The IFC 3.0 strategy aims to stimulate more investment activity across emerging markets, especially in Low-Income Countries (LICs) and Fragile and Conflict-affected States (FCS). We aim to create, deepen, and expand markets and design and develop impactful investment projects. This strategy is, in part, premised on improved country/sector diagnostic, strategic, and public sector engagement capabilities, which seek to: 1) resolve obstacles to private sector growth via diagnostic and strategic work that informs both IFC operations and relevant IBRD/IDA policy operations; and 2) overcome the shortage of investable projects in priority markets by proactively improving the private sector ecosystem at the country and regional level.

The Unit is seeking to recruit senior level economist (GG) to make significant contributions to the analytical and strategy outputs in shaping the operation of the unit, which ranges from the production of macroeconomics reports and various diagnostics, such as country private sector diagnostics (CPSDs) and country climate development reports (CCDRs), to the delivery of reform advisory projects.

We seek a motivated and dynamic professional with strong analytical skills, private sector development related policy experience, and team spirit. The position is based in Douala, Cameroun.

Duties and Responsibilities:

The Economist will work under the general supervision of the manager of Country Advisory and Economics in North, West, and Central Africa to ensure the high quality diagnostics and advisory delivery.  Specifically, he/she will

•  Lead the macroeconomic analysis to support IFC investment operations, including due diligence, to feed into relevant project documents for IFC Cameroun cluster and for the Republic of Congo.

•  Lead the monitoring of economic and policy conditions and trends for countries in the Cameroun cluster and the Republic of Congo, identifying the potential risks to IFC investments, and advising the IFC Regional Director, Country Managers, and operational teams on the strategies to mitigate them.
•  Provide intellectual and technical inputs on topics of economic or strategic relevance to IFC and produce or support the production of policy and technical notes, briefs, presentations, and country reports as requested by the senior management.
•  Lead and/or contribute to Country Private Sector Diagnostics, Country Climate Development Reports, and provide IFC input to WBG Country Engagement products, including Country Partnership Frameworks, Progress and Learning Reviews, and other joint initiatives.
•  Lead and/or contribute to the design of reform dialogue and reform advisory projects.
•  Lead and/or contribute to knowledge management by facilitating the exchange of expertise and knowledge with the broader IFC Economics VPU and Industries Departments.
Selection Criteria

•  Master’s or Ph.D. degree in economics/international development/ public policy or business/finance, with strong grounding in economics both from academic and practical experience perspective with a minimum of 7+ years
•  Commitment to the WBG and IFC’s mission and values.

•  Strong analytical skills in macroeconomics as well as sector analysis
•  Track record in translating the analyses into policy dialogue and programs to support private sector development.
•  Understanding of IFC project cycles, approval/decision processes, and critical drivers of IFC business decision-making is a plus
•  Knowledge and understanding of key IFC/IDA/IBRD/MIGA products and instruments and how they are deployed to pursue private sector development and country engagements.
•  Ability to cultivate an active network of relationships inside and outside the organization and to represent IFC publicly as needed.
•  Experience in and strong knowledge of the economic context and challenges of Central Africa is a plus.
•  Demonstrated leadership qualities, initiative, and results orientation, with effective teamwork and mentoring skills.
•  Excellent written and verbal communication skills and ability to communicate effectively with high-level stakeholders in English and French.

Summary:
The U.S. Mission in Cameroon is seeking eligible and qualified applicants for the Economic Specialist position in the Political/Economic Section.

Duties
Under the supervision of the Political/Economic (P/E) Officer, incumbent serves as the Economic Specialist in the P/E Section.  He/she is responsible for economic analysis, oral and written reporting, and assistance to USG funded projects. He/she performs factual and analytical reporting in the field of economics, more specifically on macroeconomic issues, regional economic integration, infrastructure, energy, critical minerals, agriculture, the financial sector, fiscal policy, and related areas. S/he is the primary drafter for congressionally-mandated reports within the portfolio.  The incumbent may be asked to cover commercial advocacy issues and/or environment, science, technology, and health (ESTH) issues in the absence of the Commercial or ESTH specialists.  S/he will also support overall economic analysis, reporting, and contact work for all other fields in the P/E section as required. He/she will assist in planning, implementing, and administering economic-related development assistance projects.

