RESPONSABILITES :
• Mettre en œuvre des activités de promotion de la santé / IEC (Information, Education, Communication) à
l’attention des patients et de la population locale afin d’améliorer leurs connaissances et leurs compétences à
propos de thèmes médicaux correspondants.
• Informer les patients et les communautés de la mission de MSF et des services que l’organisation fournit.
• Fournir des informations aux patients et aux communautés à propos de sujets spécifiques liés à la santé
conformément aux priorités médicales.
• Mettre en œuvre les activités d’éducation et de sensibilisation à la santé (sessions dans les écoles, églises,
communautés) en suivant les indications et en étant sous la supervision du superviseur HP.
• Évaluer l’impact des activités (à l’aide de questions, vérifications et observations des comportements) sous la
direction du superviseur HP et lui signaler les problèmes, les réussites et les contraintes.
• Réunir tout type d’informations liées aux conditions de santé et de vie de la population, notamment afin
d’identifier les populations les plus vulnérables à cibler.
• Signaler au superviseur HP les activités réalisées ainsi que les problèmes, forces et contraintes auxquels l’agent
fait face.
• Pour le compte de notre structure: établir et entretenir des contacts avec les partenaires sociaux, notamment les
ONG et services de santé gouvernementaux qui peuvent fournir une réponse aux problèmes sociaux.
• Pour le compte de notre structure: nettoyer et ranger les espaces dédiés à l’éducation et la communication et
mettre à disposition les supports professionnels.
• Pour le compte de notre structure: participer à la création de tout support nécessaire à la réalisation des activités
d’information, d’éducation et de communication.
Critères de Sélection
Éducation Niveau secondaire en éducation en sciences sociales, communication sociale, soins
infirmiers ou enseignement.
Expérience Au moins deux ans d’expérience dans le domaine de l’enseignement, des soins
infirmiers ou de l’action sociale, mobilisation communautaire.
Expérience MSF ou autres ONG serait un atout.

L’IRC a commencé ses opérations au Cameroun en 2016 pour répondre aux préoccupations croissantes des personnes affectées par les violences liées à Boko Haram, dans la région de l’Extrême-Nord du pays. L’assistance aux populations déplacées s’étend à l’ensemble de l’Extrême-Nord, principalement dans le Mayo Sava, le Mayo Tsanaga et le Logone & Chari. Les équipes mettent en œuvre des programmes de lifesaving pour améliorer l’accès à l’eau et les pratiques d’hygiène dans les communautés vulnérables déplacées et hôtes, des programmes en espèces pour permettre aux familles de répondre aux besoins de base et d’améliorer la sécurité alimentaire, et des programmes de protection, y compris la prévention et la réponse aux violences basées sur le genre. Des programmes de résilience à plus long terme sont également élaborés pour combler le fossé entre les besoins humanitaires et les besoins de développement à plus long terme, notamment en ce qui concerne les moyens de subsistance et la cohésion sociale. L’IRC a sa base principale à Maroua.

Suite à l’escalade de la crise dans les régions anglophones du Cameroun dans le Nord-Ouest et le Sud-Ouest, l’IRC a commencé ses opérations en 2018 en ouvrant un bureau et une présence à Buea (SW) puis en 2019 à Bamenda (NW). Aujourd’hui, le travail de l’IRC dans ces régions comprend la programmation des besoins de base (eau, nourriture, moyens de subsistance) ainsi que des services de protection pour les populations déplacées à l’intérieur du pays et les communautés hôtes vulnérables. L’IRC travaille principalement par l’intermédiaire de ses partenaires locaux dans le Nord-Ouest et le Sud-Ouest, avec une base principale à Buea et des bureaux secondaires à Kumba et Mamfe.

Domaine d’activité

Sous la responsabilité de la vice-présidente régionale basée à Nairobi, le/la Directeur/ce Pays fournira la vision stratégique et le leadership pour le programme de pays du Cameroun. Il/elle est responsable de la conception et de la mise en œuvre de programmes de qualité, des relations avec les donateurs et le gouvernement, de la collecte de fonds et de la gestion du budget, de la gestion de la sécurité et des opérations, ainsi que du développement d’une équipe motivée et professionnelle. Il/elle travaillera en étroite collaboration avec les unités techniques des programmes régionaux et du siège, l’unité de mesure, l’unité de sûreté et de sécurité, le personnel régional des finances et des opérations, et bénéficiera de leur soutien.

