Main objective and tasks
The Protection Data Management Officer is responsible for monitoring and reporting on the project’s performance, under the supervision of the Program Coordinator (PC), and the collaboration of the Project Manager (PM). S/he prepares the project’s monitoring plan, ensures that all the indicator data is captured according to the proper methodology, archived and reported consistently across the different reporting templates. S/he will train the project team to the proper use and reporting of the different data collection template s/he will develop with the support of the PM and the PC


1. Project Performance tools elaboration
– Develops the project monitoring plan, which clearly defines the indicators’ disaggregation and calculation methods, collection and reporting frequencies in accordance with the project logframe, workplan and the donor performance evaluation tools
– Ensures the tools and forms for the production of harmonized sources of verification are validated, available, properly used and archived, both physically and electronically.
– Discusses with the activity officers their needs, constraints and issues on the use of the current data collection tools, and proposes improvement and optimizations on the processes, tools and deadlines


2. Staff training and empowerment
– Briefs the project staff on the project indicators, collection and calculation methods, frequencies and templates.
– With the support of the project manager, trains the teams on the reporting templates
– Identifies the technical gaps in data collection, validation and archiving and in conjunction with the Project Manager, develops a training curriculum to address the relevant issues.
– Relays the issues raised by the project teams related to the use of the reporting or monitoring tools to the project manager and Programs coordinator


3. Data management
– Coordinates Data collection and analysis, including documentation, and reporting to ensure accountability to donor and the organization.
– Sets-up tools for data collection for surveys,
– Builds and maintains the project’s Information databases: geographical, beneficiaries and documents
– Ensures the quality of the data collected is properly processed before submission to the Project Manager and Program coordinator
– Ensures program filing system is in place, adheres to internal and donor regulation and filing is regularly maintained
– Ensures that the proper report templates are available and distributed among the team


5. Reporting
– Prepares and shares a weekly performance report (planning vs achievement)
– Counterchecks the integrity, consistence and coherence of the performance data reported in each of the project reports templates and raises any issue to the Project Manager
– In conjunction with the project manager and the activity officers, coordinate the collection of the most significant changes generated by the project (testimonials and case studies) and success stories and ensure monthly reporting.


7. Accountability
– Acts as the AAP focal point, ensures that all accountability tools are implemented at all stages of the project and ensure their optimal functioning, compiles the complaints and follows-up on their treatment by the relevant INTERSOS staff
– Engages the teams and actively report cases of fraud or abuse, including cases of SEA found by the teams or partners, in conjunction with the PSEA Focal Point.
-Through the monitoring of the complaint boxes and feedback registers, reports weekly and monthly on the beneficiaries and other stakeholders’ feedback on project activities and outcomes.

Educational and professional experience required
• Bachelor’s in computer science, data management, statistics, and/or any related scientific field
• Minimum of 2 years of experience in a humanitarian context, in an association, NGO or INGO
• Proven work experience in project monitoring and evaluation in a similar context.
• At least 1 year of field work experience in the NW or SW context during the
crisis
• Experience working and / or collaborating on a WFP project would be an asset


Technical and behavioral competencies required
• Advanced Knowledge of

Missions et Responsabilités
Contribuer à la mise en oeuvre de la stratégie de communication opérationnelle et au renforcement de la communication externe de la mission selon les standards INTERSOS.

Mettre l’accent sur l’alerte aux médias, la gestion des médias locaux et la diffusion du contenu et soutenir la production de matériel multimédia de qualité.
Tâches spécifiques :

Communications internes et responsabilisation
● En collaboration avec les Chefs de Projets/Programmes, s’assurer du respect des consignes de visibilité et de conformité des bailleurs de fonds
● S’assurer du respect des politiques et directives d’INTERSOS en matière de protection, de communication et de confidentialité
● Assurer la bonne allocation et la bonne gestion du budget de communication au niveau national, en coordination avec la Direction Financière
● Fournir une formation technique aux membres du personnel afin d’accroître leur capacité à produire du contenu multimédia.
● Si besoin, éditez la production d’outils de communication interne (newsletter, etc.)

