Organizational Setting
The Position:
The Gender-Based Violence (GBV) Sub-Cluster Coordinator is under the overall leadership of the UNFPA country Representative, while reporting directly to the Head of sub-office, and functionally to the Humanitarian Coordinator.
The GBV Sub-Cluster Interagency Coordinator will facilitate the implementation of inter-sector and agency GBV programming in a humanitarian emergency. GBV programming in humanitarian emergencies is multi-sectoral. It involves organizations and actors from the displaced and host communities, NGO and government implementing partners, UN agencies, and other national and international organizations that engage in comprehensive prevention and response initiatives.
Job Purpose:
In a humanitarian context, where many over 14 million people require humanitarian assistance in 2017, 8.5 million of them in Borno, Yobe and Adamawa States. 1.8 million of these are internally displaced people, and about 1.2 million are returnee IDPs and refugees who are still assessed to be in a secondary displacement. Borno State hosts over 1.4 million IDPs followed by Adamawa which has 146,605 IDPs while Yobe has about 116,619 IDPs. Among the IDPs, 54% are female and 56% are under the age of 18 years (IOM/NEMA: DTM-XV of March, 2017. You will play a vital role in assessment and planning; partnership development; training and sensitization; and monitoring and evaluation. Planning, coordination, monitoring and evaluation of GBV initiatives will be conducted through the use of available global guidelines and standards, and will be in line with UNFPA’s Minimum Standards for Addressing GBV in Emergencies.
The GBV Sub-Cluster Interagency Coordinator’s duties include liaison and coordination with other organizations (coalition building), training and sensitization, strategic planning, and monitoring and evaluation. S/he will use the IASC Guidelines for GBV Interventions in Humanitarian Settings and companion materials (orientation and training guides, planning worksheets, etc.) to facilitate planning, coordination, monitoring and evaluation of GBV programmes.

Main Tasks & Responsibilities
A. Technical Support and Programming
Provide technical advice during major planning and funding processes including Strategic Response Plan (SRP) and pooled funds, e.g. support to ensuring that all humanitarian actors properly implement the IASC Gender Marker.
Promote the use of tools including ADAPT and ACT-C, the IASC Gender Marker, checklists and guidelines from the IASC Gender Handbook and other resources in the planning, design, implementation, monitoring and evaluation of projects, including in the SRP and pooled fund processes.
Proactively engage with donors to raise additional programme funds in line with over-arching vision and workplan.
Participate in field assessments and/ or situational analyses to determine needs and gaps for GBV prevention and response. Where possible, ensure GBV issues are integrated into other key assessments. Assessments should consider the needs of women, girls, boys and men separately and should focus on identifying gaps and trends to improve programming.
Orient GBVWG, CPWG and other relevant work groups and government partners in planning and implementing GBV programmes related to refugees, IDPs/returnees and host communities.
Provide guidance and inputs to supervision of field-based GBV staff and other professional and support staff in UNFPA sub offices, ensuring close communication and liaison with government, NGO and UN partners.
B. Coordination, Advocacy and Partnerships:
Proactively engage with GBV actors across agencies (UN, INGOs, government, NGO) within and beyond the GBV, CP and other working groups to articulate and develop mechanisms to facilitate coordination, joint programming and implementation.
Support regular meetings and reporting in GBV working groups across the region.
Coordinate the implementation of the objectives of the strategic framework for GBV in the humanitarian to ensure alignment with agency specific work plans.
Provide advice on gender concerns in strategic discussions of the Humanitarian Country Team and national government coordination fora.
Provide advice and facilitate discussions and solutions on gender gaps and issues at key humanitarian settings for including HCT, Inter-cluster Coordination mechanisms, and cluster meetings.
Support the establishment/strengthening and sustainability of gender coordination mechanisms at the national, regional and local levels, including gender advisors, gender focal points, gender networks, senior humanitarian staff, cluster leads, and relevant peacekeeping stakeholders.
Build strategic alliances with other key actors internally and externally to advocate for gender equality programming and ensure continuity of advocacy efforts.
Maintain solid working relationships; in collaboration with the GBV Sub-Working Groups Coordinators and UNFPA Representative/Head of Office, provide regular and comprehensive updates related to UNFPA’s progress to address GBV with the UN Country Team, GBV Sub-Working Group, Child Protection Sub-Working Group, Protection Sector, Health Sector, and other relevant actors.
Represent UNFPA in relevant Sectors and other humanitarian coordination bodies to ensure that GBV issues are adequately considered in the context of the humanitarian response efforts.
Establish linkages between existing Gender, RH and HIV programmes to ensure synergies between programmes that maximize programme impact.
C. Monitoring and Evaluation:
Work in close collaboration with the UNFPA Monitoring and Evaluation team to analyze and report on program and project progress in terms of achieving results.
Development and improvement of using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action.
Work in close collaboration with the Humanitarian team to monitor project expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels; and coordinate timely delivery of quality project and financial reporting and ensures adequacy with finance and activities.
Conduct and/or participate in field monitoring missions to assess if project implementation takes into account the needs and capacities of women, girls, boys and men of all ages. Findings and lessons learned from such monitoring missions should be shared with project designers, clusters/sectors and organizations concerned, in an effort to strengthen projects designers’ capacity on gender and age.
Undertake regular monitoring missions and meetings with relevant actors, including project partners, in assessing the GBV trends, patterns and advise on the prevention and response strategies.
D. Information Management
In line with WHO’s Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies and with support of GBV Information Manager:
Engage in robust analyses of available secondary data to ensure readily available information on known trends and patterns on GBV for inclusion at relevant points along the Humanitarian Programme Cycle, including the MIRA.
Consolidate existing assessments on the GBV situation and/or work with relevant agencies, the displaced and host populations to conduct relevant participatory analyses of GBV.
In coordination with the Regional Protection Cluster and the Regional Inter-Cluster Coordination, organize and participate to new assessment missions as necessary/appropriate to determine the magnitude and scope of GBV and identify strategic inter-sectoral approaches for addressing it, mobilizing GBV sub-cluster members.

Train and coach GBV sub-cluster members on the GBV national database and its tools, including on the use of forms with particular emphasis to the Guiding Principles for Working with GBV Survivors;
Develop reports / fact-sheets and contribute to SitRep.
Document best practices and approaches for responding to issues of GBV in order to deepen the knowledge base among relevant partners.
Prepare regular analytical reports on emerging issues.
Perform any other duties as required by the Representative and/or Head of Office, RO, and HQ.
Qualifications and Experience
Education:
Advanced university degree, with specialization in areas such as social work, public health, gender, law/human rights, international relations, and/or other related social science disciplines.
Knowledge and Experience:
At least 5 years of specialized experience addressing GBV at the international level, preferably in a humanitarian context.
Experience leading inter-agency coordination mechanisms with a wide range of stakeholders.
Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions.
Demonstrable knowledge of humanitarian emergency operations, including the Cluster System and HPC, and roles/responsibilities of key humanitarian actors.
Direct experience providing support to GBV survivors would be an asset.
Languages:
Fluency in English is required, and working knowledge of French is desirable.
