1.  Background

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from the Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates with a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to enhance both protection and economic recovery. Subsequently, in late 2018, DRC began its activities in the South West region of Cameroon in late 2019 to respond to the needs of forcibly displaced persons in the context of the Anglophone crisis, commencing humanitarian activities in January 2019. DRC operates in the Meme, Fako, Kupe-Manenguba and Ndian divisions with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter and NFI, while improving the protective environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a response in terms of protection, positive peace, governance and economic resilience to the multidimensional and interconnected crises affecting the region.

 2.  Overall Purpose of the Role

Under the direct line management of the Area Manager, the Protection Specialist plays a pivotal role in the development and implementation of DRC’s protection sector strategy in the Northwest and Southwest regions of Cameroon. This position ensures that DRC’s protection program aligns with all DRC’s guidelines, SOPs, and global protection standards, encompassing Mental Health and Psychosocial Support (MHPSS), legal assistance, child protection, Gender-Based Violence (GBV), case management, and capacity building. The Protection Specialist is responsible for supporting the delivery of high-quality protection services across all these areas in close collaboration with the Area Manager and the Protection Coordinator at the country level.

To this aim, the Protection Specialist will support the harmonization and rollout of tools, guidelines, and SOPs, strengthen referral pathways and ensure standard donor and data analysis/reporting methods (in collaboration with MEAL) are in place for these activities.

The role is mainly to :

Develop and implement strategies, tools, and guidance to ensure the effective delivery of high-quality protection services, including legal assistance, MHPSS, GBV, and case management. This includes conducting regular field visits for monitoring and providing technical support, ensuring that activities align with international standards and SOPs.
Lead efforts in capacity building, coordination, and strategic planning by working closely with the Protection Coordinator, Project Managers, and other stakeholders. This includes contributing to the design and implementation of protection strategies, developing capacity-building plans, ensuring effective data management, and representing DRC in relevant coordination bodies.
 

3. Tasks and responsibilities

Main responsibilities

Project Design

Contribute to the development and implementation of DRC’s sector strategy in Southwest and Northwest regions of  Cameroon, focusing on legal assistance, MHPSS, Case Management (CM), Individual Protection Assistance (IPA), Community-Based Protection (CBP) and Gender-Based Violence (GBV)
Identify community needs and gaps in protection services in collaboration with the Protection Coordinator and Project Manager (PM)

Develop guidance on mobile implementation and integration of protection with other core sectors, ensuring a participatory community-based approach.
Provide technical input for the development and implementation of relevant SOPs, technical standards, and MOUs with specialized service providers.
Participate in proposal development by providing context analysis, legal analysis, technical sector-specific analysis, beneficiary information, and technical feedback.
Implementation

Develop program tools and guidance notes to support and reinforce the quality of protection activities.
Provide technical support to the Protection team and the Project Manager, ensuring the delivery of high-quality legal assistance, MHPSS, GBV, CM services, and other individual assistances, with oversight at the field level by Project Managers.
Conduct regular field visits to monitor implementation quality, provide technical advice, and conduct needs assessments to guide capacity building.
Support the adoption of standardized community-level PSS methodologies and associated monitoring and evaluation mechanisms.
Ensure quality control of protection activities, including Protection Monitoring, GBV, Child Protection, Community-Based Protection, and civil documentation, aligning with international and national standards and SOPs.
Capacity Building

Assess training and development needs within the Protection team, develop a capacity-building plan, and implement it with the support of the Protection Coordinator.
Participate in the recruitment and capacity building

Establish processes and systems that lead to general capacity building and professionalization of DRC staff and partners on protection.
Support information management needs, ensuring data consistency, integrity, and continuous availability for decision-making and project design.
Monitoring, Evaluation, Accountability, and Learning (MEAL)

Support the Project Manager in the establishment and regular updates of the MEAL plan, ensuring appropriate indicator and quality tracking (both quantitative and qualitative).
Stay informed on developments impacting the protection environment in Southwest and Northwest, providing ongoing analysis of key issues.
Coordination and Representation

Actively participate in and represent DRC in the Protection Cluster, assigned AOR, working groups, and other protection-related meetings.
Ensure coordination with other agencies to address the specific needs of vulnerable communities.
Contribute to national cluster transitions through Technical Coordinators, focusing on context, needs, and coordination possibilities.
Serve as a backup to the Protection Coordinator in coordination meetings when necessary.
Technical Support

Provide technical assistance to project managers, guiding team management and improvement plans.
Offer support in case management, technical validation of IPA, SNF, case openings, quality monitoring of documentation, and ensuring confidentiality, with the support of the Protection Information Management Specialist.

Participate in the technical review of protection activity terms of reference, ensuring alignment with DRC’s SOPs.
Contribute to the development of protection training modules and technical tools, supporting the dissemination and implementation of the protection strategy in intervention areas.
Contribute in updating the current protection strategy
Experience and technical competencies

Proven experience of at least 4 years in Protection, including in Legal Assistance, MHPSS, Case Management, and Protection of IDPs in conflict-affected countries, is required.
Prior experience implementing Legal Assistance, MHPSS, Case Management at a community level is required; previous experience in GBV (including GBV case management) is strongly recommended;
Experience providing technical guidance, developing and delivering participatory training/capacity building is desired;
Significant knowledge of International Humanitarian and Human Rights Laws and International standards relating to the protection of IDPs;
Experience in report writing, data/information analysis, and M&E;
Strong information management skills, including but not limited to the creation of databases, use of server-based information collection tools, etc.;

Proven strong analytical and communication, representation, negotiation, advocacy, and diplomacy skills;
Strategic thinker with the ability to quickly develop good insight and understanding of the conflict, the human rights situation, and the political environment of the program country;
Knowledge of Gender and Protection mainstreaming, AGD, PwSN, and AAP approaches;
Experience working and living in a multicultural environment and traveling to conflict-affected areas;
Extensive experience in reporting and project development, excellent writing skills in English. Good command of French is an asset.

6. General Regulations

 

The employee must follow the DRC’s instructions for security, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
The employee must not exercise any other remunerated activity during the term of his contract with the DRC without receiving prior authorization to do so
The employee must not engage in any activity that could interfere with the DRC or the implementation of any project during the term of the contract with the DRC.
Employee must not give media interviews or post photos or other material related to the project without prior permission.
The employee must return all equipment borrowed for the project to DRC after the end of the contract period or upon request.

