Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

JOB PURPOSE

To collect, analyse and report on information to maximise efficiency of the logistics operations and activities. 

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
2. Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
3. Collect and analyse data through research and networking with colleagues to recommend actions to the supervisor to improve performance of local logistics operations.
4. Conduct portions of financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimise use of available funds.
5. Guide support staff, acting as a point of referral and supporting them with analysis and queries.
6. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders.
7. Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (i.e. through contribution to the training materials).
8. Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
9. Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
10. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

Under overall supervision of the Head of Supply Chain, the Logistics Officer (contracting) shall be responsible for logistics contracting activities for all parts of Cameroun and for the Douala overland corridor. The Logistics Officer will also lead the Transport Market Assessment exercise both at overland corridors and regional inland corridors to scope out the transport market availability, price factors and come up with solution to improve the efficiency of the utilization and timely availability of transport capacity across GoE overland and WFP operations.KEY ACCOUNTABILITIES (not all-inclusive)

  • Overall responsible for contracting of all logistics services for Cameroun Country Office.
  • Work closely with the Head of Logistics in defining a logistics surface contracting strategy that comprehends the operational challenges and promotes a competent and competitive service providers selection.
  • As a high priority, undertake comprehensive transport market assessments at both overland and inland corridors, to improve the efficiency of the utilization and timely availability of transport capacity across GoE overland and WFP operations.
  • Undertake comprehensive logistics market assessments and shortlisting exercises in coordination with the relevant Logistics Officers.
  • Coordinate (with the relevant Logistics Officers) the updating of Request for Quotation (RFQ) templates to reflect any changes in terms and conditions which are operationally necessary. Where possible solve identified operational problems by enhancing/clarifying/improving RFQ clauses in coordination with the HQ.
  • Develop and continuously improve Scope of Work/Terms of References for logistics services to ensure accuracy and completeness.
  • Issue RFQs as and when necessary to shortlisted companies, analyze offers and in conjunction with the Head of Logistics and relevant parties agree on proposals to the Local Transport Committee (LTC).
  • Analyze and interpret complex contract terms and conditions, advising on their impact and associated risk and liability to staff at all levels.

  • Comprehensive transport market assessment performed at both overland and inland transport corridors;

 WFP seeks candidates of the highest integrity and professionalism who share our humanitarian principles.Selection of staff is made on a competitive basis, and we are committed to promoting diversity and gender balance. JOB PURPOSE:  To perform a range of coordination and administrative activities that contribute to the safe and effective air service to the humanitarian community. KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):Under the direct supervision of the Head of Field Office and the technical supervision of the Aviation Officer, the incumbent will be responsible for the following duties:Handling Documents and Load ControlConvey and deliver documents between the aircraft and appropriate terminal authorities;Prepare, sign, distribute and clear as appropriate, documents such as loading instructions, load sheets, balance charts, manifests, etc., in accordance with local and international regulations or as reasonably required by the aircraft; andCompile and dispatch statistics returns and reports in accordance with procedures, rules and regulations.Passenger and Baggage handling.Check-in passengers in accordance with requirements and instructions issued by WFP-AFO and the chartered carrier’s;Inform passengers about time of arrival and/or departure of chartered carrier’s aircraft and transportation connections;Guide passengers from the chartered carrier’s aircraft through controls to connecting transportation and vice versa;Assist passengers requiring special attention, e.g. Physically Challenged Passengers, MEDEVAC/CASEVAC cases. etc;Weigh and tag checked and unchecked baggage;Effect the conveyance of checked baggage from the baggage check-in position to the aircraft and vice-versa;Deal with loss, found and damaged property and report such irregularities;Notify the AMO/ATO or CATO of complaints/claims made by passengers; andCargo HandlingPresent to Customs for physical examination and processing clearances for the release of inbound, transfer and outbound cargo as required and/or clear cargo through Customs in accordance with the chartered carrier’s and WFP-AFO instructions and in concurrence with local regulations;Sort and store inbound, transfer and outbound cargo prior to dispatch in accordance with the nature of goods and the routing of the cargo;Prepare cargo manifest(s), split air waybill sets, and forward applicable copies of aforementioned documents as required. Where applicable return a copy of the waybill to the ATO/CATO endorsed with conveyance details;Notify consignee/agent of arrival in accordance with applicable instructions.Loading/Unloading of AircraftProvide/arrange for, position and remove adequate passenger handling equipment for embarking/disembarking passengers where needed;Provide/arrange for and operate suitable equipment for transportation of loads between points in terminal areas as required;Provide passenger and/or crew transport between aircraft and airport terminal as required by WFP- AFO or local authorities;Aircraft HandlingAttendance. Standby before arrival and after departure and general supervision of ramp handling activities.Marshalling.  In conjunction with the Operator’s Flight Operations Officer, provide/arrange for marshalling equipment and/or arrange for the marshalling of the aircraft at arrival/departure.Ground/Aircraft Communications.  Where required provide/arrange for communications facilities to establish and maintain communication between handling parties and the aircraft command element.Ground Power Units.  Where required, provide/arrange for, position/remove and operate suitable ground power unit for supply of necessary electrical power during a specified time limit;Safety and Security ManagementReport immediately to the ATO/CATO and the aircraft commander, all damage noticed at or inside the aircraft irrespective of cause or time of occurrence;Provide/arrange for, position/remove and operate suitable firefighting equipment and other protective equipment as required.; systems and internal controls. Monitor the daily cash position in order to optimize the use of surplus cash and maximize returns on investment through the liquidity portfolio. Monitor the centralised registry system in order to process all payments to internal staff and invoices to external suppliers in a timely manner and in accordance with WFP standards.  Contribute to the preparation, implementation and monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met. Co-ordinate with other teams in order to ensure that
