  1. Background and objectives
  2. The United Nations (UN) General Assembly Resolution A/RES/72/279 elevated the United Nations Development Assistance Framework, now renamed as United Nations Sustainable Development Cooperation Framework (UNSDCF) to be the most important instrument for planning and implementation of the UN development activities at country level in support of the implementation of the 2030 Agenda for Sustainable Development.
  3. The UNSDCF is a:
  • partnership compact with the Government and a partnership commitment to the people in a country, particularly the most marginalized and vulnerable.
  • partnership commitment to a broad range of stakeholders including local authorities, legislative, judicial and other independent state oversight bodies, civil society and community organizations, businesses and philanthropic organizations, trade unions and employers’ organizations, the scientific and research community, volunteer groups, bi- and multilateral partners, including international financial institutions and media.
  • central framework for joint monitoring, review, reporting and evaluating of the UN development system’s impact vis-à-vis the achievement of the 2030 Agenda amongst the UN development system entities including the UN Resident Coordinator (RC).
  1. Grounded in national ownership, the UNSDCF is anchored in national development priorities, the 2030 Agenda and the principles of the UN Charter. It outlines the UNDS contributions sought by national stakeholders to support the country’s SDG attainment in an integrated manner, with a commitment to leave no one behind, human rights and other international standards and obligations. The UNSDCF reflects the UN development system’s articulation of the prioritized most sustainable development choices for a country and advises on pathways to maximize synergies across the SDGs and minimize the opportunity costs of leaving people behind. It reflects the shift from the siloed approach of the Millennium Development Goals (MDG) paradigm to a more integrated approach for the 2030 Agenda and SDGs.
  1. The 2018-2020 United Nations Development Assistance Framework signed between the United Nations and the Government of Cameroon will be replaced by a new UNSDCF which will be effective as of the 2021 until 2025. The Common Country Analysis (CCA), conducted by UN Agencies’ experts and currently being finalised by the United Nations Country Team (UNCT) in Cameroon represents one of the premises upon which the UNSDCF shall be elaborated.
  2. The consultancy aims to draft the UNSDCF 2021-2025 document in conformity with the UNSDCF Guide, receiving inputs and working in close collaboration with UNCT, Programme Management Team (PMT), the UNSDCF team and the Resident Coordinator Office (RCO).
  3. Work assignment

The consultant shall draft the UNSDCF document until final completion for signature and shall progressively integrate all inputs as shall be so communicated to her/him by the principal supervisor and national UNSDCF Task team.

  1. Deliverables

The consultant will produce the UNSDCF 2021-2025 document of the highest quality including the associated annexes and the funding framework based on documented inputs from UNCT, PMT, M&E, the UNSDCF team and RCO. The produced document must meet the criteria outlined in the UNSDG Cooperation Framework Guidance and the consolidated annexes and should be completed in a timely manner as underscored in the CCA/UNSDCF roadmap.

  1. Methodology
  2. Supervision:

The Consultant will work under the direct supervision of the Mrs. Sophie Lesselin, Senior Development and Coordination Officer, Strategic Planning and RCO Team Leader. His/Her work shall be coordinated by the national UNSDCF Team including the leads of the process from the Ministries of External Relations (MINREX) and of the Economy, Planning and Regional Development of Cameroon (MINEPAT).

  1. Work components:
  • Elaboration and validation of the methodological note, the work plan and the structure of the UNSDCF 2021-2025
  • Mainstreaming of input into the UNSDCF master copy as provided by the technical leads on the UNSDCF pillars
  • Supporting multi-stakeholder consultations on UNSDCF and mainstreaming of feedback from stakeholders, UNCT, PMT, R.DCO, DCO, DPPA, PSG
  • Undertake trainings in Human Rights based approach and gender sensitive trainings
  • Quality assessment of the UNSDCF document and scrutiny of all core components including but not limited to:
  • COUNTRY PROGRESS TOWARDS THE 2030 AGENDA
  • UN DEVELOPMENT SYSTEM SUPPORT TO THE 2030 AGENDA
  • COOPERATION FRAMEWORK IMPLEMENTATION PLAN
  • MONITORING AND EVALUATION PLAN
  • ANNEX 1: THE COOPERATION FRAMEWORK RESULTS MATRIX
  • ANNEX 2: THE COOPERATION FRAMEWORK LEGAL ANNEX
  • Consolidation and finalisation of the official document and preparation for officialization (signing) and dissemination.
  • Production of end of consultancy report and documentation of outcome and best practices
  1. Quality control:

