner in close coordination with the DDP, Grants coordinator and EH TAs,
–    Coordinate closely with grants to have a schedule set for the team on all internal and external reporting requirement and deadlines
–    Assume full responsibility for drafting donor reports and communications in a timely manner, as well as guiding managers and officers on required inputs
–    Review inputs shared by the teams to maintain a high standard of quality
–    Participate in community of learning sessions conducted by Technical advisors
–    Any other duties as assigned by the supervisor to enable and develop IRC programs.

Strategic Planning

–    Provide strategic direction, leadership and overall technical and management support to the Environmental Health programming, ensuring it is needs-based, context-appropriate, responsive, coherent, collaborative, and operationally feasible
–    Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary

–    In collaboration with HQ-based Technical Advisors and in-country Senior Management Team, lead the overall development of IRC Environmental Health Program strategies, in line with IRC Cameroon Strategic Action Plan and IRC’s Outcomes and Evidence Framework;
–    Provide technical input into IRC Cameroon’s emergency preparedness plans and protocols in relation environmental health/WASH activities.

Program Development, Communications and Advocacy

–    Identify opportunities for program development and discuss with DDP, program managers, grants and TAs as appropriate
–    Design and lead technical assessments as a basis for environmental health/WASH program development
–    Coordinate and initiate project proposals and develop program proposals (development of logical frameworks, program design and implementation plans and appropriate, realistic and measurable indicators, budget) for the IRC Cameroon Environmental Health Program under the supervision of the Deputy Director of Programs and in consultation and collaboration with field based technical, field management staff and HQ based Environmental Health TAs;
–    Together with regional and HQ teams, identify communication opportunities for internal and external audiences highlighting humanitarian needs related to environmental health/WASH and publicizing on-going projects and research
–    Together with CD, DDP and relevant coordination mechanisms, identify opportunities for advocacy on issues related to environmental health/WASH.

Coordination and Representation

–    In coordination with the supervisor, represent IRC to UN, WASH sector working groups, international and national NGOs, MINEE, and donors for environmental health/WASH;
–    As Environmental Health focal point at country level, participate actively in external respective coordination and Cluster forums;
–    Participate in internal coordination and management meetings to promote effective and efficient information sharing, problem-solving and decision making across teams and sectors
–    Meet with M & E on a monthly basis to obtain and review client feedback of program activities and conduct field visits to ensure accountability to beneficiaries
–    Reflect and take corrective action to ensure activities are gender sensitive and inclusive for IRC’s Environmental Health programs.
–    With support from the programs team, ensure accountability to beneficiaries, gender sensitivity and inclusion are adequately addressed in IRC’s Environmental Health programs.

Partner Management

–    In consultation with country leadership, support the implementation of the localization strategy.
–    Ensure partner mapping across the response, foster positive relationships and identify areas for collaboration with local actors.
–    Ensure collaborative program design processes that fully leverage the perspectives, experience and expertise of local actors, where possible based on collaborative needs assessment processes.
–    Provide technical support, mentorship and supportive supporvision to implementing partners.
–    Ensure regular performance monitoring of partners to achieve the set EH program objectives.
–    Explore with partners potential capacity strengthening support, including system strengthening for government partners, and organizational development for civil society partners, and identify needed resources (in collaboration with the Partnership Lead).
–    Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS). –    Contribute to building a strong understanding of PEERS throughout CRRD/RAI office, and to ensuring that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners.

Staff Management & Development

–    Review individual team performance objectives set by the coordinator and support, coach and mentor team members to achieve their goals through weekly meetings where they are able to share challenges, successes and obtain support from the Acting Coordinator
–    Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
–    Supervise and mentor staff, including communicating clear expectations, and in partnership with the direct line supervisor, setting performance objectives, providing regular and timely performance feedback, and contribute to the annual and mid-year performance reviews.
–    Provide constructive feedback and counsel on appropriate career paths and professional development.
–    Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
–    Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.
–    Adhere to and act in accordance with the IRC Global HR Policies and Procedures and communicates through word and example a high standard of compliance with all applicable policies and regulations.