Job Knowledge: The incumbent must have a thorough understanding of Cameroonian politics, history, society, economy, and institutions; regional and international development issues; and economics.  He or she should know and understand USG and Mission priorities and policies, as well as U.S. government, politics, and history as relates to the execution of his or her job in the promotion/advocacy of USG foreign policy.

The Economic Specialist must be familiar with the MS Office Suite and use of the internet for research and should have good understanding of Embassy reporting needs and procedures, including Washington’s priorities.  The incumbent must be able to serve as the “institutional memory” for information related to his or her past or present projects

Skills And Abilities: The incumbent must have excellent verbal skills and be able to tailor conversations to the level of the audience, taking conversation down to the lowest common denominator.  Must be able to influence and persuade stakeholders to meet U.S. foreign policy objectives. The incumbent must be able to diplomatically and effectively exchange with his or her interlocutors, as s/he will often be the sole representative from the USG in the dialogue.

The incumbent must be able to effectively multi-task and manage a constantly changing number of projects.  He or she must be able to quickly understand and work within the realms of specific regulations that vary from project to project.  The incumbent must exercise considerable initiative and creativity when developing new project ideas or working within the confines of project regulations.  The incumbent must have strong writing skills to be able to write reports, cables, and memos in English as well as informally interpret between French and English in meetings.

SALARY: The annual gross salary includes: the Basic Rate, the Miscellaneous Benefits Allowance, and the End-of-the-Year Bonus. Seniority Allowance is paid in accordance with local labor law. A Cashier allowance is paid for eligible positions.

MEDICAL BENEFITS: The U.S. Mission in Yaoundé directly reimburse eligible employees for covered medical expenses incurred for them and/or eligible dependents, subject to the stated limits of the Local Compensation Plan.

  • Education: A university degree in one of the following fields is required: in Security Risk Management, International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies, Conflict and Security, Counter Terrorism or another relevant technical field. 
  • Work Experience: At least a minimum of two years of professional experience in global security risk management and/or security analysis is required. Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable.

A-    Contexte et justification

Une prévalence élevée du VIH est associée à des comportements sexuels à haut risque tels que l’utilisation irrégulière de préservatifs et de lubrifiants et un taux élevé d’infections sexuellement transmissibles (IST). La stigmatisation et la discrimination ont marginalisé davantage les populations clés, limitant leur accès aux services vitaux tels que la thérapie antirétrovirale (TAR) et réduisant la capacité du pays à contrôler l’épidémie de VIH.

La riposte nationale est dirigée par le Comité national de lutte contre le sida (CNLS), qui coordonne la mise en œuvre du Plan stratégique national de lutte contre le VIH/sida 2021-2023. Cette politique vise à réduire la morbidité et la mortalité liées au VIH et aux IST et à atténuer son impact socio-économique sur le développement du Cameroun. Les investissements communautaires sur le VIH/sida pour une vie plus longue et plus saine (CHILL) financés par l’USAID ont les objectifs suivants : (1) le dépistage du VIH pour les populations clés et prioritaires (KP & PP) ; (2) le recours au TAR pour les KP et les PP en veillant à ce que les personnes testées positives soient activement orientées vers un traitement dès que possible ; et (3) améliorer la rétention dans le traitement grâce à de meilleurs liens entre les services en établissement et les services communautaires, et à un soutien communautaire renforcé pour l’observance et le suivi des clients.

Le programme de soins et de santé (CHP) sera le principal CHILL et dirigera le programme en partenariat avec Dix-neuf organisations communautaires locales (CBO).  Le consortium collabore avec le ministère de la Santé publique, le CNLS et d’autres parties prenantes pour renforcer les capacités de la réponse nationale, régionale et communautaire.

Ces efforts permettront d’étendre la couverture des services dans cinq régions cibles et de générer des données pour des programmes fondés sur des données probantes grâce à la mise en œuvre de services de prévention, de soins et de traitement fondés sur des données probantes pour les populations clés et prioritaires au Cameroun.

DESCRIPTION DES FONCTIONS

Sous la supervision du Responsable administratif du projet, l’Agent d’entretien/réceptionniste sera un membre de l’équipe CHILL à Yaoundé.
TACHES ASSIGNEES
– Vérification de la propreté des locaux ;
– Nettoyage des locaux administratifs, techniques ou spécialisés ;
– Tri et élimination des déchets communs ;
– Protection des revêtements de sol par application d’émulsion ;

The key responsibilities of this position will be to oversee the support the field office in HR, administration, logistics and finance. The Field Support Officer works of under the line management of the Safety Advisor with a reporting line with the Finance and Operations Manager/s in the main country office.   