1.    Contexte

Sous la direction du bureau régional de Dakar et en lien étroit avec les interventions en République centrafricaine (RCA) voisine, DRC a commencé ses opérations au Cameroun en 2018 en répondant aux besoins humanitaires des réfugiés de RCA et des Camerounais vulnérables dans la région de l’Adamaoua. Actuellement, DRC opère un bureau principal à Meiganga et deux bureaux secondaires à Djohong (région de l’Adamaoua) et à Garoua-Boulai (région de l’Est). Début 2019, DRC a également initié des opérations dans la région du Sud-Ouest pour fournir une assistance répondant aux besoins de base des populations en matière de nourriture, d’abris et de protection dans les zones rurales et difficiles à atteindre. En 2023, DRC initie une intervention dans le département du Logone-et-Chari, à l’Extrême Nord avec la priorité de chercher des solutions aux causes profondes des conflits intercommunautaires à travers une programmation sur la consolidation de la paix et la résilience. DRC travaille avec différents partenaires locaux au Cameroun et augmente progressivement son soutien financier aux organisations de la société civile camerounaise. En 2024, DRC envisage étendre ses interventions dans le Département de Mayo Tsanaga en coordination avec les autres acteurs humanitaires pour une réponse en moyens de subsistance au profit des personnes réfugiées les plus vulnérables du camp de Minawao.

2.    LE POSTE
But du poste :  
Basé à Garoua Boulai ou Djohong, l’Assistant Programme est chargé de la mise en œuvre et suivi des activités du programme de sécurité alimentaire et de relance économique notamment les UCT, AGR et AVEC sous la supervision directe du Programme Manager.
3.     Tâches et responsabilités

•    Assurer la mise en œuvre du projet conformément aux plans établis ;
•    Participer au processus de définition des critères de sélection avec les communautés, de l’identification et sélection des bénéficiaires, aux enquêtes ménages et autres études (étude de marché) ;

•    Assurer le suivi post distribution des transferts monétaires inconditionnels ;
•    Mettre en place et assurer le suivi des AGR individuel et/ou collectif ou remobiliser ceux existants, les former et les appuyer ;
•    Accompagner les bénéficiaires/ groupes dans le développement des activités Livelihoods et leur autonomisation économique ;
•    Mettre en place les AVEC, former ses membres, encadrer et suivre leur développement et promouvoir leur autonomisation ;
•    Mettre à jour la base de données, collecter et transmettre toutes les informations nécessaires au suivi du projet au Program Officer et/ou au Program manager ;
•    Préparer et mettre en œuvre les activités relatives à l’information des bénéficiaires et des parties prenantes ;
•    Contribuer à la mise en œuvre de formations techniques nécessaires dans le cadre du projet ;
•    Contribuer au suivi et à l’évaluation du projet ;
•    Rédiger ou contribuer à la rédaction des rapports demandés par le Program Manager ;
•     Toutes autres tâches pertinentes assignées par le superviseur.

4.    Qualifications et expérience

•    Expérience de travail dans le domaine de l’intervention humanitaire au sein d’une ONG internationale, une agence des Nations unies ou un ministère des secteurs d’intervention DRC ;
•    Au moins 2 ans d’expérience pratique dans des programmes Livelihoods et dans le développement rural 

•    Compétences avérées dans la création et l’accompagnement des bénéficiaire AGR et groupe AVEC ;
•    Expérience dans les programmes de transferts monétaires ;
•    Engagement à apprendre et à mettre en œuvre les politiques et procédures de l’organisation ;
•    Excellente maîtrise de MS Word, Excel et PowerPoint ;
•    Maîtrise professionnelle totale du français ;
•    Maîtrise de la langue locale (Fulfubé, Gbaya et Sango) ;
•    Permis de conduire (A) serait un atout ;
•    Expérience / connaissance du terrain (Mbéré et Lom et Djerem).

Diplôme de Bac + 3 en agronomie, agroéconomie en développement international, ou dans un autre domaine pertinent.

5. Réglementations générales

CARE est présente dans 100 pays et met en œuvre plus de 1000 projets d’urgence et de développement en collaboration avec les acteurs gouvernementaux et les acteurs locaux du développement. Notre objectif est de lutter contre toutes formes de pauvreté, de défendre l’accès aux droits fondamentaux, de combattre les injustices sociales.
Au Cameroun, depuis 1978, CARE met en œuvre des actions autour de 3 axes stratégiques : Justice genre, santé et justice climatique et économique. Nos actions s’inscrivent dans les phases d’urgence et de résilience visant l’autonomisation des femmes et jeunes, renforcement des systèmes communautaires, l’accompagnement des processus de décentralisation et l’amélioration des services et accès à la santé sexuelle et de la reproduction.

Mission :
En tant que membre de l’équipe de Direction du Bureau Pays de CARE Cameroun, sous la responsabilité directe du Directeur Pays, le Directeur des Services Support a la responsabilité de garantir l’opérationnalité, la conformité, l’efficacité et coordination des services supports aux programmes sous sa responsabilité. Il s’agit des – finances et comptabilité, les approvisionnements, la logistique générale et la sécurité, administration, technologies de l’information et de la communication.

PRINCIPALES RESPONSABILITES
RESPONSABILITE 1 : Opérationnalité et efficacité de l’ensemble des services support
•    Veiller à ce que l’ensemble des fonctions support sous sa responsabilité soient opérationnelles et proposer des services efficaces en cohérence avec les valeurs organisationnelles.
•    Assurer que les équipes supports participent de façon active et efficace aux exercices de planification stratégiques, des projets et qu’elles en ont une compréhension suffisante.

•    Assurer que l’ensemble des services support sont pourvus en ressources et organisés de façon à garantir un haut niveau de performance du département support.
•    Garantir pour chaque service du département support dispose et fonctionne sur la base des workflow précis permettant de planifier et de répondre de façon pro-active aux besoins des programmes et du CO.
•    Proposer un accompagnement adéquat aux différents managers dans le département pour assurer une supervision et production des services conformes aux attentes de nos opérations.
•    Assurer que nos espaces de travail en capital comme dans les bureaux avancés sont cohérents, structurés de façon à faciliter un travail fluide et optimal.

RESPONSABILITE 2 : Conformité générale des services supports et fonctionnement
•    Assurer le déploiement et respect de toutes règles internes de gestion et celles de nos donateurs pour garantir un niveau élevé de conformité et de maitrise des risques.
•    Assurer une forte compréhension et haute maitrise des règles en veillant à la qualité des inductions, recyclages et utilisation équitable de toutes les opportunités de formation accessible.
•    Déployer des mécanismes adéquats de contrôle interne en veillant au respect strict des processus mis en place, la responsabilisation des acteurs clés et ségrégation des tâches.