Communications externes
● Identifier les opportunités de communication en fonction des opérations d’INTERSOS et des actualités contextuelles (mises à jour humanitaires, sociales et de sécurité), en soutenant la définition d’une stratégie de diffusion pour chaque sujet identifié
● Gérer la production de matériel multimédia pour les communications externes, ainsi que le matériel demandé par les donateurs pour leurs communications internes et externes. Participe directement à la collecte d’histoires, à l’agrégation de données, à la présentation d’actualités, à la prise de photos, au tournage et au montage de vidéos.
● Aider les gestionnaires de projets et de programmes à documenter les activités du projet et les questions humanitaires connexes en produisant du matériel multimédia pour les communications externes.
● Collaborer avec l’équipe programme dans la réalisation des évènements (lancement projets, clôtures, ateliers thématiques et autres au besoin) en s’occupant surtout de produire des contenus écrits tels que des communiqués de presse, des lignes réactives, des questions-réponses, des éditoriaux et des mises à jour sur les activités, ainsi que des rapports avec les contacts des médias.
● Diffuser activement le contenu d’INTERSOS dans le pays dans les langues locales et dans les médias locaux. Si cela est jugé approprié, utilisez les médias sociaux (Twitter, blogs, Facebook….) pour promouvoir ce contenu
● Superviser la production des supports de communication institutionnelle et de visibilité (dépliants, brochures, affiches, spots radio, articles, photos, vidéos) en fonction de la stratégie et du budget local
● Aider à identifier les bons outils de communication et à adapter/traduire les supports de communication aux publics locaux ciblés
● Produire des rapports stratégiques sur le paysage médiatique local (médias clés, chiffres d’audience, affiliation politique, propriété, liberté d’expression, utilisation des médias sociaux) et rendre compte régulièrement des nouveaux développements. Participer à la collecte de données de communication et à la production de rapports, au besoin.
● Soutenir l’organisation des visites de terrain des médias en coordination avec le siège


Exigences du poste
Education
Diplôme universitaire en journalisme, en communication ou un diplôme universitaire connexe
Expérience
Au moins 02 ans d’expérience dans un poste similaire ou 2 ans d’expérience professionnelle dans les domaines de la communication, du journalisme ou des relations publiques dans le pays
Expérience avérée avec une ONG ou une ONGI dans le secteur de la communication
Expérience préalable de préférence dans la gestion de contenu des médias sociaux ou similaire


Langage
La maîtrise du Français et de l’anglais écrit et oral

Main objective and tasks
Provide specialized services and individual psychological support for people with moderate to severe mental and/or emotional disorders in the different areas of intervention.
Provide technical support to protection staff to implement sound psychosocial support (PSS) activities for children and adults.


Tasks :
• Assist protection cases with identified mental or emotional disorders referred internally or externally
• Conduct case-by-case needs assessments for the diagnosis of psychological disorders and identification of treatment and therapy

Main objective and Tasks
Under the direct supervision of the Protection Activity Manager and the technical supervision of the Program Protection Technical Referent the PSS Team Leader will be primarily responsible for ensuring the overall implementation of activities to address mental health and psychosocial needs while meeting quality standards. The PSS Team Leader will directly supervise the day-to-day work of the PSS Workers / Social Workers and Psychologists working in their district(s). They will also provide weekly/monthly reports to the PAM and PPTR.


Generic Duties:
• Direct supervision of Social Workers and Psychologists;
• Conduct an initial assessment with new Social Workers; prepare & implement a tailored induction plan including shadowing, observing and conducting role plays;
• Ensure adherence of social Workers and Psychologists to protection principles, code of conducts and internal SOPs;
• Provide weekly and monthly updates to the PAM and PPTR on MHPSS activities in the NWSW.
• Conduct weekly case conferences to help Psychologists and PSS workers handle critical and difficult cases.
• Review the work of the Psychologists and Social workers to ensure that the PSS needs of the community are addressed through our intervention
• Ensure Community Based PSS is delivered according to internal MHPSS guidelines.
• Monitor timescales for response, decision-making and follow-up through the internal MHPSS Platform with support from the PAM and Protection Data Management Officer;
• Identify staff gaps and training needs when they arise and communicate them to the Program Protection Technical Referent for his action;
• Ensure weekly activity plans are created and clearly displayed in PSS activity locations;
• Ensure the Referral Database is updated on a weekly basis and submitted to the PAM and Protection Project Referent;
• Manage all requests for information/intervention from the PAM;
• Ensure dissemination of clear and reliable information on service provision and other pre-selected key topics;
• Submit weekly and monthly activity plans, reports and recommendations;
• Represent the organization at general coordination working groups and clusters with donors, humanitarian actors and local authorities, when requested;
• Carry out all tasks respecting key protection principles including but not limited to: PSEA, do no harm, non-discrimination, confidentiality, accountability and need-to-know principles;