Minimum Qualifications:
–    Degree or equivalent in civil/environmental engineering or related field or other related degree or demonstrate strong comparable work experience in relevant sector
–    At least 5 years of experience, including substantial management experience in EH/WASH programming.
–    Excellent professional approach, strong building skills and proven ability to build staff capacity
–    Prior experience and excellent understanding of working in emergency settings or insecure environments
–    Strong leadership, management, project planning, monitoring and evaluation, analytical interpersonal and communication skills
–    Strong budget management and reporting, skills; and an ability to oversee multiple awards from a variety of donors
–    An initiator of initiatives, able to plan, prioritize and manage multiple tasks under pressure and deliver tangible benefits to a team
–    Proven problem solving and results oriented
–    Strong written and oral communication skills, comfortable in a multi-cultural environment and effective in representation and liaison
–    Flexible work attitude – the ability to work productively in a team environment and independently
–    Able to respond rapidly to changing environments and work under pressure
–    Fluency in French and basic English skills required
–    Experience of working in West Africa or Cameroon a plus
–    Excellent Computer skills: MS Word, Excel

Principales Taches :
Mission 1 : Mise en œuvre et gestion des activités en cohérence avec la politique SAME d’ACF, celle en
vigueur dans le pays et selon les documents internationaux clés du secteur. – Gérer et superviser la mise en place et le suivi des activités du projet en lien avec les communes et l’OSC
associées au projet ;
– Assurer la communication, la bonne remontée d’informations et leur transmission auprès de la/du RP
SAME ;
– S’assurer du bon déroulement des activités (dans les délais impartis) ;
– Assurer et développer la collaboration et les partenariats avec les autorités, partenaires locaux (type
OSCs) et avec les autres projets SAME d’ACF ;
– Evaluer et réorienter les activités du projet en fonction des résultats des activités, des études menées
dans la zone, de l’évolution du contexte et des interventions des autres acteurs humanitaires ;
– Participer à l’élaboration des méthodologies SAME du PROREC, en collaboration avec le/la RP SAME et le RDD SAME d’ACF.
Mission 2: Gestion des équipes SAME
– Participer activement au recrutement de l’équipe SAME du PROREC ;
– Assurer les formations initiales et continues de l’équipe SAME ;
– Animer et/ou superviser les réunions d’équipe ;
– Assurer le suivi technique des équipes ;
– Evaluer régulièrement les compétences des superviseurs sur le PROREC ;
– Organiser l’évaluation de l’ensemble de l’équipe SAME selon la fréquence définie par la mission ;
Mission 3 : Suivi des programmes et reporting
– Participer au montage/prévision/supervision des suivis administratifs, budgétaires et logistiques du
projet ;
– Rédiger et/ou superviser les rapports d’activités (hebdomadaires et mensuels : Sitreps, APR) ;
– Participer à la rédaction des rapports pour les bailleurs de fond (rapports intermédiaires, annuels et
final, proposals au besoin) ;
– Participer à l’élaboration des stratégies d’intervention sur la zone/Pays ;
– Proposer des idées de projets suite aux éventuelles évaluations conjointes avec les autres secteurs
d’ACF ;
– Accompagner l’OSC partenaire dans la mise en œuvre des activités qui lui sont dévolues.
Mission 4 : Représentation des programmes SAME
– Participer aux réunions de coordination base ACF de façon régulière et en cas de besoin de
représentation technique (en l’absence de la/le RP SAME) ;

– Participer activement en support au/à la coordinateur/trice PNR dans les réunions sectorielles (GTSA,
Cluster/CWG, etc…) et autres réunions sectorielles en lien avec la Sécurité Alimentaire et les Moyens
d’Existence ;
– Participer à l’élaboration des stratégies et proposals en collaboration avec le/la RP SAME, le/la CT et
le/la RdD SAME ;
– Participer au remplissage, sous le lead de la/du RP SAME, du « mapping/5W » des acteurs en SAME de
la région de l’Extrême Nord ;
– Rechercher activement des partenariats avec les Services Techniques Déconcentrés de l’Etat et les
acteurs et ONG travaillant dans le domaine de la sécurité alimentaire et des moyens d’existence ;
– Participer aux réunions du Groupe de Travail Sécurité Alimentaire, du Groupe de Travail Cash ;
– Se coordonner avec les Adjoints RP SAME des autres projets SAME et secteurs d’ACF.