•    Assurer que les différents modules du ERP PeopleSoft sont correctement exploités de façon à garantir en permanence la fiabilité des données financières, comptables et logistiques produites.
•    Assurer que les opérations et les processus de la chaine des approvisionnements et stockage sont constamment fiables et conformes au besoin des programmes. RESPONSABILITE 3 : Coordination optimale et management des services support
•    Assurer une structuration adéquate et cohérente du département support en lien avec les attentes, volume et complexité des opérations et les capacités financières de la mission.

Context:
The violence of Boko Haram in the Lake Chad region has created a social, political, security and
humanitarian crisis with adverse effects on the populations. The impact of the Boko Haram
insurgency on northeastern Nigeria and its border regions in Niger, Chad and Cameroon has
been considerable. Humanitarian needs in Cameroon have never been higher. According to the
recently updated Humanitarian Needs Overview (HNO) for 2020 (adapted to the COVID-19
context), approximately 6.2 million people (or one in four of the country’s total population) need
emergency assistance as the country copes with three humanitarian fronts, in addition to a
global health crisis.
Ongoing hostilities and violence in the Far North Region continue to trigger lower magnitude
displacements due to sporadic attacks by Violent Extremist Organizations (VEOs) such as Boko
Haram. Since the beginning of 2019, the Far North Region of Cameroon witnessed a
resurgence in violence as ongoing hostilities have uprooted more than 293,000 IDPs, 112,000

Nigerian refugees and 117,000 returnees. Under its ongoing regional program for
Disengagement, Disassociation, Reintegration and Reconciliation (DDRR) for Lake Chad Basin
(LCB) region, IOM has been providing capacity building and technical support to the National
Disarmament, Demobilization and Reintegration (DDR) Committee (NDDRC) formed in
November 2018 and other relevant entities to design a government-owned DDR process for the
Far North Region.
In order to de-escalate the conflicts and create conditions conducive to social stability and
human security, this project aims to strengthen community resilience and recovery in Cameroon
by promoting social cohesion and economic empowerment in the Far North Region, including
women who have so far been left out of formal DDRR processes, whilst conducting advocacy
for context-based humanitarian development peace nexus work.
For the effective implementation of its project, the International Organization for Migration is
looking for a qualified person for the post mentioned above.
Under the overall supervision of the Chief of Mission, the direct supervision of the Emergency
Coordinator in Yaounde, the Programme Officer (WASH) will provide support in the
implementation and monitoring of WASH related activities.
Core Functions / Responsibilities:
1. Strategy: Contribute to the development and execution of the WASH strategy/response plan
for IOM in alignment with the overall emergency response plan of the organization.
2. Oversight: Ensure that the project(s) activities under responsibility meet their intended
scope, time and budget as per the project’s work plan as designed by the Programme Manager
and inform of any delay or workaround required for timely completion of activities.
3. Resource Mobilization: Provide necessary information and documentation to the WASH
Programme Manager for the preparation of project proposals and/or for IOM to contact potential
donors. Actively assist in the coordination of donor visits. Contribute to contingency planning for
possible WASH emergency response if required.
4. Supervision and control areas/aspects:
a. Technical: Prepare and or review technical specifications, BoQs, drawings of the WASH
infrastructure planned to be implemented as necessary in order to guarantee quality of the
output and alignment to donor requirements. Assess technically the progress of the project(s)
under supervision to ensure that compliance of outputs to planned targets is achieved.
b. Financial: Contribute in the monitoring of project(s) budget according to internal and donor
requirements. Adhere to the guidelines provided by the WASH programme manager regarding
the use of budget lines for the project(s) activities.
c. Human Resource: Mentor, coach and manage the staff under supervision and help to
resolve team conflicts.
d. Procurement: Plan and supervise the project(s) procurements in line with approved by the
WASH Programme Manager specifications or BoQs, working in close coordination with the
procurement and logistics unit to ensure that the required materials and items are procured and
delivered to the respective sites in a timely manner. Follow up the schedule with contractors and
prepare and sign completion certificates. Work closely with the administrative units of IOM to
ensure adequate contracts management, close out procedures and final payments to the
contractors.
5. Coordination:
a. External: In coordination with the WASH Programme Manager, actively liaise with the
WASH Cluster; other WASH agencies, government authorities / entities and any other relevant

stakeholder to ensure that IOM WASH activities are coordinated to avoid duplication, violation of
national regulations or contravention of operational agreements set by the humanitarian
community at the country level. Ensure that all relevant permits and authorizations are obtained
from the local authorities to guarantee project stability and good relations with the local
government.
b. Internal: Under the direction of the WASH Programme Manager, coordinate the
implementation of activities with IOM support units and ensure that inter-sectoral
activities/approaches are planned and coordinated with the respective units/programmes.
6. Communications: Maintain an effective and active communication with all the
stakeholders. Make sure that the relevant and necessary information is transmitted on a timely
manner upstream to the WASH Programme Manager and downstream to the members of the
WASH team under supervision.
7. Monitoring and Evaluation: Monitor the project implementation by performing regular
visits to the areas of operation and record relevant data for further analysis. Ensure that all the
project data and information is archived and shared appropriately. Prepare and submit regular
progress reports to the WASH Programme Manager indicating progress, constrains and
requirements for project completion.
8. Cross cutting issues: Contribute to ensure that cross-cutting issues are integrated in the
WASH programming such as GBV, Accountability to Affected Populations (AAP), Environment
and other cross cutting issues of relevance.
9. Any other duties: Perform such other duties that may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Civil Engineering, Chemical Engineering, Mechanical Engineering,
Environmental Engineering, Geology or a related field from an accredited academic institution
with two years of relevant professional experience; or,
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in the implementation of WASH activities in developing countries, preferable in
countries facing humanitarian crises and in support of emergency responses; experience in the
region is an advantage;
• Experience in the design and implementation of WASH infrastructure, including contract
management; and,
• Experience in the implementation of activities that include the promotion of hygiene.

1.  Background

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from the Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates with a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to enhance both protection and economic recovery. Subsequently, in late 2018, DRC began its activities in the South West region of Cameroon in late 2019 to respond to the needs of forcibly displaced persons in the context of the Anglophone crisis, commencing humanitarian activities in January 2019. DRC operates in the Meme, Fako, Kupe-Manenguba and Ndian divisions with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter and NFI, while improving the protective environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a response in terms of protection, positive peace, governance and economic resilience to the multidimensional and interconnected crises affecting the region.