The overall assignment shall undergo quality scrutiny from the Resident Coordinator, the United Nations Country Team, the Offices of the relevant Government Ministers, the Development Coordination Office, the Department of Political and Peacebuilding Affairs (DPPA) and the Peer Support Group (PSG).

  1. Travel

While the consultant is not de facto expected to undertake field visits, he/she may travel with the UNSDCF teams when the need arises for activities such as workshops but not limited to this.  Related travel costs will be obligated separately.

  1. Duration of contract 

The consultant shall be contracted for the period from 01 June 2020 to 31 December 2020 on a part-time basis for a total of 50 days. 

  1. Duty Station or location of assignment

United Nations Resident Coordinator’s Office in Yaoundé, Cameroon, and home-based (on rotational basis).

  1. Candidate Profile

Nationality: Cameroonian

Experience:

  • Minimum of 10 years of relevant experience in sustainable development, with demonstrated proven track record in analytical research.
  • Experience in programme design, monitoring and evaluation with the United Nations, large international organisations or technical and financial cooperation agencies is indispensable.
  • Previous design or monitoring and evaluation of cooperation frameworks will be an asset

Academic Qualifications: 

  • The expert should possess an advanced university degree (Master’s degree or equivalent degree) in sustainable development, international development, economics, international relations, governance, public policy or related field.
  • Strong and demonstrated knowledge of Human Rights based approach to programming (HRBAP).
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Language: Knowledge and fluency of English and French (both written and oral) is required for this consultancy.

Skills:  The candidate should have:

  • Excellent analytical skills and ability to produce high-quality documentation in English and French.
  • Demonstrated knowledge in Gender, LNOB approach, HRBAP, the 2030 Agenda and stakeholder engagement.
  • Outstanding written communication and organizational skills, including the ability to plan and prioritize work duties as well as work competently under pressure and tight deadlines.
  • Excellent proficiency in information and communication tools used for editing including the Microsoft Office Suite. A proven working knowledge of adobe editing tools will be a further asset.

  1. The financial offer

A financial offer must be submitted as part of the candidate’s file and should be based on the cost-table below. More budget-lines should be added to/deducted from the table if required.

Fee and Payment Schedule 

 NB: The consultant’s fees will be paid as follows at the deadlines specified above:   

  • 20% upon satisfactory delivery of outputs #1
  • 40% upon satisfactory delivery of outputs #3
  • 40% upon satisfactory delivery of output #5

The candidate with the required technical offer and having the least financial offer shall be recruited.

  1. Evaluation of the Offers

The evaluation of the offers shall take place in two phases. First, the technical evaluation shall be completed before a comparison of the financial offers. Only candidates with at least 70% in the technical evaluation phase shall have their financial offers assessed and compared. The consultancy shall be attributed to the candidate with the best value for money on a scale of 70/30 for the technical and financial offers respectively.

Financial Evaluation:

The financial offers shall be assessed using the formula below:

  1. Performance indicators

The following performance indicators will be used to evaluate the work undertaken by the consultant and certify the payment of the fees, including any instalment payments:

  • Timeliness of submissions
  • Value of services rendered in relation to their costs
  • Demonstrated expert knowledge of the subject area
  • Receptive / responsive to feed-back from staff members
  • Quality of analysis, recommendations or conclusions in the document and final report
  • Readability of material