Specific Duties
• Plan and design the Community Based PSS activities in collaboration with the PAM, the Program Protection Technical Referent and all the team members, accordingly to INTERSOS guidelines on PSS activities;
• Ensure PSS workers have the appropriate resources necessary for conducting group activities
• Ensure all Community spaces – WGFSGBV are designed as per internal and international guidelines and collaborate with CBPO in the establishment of the same
• Ensure that the Guidance and advice provided by the Protection Coordinator and Program Protection Technical Referent are followed by the team and provide feedback to them
• Ensure that the PSS needs of the community are properly assessed, mapped and analyzed and work with the Program Protection Technical Referent and Project activity Manager to fine tune our intervention to address the needs
• Ensure all tools for assessment and measuring impact are used properly by the team
• Ensure the MHPSS Platform is updated on an ongoing basis; review entries and highlight any discrepancies to the Program Protection Technical Referent or PAM;
• Ensure the Referral Database is updated on a weekly basis and submitted to the PAM/ Program Protection Technical Referent
• Ensure proper storage of sensitive data through a correct use of internal databases;
• Assist Project Activity Manager in the planning and facilitation of the induction process for all newly recruited Social Workers and Psychologists on protection principles, the case management process, the relevant SOPs and the data filing and storing procedures (and other relevant topics);
• Assist the Protection Project Referent in planning and delivering capacity building trainings for Social Workers and Psychologists;
• Receive external and internal referrals in line with set criteria and allocate them amongst Psychologists/ Social workers; ensure that referring agencies receive timely feedback on actions taken, when necessary and appropriate in light of confidentiality requirements.


Educational and Professional experience required
• A minimum of Bachelor degree in Psychology, Counselling, or related fields
• Should have a Minimum of 3 years of Experience as Psychologist or MHPSS related role with an NGO/INGO in the context of NW and SW.
• Good understanding of MHPSS procedures and principles
• Previous experience in managing staff/Team will be an asset.

Main objective and tasks
Is responsible for supervising and managing a team of Case Workers, ensuring that principles of case management are respected and that quality services are guaranteed to persons with protection concerns.
Support and coach Case Workers throughout the case management process and directly handle complex vulnerable cases as needed.


Tasks:
• Support the planning, implementation and reporting of the activities, as well as ensuring the well-being and positive working environment for all members of the team. Support positive team dynamics providing support and space for caseworkers to express emotions and experiences within the case management team
• Meet regularly with Protection Officer to discuss about ongoing issues and strategy for the team
• Flag issues concerning security and changes of environment in the field and support identification of appropriate responses
• Supervise, support and coach Case Workers in their duties using various methods such as observation, shadowing, case file checks and bilateral case discussions and support the team in finding solutions and appropriate responses to daily challenges
• Act as referral focal point for INTERSOS case management in the geographical area of coverage under his responsibility and distribute the cases between the Case Workers according to the level of experience and complexity of case. Ensure equal division of workload, timely follow up of target and flag issues of overload of caseworkers to Protection Officer ensuring proper handover between the caseworkers if needed
• Ensure adherence of Case Workers to protection principles, Code of Conducts and internal SoPs. Conduct regular case audits to ensure that cases meet and maintain compliance with established SoPs and minimum standards in case management
• Monitor timescales for response, decision-making and follow-up through internal case management platform and according to priority of case ensuring timely and appropriate support
• Supervise the accuracy of the cases documentation through regular review of files and case management platform and provide feedback to Case Workers. Overview the proper filing and archiving of case management files to maintain data confidentiality
• Review regularly staffs caseloads to ensure the quality of the case management and the respect of the minimum standards (not more than 25 cases at a time)
• Schedule and facilitate regular case management meetings with Case Workers to discuss single cases and challenges
• Identify staff gaps and training needs and inform the Protection Officer for the actions needed
• Identify and analyse protection trends in the overall caseload for the protection programming
• Participate to external meetings and trainings about case management and to conferences with partners when required
• Respect key protection principles including but not limited to: do no harm, non-discrimination, confidentiality, accountability and need-to-know principles
• Contribute to regular service mapping and update of service directory