2.  Overall Purpose of the Role

Provide case management services, following standardized case management process including the following steps: identification, comprehensive needs assessment, case planning and implementation, follow-up and review, case closure so that beneficiaries are able to claim their rights leading to their safety, dignity and ensuring resilience.
Be responsible for providing direct support and care for most vulnerable people exposed to or experiencing complex protection issues and/or being victims of rights violation. The Case Worker will be supervised by the Case Management Officer to ensure good quality and effective case management

3. Tasks and responsibilities

Main responsibilities

Identification of people in need of Case Management services and ensure timely response, including referrals of people in need of specialised services.
Provide case management services, in line with DRC Cameroon guidance and case management standard operating procedure (SOP) to community members of different ages (Children, youth, adults and older persons), gender (men and women) and abilities (including persons with disabilities).
SCOPE OF WORK:

 It is anticipated that the CMA will manage many cases but should endeavour not to have mare than 25 active open cases at a time.

Technical responsibilities

Identify individual cases through regular presence in the community and accept referrals from other DRC colleagues, humanitarian agencies and community members.
Conduct the introduction and intake phase and prioritize individuals eligible for CM according to their risk level and these SOPs.

Once admitted into CM, conduct the protection risk assessment to understand in depth each individual’s protection risks, vulnerabilities and capacities.
Develop case plans that respond to needs addressed in the protection risk assessment and seek support of supervision when necessary
Regularly follow up to ensure all services and action points listed in the case plan are carried out within agreed time frames. Ensure that the case plan remains adequate, to monitor progress and identify additional need and that process is regularly reviewed.
Work with supervisors and managers to organise case conferences for complex cases and ensure individuals receive multi-disciplinary support. Monitor timescales for response, decision-making, placement, follow-up and review to ensure cases receive timely and appropriate support
Close cases when they are eligible for closure (the goals as outlined in the case plan have been met, the beneficiary/client is safe from harm and their care and well-being is being supported, there are no additional protection concerns, the beneficiary no longer wants support and there are no grounds for going against their wishes, the child is over 18 years old (unless there are good reasons to remain involved), the beneficiary dies (analyse and report)).
Manage cases in line with SOPs, adhere to standard documentation process and PCM guiding principles.
Ensure proper use of agreed tools for case management including CM forms, eligibility criteria, and risk level matrix for case prioritization.

Regularly document cases using the agreed forms, update databases based on the Kobo extracts from the MEAL team and ensure that data collection and storage respect DRC’s data protection protocols and information sharing protocol.
Conduct regular and systematized follow-up of all referred cases to ensure adequate service provision, reassess needs and potentially identify any new trends
Participate in supervision and coaching sessions, individual and/or in group, including case discussions, case file audits, case meetings, case conferences.
Participate in internal and external trainings, as requested by the Case Management Officer Officer (CMO) and Protection Team Leader

Administrative

Ensure all Case Management activities are documented accurately and in a timely manner on DRC Cameroon’s IM system.
Maintain up-to-date and accurate case files in a safe and confidential manner(lockable cabinet).
Provide adequate information to MEAL team for CM evaluations and surveys.
Produce weekly and monthly CM activity reports as required by Case Management Officer (CMO).

L’IRC a commencé ses opérations au Cameroun en 2016 pour répondre aux préoccupations croissantes des personnes affectées par les violences liées à Boko Haram, dans la région de l’Extrême-Nord du pays. L’assistance aux populations déplacées s’étend à l’ensemble de l’Extrême-Nord, principalement dans le Mayo Sava, le Mayo Tsanaga et le Logone & Chari. Les équipes mettent en œuvre des programmes de lifesaving pour améliorer l’accès à l’eau et les pratiques d’hygiène dans les communautés vulnérables déplacées et hôtes, des programmes en espèces pour permettre aux familles de répondre aux besoins de base et d’améliorer la sécurité alimentaire, et des programmes de protection, y compris la prévention et la réponse aux violences basées sur le genre. Des programmes de résilience à plus long terme sont également élaborés pour combler le fossé entre les besoins humanitaires et les besoins de développement à plus long terme, notamment en ce qui concerne les moyens de subsistance et la cohésion sociale. L’IRC a sa base principale à Maroua.

Suite à l’escalade de la crise dans les régions anglophones du Cameroun dans le Nord-Ouest et le Sud-Ouest, l’IRC a commencé ses opérations en 2018 en ouvrant un bureau et une présence à Buea (SW) puis en 2019 à Bamenda (NW). Aujourd’hui, le travail de l’IRC dans ces régions comprend la programmation des besoins de base (eau, nourriture, moyens de subsistance) ainsi que des services de protection pour les populations déplacées à l’intérieur du pays et les communautés hôtes vulnérables. L’IRC travaille principalement par l’intermédiaire de ses partenaires locaux dans le Nord-Ouest et le Sud-Ouest, avec une base principale à Buea et des bureaux secondaires à Kumba et Mamfe.

Domaine d’activité

Sous la responsabilité de la vice-présidente régionale basée à Nairobi, le/la Directeur/ce Pays fournira la vision stratégique et le leadership pour le programme de pays du Cameroun. Il/elle est responsable de la conception et de la mise en œuvre de programmes de qualité, des relations avec les donateurs et le gouvernement, de la collecte de fonds et de la gestion du budget, de la gestion de la sécurité et des opérations, ainsi que du développement d’une équipe motivée et professionnelle. Il/elle travaillera en étroite collaboration avec les unités techniques des programmes régionaux et du siège, l’unité de mesure, l’unité de sûreté et de sécurité, le personnel régional des finances et des opérations, et bénéficiera de leur soutien.

Le/la Directeur/ce national/e de l’IRC est responsable de la direction générale et de la supervision du personnel, des programmes et des opérations de l’IRC dans le pays, y compris la gestion des ressources, la sûreté et la sécurité du personnel, la qualité et la responsabilité des programmes et la gestion des performances ; il/elle est le principal représentant de l’IRC auprès des représentants du gouvernement camerounais, des donateurs, des organisations internationales, de la société civile camerounaise et d’autres ONG (nationales et internationales). Le/la directeur/ce Pays dirige le personnel du programme national dans l’élaboration et la mise en œuvre du plan d’action stratégique et dans la poursuite des résultats et des objectifs identifiés dans la stratégie globale de l’IRC.

À l’heure actuelle, le/la Directeur/ce Pays de l’IRC au Cameroun dirige directement 8 personnes au sein d’un programme national d’environ 160 personnes. Plus précisément, il/elle supervise les rôles suivants et dirige l’équipe de direction (SMT) :

Responsabilités Spécifiques
 
Planification et gestion stratégiques
• En étroite collaboration avec la vice-présidente régionale et l’équipe régionale, mettre en œuvre et adapter, si nécessaire, le plan d’action stratégique pour l’IRC Cameroun.
• S’assurer que les structures et les systèmes sont conformes aux normes de l’IRC, et qu’ils soutiennent l’exécution des programmes et favorisent la coordination et l’efficacité de la gestion dans l’ensemble du programme du pays
• Participer et aider à diriger les processus de planification des programmes actuels de l’IRC dans les régions de l’Extrême-Nord et du Nord-Ouest du Cameroun afin de s’assurer que les compétences techniques, les connaissances contextuelles et les partenariats de l’IRC avec les partenaires nationaux, les groupes communautaires, les gouvernements, les donateurs et la société civile sont mis à profit pour fournir des programmes nouveaux et novateurs dans un environnement en constante évolution

Qualité et développement des programmes
• En étroite collaboration avec le DDP et l’unité régionale de soutien aux programmes, élaborer des stratégies de programme conformément à la mission de l’IRC et au cadre de résultats et de preuves.
• Veiller à l’utilisation cohérente de processus d’évaluation, de conception et d’élaboration de propositions bien gérés.