Le/la Directeur/ce national/e de l’IRC est responsable de la direction générale et de la supervision du personnel, des programmes et des opérations de l’IRC dans le pays, y compris la gestion des ressources, la sûreté et la sécurité du personnel, la qualité et la responsabilité des programmes et la gestion des performances ; il/elle est le principal représentant de l’IRC auprès des représentants du gouvernement camerounais, des donateurs, des organisations internationales, de la société civile camerounaise et d’autres ONG (nationales et internationales). Le/la directeur/ce Pays dirige le personnel du programme national dans l’élaboration et la mise en œuvre du plan d’action stratégique et dans la poursuite des résultats et des objectifs identifiés dans la stratégie globale de l’IRC.

À l’heure actuelle, le/la Directeur/ce Pays de l’IRC au Cameroun dirige directement 8 personnes au sein d’un programme national d’environ 160 personnes. Plus précisément, il/elle supervise les rôles suivants et dirige l’équipe de direction (SMT) :

– 1 Coordinateur de terrain basé à Maroua
– 1 Coordinateur de terrain basé à Buea
– 1 Directeur Adjoint pour les Finances (DDF) basé à Yaoundé
– 1 Directeur adjoint pour les programmes (DDP) basé à Yaoundé
– 1 Coordinateur Sécurité et Accès basé à Buea
– 1 Coordinateur conformité basé à Yaoundé
– 1 Coordinateur des opérations basé à Yaoundé
– 1 Coordinateur Personel & Culture (HR) basé à Yaoundé

Responsabilités Spécifiques
 
Planification et gestion stratégiques
• En étroite collaboration avec la vice-présidente régionale et l’équipe régionale, mettre en œuvre et adapter, si nécessaire, le plan d’action stratégique pour l’IRC Cameroun.
• S’assurer que les structures et les systèmes sont conformes aux normes de l’IRC, et qu’ils soutiennent l’exécution des programmes et favorisent la coordination et l’efficacité de la gestion dans l’ensemble du programme du pays
• Participer et aider à diriger les processus de planification des programmes actuels de l’IRC dans les régions de l’Extrême-Nord et du Nord-Ouest du Cameroun afin de s’assurer que les compétences techniques, les connaissances contextuelles et les partenariats de l’IRC avec les partenaires nationaux, les groupes communautaires, les gouvernements, les donateurs et la société civile sont mis à profit pour fournir des programmes nouveaux et novateurs dans un environnement en constante évolution

Qualité et développement des programmes
• En étroite collaboration avec le DDP et l’unité régionale de soutien aux programmes, élaborer des stratégies de programme conformément à la mission de l’IRC et au cadre de résultats et de preuves.
• Veiller à l’utilisation cohérente de processus d’évaluation, de conception et d’élaboration de propositions bien gérés.

• Promouvoir une approche d’équipe et un environnement d’apprentissage positif en utilisant le personnel du siège, des programmes nationaux et des opérations ainsi que les partenaires afin d’améliorer constamment la qualité de la conception et de la mise en œuvre.
 
Partenaire clé, relations avec les donateurs et établissement de partenariats locaux
• En étroite collaboration avec l’unité de gestion des prix, faire de l’IRC un partenaire de choix pour les principaux donateurs internationaux.
• Développer et maintenir un haut niveau de compréhension des priorités des donateurs, des plans nationaux et des initiatives de financement prévues.
• Maintenir et élargir la participation avec les principaux donateurs, le gouvernement hôte, les partenaires locaux et les organes politiques et de coordination concernés.
• Représenter l’IRC auprès des autorités camerounaises et s’efforcer de réduire les obstacles bureaucratiques et opérationnels à notre action humanitaire.
• Diriger les efforts de l’IRC pour développer un réseau de partenaires locaux issus de la société civile, du gouvernement et du secteur privé, en donnant à ces entités les moyens de prendre des décisions clés et de fournir des services de qualité aux clients ; mettre en place des mécanismes de visites ou d’échanges stratégiques avec les partenaires, tout en positionnant l’IRC comme un partenaire de choix.

