An impartial, neutral and independent organization, the International Committee of the Red Cross (ICRC) has an exclusively humanitarian mission to protect the lives and dignity of victims of armed conflict and other situations of violence, and to provide assistance.

The ICRC also strives to prevent suffering by promoting and strengthening the law and universal humanitarian principles. CICR The regional delegation of the International Committee of the Red Cross (ICRC) for Central Africa of Yaoundé is seeking for its needs a candidate for the post below:

Field Officer Protection (Man / Woman)

FUNCTIONAL RESPONSABILITIES

He/Sh carries out activities to trace, locate and reunify family members, including through undertaking search efforts in communities;

He/she monitors the files related to Restoring Family Links (RFL) in the South-West according to the delegation’s guidelines and ensures that all necessary information is transmitted, within the deadlines established by the delegation, to the PROT/DATA team in Yaoundé;

He/she contributes to the collection of allegations of detention/arrest and Tracing request.

He/she moreover supports in the monitoring of RFL services for the families of detainees (MCR, telephone calls, facilitation of family visits, etc.) including through field trips;

Writes field memos and follows-up on cases as part of the preparation of field missions;

He/she contributes to the collection of information and regular analysis of protection issues, including trends in terms of main violations, their perpetrators and consequences for populations;

He/she participates in the monitoring and follow up of protection cases;

He/she participates in interviews with victims or direct witnesses of events in order to document violations of International Humanitarian Law and Human Rights Law.

He/she enters the collected data into the required tool according to the guidelines;

He/she participates in the establishment of a network of contacts and its regular updating and ensures its functionality;

He/she contributes to the regular analysis of the impact/consequences of ICRC’s activities (Protection and Assistance) on beneficiaries in order to ensure the relevance of ICRC’s action and respect of the principle of « Do No Harm »;

He/she develops and maintains a network of relevant interlocutors in Buea and in the field (civil authorities, beneficiaries, civil society, NGOS etc.);

He/she represents and promotes the ICRC’s mandate and mission to interlocutors and beneficiaries/victims.

KNOWLEDGE AND EXPERIENCE REQUIRED

Relevant Bachelor’s degree (preferably in international law, political science, international relations, sociology): master’s degree an asset; minimum of two years of relevant professional experience in the humanitarian or development sector;

Cameroonian nationality and valid ID; Fluency in oral and written English, previous experience in writing professional reports;

Fluency in Pidgin;

Passive knowledge of oral and written French; Good computer knowledge and skills (Word, Excel, outlook and Power Point);

Excellent knowledge of the South-West and North-West and its socio-cultural and security contexts;

Availability and flexibility for frequent field missions mainly in the South-West region;

Absence of external/personal commitments incompatible with a neutral and impartial humanitartar Grganisation;

Absence No criminal record in Cameroon or in a third country;

Ability to efficiently communicate orally and in writing; Listening skills and empathy;

Autonomy, organizational skills, rigour and honesty:

Ability to analyse, synthesize, discretion and sense of confidentiality;

Team spirit and ability to adapt and learn.