• Promouvoir une approche d’équipe et un environnement d’apprentissage positif en utilisant le personnel du siège, des programmes nationaux et des opérations ainsi que les partenaires afin d’améliorer constamment la qualité de la conception et de la mise en œuvre.
 
Partenaire clé, relations avec les donateurs et établissement de partenariats locaux
• En étroite collaboration avec l’unité de gestion des prix, faire de l’IRC un partenaire de choix pour les principaux donateurs internationaux.
• Développer et maintenir un haut niveau de compréhension des priorités des donateurs, des plans nationaux et des initiatives de financement prévues.
• Maintenir et élargir la participation avec les principaux donateurs, le gouvernement hôte, les partenaires locaux et les organes politiques et de coordination concernés.
• Représenter l’IRC auprès des autorités camerounaises et s’efforcer de réduire les obstacles bureaucratiques et opérationnels à notre action humanitaire.
• Diriger les efforts de l’IRC pour développer un réseau de partenaires locaux issus de la société civile, du gouvernement et du secteur privé, en donnant à ces entités les moyens de prendre des décisions clés et de fournir des services de qualité aux clients ; mettre en place des mécanismes de visites ou d’échanges stratégiques avec les partenaires, tout en positionnant l’IRC comme un partenaire de choix.

• Assurer la responsabilité du SMT( Senior Management Team)  pour réaliser l’ambition du partenariat, donner le ton en promouvant une culture de partenariat transformatrice, axée sur la localisation, en engageant le programme et le personnel du pays.
• Veiller à ce que les processus de structuration, de recrutement, de développement du personnel et de gestion des performances de l’IRC pour les rôles clés du partenariat soient guidés par PEERS en fonction du portefeuille de partenaires, ainsi que par les principes, les compétences et les approches du partenariat de l’IRC.
• Veiller à ce qu’une structure organisationnelle de partenariat appropriée soit en place, avec la formalisation de la R&R sous la forme de RASCI et l’intégration des tâches prioritaires dans le JD des membres de l’équipe de direction et du personnel clé, y compris la création d’un groupe de travail sur le partenariat.
 
Collecte de fonds et gestion du budget
• Travailler en étroite collaboration avec le DDF et l’équipe de direction élargie, ainsi qu’avec les équipes financières régionales et du siège, afin d’assurer la soumission de propositions de qualité appropriées et opportunes et de mener les négociations nécessaires avec les donateurs.
• Superviser et identifier les sources appropriées pour les besoins en fonds de contrepartie et la couverture des déficits de financement.
• En étroite collaboration avec le DDF, assurer un contrôle efficace et opportun de la situation financière du programme national, y compris l’identification et la mise en œuvre des changements nécessaires aux niveaux de financement de contrepartie.
• En étroite collaboration avec le DDP et le DDF, maintenir des processus de suivi budgétaire efficaces et coordonnés pour les fonds de subvention et les fonds discrétionnaires.
 
Gestion de la sécurité et des opérations
• En étroite collaboration avec le coordinateur de la sécurité et de l’accès, veiller à ce que le plan de gestion de la sécurité pour le programme national soit régulièrement mis à jour et assurer un suivi et une analyse cohérents de l’environnement de sécurité ainsi que l’adhésion de l’ensemble du personnel aux protocoles et procédures de sécurité de l’IRC.
• En collaboration avec l’équipe chargée de l’accès et les coordinateurs sur le terrain, évaluer en permanence les contraintes d’accès et s’efforcer d’améliorer la qualité de l’accès aux clients de l’IRC sur le terrain.

• En collaboration avec l’équipe de direction du pays, veiller à l’élaboration, à la mise en œuvre et au suivi de la politique et des procédures financières et opérationnelles afin de garantir l’alignement sur les politiques de l’IRC et des donateurs dans l’ensemble du programme.

Gestion du Personnel et de la culture, développement et fidélisation des employés
• En étroite collaboration avec les équipes de P&C, créer un environnement de travail positif pour l’ensemble du personnel en s’appuyant sur une structure opérationnelle adaptée.
• Apporter un soutien de premier plan à la mise en œuvre réussie et au respect des politiques et procédures opérationnelles de l’organisation en matière de ressources humaines, tant au niveau mondial qu’au niveau national.
• Modéliser le « IRC Way » – les normes mondiales de conduite professionnelle, par la mise en œuvre démontrable des valeurs : Intégrité, responsabilité, service et égalité.

Qualifications

• Diplôme universitaire dans un domaine pertinent ou expérience équivalente

UN CHARGE.E LOGISTIQUE
 Garantir le bon fonctionnement du parc automobile, des Infrastructures et la sécurité de la Base/

Mission 1 : Gérer la logistique de la base de kousseri
Activités:
Gérer la chaîne d’approvisionnement :
Réceptionner les commandes et s’assurer de leur traitement

Suivre le dédouanement des frets internationaux.

d’équipement, organigramme logistique (si modification), suivi des contrats.
– Rédiger les rapports d’incident,
– Rédiger le rapport de suivi de commandes et le transmettre aux programmes et à l’Adjoint
Coordinateur Logistique.
Mission 9 : Lien
– Supervise le stockage, les transports
– Travaille en collaboration avec le service Informatique et les autres départements,

Department Introduction

The Country Management Unit (CMU) oversees the World Bank engagement in Cameroon, the Central African Republic, Equatorial Guinea, Gabon, and the Republic of Congo. The Country Director is based in Yaoundé, Cameroon, and works closely with the Country Managers for the Central African Republic, Gabon and Equatorial Guinea, and the Republic of Congo, and the CMU Operations Manager. The Operations Officer will be based in Yaounde, Cameroon, and report to the Operations Manager, working within the CMU team in Yaounde and in Washington DC.