Objectif 5 : Analyse du contexte SAME
– Etudier et analyser les habitudes alimentaires de la population (réfugiés, hôtes et IDP’s) et les marchés
principaux des zones d’intervention ;
– Travailler en partenariat avec les autres départements ACF et les autres ONG pour une meilleure
compréhension du contexte;
– Participer à l’analyse de l’impact des activités du programme SAME sur les bénéficiaires et la population
des zones ciblées;
– Participer à des missions d’évaluation des besoins dans d’autres zones du pays (si nécessaire).
Tâches :
1. Faire le suivi du temps de travail des agents d’entretien et de la cuisinière ;
2. Evaluer les besoins en termes de matériel au niveau du bureau et de la Guesthouse ;

3. Former et accompagner l’équipe sur les nouveaux outils de gestion du bureau et de la Guesthouse ;
4. Faire des évaluations du personnel de maison (Agents d’entretien et cuisinière)
5. Evaluer le niveau de performance de l’équipe à travers les informations recueillies auprès des
expatriés et des employés.

1.    Présentation de l’organisation
  SOLIDARITES INTERNATIONAL (SI) est une association d’aide humanitaire internationale qui, depuis plus de 40 ans, porte secours aux populations victimes de conflits armés et de catastrophes naturelles en répondant aux besoins vitaux, boire, manger, s’abriter. Particulièrement engagée dans le combat contre les maladies liées à l’eau insalubre, première cause de mortalité au monde, SI met en ceuvre par ses interventions une expertise dans le domaine de l’accès à l’eau potable, l’assainissement et la promotion de l’hygiène mais également dans celui, essentiel, de la sécurité alimentaire et moyen d’existence. 11.    Responsabilités et descriptif des tâches
L’Assistant (e) Administrateur (rice) appuie l’administratrice pour le traitement des opérations  comptables et financières, ainsi que dans toutes les tâches et procédures liées aux Ressources Humaines :
Gestion administrative du personnel :
•    Accueillir et participer au briefing administratif du nouveau personnel ;
•    Assister l’administratrice pour la gestion administrative du recrutement et de l’embauche ;

•    Participer à l’ organisation pratique des formations ;
•    Assurer l’archivage et le suivi des dossiers individuels et délivrer tous les documents relatifs à la vie professionnelle des employés Solidarités International ;
•    Assurer la confidentialité des données RH  
•    Participer au suivi des contrats de travail sur la base ;
•    Recenser les éléments permettant l’établissement de la paie et les intégrer au logiciel GRH • e Editer les fiches de paie et superviser le paiement des salaires après validation par l’administratrice ;
•    Calculer les impôts et les taxes et effectuer les déclarations et les paiements aux organismes concernés ;
•    Tenir à jour l’organigramme de la base ;
•    Assister l’administratrice pour l’organisation et la conduite des réunions avec les représentants du personnel ;
•    Participer à la définition et à l’application des politiques salariales et sociales

Gestion d’équipe
•    Former et appuyer les membres de l’équipe administrative sous sa supervision ;

Recherche des lieux pour les formations, ateliers ou pour l’hébergements du personnel NRC dans la ville de Yaoundé;
Participer à l’organisation des marchés de fournitures, transport, construction, services et transferts conformément aux procédures de NRC;

Conseiller et accompagner la mission dans la mise en œuvre de la politique d’achat et la fixation d’objectifs d’optimisation de coûts, qualité et délais ;
Définir des programmes et procédures d’achats de prestations et de produits. Participer à l’élaboration des cahiers des charges techniques exprimant les besoins de la mission ;
Participer à la Prospection, rédaction des appels d’offres et sélectionner les fournisseurs capables de répondre aux besoins stratégiques de la mission ;
Négocier avec les fournisseurs les conditions d’approvisionnement en termes de coût, qualité, délai, conditions de paiement…
Construire et manager la qualité fournisseur et développer des relations à long terme avec des fournisseurs privilégiés ;
Identifier, anticiper et gérer les risques fournisseurs ;
Assurer le bon acheminement des marchandises jusqu’à la livraison aux services concernés ;
Mettre en œuvre et suivre les indicateurs de son activité ;

Redevable de l’archivage des dossiers physiques et électroniques en collaboration avec l’assistante ;
Contrôler les procédures d’achats et l’exécution des marchés ;

Basic Purpose
The Global Humanitarian Team is part of the International Programs Team. The IPT ensures the overall management of the country programs, fosters a cohesive environment with mutual accountability between the global World Service structures and the field operations and coordinates World Service support to its operations. The Emergency Hub Coordinator (Africa) reports to the Global Humanitarian Coordinator based in Geneva, with an administrative management line from the Representative of the host country program.  
As a member of the Global Humanitarian Team, the Regional Emergency Hub Coordinator for Africa provides operational support for new operations and analysis for potential humanitarian response. This position includes longer periods of deployment, on short notice. When not deployed, focus will be on capacity strengthening for staff and partners in quality humanitarian response.   