• Assurer la responsabilité du SMT( Senior Management Team)  pour réaliser l’ambition du partenariat, donner le ton en promouvant une culture de partenariat transformatrice, axée sur la localisation, en engageant le programme et le personnel du pays.
• Veiller à ce que les processus de structuration, de recrutement, de développement du personnel et de gestion des performances de l’IRC pour les rôles clés du partenariat soient guidés par PEERS en fonction du portefeuille de partenaires, ainsi que par les principes, les compétences et les approches du partenariat de l’IRC.
• Veiller à ce qu’une structure organisationnelle de partenariat appropriée soit en place, avec la formalisation de la R&R sous la forme de RASCI et l’intégration des tâches prioritaires dans le JD des membres de l’équipe de direction et du personnel clé, y compris la création d’un groupe de travail sur le partenariat.
 
Collecte de fonds et gestion du budget
• Travailler en étroite collaboration avec le DDF et l’équipe de direction élargie, ainsi qu’avec les équipes financières régionales et du siège, afin d’assurer la soumission de propositions de qualité appropriées et opportunes et de mener les négociations nécessaires avec les donateurs.
• Superviser et identifier les sources appropriées pour les besoins en fonds de contrepartie et la couverture des déficits de financement.
• En étroite collaboration avec le DDF, assurer un contrôle efficace et opportun de la situation financière du programme national, y compris l’identification et la mise en œuvre des changements nécessaires aux niveaux de financement de contrepartie.
• En étroite collaboration avec le DDP et le DDF, maintenir des processus de suivi budgétaire efficaces et coordonnés pour les fonds de subvention et les fonds discrétionnaires.
 
Gestion de la sécurité et des opérations
• En étroite collaboration avec le coordinateur de la sécurité et de l’accès, veiller à ce que le plan de gestion de la sécurité pour le programme national soit régulièrement mis à jour et assurer un suivi et une analyse cohérents de l’environnement de sécurité ainsi que l’adhésion de l’ensemble du personnel aux protocoles et procédures de sécurité de l’IRC.
• En collaboration avec l’équipe chargée de l’accès et les coordinateurs sur le terrain, évaluer en permanence les contraintes d’accès et s’efforcer d’améliorer la qualité de l’accès aux clients de l’IRC sur le terrain.

• En collaboration avec l’équipe de direction du pays, veiller à l’élaboration, à la mise en œuvre et au suivi de la politique et des procédures financières et opérationnelles afin de garantir l’alignement sur les politiques de l’IRC et des donateurs dans l’ensemble du programme.

Gestion du Personnel et de la culture, développement et fidélisation des employés
• En étroite collaboration avec les équipes de P&C, créer un environnement de travail positif pour l’ensemble du personnel en s’appuyant sur une structure opérationnelle adaptée.
• Apporter un soutien de premier plan à la mise en œuvre réussie et au respect des politiques et procédures opérationnelles de l’organisation en matière de ressources humaines, tant au niveau mondial qu’au niveau national.
• Modéliser le « IRC Way » – les normes mondiales de conduite professionnelle, par la mise en œuvre démontrable des valeurs : Intégrité, responsabilité, service et égalité.
• Défendre l’approche de l’IRC en matière d’égalité des sexes, de diversité, d’égalité et d’inclusion et de sauvegarde, en veillant à ce que l’ensemble du personnel et des clients soient protégés et respectés.
• Soutenir toute stratégie visant à assurer le bien-être du personnel, conformément aux politiques internes de l’IRC en matière de devoir de diligence.

Qualifications

• Diplôme universitaire dans un domaine pertinent ou expérience équivalente
• Un leader stratégique et axé sur les personnes, capable de s’adapter à des contextes en constante évolution et de hiérarchiser les tâches, les ressources et son temps.
• Au moins dix (10) ans d’expérience professionnelle internationale à des niveaux de direction élevés, couvrant à la fois les programmes humanitaires et de développement.
• Vaste expérience de l’élaboration de programmes et de la collecte de fonds, expérience préalable avec des donateurs européens, américains et internationaux.
• Réussite avérée dans la conduite de projets
• Vaste expérience en matière de budget et de contrôle fiscal
• Capacité à travailler et à vivre dans un environnement complexe.
• Maîtrise du paquet Microsoft Office, en particulier de Word, Excel, PowerPoint et Outlook.
• Une connaissance approfondie des complexités politiques de l’Afrique centrale et de l’Afrique de l’Ouest, en ce qui concerne le redressement post-conflit. La connaissance du Cameroun est un atout.