Cameroon is a lower-middle income country, with an estimated population of 29 million. A country with vast natural resources, a relatively well-educated workforce, and centrally positioned within the region, Cameroon has the potential – if it embarks on an ambitious reform path – to transition to a high value, green, job-creating economy drawing on a more productive rural sector and a diverse and dynamic urban private sector. However, Cameroon has yet to fully capitalize on its abundant resources, and the number of people living in poverty has increased, now surpassing 10 million. Fragility, insecurity, and conflict afflict many parts of the country, in particular the Far North and the anglophone region (Southwest/Northwest). As such, the current economic model has yet to deliver on Cameroon’s ambition of becoming an upper middle-income country by 2035. The World Bank Country Partnership Framework (CPF) for Cameroon (FY25-FY29) presents a program to lay the foundations for an inclusive economic transformation within a context of fragility, conflict, and violence amidst the growing impacts of climate change. The CPF supports the goals of the National Development Strategy 2030 – notably structural transformation of the economy. The CPF also embraces key dimensions of the World Bank Group Evolution Roadmap, with a focus on climate and fragility, mobilizing private capital, and achieving results at scale. The two High Level Outcomes – more and better jobs; and more effective and inclusive service delivery institutions – and their supporting objectives will aim for scale, with programs larger in size, with a gradual shift towards multi-phased and performance-based engagements.

Duties and Responsibilities

The key accountabilities of the Operations Officer are as follows:

Monitoring of Operational Quality

• Provide general operational support to the Country Office in the oversight of preparation and implementation of operations.
• Undertake routine monitoring of project implementation including review of Aide Memoires and Management letters, Implementation Status Reports (ISRs), monitoring disbursement and designated account balances, project readiness, and compliance with effectiveness and disbursement conditions.
• Participate in routine check-in meeting with project teams, prepare brief on project progress in advance, prepare summary of meetings, follow up with teams in implementation of agreed actions.

Portfolio Management

• Produce monthly portfolio dashboards, monitor portfolio performance including disbursements, results, and deliverables.
• Undertake periodic routine monitoring, including proactivity on problem projects, closing projects, Project Preparation Advances, ISRs due and other aspects of portfolio performance.
• Prepare reports which summarize program portfolio performance extracting information from analysis and presenting key messages for requisite audiences.
• Support effective monitoring and evaluation of the implementation of the Country Partnership Framework (CPF) including providing analytical and written inputs into the Performance and Learning Review and Country Portfolio Program Reviews.
• Contribute to the writing and review of operational documents including Board packages, Implementation Completion Reports, and Advisory Services and Analytics (ASA) products.

Team and Client Engagement

• Provide advice to operational teams on policies and procedures, and liaise with teams and clients on project performance and remedies. 
• Prepare and lead regular monthly and other meetings with Project Implementation Units (PIUs) and Task Team Leaders (TTLs).
• Liaise with Geo-Enabling Initiative for Monitoring and Supervision (GEMS) focal point on portfolio mapping.
• Play a key role in Country Portfolio Performance Review processes and Knowledge week with the Government and other Development Partners.
• Lead the preparation and implementation of the Action Plan for Country Portfolio Performance Reviews.
• Lead the drafting of briefs for meetings with authorities.
• Lead country background briefing documents for Spring and Annual Meetings and high-level country visits.
• Facilitate dialogue with a diversity of stakeholders and support the development of partnerships with them where relevant.
• Respond to Government clients’ queries regarding the World Bank portfolio and operational procedures by providing timely and helpful answers and/or directing them to relevant people/resources.
• Contribute to the country office’s Capacity Building Initiative including delivery of training to clients and staff.

Other tasks 

• Represent when needed the World Bank at meetings and events with development partners and the client.
• Provide any inputs needed to support Country office management. 

Selection Criteria

• A Master’s degree in a relevant discipline (e.g. economics, finance, business administration, social sciences, international development, or another field related to development).
• At least 5 years of experience working on socio-economic development (e.g. international organizations, academia, Government), with a solid operational track record. Prior experience in Cameroon and/or Central Africa is a strong advantage.
• Ability to carry out research and analytical tasks on a wide range of operational and regional/country issues, review and interpret information/data, identify trends and issues, and recommend actions/solutions.
• Capacity to work with tact and diplomacy with staff at all levels, often under tight time pressure. 
• Proven ability to work both independently and in diverse teams, including with colleagues in country offices and head office, with minimal supervision and with high levels of accuracy and attention to detail.
• Proficiency in English and French (both verbal and written).
• Excellent writing skills and capacity to prepare briefs/presentations using Word/PowerPoint.
• Full proficiency in data handling and ability to work quickly in MS Excel, particularly with creating data driven visuals and using advanced formulas.
For internal candidates:
• Excellent working knowledge and understanding of the WBG organization and its range of available financial instruments (e.g., IBRD loans, IDA credits and grants, trust funds).
• Good familiarity and ease of working with the Bank’s data and reporting systems, such as Operations Portal, Standard Reports, SAP, Business Intelligence, MyTF, Client Connection, etc.
• Good familiarity and understanding of Bank’s lending portfolio performance measurement and analytics.

Job Summary

The Finance Manager reports to the Director of Finance and Administration (DAF). S/he is responsible for all accounting across the Country Program. Based in Yaoundé, there will be frequent travel to field sites to support the field-based finance teams and review financial documentations and provide recommendations accordingly.

The Finance Manager participate in coordination of finance and administration and ensures that it operates as a cohesive, functional unit that provides high-quality, responsive, timely and cost-effective services, while remaining compliant with local laws, WCS policies and procedures, and donor requirements for the implementation of program activities. The job holder will perform efficient expenditure monitoring, pipeline analysis, and reporting duties in accordance with generally accepted accounting principles and grant requirements and keeps strict control on the resources allocated.

Responsibilities

Accounting

–            Reviewing daily accounting and supporting documents for all transactions in the JV Upload before posting to the SAP system to minimize errors.

–            Participate in the coordination and supervision of the monthly and annual closing of accounts and ensures timely reconciliation.

–            Review monthly salary calculations.

–            Follow-up with employees and tracking open mission and other advances.

–            Review all balance sheet accounts monthly and make sure that for any issues the DAF is aware.    

–            Assist the DAF on the monthly Pooled Cost allocation.

–            Prepare payment requests and purchase order requests for international vendors.

–            Ensure that month end reports and Fiscal Year end reports are accurate, complete, and submitted in a timely manner.

–            Review service agreements for consultants.

–            Ensures that all local tax laws and regulations are strictly adhered to with taxes paid to tax authorities as prescribed by law.

–            Participate in the coordination and supervision of the monthly and annual closing of accounts with the aim that the statement reflects the financial reality of the mission and submitted on time.

–            Ensure completeness and compliance of documentation on all financial transactions.

–            Ensure implementation of a proper physical and electronic filing system of financial documentation.