Main objective and tasks
Under the direct supervision of the Protection Activity Manager, and with technical support and collaboration with the Protection Technical Referent, the Community-Based Protection Officer will be responsible for the management and implementation of community-based protection activities across projects, including close monitoring and follow-up of activities, gathering of data and evidence-based information to inform program development and adaptation. The position will play a crucial role in supporting the roll out of INTERSOS Community-Based Protection Guidelines, guaranteeing adequate support and guidance to projects’ staff, reporting on quality and impact of community-based protection activities, and will be responsible for supervision of outreach workers and volunteers in the communities.


Tasks:
Coordination and external representation
• Establish and maintain collaborative relations with relevant stakeholders working in targeted communities, and ensure linkages are made across existing community-based structures and others as needed to maximize impact.
• Proactively participate in relevant working groups and coordination meetings related to community-based protection and promote INTERSOS positioning and values on working with communities on protection


Supervision and follow-up
• Lead on development of capacity building material, as needed and requested by communities, ensuring they are context appropriate and in line with community plans.
• Develop Awareness material based on local culture and traditions on topics identified through Protection Risk Analysis done with the community.
• Identify and map existing community groups and CBOs and support the Project Manager in identifying the most suitable partnerships.
• Ensure good relationships with partner CBOs and be responsible for their capacity building.
• Serve as Focal point for CBOs and Community groups/ Committees on Community Led Initiatives and ensure the initiatives are delivered in accordance with the Protection principles and internal SOPs.
• Ensure outreach workers/volunteers are trained on Safeguarding, PSEA and conduct regular refresher trainings as needed.
• Conduct regular field monitoring of activities within communities, ensuring process is in line with agreed community partnerships.
• Lead the formation of Community Based Protection Networks / Committee’s and work with the Protection Project Referent to build Capacity for them.
• Provide regular technical feedback and advise to the Protection Technical Referent, highlighting on gaps, challenges, best practices and lessons learned of community-based protection activities to inform programming
• Establish feedback mechanisms with communities, ensuring participation and inclusion of all groups.
• Provide support to the teams on the organization of the work and monitor and evaluate the achievement.
• In collaboration with the Project Manager, participate in the development of the operational strategy for all field work on Community-Based Protection, including community mobilization.
• Coordinates payment procedures, including documentation and reporting to ensure accountability to the donor and the organization.
• With the support of the Project Manager, ensures the administrative compliance of activities to the authorities at the operational level and organizes the appropriate follow-up of any outstanding or ongoing issues.

Implementation of Community-based protection activities
• Plan, coordinate, supervise and manage community-based protection activities, in coordination with the Protection Technical Referent, and in adherence to INTERSOS community-based protection guidelines, ensuring the step-by-step process is implemented according to its principles.
• Ensure qualitative and timely planning, implementation, monitoring and evaluation of INTERSOS community-based protection activities in compliance with standards,
tools and localization principles.
• Lead protection risk analysis and community mapping exercises in the community, in line with INTERSOS community-based protection guidelines and protection analysis framework, to inform design and implementation of community-based protection process.
• Conduct Asset Mapping in the community in order to map Community strengths, assets, resources and allies.
• Ensure community safe spaces like WGFS /CFS are run as per internal and international guidelines ensuring safety and security and community considerations are respected
• Conduct and lead community dialogues, Gender discussions, Protection Awareness and Engaging with Men and Boys in the community with respect to Community culture and context
• Work in close collaboration with Case worker team leaders to identify root causes of Protection issues and with Protection Monitoring Team leaders to analyze and understand whether the same risks seen in the community are highlighted in Protection Monitoring
• Propose a Plan on awareness raising and related activities with various stakeholders to the operation (committees, authorities and beneficiaries);
Human resources management
• Participate in the recruitment of outreach workers/volunteers, build capacity on core protection principles and standards, and provide feedback on staff performance and areas for growth and professional development.
• Provide supervision, technical guidance and support to outreach workers/volunteers, in the planning and implementation of participatory community activities, in the communication with communities in line with INTERSOS community-based protection guidelines.


