Position Summary

Missions principales

Profil recherché
Formation
Diplôme minimum BAC+5 en Qualité, Hygiène, Sécurité et Environnement (QHSE) ou
discipline équivalente.
Expérience professionnelle
Justifier d’au moins cinq (5) ans d’expérience générale en qualité de Responsable QHSE,
notamment dans :
le contrôle technique et la surveillance de l’exécution des prestations d’assainissement
et/ou de drainage des eaux ;
ou la réalisation et le suivi de projets d’infrastructures en milieu urbain.
Compétences requises
Bonne maîtrise des normes QHSE et de la réglementation environnementale et sociale ;

Missions et Responsabilités
En étroite collaboration avec les agents de terrain, l’officier Infrastructure et le chef de projet adjoint, le superviseur nutrition et cash contribue sous la responsabilité du Chef de projet adjoint, à assurer la supervision technique des activités piscicoles, agricole, d’élevage et de nutrition du projet, notamment : la mise en place des périmètre agricoles, piscicoles, des verger, les champs écoles paysannes, distribution des intrants agricoles, distribution des supercéréale plus, le dimensionnement des parcelles d’irrigation agricole, et des verger, mobilisation communautaire, sensibilisation et formation technique des bénéficiaires.
Sous la supervision directe de l’Officier Nutrition et Cash et en étroite collaboration avec les agents de terrain et les l’officier Infrastructure, il assure la gestion et la mise en oeuvre de toutes activités liées agricoles, piscicoles, forestières, nutrition, cash transfert monétaire dans toutes les zones d’intervention du projet. Il assure la bonne exécution de tout l’ensemble du programme sécurité alimentaire et moyen d’existence dans sa son département en consultation avec ses collaborateurs tout en respectant la stratégie établie par l’organisation et les partenaires locaux, étatiques et humanitaires impliqués dans le domaine.


Fonctions générales
Coordination et représentation extérieure
➢ Assure la planification, la mise en oeuvre, le suivi et l’évaluation des actifs communautaire ;
➢ Assure la supervision, les évaluations de performance et la formation technique du personnel du secteur et de la communauté ;
➢Sous la supervision du Chef de Projet et chef de projet Adjoint, et en suivant la charte de communication, assure une communication efficace et opportune avec le personnel du PAM sur les opérations de terrain ;
➢ Assure la coordination du secteur avec les partenaires et les Sectoriels impliqués dans le domaine ;
➢ Participe activement aux réunions sectorielles hebdomadaires et/ou mensuelles SANME avec les partenaires et présente les plans d’action d’INTERSOS, l’état de leur mise en oeuvre et les résultats obtenus ainsi que les leçons apprises et les meilleures pratiques.


Supervision, suivi et reporting
• Assure la planification, la mise en oeuvre, le suivi de toutes activités agricoles, piscicoles, forestières, nutrition, cash transfert monétaire ;
• Visite régulièrement le terrain pour évaluer le rendement du programme et oriente le personnel sur la mise en oeuvre ;
• Rédige les rapports réguliers sur l’état d’avancement des activités à transmettre au chef de projet adjoint et/ou chef de projet.
• Elabore les plans d’action mensuels, trimestriels et annuels en conformité avec les budgets disponibles ;
• S’assure que le personnel du secteur met en oeuvre et rapporte les activités conformément aux plans d’actions établis ;
• Assure la formation continue de l’équipe du secteur sur le plan technique, la standardisation des approches participatives et le suivi et l’évaluation des activités du secteur ;
• Avec l’appui du Chef de Projet, assure la conformité des activités avec les différents départements (finances, sécurité, logistique et MEAL) et suit tout processus en cours à cet égard ;
• Organise les formations des comités sur leurs rôles et responsabilités, etc ;
• Rédige les rapports de distribution, hebdomadaire et mensuels sur l’état d’avancement des activités à transmettre au chef de projet adjoint
• Vérifier la cohérence et la qualité des informations fournies par les équipes et assurer leur compilation et leur validation par le Chef de Projet Adjoint ;
• Participer aux rapports des donateurs et à la préparation de nouvelles propositions ;
• Participe à l’élaboration des termes de références pour les divers monitorings ;