Main Duties and Responsibilities: 

Finance 

  • Process petty cash and bank transactions. Issue cash advances as authorized. Set up and manage a record system for the sums advanced as agreed with the Finance Manager. 
  • Collect the supporting documents to close all outstanding advances before the month-end.   
  • Complete month-end closing according to the agreed schedule. Prepare journal entries, properly coded, allocated and reconciled to enable direct import to SUNSYSTEM. Compile and prepare the accounting and audit documentation, upload the digital copies referenced chronologically in SharePoint, before sending the originals to the Finance department located at the main country office. 
  • Monthly estimate the cash requirement for the field office, antennas, and upcoming business trips. Timely submit the cash transfer request to the Finance department.  
  • Act as a point of contact for finance queries and provide financial support to team members. Partake training of staff with financial functions. Time to time travel to other field offices for support or to deliver orientation to counterparts newly recruited. 

Human Resources  

  • Facilitate visa permits, residency cards, tax regulations, accommodation, etc. 
  • Record all leave and other absences for field office staff. 
  • Ensure that   field office staff have INSO IDs. 
  • Ensure that all field office staff are aware of and understand INSO staff regulations and policies. 
  • Liaise with health insurers as required. 
  • Ensure that staff time sheets are properly filled and cross checked with leave and absence records and sent timely to the Operations Manager as required each month.  

Logistics, Procurement and Operations  

  • Assist supervisor in procurement activities, in collaboration with field operations and program teams 
  • Ensure the procurement process is as per the SOPs, with proper documentation supporting all the purchases 
  • Assist with identification of suitable vendors, collection of price quotes, documentation of procurement process, and management of electronic and paper procurement files 
  • Responsible for circulating RFQs, preparing bid analysis, and issuing purchase orders 
  • Coordinate all logistical arrangements for project-related events, workshops, seminars, and other training activities 
  • Help manage and administer office resources, including office space, assets including laptops, other related office systems and equipment. 
  • Maintain and update inventory list as per INSO requirements and submit quarterly reports. 
  • Ensure all assets are tagged and keep record of movement of assets. 
  • Ensure physical verification is done on a bi-annual basis. 
  • Monitoring of vehicle movement through vehicle log sheet 
  • Manage repairs and maintenance of INSO’s facilities, equipment, and vehicles. 
  • Maintain a sufficient stock of office supplies and fuel for the office. 
  • Implement logistical practices and policies and coordinate closely with the Operations Manager regarding contracts and procurement of goods and services. 

Essential knowledge, skills, and experience: 

  • Preferably at least 2 years of relevant work experience in similar roles with NGOs

Job Overview/ Summary

The SW Protection Officer, in line with prevention and response approaches, will be responsible for the day-to-day direct delivery of Protection activities of the ECHO project in South-West. She/he will provide supervision and support to Protection Assistants, be responsible for the development and implementation of relevant communication with community activities, coordinate the community engagement through leadership structures, lead case management process for extremely vulnerable individuals, ensure regular data on all activities and reports are available. She/he will lead protection monitoring exercises for the South-West and North-West regions.  She/he will work closely with the Senior Disaster Preparedness Officer and Protection Specialist, identifying areas for collaboration and sharing of resources in achieving the objectives of the project.

Major Responsibilities

1) Activity implementation

Lead the conduction of protection monitoring exercises and providing data for analysis.
Supervise the collection of protection data in South West, ensuring that Protection Monitors are using approved IRC methodologies, the correct systems and approaching communities in a sensitive and culturally appropriate way.
Ensure timely production and sharing of monthly protection monitoring reports and incident snapshots for both NWSW regions.
Provide case management support for extremely vulnerable individuals (EVIs), ensuring tools provided are used and process and procedures complied with by Assistants.
Flag any individual cases that come forward while Protection Monitoring Assistants are carrying out Protection
Monitoring activities in the community to the Senior Project Manager for appropriate advice/guidance
Oversee PSN needs assessment exercises and ensure SOP and other related procedures are followed in the provision of targeted assistance support and home visits.
Work closely with Health Officer to provide a comprehensive support to Persons of Concern.
Supervision
Manage the work of Protection Assistants to ensure that they are providing regular updates on protection information as needed, including daily/weekly phone checks.
Provide direct support and technical assistance to staff, including 1-1 sessions with staff, holding case management meetings, reviewing files and reports and providing constructive feedback.

