ORGANISATIONAL CONTEXT:
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs), and report to the Budget & Programming Officer. Job holders at this level are expected, under general supervision, to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices. They are expected to use own discretion to address unforeseen situations seeking advice from supervisor. Job holders support management of financial resources and may provide guidance to other staff.
JOB PURPOSE: To provide technical support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.

Since 1978, WFP has actively assisted humanitarian and development interventions in Cameroon. Between 2014 and 2019, WFP has provided lifesaving and resilience building, food and nutrition assistance to refugees, internal displaced people and local communities, which has contributed to stabilizing the food security situation among vulnerable groups in Cameroon in pursuit of Zero Hunger.WFP now operates through its main office in Yaoundé, with five Field Offices in Maroua (Far North), Ngaoundere (Adamawa), Bertoua (East), Buea (South West) and Bamenda (North West) and three antennas in Meiganga (Adamawa), Batouri (East) and Kousseri (Far North) to ensure proximity with the beneficiaries. This position will be based in Yaoundé.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Contribute to the review of budget plans, monitoring and analysis of project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices to support financial analysis and optimisation of resources. Provide basic analysis on fund and grant balances and refer to the supervisor discrepancies, to support maximum fund utilization and decision-making process. Contribute to pipeline management facilitating efficient monitoring to prevent and address pipeline breaks and maximise operational effectiveness. Enter accurate data in the corporate systems within the established deadlines, to enable easy access to information and support planning and decision-making. Compile data and provide basic analysis, maintain accurate records and files and prepare periodic and ad hoc reports for further reviews, to support accuracy and efficiency of information presented to internal and external stakeholders. Maintain communication with a number of individuals regarding project funds management matters and related processes to clarify any discrepancies and optimise use of funds. Provide guidance and on-the-job training to other staff in budget planning, fund management and operational planning, to support continued development and consistency in services delivered. Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of a secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