Budget and Grant management

–            Participate in the management of funding agreements providing regular and adequate indicators to monitor the financial health of the mission.

–            Ensure the accuracy and updating of data to be entered into the institutional budget system throughout the fiscal year to ensure adequate resources are available to achieve program activities and deliverables, to support the monthly cash request to HQ, and to prepare the monthly pooled cost allocation.

–            Conduct regular field visits to ensure harmonization of processes and procedures.

–            Prepare donor financial reports working with project managers and field-based accountants for review by the DAF and ensure any cost share, match or leverage required is met on time and in compliance with signed contracts and donor’s requirements.

–            Assist the DAF on monthly Budget follow-up.

–            Ensure the corrections and adjustments (in SAP) resulting from recommendations and observations made during the budget follow up and financial reports.

–            Support the technical staff by explaining and monitoring the use of the budgeted operational plan to ensure all activities incurred are in line with the agreed, approved plan.

Subaward Management

–            Ensure management of sub-awardees follows WCS policies and procedures including but not limited to completing risk assessment, analyzing proposal budget to ensure it aligns with program description, tracking expenses against budget, reviewing invoices, site visits, monitoring reports.

Treasury and cash management

–            Conduct weekly petty cash verification for the country office.

–            Supervise the preparation of the monthly bank reconciliation with the Yaoundé and field accounting teams.

–            Ensure electronical filing of all cash counts and bank reconciliation.

–            Verify fund requests from field offices.

–            Monitor bank transfers, banking activities, and expenditures

–            Prepare on-time monthly cash requests for Yaoundé

Internal Controls and Audits

–            Ensure proper implementation and respect of internal control systems, WCS policies and guidelines.

–            Propose the DAF changes to local policies, procedures and tools for optimized financial management considering the realities and contexts of the operating environment.

–            Coordinate execution of internal/external financial reviews or audits, operational reviews or audits, and ensure timely follow up to all conclusions and recommendations by giving regular status reports to the DAF and Regional Controller.

–            Lead, coordinate, and supervise local audits relating to accounting, tax, and labor matters

Staff Management

–            Ensure that country finance staff and project staff are familiar and compliant with WCS policies and procedures and donors related to accounting, finance and budget, and financial risks through capacity building(training) and mentoring.

–            Directly manages the accounting team in Yaoundé and the first-line technical support for field accountants.

–            When requested, play secondment role when field finance members are absent, permission and on annual leave.

Any other duty assigned by the supervisor.

Requirements

–            Bachelor’s degree in business administration, accounting major preferred. MBA, CPA, or other equivalent certification is a plus.

–            Demonstrated ability in the development and implementation of financial policies and procedures.

–            French and English language fluency.

–            Significant experience with the financial management of government and agency grants and contracts, experience with US Government grants and EU is a plus.

–            At least five years of experience, with at least 2 years managing a financial area for an international non-profit organization with specification in the development section like conservation will be an added advantage.

–            Excellent computer and systems skills required with respect to MS Office applications (advanced skills in MS Excel required) and major financial accounting and reporting software (SAP or equivalent)

–            Willingness to travel to field sites.

–            Experience working in a developing country setting.

–            Good communication skills, both written and verbal, as well as strong analytical skills.

–            Proven managerial skill and ability to work in a team setting within an organization.

Background:

International Rescue Committee (IRC) is an apolitical, non-profit, and non-religious humanitarian or-ganization that provides assistance to refugees around the world. IRC implements programs to pro-mote durable solutions for displaced persons, refugees and host communities through public health, sanitation, shelter, rehabilitation, and education projects. IRC has been serving refugees since 1933 and is present in 40 countries in Europe, Africa, and Asia, as well as through a resettlement support program in the United States. IRC is an organization committed to freedom, human dignity, and self-reliance. This commitment translates into well-planned resettlement assistance, emergency global relief, rehabilitation, and advocacy for refugees.

The IRC started operations in Cameroon in 2016 to respond to the increasing concerns for people affected by violence linked to Boko Haram, in the Far North of the country. Assistance to displaced populations extends across the Far North, notably Mayo Sava, Mayo Tsanaga and Logone & Chari through two field offices in Kousseri and Maroua. This includes delivering lifesaving pro-gramming to increase access to water and improving hygiene practices in vulnerable displaced and host communities, cash programming to enable economically disadvantaged families to meet basic needs and improve food security. This includes both education and child protection services to ad-dress children’s learning and safety needs and priorities. IRC also delivers protection programming to address gender-based violence for women and girls and support to victim of human right violation.

Following the increasing crisis in the North-West and South-West regions of Cameroon, the IRC ex-panded its operations into the South-West region in August 2018 and into the North-West in 2019. The IRC is delivering lifesaving humanitarian assistance to internally displaced populations, with field bases in Buea, Bamenda, Kumba and Manyu.

Job Overview/Summary:

Under the supervision of the Deputy Director of Programs, the WASH Coordinator will be responsible for the vision, strategy, design, monitoring, and quality delivery of the Environmental Health program in Cameroon. The WASH Coordinator will be based in Buea or Maroua with frequent visits to all field sites (in the Far North, the North West and the South West regions) and the capital Yaoundé.

The WASH Coordinator will support IRC Cameroon’s Environmental Health program, lead the design, development of new projects focused on Environmental Health, and will ensure capacity building of national staff and partners engaged in the implementation of the IRC Cameroon’s Environmental Health activities.

In accordance with IRC Cameroon’s focus on integrated programming, WASH Coordinator will lead on integration of environmental health/WASH activities and will also work closely with in-country Coordinators covering other sectors such as Economic Recovery and Devel-opment (ERD), Education and Child Protection (Edu/CP),Sexual and Reproductive Healht (SRH), Women’s Protection and Empowerment (WPE), and Protection and Rule of Law (PRoL). The WASH Coordinator will be sup-ported by the WASH Technical Advisor (TAs) based at IRC HQ to ensure inte-grated, high-quality delivery of environmental health/WASH components.