Implémentation des actifs communautaires
• Contrôler la qualité des intrants agricoles et semences à distribuer aux bénéficiaires ;
• Assurer le suivi des fiches de pointages journalières, hebdomadaires et mensuelles des bénéficiaires ;
• Planifie, organise et supervise le travail sur le terrain de toutes activités de nutrition, agricoles, piscicoles, forestières et de cash transfert monétaire ;
• Etablir les plans de canalisation et de dimensionnement des périmètres agricoles ;
• Effectuer les demandes de fond pour les paiements des bénéficiaires ;
• Définit les indicateurs de résultats et met en place des outils de collecte de données ;
• Elabore les plans d’action mensuels, trimestriels et annuels en conformité avec les budgets disponibles ;
• Effectue le suivi des toutes les AGR et AVEC du projet dans sa zone d’intervention ;
• Assure le bon suivi des forages solaires et pastoraux à usage productive pour les périmètres agricole et piscicole ;
• Anime avec des méthodes participatives des séances de formations aux bénéficiaires ;
• Réorganise et redynamise les comités de gestion de projet, des actifs et des plaintes ;
• Organise les formations des comités sur leurs rôles et responsabilités ;
• Evalue la productivités agricoles et piscicoles dans sa zone d’intervention ;
• Anime avec des méthodes participatives des séances de formations aux bénéficiaires ;
• S’assure que l’agent de terrain met en oeuvre et rapporte les activités conformément aux plans d’actions établis ;
• Assure la formation continue de l’équipe du secteur sur le plan technique, la standardisation des approches participatives et le suivi et l’évaluation des activités du secteur.

• En collaboration avec l’équipe M&E, faciliter la collecte et la compilation des données des différents indicateurs ;
• S’assurer que la qualité des données collectées soit correctement traitée avant leur soumission au Chef de projet ;
• S’assurer que le système d’archivage soit respecté. Qu’il respecte la réglementation interne et celle des donateurs et que le classement soit régulièrement maintenu.
Gestion des ressources humaines
• Contrôler, responsabiliser et évaluer les performances de toute l’équipe de projet sous sa supervision direct ;
• Avec l’appui du Chef de Projet et du chef de projet Adjoint, définir les termes de référence des mobilisateurs communautaires, encadre leur suivi par les Agents de Terrain FFA/Nutrition ;
• Clarifier les rôles, attribuer des tâches/responsabilités claires et établir des plans de travail et des feuilles de route pour chaque membre de l’équipe sous sa supervision directe ;
• Assurer une délégation claire des responsabilités et responsabilise les membres de l’équipe sous sa supervision ;
• Relayer les questions RH soulevées par les équipes auprès du Chef de Projet.
• Valorise et motive le personnel sur leurs responsabilités et leurs contributions à la réalisation des activités du secteur ;
• Évalue de façon permanente les performances du personnel sous sa supervision et souligne les forces et faiblesses de ces derniers.
Analyse et stratégie
• Analyser les points faibles et les points forts du projet à travers les enquêtes d’impacts et les descentes de monitoring ;
• Analyser le contexte opérationnel, identifier les opportunités de financement et les différents risques pour le projet et l’organisation ;
• Participer à l’élaboration de nouvelles propositions.
Redevabilité
– En collaboration avec le point focal de la redevabilité, s’assurer que tous les outils de redevabilité sont mis en oeuvre à toutes les étapes du projet et veiller à leur fonctionnement optimal.
– Engage les équipes et signale activement les cas de fraude ou d’abus ;
– Par la tenue d’un registre, s’assure que les avis et suggestions des bénéficiaires sur les activités du projet sont pris en compte ;
Assume toutes autres tâches objectives confiées par son superviseur.