Compétences avérées en matière de gestion et de leadership :
Expérience confirmée en matière de leadership et de gestion du personnel au sein d’équipes pluridisciplinaires aux multiples facettes dans des contextes interculturels, y compris le mentorat et le coaching actifs et la promotion active de l’inclusion à tous les niveaux. Ce poste requiert de fortes capacités de leadership et des compétences interpersonnelles, la capacité de déployer une communication forte de manière optimale, à la fois en interne et en externe ; aimer développer des réseaux pour établir des partenariats et diversifier les ressources du programme.

Langues requises/préférées :  
Une parfaite maîtrise du français et de l’anglais, tant à l’oral qu’à l’écrit, est requise, le Cameroun étant un pays bilingue. Il est à noter que les membres de l’équipe de direction parlent à la fois le français et l’anglais et que toutes les communications destinées au personnel doivent être rédigées dans les deux langues.

BACKGROUND

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. IRC CAMEROON STRATEGY

The IRC started operations in Cameroon in 2016 to respond to the increasing concerns for people affected by violence linked to Boko Haram, in the Far North of the country. Assistance to displaced populations extends across the far North, notably Mayo Sava, Mayo Tsanaga and Logone & Chari, delivering lifesaving programming to increase access to water and improving hygiene practices in vulnerable displaced and host communities, cash programming to enable poor families to meet basic needs and improve food security, and protection programming, including meeting specific needs of women and girls. Following the increasing crisis in the Northwest and Southwest regions of Cameroon, the IRC expanded its operations into the Southwest region in August 2018, and Northwest in December 2019, delivering lifesaving humanitarian assistance to internally displaced populations. The IRC’s current field offices are in Maroua in the Far North and Buea in the Southwest, and a representation office in Yaoundé.

IRC Cameroon is committed to continue to provide essential humanitarian services, with a focus on safety in communities and ensuring affected populations can meet their basic needs, whilst also building the resilience of beneficiaries, especially women and girls. IRC Cameroon is funded by European and American donors.

SCOPE OF WORK

IRC seeks a dynamic leader and programme strategist to fill the role of Economy Recovery and Development (ERD) Coordinator. The ERD coordinator will lead and oversee all the livelihoods components of IRC Cameroon’s program portfolio, including directing strategic planning, decision making, and supervision of staff.  The ERD Coordinator will identify specific growth opportunities for livelihoods programs including cash and voucher programming, agriculture and livestock, micro and small business development and access to informal and formal financial institutions. The ERD Coordinator will also support the development of a long-term strategic vision for ERD programming in Cameroon within the IRC Cameroon Strategic Action Plan. He/she will serve as the key liaison with local and international implementing partners, Food Security Cluster, Cash and Voucher Working Group, Nexus working group and the Government of Cameroon, the Private Sector and other stakeholders. The position reports to the Deputy Director for Programme (DDP), with technical supervision of the Project Managers in Buea and Maroua. This position will either be based in Buea or Maroua with frequent trips to project sites of the country program (at least 50% travel to other field offices).

MAIN RESPONSABILITIES:

Under the supervision of the Deputy Director of Programme (DDP) and with technical support from ERD TAs, the ERD Coordinator will be responsible for:

·         Ensure the technical quality of a range of IRC Basic Needs Assistance and Livelihoods Programming including VSLAs, cash and voucher assistance, agricultural and livestock and micro enterprise support.
·         Design and seek funding for livelihoods programming that bridges emergency and recovery/resilience needs.
·         Conduct extensive partner mapping and value/chain and market assessments to inform activity design
·         Refine a comprehensive strategic approach to ERD programming for IRC Cameroon
·         Ensuring effective implementation of project activities.
·         S/he will provide overall managerial oversight and leadership for the ERD project, including oversee operational functions for achieving the goals of the project.
·         Ensure that gender, protection and environmental stewardship are mainstreamed in all programming under direct responsibility.
RESPONSIBILITIES:

Program quality/Management and implementation

·         The ERD coordinator is responsible for the overall project coordination in all provinces and in line with the IRC Country Strategic Action Plan within IRC international priorities, frameworks and policies.
·         Provide technical leadership and direction for all ERD activities; define and implement activities to achieve the greatest coverage and impact possible. This includes providing technical guidance on contextually appropriate methodologies for delivering livelihoods activities.
·         Ensure that ethical and sound data collection and information management systems are in place for appropriate program analysis, planning, evaluation, and advocacy in line with the overall program M&E.
·      Ensure regular communication with technical coordinators within IRC Cameroon, and headquarters-based Technical Advisors for Economic Recovery & Development, Protection and Health (including WASH and Nutrition) to integrate appropriate technical unit priorities in program design and implementation.
·         Provide overall leadership, mentoring, quality control and coordination to strengthen program outcomes.
·        Lead the development of detailed implementation plans along with Project Managers, flowing from annual strategic work-plans, and ensure program implementation is on time, target and budget, using effective M&E systems and adaptive management principles to reach desired impacts.
Team management/Staff Supervision & Development

·         Oversee project implementation team and ensure that all staff are following work plans and ERD projects deliverables are completed as planned.
·         Oversee the development and implementation of staff technical capacity building plans that promotes a culture of learning through systematic analysis and reflection of program data and lessons learned and ensure staffs receive training accordingly.
·         Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
·         Assist ERD staffs in identifying professional development needs and opportunities.
·         Provide continuous performance feedback to staff; identify performance issues and work with staff and Human Resources to document and address issues in a timely manner.
·         Assist with and as necessary lead the recruitment of ERD staffs, in coordination with IRC Cameroon human resources and senior management, and headquarters’ technical units.
Business Development

·      Collaborate with key staff and senior members of other technical sectors to prepare strategic workplans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation.
·         Identify gaps and needs in current programming areas of VSLA, CVAs, agriculture and livestock and micro enterprise programming.
·         Facilitate co-design sessions that involve potential partners and are responsive to client needs
·         Develop concept notes and proposals related to ERD programming expansion and continuation.
·         Ensure the integration of cash and voucher assistance activities across outcomes mainly with health, protection, and WASH.
Coordination & Representation

·         Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors, in consultation with the DDP.
·         Regularly attend relevant cluster and working group meetings at appropriate levels to feed in IRC priorities from the field.
·         Seek out donor opportunities in line with livelihoods strategy and priorities.
·         Develop partnership with local private sector and value chain actors
Monitoring, Evaluation Accountability and learning

·         Maintain an effective monitoring, evaluation and planning system
·         Analyze all relevant data and share information with the MEAL Coordinator, DDP and relevant stakeholders
·         Coordinate program evaluations and reviews ensure documentation of lessons learned informing reporting and program development.
·         Support the MEAL Coordinator and client responsiveness officers in addressing complaint and feedback from clients and partners
Partnerships

·         Identify and develop partnerships with local and international implementing partners as appropriate for program design and service to beneficiaries.
·         Strengthen relationships with national bodies such as Early Warning System (SISAAP), the Safety Nets National Programme etc.
·         Identify private sector partners and linkages to support VSLA, cash and voucher assistance, agriculture and livestock, and micro enterprise- related interventions.
Reporting

·         Collect, compile and revise ERD program narrative reports and ensure timely submission.
·         In collaboration with grants assure quality of reports to be submitted to donors
·         Provide up-to-date information on success stories to Comms and Advocacy team
Professional Standards

·         Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to the SMT, and when liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
·         Other duties as assigned by the supervisor to enable and develop IRC programs
·         All IRC staff are required to adhere to the IRC Way Standards for Professional Conduct and the IRC country employment policies.
Minimum Qualifications:
JOB REQUIREMENTS

Education:  

·         Advanced degree in International Development, Business Administration, Economics, Management, Agriculture, Livestock, women empowerment or others similar areas,

Demonstrated Skills and COMPETENCIES :

·        At least 5-7 years of relevant work experience in cash and voucher assistance, social protection, agriculture, livestock and/or other humanitarian and development programmes with demonstrated experience leading a team to achieve results.

