Job Description for Cameroon Breakthrough ACTION
Administrative and Procurement Officer
Breakthrough ACTION is a five-year cooperative agreement from the United States Agency for International Development (USAID) to lead USAID’s social and behavior change (SBC) programming around the world. Breakthrough ACTION is a partnership led by Johns Hopkins Center for Communication Programs.
Breakthrough ACTION Cameroon is based out of Yaounde and supports the Cameroonian Government in multiple health areas including malaria, Global Health Security Agenda and the COVID-19 response.
Fulfillment of jobs vacancies is dependent upon availability of funds.
Breakthrough ACTION Cameroon is recruiting for three positions and seeking applications from qualified individuals to fill the positions “Senior Program Officer”, “Program Officer” and “Administrative Officer”. The positions will be based in Yaounde, Cameroon. The positions will start in May of 2021 and will provide 100% support to the Breakthrough ACTION COVID-19 project with an expected end date of March 30, 2022, although this could change.

I. Administrative and Procurement Officer
Work closely with the Breakthrough ACTION Chief of Party and the Finance Manager
Provide comprehensive administrative support to maintain a complex, fast paced on a short- term project.
Ensure that all administrative management systems and transactions comply with JHU and USAID policies and procedures including consultant, vendor and sub- grantee contracts, reporting and payments
Support the finance team to package consultant and vendor agreements for JHU review and review for accountability reports
Support the finance team with facilitating advances
Support the finance team with implementing the Field Operational Manual
Support human resources functions, as requested by project leadership
Assist Management in the development, management, implementation and evaluation of
appropriate systems, programs and services related to the procurement function
Support the procurement activities for JHU∙CCP Cameroon’s Breakthrough ACTION activities
at the country office in accordance with the Cameroon JHU∙CCP Operational Manual and
USAID rules and regulations
Conduct competitive procurement actions including Request for Quotation (RFQ), Request for Proposal (RFP), bid evaluation process, and cost/price analysis.
Prepare Selection
Memos for review by supervisor
Assure compliance with USAID and JHU∙CCP policies
Work closely with headquarters to ensure compliance and effective and proactive
administrative management.
Take meeting minutes and support the KM Officer with appropriate documenting and filing
Follow up on incoming and outgoing mail
Write and answer administrative mail
Oversee the role of the cleaning agent
Ensure that security guards are present and on time
Support the finance team in the organization of workshops/seminars/meetings
Answer phone calls and provide information to visitors
Required Qualifications
At least 3 years working in an administrative position.
A bachelor’s degree from a recognized University or equivalent.
Experience supporting human resources in an office environment
Expert computer skills in Microsoft Office.
Experience in NGO administration and USAID funded projects
Fluent in English or French with a good command of the other language