Exigences du poste
Education
▪ Diplôme universitaire minimum Bac+3 en agronomie, génie rural ou dans une discipline en lien avec le développement agricole ;
Expérience
Au moins 3 ans d’expérience au poste similaire dans la mise en oeuvre des activités FFA
Avoir une ancienneté d’au moins 6 mois avec INTERSOS
Avoir travaillé comme agent terrain nutrition
Langage
Maitrise du français (écrit et parlé) et connaissance de l’anglais est un atout.
Maitrise de la langue locale (écrit et parlé) : arabe, fulfulde, mousgoum, mandara, kotoko, massa, kanuri, etc….

The International Institute of Tropical Agriculture (IITA) is a non-profit institution that generates agricultural innovations to meet Africa’s most pressing challenges of hunger, malnutrition, poverty, and natural resource degradation. Working with various partners across sub-Saharan Africa, we improve livelihoods, enhance food and nutrition security, increase employment, and preserve natural resource integrity.

The incumbent will have to generally oversee and organize the functioning of IITA Cameroon administration and support services and ensure that the logistical and administrative support required for research activities is effectively and efficiently provided.

A – Duties

The job covers the following areas: Administration and management of Nationally Recruited Staff; procurement of goods; supervision and monitoring of construction and maintenance of office buildings, laboratories and roads; supervision, monitoring and maintenance of station general equipment, management of budgets, supervision of the information technology unit, liaison with Cameroon Administration; supervision of administrative and management staff.

Duties and Responsibilities

Ø  Lead Administrative team

·         Implementation IITA-Cameroon administrative and management policies and procedures including the overall IITA policies and procedures, and ensure compliance;

·         Assist and advise the Country Representative and scientists in all administrative and management matters;

·         Ensure effective maintenance of records on all administrative functions and services at IITA Cameroon Station;

·         Coordination and monitoring of all liaison activities;

·         Assist the Country Representative in the liaison with Cameroon Government Authorities, diplomatic missions, and international organizations;

·         Supervise administrative staff (Personnel and Administrative Assistant, Station Accountant, IT Specialist & Network Administrator, Procurement-Stores & Farm Supervisor, Administrative Secretary, Physical Plant Service (PPS) Supervisor and the Human Resource Assistant) and divide responsibilities to ensure performance.

Ø  ICT and Telecommunications

·         Oversee the management of IITA Telephone lines;

·         Manage IP-PBX Telephone system supervision;

·         Follow-up IITA Internet services performance;

·         Propose in collaboration with IT Specialist ICT Network Security and servers Innovations.

Ø  Finance

·         Support IITA Country Representative in budget preparation;

·         Support IITA Cameroon project leaders in Cost Centre management;

·         Responsible for IITA Cameroon cost recovery system. Monitor the recovery of administrative costs from projects, hosted institutions and private users;

·         Spearhead an efficient and effective finance-processing schedule for IITA Cameroon office;

·         Ensure compliance with IITA monthly submission of reports and invoices;

·         Support the office on audit, financial risk management and fraud prevention issues 

·         Ensure compliance with financial internal controls, and ensure that transactions are processed, and assets managed in accordance with IITA Financial Rules and Regulations; 

·         Champion the follow up Audit recommendations and provide quarterly status reports

·         Review monthly financial reports and invoices for the office;

·         Participate in donor financial report preparation from time to time as requested by HQ and project managers;

·         Follow up on proper filing of financial and accounting records for easy retrieval;

·         Preparation and monitoring of Station administration operating and capital budgets;

·         Review all transactions posted to oracle and the Station imprest reports.

Ø  Human Resource Management

·         Oversee of Nationally Recruited Staff (NRS) administration: Contract preparation, staff evaluation and remuneration review, in close collaboration with the Country Representative;

·         Ensure proper management of HR information and maintain all staff databases and HR filing system;

·         Oversee the day-to-day human resource management, financial and administrative (including staff safety and security) functions of the office;

·         Act as liaison and focal person for all HR related matters and ensure compliance with the national labor laws and IITA policy;

·         Supervise the recruitment process for Nationally recruited staff for IITA Cameroon Station or for hosted partners;

·         Supervise NRS (including annual work plan development and assessment);

·         Oversee staff wellbeing and requests in the office, initiate staff teambuilding activities.