Objectif
Les chauffeurs occasionnels seront enregistrés dans la base donnée de l’IRC et seront utilisés au besoin, en absence des chauffeurs titulaire de l’IRC pour congé annuelle, congé de paternité, maladie aux augmentations des activités et situation d’urgence pour combler le vide.

Responsabilité

Sous la supervision directe du Chief Driver, il aura pour taches :

Conduire avec courtoisie les travailleurs de IRC vers les destinations préalablement approuvées par le superviseur direct ;
Communiquer régulièrement ;
Pendant les heures du travail, avoir toujours en sa possession, le téléphone portable sous tension de manière à être toujours joignable ;
Respecter les destinations et les horaires des mouvements tels que approuvés par son superviseur ; informer son superviseur des cas de retard pouvant empêcher le respect de l’heure de retour et du trajet indiqués sur la fiche de sortie ;

Amener les passagers au départ à l’aéroport et aller à l’aéroport chercher les passagers à l’arrivées aux lieux et heures indiquées ;
Vérifier régulièrement le tableau de suivi des mouvements pour ne pas manquer de déposer ou de récupérer un ou des employé(s) en voyage ;
Respecter et assurer le respect des règles d’utilisation des véhicules de IRC en tout lieu et à tout moment (remplissage du carnet de bord, port de ceintures de sécurité, pas d’alcool, pas de drogue, pas de personnes/matériels étrangers à bord sans autorisation préalable) ;
Assurer les entretiens réguliers des véhicules et avertir le superviseur de toutes pannes ou suspicion de pannes ;
Vérifier le niveau de carburant et lubrifiants de manière à éviter les pannes sèches, remplir et signer la fiche de carburant à chaque carburation ;
S’assurer que tous les équipements/outils sont à bord du véhicule et que les pièces de rechange sont existants ;
S’assurer que tous les documents administratifs relatifs à la mise en circulation des véhicules sont à jour, avertir le superviseur au moins trois semaines en avance en cas d’expiration desdits documents ;
Conduire et garer/stationner le véhicule de manière à le mettre en sécurité, éviter de prendre des routes peu sures du point de vue sécurité ;

Assurer la propriété interne et externe du véhicule en le lavant régulièrement ;
Assister les mécaniciens pendant la maintenance ou réparation du véhicule ;
S’assurer que la trousse de secours d’urgence est présente dans le véhicule et à jour ;
Accomplir toutes autres tâches supplémentaires requises par le superviseur.
Suivi

Écrire les rapports journaliers de déplacement (feedback écrit de retour de terrain)
Assurer que tous les documents financiers (liquidation des avances/ Enveloppe sécurité) seront complétés et soumis avec précision, comme demandé par les politiques de l’IRC.

The mission of the department
The Congo Basin countries are actively contributing to the Outcomes of some Practices (Wildlife,
Forests, Food, Climate & Energy, Freshwater and Governance) implemented in their respective
programmes.
A strong and integrated monitoring programme has been designed and being implemented to
demonstrate conservation impacts and promote key conservation outputs. The regional lead of the programme is engaged with the whole network to develop decision-making tools such as
interactive dashboards and online databases with a user-friendly interface. The hiring of a
Communication Assistant in line with the current Terms of Reference will help to support such
ongoing projects for the promotion of key activities and results.
Major Functions
Under the supervision of the Congo Basin Impact Monitoring Coordinator, and in close
collaboration with the regional coordination team members, the Data Management and
Programme Assistant will focus on compiling and structuring data and results, as well as
facilitating and assisting with administrative tasks for the programme. The Assistant will

particularly support the CIBEL Project for Monitoring and Evaluation and for the updating of the
Web Platforms.
Major Duties and Responsibilities:
• Produce a quarterly newsletter to promote programme activities and results, while
supporting national programme newsletters;
• Support content creation on programme activities and results for the WWF social media
channels;
• Supports national communication managers to create and develop close and continuing
relations with journalists, editor and other media producers to showcase the programme
achievements;
• Develop a tool to assess the success of communication efforts;

