Job Description for Cameroon Breakthrough ACTION
Program Officer
Breakthrough ACTION is a five-year cooperative agreement from the United States Agency for International Development (USAID) to lead USAID’s social and behavior change (SBC) programming around the world. Breakthrough ACTION is a partnership led by Johns Hopkins Center for Communication Programs.
Breakthrough ACTION Cameroon is based out of Yaounde and supports the Cameroonian Government in multiple health areas including malaria, Global Health Security Agenda and the COVID-19 response.
Fulfillment of jobs vacancies is dependent upon availability of funds.
Breakthrough ACTION Cameroon is recruiting for three positions and seeking applications from qualified individuals to fill the positions “Senior Program Officer”, “Program Officer” and “Administrative Officer”. The positions will be based in Yaounde, Cameroon. The positions will start in May of 2021 and will provide 100% support to the Breakthrough ACTION COVID-19 project with an expected end date of March 30, 2022, although this could change.

I. Program Officer
General Responsibilities
Work closely with the Breakthrough ACTION Chief of Party and COVID-19 Coordinator to:
Support in-country technical working closely with technical team, including the development of communication materials, program planning and reporting documents
Support the design, planning, implementation, and monitoring of social and behavior change programming for vaccine demand generation
Support the M&E officer to monitor and ensure all SBC and demand generation activities and any challenges are documented and reported on a regular basis
Provide support in data collection, analysis, and report writing.
Work closely with HQ COVID team to develop tools that can be used for tracking activities.
Document lessons learned and success stories.
Prepare program and activity reports on a monthly basis as per USAID template and
guidelines.
Demonstrate good stewardship for organizational resources and assets according to
guidelines and procedures of JHU and its donor.
Assist with activity, materials, and tools development, review and pilot testing
Ensure timeliness and high integrity of activity implementation in accordance with the work
plan
Generate media briefs, reports, success stories, and other program documentation
Comply with USAID, Johns Hopkins University and Breakthrough ACTION processes and
regulations
Required Qualifications
Bachelor’s degree in Public Health, Social Sciences, Marketing, Communication or a related field
Minimum of two years of experience in development work
Experience with programs in social and behavior change, and material and message design
Experience organizing and supporting capacity strengthening trainings
Strong written communication skills including writing reports, program success stories, and
newsletter blurbs
Computer literate especially in Microsoft applications – Word, Excel and PowerPoint
Maintain frequent, open, ongoing communication with program team members in all locations (country and headquarters offices)
Participate in coordination meetings with Cameroonian Government officials to ensure harmonization of project activities with local priorities and initiatives

Technical ability to set up and manage web-based video calls using applications like Skype and Zoom
Fluency in French or English with a good command of the other language