·         Facilitate the settling and supervise induction/orientation for International Recruited Staff and foreign students;

·         Coordinate the process of application for Re-entry Passes/Work Permits, PIN and other documents for International Recruited Staff and foreign students in liaison with IITA Cameroon Station;

·         Coordinate staff appraisal process at the station;

·         Coordinate periodic general staff meetings;

·         Facilitate development of consultant and student contracts as necessary;

·         Oversee the preparation and submission of monthly HR/Corporate services reports.

Ø  Office Administration, Management and Security

·         Oversee general housekeeping of the office;

·         Office management: Maintain a hygienic, positive office environment with functional equipment and services for IITA staff;

·         Planning and monitoring of infrastructure construction works at IITA Cameroon station

·         Represent IITA in security-related meetings;

·         Oversee security matters and staff safety at the workplace;

·         Coordinate and ensure the station security and evacuations plans are up to date;

·         Coordinate implementation of activities identified by the risk management and/or security committee as approved by the Country Representative;

·         Support scientists in preparing and in the implementation of IITA Cameroon project field activities;

·         Management and maintenance of IITA infrastructure including Land, buildings, equipment, vehicles, and ensuring that health and safety working standards are adhered to at the station;

Ø  Fleet Management

·         Provide oversight on fleet management and indirectly supervise all drivers;

·         Review and approve vehicle requests;

·         Periodically review vehicle, generator tracking reports against logbook reports and fuel consumption;

·         Ensure cost recovery of vehicle use and charge appropriate costs to IITA Cameroon projects;

·         Keep custody of vehicle spare keys.

Ø  Protocol Matters

·         Assist the Country Representative in liaising with the host country government and follow up on any matters related to the host agreement;

·         Represent IITA in meetings with government agencies and departments as requested by the Country Representative;

·         Provide guidance to staff and visitors on protocol and immigration-related matters.

Ø  Procurement and Asset Management

·         Oversee the procurement function (Purchasing, Stores and Shipping) to ensure effectiveness, maintain relevant records and produce monthly reports;

·         Provide oversight on the procurement process, import/ export, shipping, reporting and document filing;

·         Direct handling of oversea procurement (regular and fast track);

·         Prepare and manage contracts and communications with vendors for goods and services required by the office;

·         Review bids analysis and purchase orders;

·         Oversee the stores and inventory management system;

·         Lead IITA Cameroon Asset Management and ensure all assets are sufficiently and adequately insured;

·         Approval of local insurance contracts.

Ø  Travel and Conference/Workshop management

·         Approval of mission orders and travel authorizations for official travels of National Recruited Staff (NRS) and short-term staff (STS);

·         Oversee the coordination of international/local conferences, workshops;

·         Oversee travel arrangements for IITA staff, collaborators, and visitors (tickets, airport transfers, visas, hotels, etc.);

·         Support staff in filing travel claims;

·         Establish and manage travel/cash advances systematically in the station, in line with IITA policy, and liaise with Finance Directorate on the processing of claims.

Carrying out any other duties that may be assigned by the Management.

B – Qualification

1.       Education:

a.       Must be a holder of an MBA (master’s in business administration)

b.      A strong background in Diplomatic organization, in Human Resources management, in Diplomatic/Protocol communication language; in Accounting, Procurement, Logistics, Security is an advantage.

c.       Other relevant trainings and certification are an advantage.

2.       Work Experience: 

  1. Minimum of ten (10) years’ working experience as an Administrator in a well-structured organization.
  2. Must have worked at least seven (07) years’ experiences in a similar position.

3.      Language:

a.       The candidate must communicate fluently in both English and French