Data Management
• Review data and information collected during the implementation of community-based protection activities and ensure timely development and submission of weekly, monthly, and quarterly reports and/or as requested.
• In collaboration with the MEAL officer, facilitate the collection and compilation of data for the various indicators;
• Ensure that the quality of the data collected is properly processed before it is submitted to the Project Manager;
• Ensure that the archiving system is respected. That it respects internal and donor regulations and that the ranking is regularly maintained.
Reporting
• Contribute to the establishment of effective programme reporting, monitoring and evaluation systems, for internal and external use, in coordination with the Reporting Assistant and other program staff;
• Provide information on all activities at the request of the project manager or MEAL team;
• Collaborate with Reporting assistant in providing daily and weekly field reports, reporting on the progress of activities, lessons learned and successes of the program in the recommended formats;
• Check the consistency and quality of the information provided by the teams and ensure its compilation and validation by the Project Manager;
• Participate in donor reports and the preparation of new proposals.

Accountability
• In collaboration with the Accountability Focal Point, ensure that all accountability tools are implemented at all stages of the project and ensure their optimal functioning.
• Engages teams and actively reports cases of fraud or abuse, including SEA cases identified by teams or partners, in liaison with the PSEA focal point.
• By keeping a register, ensures that the opinions and suggestions of beneficiaries on project activities are taken into account.
• Educational and professional experience required
• Nutritionist profile: State-certified nursing diploma (Bac + 3), Bachelor’s degree (Bac + 3) in Nutrition, agri-food or any other related scientific field.
Technical and behavioral competencies required


Work Experience:
• Minimum of 2 years of experience in a humanitarian context, with an NGO or an INGO, with at least 1 year of Field Experience in the Northwest and Southwest Regions.

Main objective and tasks
S/he is responsible for the collection of protection data and for the overall monitoring of the protection context in the assigned area. Contribute to the design of methodology and analysis and liaise directly with affected communities.
S/he identifies individuals at risk through household level assessments or individual interviews and provides them with orientation on available services or refers those with specific protection concerns as required.


Tasks :
• Conduct protection monitoring activities at household and community level using different quantitative and qualitative tools
• Identify key informants in the community to involve in regular protection monitoring activities through semi-structured or unstructured interviews (KIIs)
• Facilitate Focus Group Discussions (FGDs) amongst community members on selected topics to better understand the causes and consequences of identified risks
• Monitor and report protection concern and trends, new population displacements and movements in the areas of operations

• Identify individual cases with protection concerns during data collection for referral to internal services or specialized agencies

Main objective and tasks
Provide appropriate and timely case management by assessing the needs of individuals with protection concerns, developing and implementing tailored case plans based on needs and ensuring appropriate follow-up while creating a climate of trust and care.


Tasks:
• Conduct intake interviews with individuals identified by the team during outreach work or referred by other agencies, and open a case if vulnerability criteria are met
• Carry out comprehensive assessments for each client after receiving their consent and consider emotional, behavioural and social factors that affect their psychosocial well-being as well as protection and risk factors
• Conduct home visits to assess clients’ living conditions when necessary
• Develop a tailored case plan with the client, based on needs identified during the assessment
• Refer clients to appropriate services and when necessary accompany them to different service providers

Duties
The Visa Assistant (NIV/IV) performs a wide range of consular duties associated with delivering nonimmigrant visa (NIV) and immigrant visa (IV) services, in accordance with the Consular Section’s standard operating procedures and established visa processing guidelines.  Incumbent performs data-entry, document review, correspondence, passport manifesting, visa printing, and other general office work.  Customer service focus is essential in a Consular Section that addresses a diverse range of applicants in person and via correspondence daily.  The position requires a high-level attention to detail to ensure case meet documentary requirements, as well as to spot trends or potential issues and escalate those as necessary.  The job holder is fully cross trained to function in any role as required by visa demand and scheduling.