2) Coordination and Representation

Provide weekly reports, data and work plans covering area of operation in a timely manner for review by the Senior
4) Project Manager

Review partner reports, including sources of verification, regarding implementation of protection activities, with the exception of MHPSS activities and flag any issue to Snr Project Manager.
Support the Senior Project Manager in storing all relevant documentation in Box Project Folder.
Ensure the confidentiality and security of all information in both hard copy and soft copy, including overseeing the storage and transfer of information, according to IRC’s information sharing protocol.

Présentation globale d’ARDHU
ARDHU (Action pour le Respect des Droits de l’Homme et la Dignité Humaine) est une association
initiée en 2017 et reconnue officiellement comme association depuis le 11 septembre 2019 selon la loi
Camerounaise n°90/ 053 du 19 Décembre 1990 portant sur la liberté d’association, sous la déclaration
N°127/RDA/K22/SAAJP. Le siège social d’ARDHU est à Maroua, BP 280 dans la Région de
l’Extrême-Nord, République du Cameroun. Toutefois, des points focaux sont installés en tout lieu au
Cameroun.
– MISSION : ARDHU se fixe pour mission de promouvoir, défendre et protéger les droits
fondamentaux des individus les plus vulnérable.
– VISION : ARDHU a pour vision à long terme de promouvoir le respect et la protection
générale des droits humains et contribuer à l’édification d’une société juste et équitable avec la
participation responsable des populations.
Résumé du poste
En vue de la mise en œuvre des activités du « sensibilisation communautaire et la
communication sur la protection et exploitation les abus sexuels (PEAS) », ARDHU lance un
appel à candidature pour le recrutement d’un comptable expérimenté. Le comptable sera
responsable de la gestion financière du projet, notamment de la préparation des budgets, des
rapports financiers et de la gestion des dépenses.
Responsabilités
– Saisir des opérations, lettrage des comptes, rapprochement bancaires, gestion des factures
et des notes de frais
– Effectuer le paiement des dépenses et les encaissements de la recette en respectant les
pièces comptables correspondantes
– Faire la déclaration fiscale et la CNPS, générer les bulletins de paies et télé verser la DSF
– Procéder aux travaux nécessaires pour l’arrêté des comptes mensuels
– Préparer des états financiers tels que les bilans, compte des résultats et tableau de bord
– Contrôle et analyse les comptes : identification des anomalies, suivi des budgets,
proposition d’amélioration
– Garantir la régularité du circuit d’ordonnance en utilisant de manière experte le logiciel
comptable et budgétaire
– Respecter les obligations légales et fiscales
– Gérer la trésorerie : suivi des décaissements, prévision de trésorerie
– Assure la comptabilité analytique, auxiliaire, le bilan des résultats
– Collaborer avec les autres services : administrations, ventes, achats
Description du poste :
– Assurer l’analyse des couts
– Travailler sur des sujet variés et sensibles qui requièrent à la fois une expertise technique
et une polyvalente
– Vérifier attentivement les pièces justificatives en assurant la gestion de la facturation
– Contribuer à la saisie des demandes de paiement et des titres des recettes en vérifiant les
codes
– Géographiques ainsi que l’imputation budgétaire appropriée dans le cadre du projet
– Assurer l’archivage approprié de différentes pièces comptables telles que les factures, les
contrats, les conventions et les certificats administratifs
– S’assurer de l’enregistrement des opérations comptable
– Supervision de la collecte et le traitement des pièces comptables
– Encadrer la capacité rédactionnelle des arrêts de comptes périodique
– Centralisation et la consolidation des opérations comptables
– S’assurer du contrôle de régularité et de conformité des dossiers de paiement
– S’assure de l’apurement, de l’analyse et du pointage des comptes
– Disponibilité requise lors de certaines périodes, notamment en fin d’exercice budgétaire
– Garantir la production des rapports d’activité de sa direction à destination de sa hiérarchie
Compétence et qualification requise
– diplôme en comptabilité ou finance ;
– au moins trois (3) ans d’expérience dans le domaine ;
– excellent niveau en français et anglais ;
– connaissances des normes comptables internationales
– Expérience du travail dans un environnement multiculturel et multiethnique
– expérience en gestion de projets financés par des bailleurs internationaux
– Résider dans la région de l’Extrême-Nord est un plus.