This is a highly operational position that requires maturity, integrity, good management skills and a good understanding of humanitarian action and principles.  
The coordinator will travel extensively throughout Africa and may also be required to support outside the region.  
 
Required Qualifications
University degree or equivalent in development studies, humanitarian action, humanitarian emergency preparedness and response, human rights, economics, community development, or equivalent.  
Technical expertise in any of the emergency response sectors is an asset.

1.  Background

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from the Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates with a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to enhance both protection and economic recovery. Subsequently, in late 2018, DRC began its activities in the South West region of Cameroon in late 2019 to respond to the needs of forcibly displaced persons in the context of the Anglophone crisis, commencing humanitarian activities in January 2019. DRC operates in the Meme, Fako, Kupe-Manenguba and Ndian divisions with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter and NFI, while improving the protective environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a response in terms of protection, positive peace, governance and economic resilience to the multidimensional and interconnected crises affecting the region.

 Support in conducting distribution and post-distribution monitoring (including redemption of vouchers in selected markets) to ensure that activities respect and safeguard beneficiary safety and dignity and in line with ‘Do No Harm’
 Carry out data collection work for ad hoc assessments.
 Refer potential vulnerable cases to the protection team when relevant.
 Keep supervisor informed of any safety incident that might take place.

Support in submitting weekly and monthly reports to line management on achievements and challenges related to monitoring.

4. Experience and technical competencies: (include years of experience)

Minimum 1 year of direct experience of monitoring and evaluation
Training in quantitative methodologies, including database management preferred.
Strong analytical skills and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning.
Demonstrated ability and understanding to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, observations to name a few.
Good verbal and written communication skills.
Ability to analyze data and summarize it for a range of different audiences.
Excellent skill in MS Word, Excel, and PowerPoint
Ability to build support from staff across teams and members and to build others’ capacity.

Context
DRC has been present in Cameroon since 2017 and operates in the Adamaoua, East and South-West regions. The programmatic strategy for 2023 focuses on the following three sectors: protection, economic recovery and livelihoods, and emergency response to immediate needs related to population displacements.

Currently, the Human Resources country team has two collaborators apart from the Human Resources Officer for Buea area:

2. General objective

Based in Buea/Kumba, the Human Resources Officer supports the Area Manager on a daily basis in managing, explaining and monitoring all Human Resources aspects related to his area. She/he is the main point of contact for managers and employees in the area. She/he ensures to provide an optimized cost/quality/deadline service and to produce complete and compliant documents related to her/his activity.

In addition, she/he will have frequent interactions with other departments at the base level, regular interactions with all departments of the coordination office in Yaoundé, and in particular the position of Human Resources Specialist, and occasionally with the DRC WANALA Regional Office.

3. Tasks and responsibilities

The detailed responsibilities of the HR Officer are as follows:

Objective 1: HR Planning

To ensure the follow-up of the provisional recruitment needs and the end of contract for the employees to alert in case of difficulty and/or delay.
To ensure that each employee has an up-to-date job description in conjunction with the concerned manager.

To ensure that for each the position is correctly classified in relation to the DRC position classification tool (IPE) and that the hierarchical and technical reporting is correct. Alert in case of difficulty and/or delay
To support any changes in operations and programs with consequences from a Human Resources point of view: opening of projects, closing of projects, pooling of resources
Objective 2: Recruitment & Mobility

For the positions of: Daily workers (multi-functions), Cleaning workers, Cooks, Drivers, Assistants, Officers, Team Leaders.

For recruitment:

To collect the need and check the compliance of the documentation, including the correct classification of the position.
To publish and distribute job advertisements and make proactive search for candidates.
To ensure the first filtering of applications.
To ensure the administration of all selection phases and communication with the Manager, the Technical Referent (if there is one) and the candidates.
To provide feedback to candidates who have passed interviews.
To manage reference requests, preparation and sending of job offers.
For the management of mobility and candidates’ pools:

To set up a pool of former employees for positions at base level.
For each position to be filled, to identify the options of candidates to be proactively contacted in the candidates pool.
As part of the first filtering, to isolate and keep potentially interesting CVs for other positions (than those for which they applied)
Objective 3: Performance & Development

For all employees, nationals, and expatriates, from the base:

To ensure the reception of all new recruits. To edit a schedule of briefings and coordinate the contributions of the different departments.
To prepare and ensure a specific briefing about Human Resources.
To follow up on mandatory online training / inductions to be done and put a copy of the certificates in the personnel files of the employees concerned.
To participate in discussions and in the development plan and capacity building of the base. Ensure documented follow-up of training actions.
To identify and implement actions that contribute to the well-being of employees at work.
To ensure the follow-up of the implementation of the objectives of the trial period. To ensure follow-up for the end dates of the trial period and obtain from the manager the decision to confirm or not and the copy of the interview notes (including the objectives);
To ensure the follow-up of the implementation of the work objectives. Ensure a follow-up for the end dates of contracts and obtain from the manager the decision of renewal or not and the copy of the interview notes (including the objectives)

To support/advise the Area Manager as well as all managers with regard to their HR and managerial issues.
To support disciplinary processes.
 

Objective 4 : Contracts & Compensation

For national employees at base level

To create and administer employee and position information, including reporting lines and compensation information, in Dynamics;
To create and administer employee information in Homer. Prepare monthly payroll statements for the base;
To create and administer personnel files, in physical and dematerialized format
To edit, inform and submit for signature the employment contracts and any annexes. To ensure the administrative formalities related to the filing and visa of employment contracts;
To edit and submit for validation the documents relating to the balance of any account;
To provide administrative follow-up for all types of leave and all base employees (including expatriates)
To ensure the administrative follow-up of maternity leave and family benefits with Human Resources implications (breastfeeding break, family allowance, etc.);
To ensure the follow-up of visas, residence permits and travel / transport for expatriate employees of the base;
The specific case of daily workers

To supervise the compliance of the selection processes
To edit daily workers contracts
To edit payment statements for the daily workers
To monitor deductions (taxes and social security contributions) and their payment
To update and keep active the pool of daily workers
Objective 5 : Coordination & Reporting

On a needs basis participate in meetings with interlocutors, occupying Human Resources functions in particular, for other NGO s;
On a monthly basis, to update the Human Resources dashboards of the base (follow-up of leave, follow-up of contract end dates, etc.) and share them with the coordination office ;
To ensure that terms and times for social dialogue are in place ;
To ensure the dematerialized archiving of all the Human Resources documents of the base and share them in the SharePoint of Cameroon ;
To provide Human Resources documents upon request for audits.
4. Required Qualifications

Two years of minimum professional experience in the field of Human Resources, including one year in an equivalent or similar position;
Mandatory experience in the application of software solutions to Human Resources (ideally Homer otherwise Dynamics or Saga)
Experience in the field of international cooperation (international NGO, international organization, etc.)
Excellent knowledge of the Office Pack
Excellent command of the English language (written and spoken);
Understands and speaks basic French

Under the direct supervision of the Head of Field Office and the technical guidance of the Chief Security Officer for Cameroon, the incumbent will be responsible for the following duties:

Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact WFP operations in the NWSW regions, to ensure information is accurately collated and sent to the Heads of Field Offices for NWSW regions to support reporting and decision making.
Review security related information (e.g. security incidents and events, security support to daily activities, etc.) and use corporate or local information management tools to produce a range of analyses and in-depth reports, to ensure that information is readily available for relevant stakeholders.
Liaise and co-ordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors, to facilitate access for safe programme delivery and to mitigate potential risks against WFP personnel, assets, and other resources.
Plan and co-ordinate WFP personnel activities during field missions and perform security assessments within the area of responsibility to support safe and effective programme delivery.
Analyse security assessment reports following field missions and present detailed recommendations for risk mitigation to support security situation analysis and facilitate decision-making.
Produce weekly activities reports and other ad hoc reports for submission to the Heads of Field Offices in NWSW and to the CSO at the CO.
Support the implementation of risk management measures to ensure compliance.
Support the maintenance and management of security equipment and make recommendations to strengthen technology capacity in line with business requirements.
Monitor and ensure that all access control procedures are effective and stringently followed by all personnel and visitors, to maintain a safe and secure environment.
Maintain close working relation with other Security Stakeholders (UNDSS, INSO, NGOs etc) and attend security meetings and other fora on behalf of WFP (Security Cell, ASMT etc)