Profile:
Required Qualifications:
• Minimum MSc Degree in Biology, Natural Resources Management, Conservation,

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English and French is required (oral and written). Working

What do we recruiting ?
The HTS Testing & Linkage Specialist will oversee the implementation, expansion, and optimization of HIV testing and linkage to treatment services in line with national guidelines and best practices. This role involves working closely with healthcare providers, and community partners to enhance the accessibility and quality of HIV services, particularly for high-risk groups such as children, adolescents, young women, and men. They report to Integrated Service Delivery Specialist.
Kev Responsibilities:
Provide oversight and guidance in implementing the Social Network Strategy (SNS), leveraging social connections to encourage HIV testing and linkage to

care among high-risk groups.
Collaborate with community partners to implement the handshake model facilitating seamless care linkage through direct referrals and partnerships with community-based organizations (CBOs).
Oversee the training and mentoring of psychosocial testing agents (APS) on age-appropriate HIV screening and testing methods and updated HIV testing algorithms, counseling techniques, motivational counseling, and confidentiality protocols.

 Conduct regular training and refresher courses for healthcare providers, including doctors, nurses, and counselors, on HIV testing methods, updated algorithms, counseling techniques, and confidentiality protocols.
 Work with facility managers to optimize patient flow, ensuring all clients have access to HIV testing services as part of their routine care.
 Oversee the implementation of the HTS screening tool register to enhance highyield screening and testing.

Lead the implementation of regular community outreach programs to increase awareness of HIV testing and prevention services. Coordinate with local organizations and influencers to maximize the reach and impact of these programs.

Oversee the expansion of HIV self-testing initiatives across all regions, targeting populations that may face barriers to accessing traditional testing services.
Ensure the implementation of safe and ethical index testing practices in all health facilities, providing training and supervision to staff to maintain the highest ethical standards.
Ensure the availability of all standard registers, SOPs, tools, and documents necessary for effective linkage to care at all ART clinics.
Collaborate with CBOs, satellite sites, and stand-alone laboratories to implement escorted linkage to care, ensuring that newly diagnosed individuals are supported to start ART and navigate the treatment process.
Ensure that children diagnosed with HIV are linked to additional social services based on their needs, coordinating with relevant agencies to provide comprehensive support.
Promote and support the expansion of same-day ART initiation through extended hours, ensuring that clients can begin treatment immediately after diagnosis. Work with facilities to overcome logistical challenges and streamline the initiation process.
Focus on optimizing linkage to care among men by establishing male-friendly clinics and offering extended hours for ART linkage. Tailor services to address the specific barriers that men may face in accessing care.
Qualifications and skills required:
Master’s degree in Public Health, Nursing, or related field.
Minimum of 3 years of experience in HIV Prevention, testing, and linkage services.

 Strong knowledge of HIV testing and treatment protocols.  Fluency in English and French.

What do we recruiting ?
The Program Driver will provide transportation services for project staff, equipment, and materials. This role involves ensuring the safe and timely delivery of goods and personnel, maintaining the vehicle, and supporting logistical operationsUnder the supervision of the Principal Investigator, the Monitoring & Evaluation Manager will be responsible for collaborating with the project’s technical managers and government partners to oversee the implementation of monitoring and evaluation of project activities. They report to Logistic Officer.
Key Responsibilities:
     Provide reliable transportation for project staff, equipment, and materials.
     Ensure timely and safe delivery of goods and personnel.
     Perform routine maintenance and inspections of the vehicle.
     Ensure the vehicle is clean, safe, and in good working condition.
     Assist with logistical operations and transport coordination.
     Adhere to all traffic laws and regulations.
     Ensure compliance with project policies and procedures.
     Maintain accurate records of vehicle use, maintenance, and fuel consumption.

Qualifications and skills required:
     Ordinary level certificate or higher
     Valid driver’s license with a clean driving record.
     Minimum of 5 years of driving experience, preferably in a project or NGO setting.
     Good knowledge of local roads and traffic regulations and defensive driving   Good knowledge of motor mechanic engineering for both diesel and gasoline motors.
     Fluency in English and French.