Main responsibilities

Technical Monitoring and Program Quality

–    Provide technical supervision of, and technical support to IRC Cameroon Environmental Healht programming activities
–    Proactively identify ways to strengthen program quality, including integration of activities, in collaboration with team members and clients
–    Conduct and lead project workplan review meetings on a monthly basis for all Environmental health projects
–    Coordinate closely with technical advisors to implement technical support plans

–    Participate in weekly technical meetings with the EH TAs to review technical priorities of program
–    Support ongoing integration of Environmental health activities in consultation with the technical advisors,
–    Conduct pre planned and spot check observation visits and spot checks to all IRC-supported localities as well as capacity strengthening sessions with key WASH stakeholders conducted by the IRC team
–    Conduct rapid assessments as needed to determine the water, sanitation and hygiene needs of thetarget areas; this will also include evaluation of ongoing technical interventions and makerecommendations as needed.
–    Hold technical responsibility/oversight for the installation of all water and sanitation infrastructurein supported medical facilities, included the requirements for the mobile health units, and hostcommunities including but not limited restoration of existing infrastructure, drainage, solid wastemanagement, latrine, hygiene campaigns, vector control and hygiene promotion activities;
–    Ensure ongoing follow up with the Program and MEAL team related to research and learning activities in relation to Environmental health. Coordinate with the TAs on progress and relevant support. Lead on documenting learning from innovative activities.
–    Ensure monitoring and evaluation in all IRC-supported Environmental health programs in accordance with M&E processes and systems, including regular collection, analysis, and use of data (including participation and learning) to make decisions
–    Follow up closely on the project budgetary implementation plans with program managers, finance and grants, on a weekly or bi-weekly basis
–    Oversee and manage and maintain overall accountability for budgets related to projects on a monthly basis with weekly follow up on budget implementation plans, conduct budget versus actuals review meetings with managers and ensure best use of resources throughout oversight of budgets.

–    Coach managers on budget management when handing over budget management, and contact monthly review meetings
Discuss budget review progress with DDP, grants coordinator and technical advisors when decisions need to be made
–    Ensure that Environmental health programs and activities draw on and are consistent with relevant resources, such as SPHERE standard, IRC quality standards, WASH cluster standards and in alignment with policies and guidelines from MINEE etc.
–    Ensure requests that come in from key stakeholders are addressed in a timely manner in close coordination with the DDP, Grants coordinator and EH TAs,
–    Coordinate closely with grants to have a schedule set for the team on all internal and external reporting requirement and deadlines
–    Assume full responsibility for drafting donor reports and communications in a timely manner, as well as guiding managers and officers on required inputs
–    Review inputs shared by the teams to maintain a high standard of quality
–    Participate in community of learning sessions conducted by Technical advisors
–    Any other duties as assigned by the supervisor to enable and develop IRC programs.

Strategic Planning

–    Provide strategic direction, leadership and overall technical and management support to the Environmental Health programming, ensuring it is needs-based, context-appropriate, responsive, coherent, collaborative, and operationally feasible
–    Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary

–    In collaboration with HQ-based Technical Advisors and in-country Senior Management Team, lead the overall development of IRC Environmental Health Program strategies, in line with IRC Cameroon Strategic Action Plan and IRC’s Outcomes and Evidence Framework;
–    Provide technical input into IRC Cameroon’s emergency preparedness plans and protocols in relation environmental health/WASH activities.

Program Development, Communications and Advocacy

–    Identify opportunities for program development and discuss with DDP, program managers, grants and TAs as appropriate
–    Design and lead technical assessments as a basis for environmental health/WASH program development
–    Coordinate and initiate project proposals and develop program proposals (development of logical frameworks, program design and implementation plans and appropriate, realistic and measurable indicators, budget) for the IRC Cameroon Environmental Health Program under the supervision of the Deputy Director of Programs and in consultation and collaboration with field based technical, field management staff and HQ based Environmental Health TAs;
–    Together with regional and HQ teams, identify communication opportunities for internal and external audiences highlighting humanitarian needs related to environmental health/WASH and publicizing on-going projects and research
–    Together with CD, DDP and relevant coordination mechanisms, identify opportunities for advocacy on issues related to environmental health/WASH.

Coordination and Representation

–    In coordination with the supervisor, represent IRC to UN, WASH sector working groups, international and national NGOs, MINEE, and donors for environmental health/WASH;
–    As Environmental Health focal point at country level, participate actively in external respective coordination and Cluster forums;
–    Participate in internal coordination and management meetings to promote effective and efficient information sharing, problem-solving and decision making across teams and sectors
–    Meet with M & E on a monthly basis to obtain and review client feedback of program activities and conduct field visits to ensure accountability to beneficiaries
–    Reflect and take corrective action to ensure activities are gender sensitive and inclusive for IRC’s Environmental Health programs.
–    With support from the programs team, ensure accountability to beneficiaries, gender sensitivity and inclusion are adequately addressed in IRC’s Environmental Health programs.

Partner Management

–    In consultation with country leadership, support the implementation of the localization strategy.
–    Ensure partner mapping across the response, foster positive relationships and identify areas for collaboration with local actors.
–    Ensure collaborative program design processes that fully leverage the perspectives, experience and expertise of local actors, where possible based on collaborative needs assessment processes.
–    Provide technical support, mentorship and supportive supporvision to implementing partners.
–    Ensure regular performance monitoring of partners to achieve the set EH program objectives.
–    Explore with partners potential capacity strengthening support, including system strengthening for government partners, and organizational development for civil society partners, and identify needed resources (in collaboration with the Partnership Lead).
–    Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS). –    Contribute to building a strong understanding of PEERS throughout CRRD/RAI office, and to ensuring that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners.

Staff Management & Development

–    Review individual team performance objectives set by the coordinator and support, coach and mentor team members to achieve their goals through weekly meetings where they are able to share challenges, successes and obtain support from the Acting Coordinator
–    Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
–    Supervise and mentor staff, including communicating clear expectations, and in partnership with the direct line supervisor, setting performance objectives, providing regular and timely performance feedback, and contribute to the annual and mid-year performance reviews.
–    Provide constructive feedback and counsel on appropriate career paths and professional development.
–    Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
–    Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.
–    Adhere to and act in accordance with the IRC Global HR Policies and Procedures and communicates through word and example a high standard of compliance with all applicable policies and regulations.

–    Degree or equivalent in civil/environmental engineering or related field or other related degree or demonstrate strong comparable work experience in relevant sector
–    At least 5 years of experience, including substantial management experience in EH/WASH programming.
–    Excellent professional approach, strong building skills and proven ability to build staff capacity
–    Prior experience and excellent understanding of working in emergency settings or insecure environments
–    Strong leadership, management, project planning, monitoring and evaluation, analytical interpersonal and communication skills
–    Strong budget management and reporting, skills; and an ability to oversee multiple awards from a variety of donors
–    An initiator of initiatives, able to plan, prioritize and manage multiple tasks under pressure and deliver tangible benefits to a team
–    Proven problem solving and results oriented
–    Strong written and oral communication skills, comfortable in a multi-cultural environment and effective in representation and liaison
–    Flexible work attitude – the ability to work productively in a team environment and independently
–    Able to respond rapidly to changing environments and work under pressure
–    Fluency in French and basic English skills required
–    Experience of working in West Africa or Cameroon a plus
–    Excellent Computer skills: MS Word, Excel