Maintain close working and coordination relationship with WFP CP in the NWSW regions and chair the weekly WFP/CP Access and Security Officers/Focal Points meetings.
In collaboration with the WFP Humanitarian Access Officer and the WFP Security Operations Support Officer, provide support to the NWSW and FN regions access efforts.
Supervise the Field Security Associates in the NWSW regions and act as OIC Security Unit in the absence of the Chief Security Officer for Cameroon.
Maintain and develop recommendations for improving emergency and contingency planning documentation including physical preparations and procedures, to support preparedness for a crisis.
Deliver security training to WFP personnel and review security training needs to develop measures to meet business requirements.
Provide on-the-job training to other WFP security personnel supporting their development and high performance.
Support the Heads of Field Offices for NWSW regions during Donors’ visits to WFP activities and coordinate all necessary security arrangements and required briefings to the Donors.
Perform any other related duty as may be required by WFP Heads of Field Offices in the NWSW and/or CSO.    
Specific Qualifications & Experience Required

Education

 Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Required Experience

At least five (5) years of progressively responsible professional experience in the security within a humanitarian context, especially with the UN/NGO.
Desired Experience & Skills
Has gained sound knowledge of security operations technical processes.
Has provided technical guidance and training to staff members within area of expertise.

Has supported research and collation of data which feeds into reports that inform security operation activities.
Excellent communication skills to maintain frequent correspondence with both, internal and external authorities with regards to security advisories and security incidents.

Context

Within the framework of the implementation of the new CSP that started in March 2022. The CSP has planned activities in an integrated approach that combines emergency response with a strong resilience component. It is focused on resilience building through an integrated resilience framework that addresses the underlying causes of food insecurity and malnutrition, while enhancing linkages within planned Programmes activities to maximize impact. The five strategic outcomes and seven activities are designed to incorporate cross-cutting themes including inclusion and accountability to affected people, climate-friendly interventions and improving the nutrition status of people in conflict-affected regions. The following four Programme activities aim to provide direct assistance to the over 1,6 million beneficiaries with direct in-kind and cash support.

1: Provide integrated food and nutrition assistance to crisis-affected populations to support their self-reliance and recovery Activity

2: Provide capacity strengthening in emergency preparedness and response to local authorities and humanitarian partners working in crisis-affected areas Activity

3: Provide an integrated nutrition package to beneficiaries, including access to nutritious food, quality care, social behavior change communication and capacity strengthening, to prevent malnutrition Activity

4: Provide livelihood support to targeted groups, including through productive asset creation and regeneration and value chain development.

This position is based in Yaounde and reports to the Head of Programmes.

THE ROLE

The main objective of this position is to provide technical and strategic support to Cameroon CO for the scaling up of the School Feeding Programme., including emergency and home-grown modalities in six regions and with more than 140,000 children.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Provide strategic leadership to launch, monitor and implement all the school feeding related activities in Cameroon, both under emergency and resilience strategic outcomes.

Acting as Activity Manager for School Feeding, including managing the pipeline, current resources, budget lines related to SF, outcome, monitoring and support to partnerships, advocacy and communication.

Coordinate and support the implementation of all interventions under Activity 5 to ensure execution stays on track and funds are spent according to the CSP implementation Plan.

Technical advice on the HGSF model that will be scaled up in the four regions, based on a previous TDY support.

Organize periodic meetings with Activity staff (School Feeding) at CO and in the FOs to discuss issues arising regarding implementation, budgeting, administration, monitoring, and evaluation, and provide guidance and support to resolve them.

Provided capacity strengthening for WFP staff and Cooperating Partners staff on the implementation of ESF/HGSF(transfer through FSP, linkage with smallholder farmers, use cash.

Brief and train new CO staff members regarding School Feeding interventions. Ensure that they understand their own role, what support they will receive and what is expected from them; modality in school meals, etc.

Supervise the technical clauses of the FLA agreements, elaboration of contracts with supplies, cooperatives, shops, etc.

Coordinate/liaise with Regional Bureau/HQ on strategic outcome-specific thematic issues related to School Feeding.

Ensure that all project proposals including School Feeding activities prepared by the country office have gone through an effective review process. Make sure field offices activity managers/focal points trained to produce high quality proposals. Develop tools for implementation, management, monitoring and evaluation of HGSF/ESF.

Review, finalize and implement the School Feeding SOP and the Country Strategy.

Formulate recommendations on the integration of school feeding activities with other WFP intervention such as health and nutrition, livelihood and resilience, SAMS.

Other as required.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Work experience: At least 3 years of solid, responsible, and relevant work experience in a humanitarian organization.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
