Context
Within the framework of the implementation of the new CSP that started in March 2022. The CSP has planned activities in an integrated approach that combines emergency response with a strong resilience component. It is focused on resilience building through an integrated resilience framework that addresses the underlying causes of food insecurity and malnutrition, while enhancing linkages within planned Programmes activities to maximize impact. The five strategic outcomes and seven activities are designed to incorporate cross-cutting themes including inclusion and accountability to affected people, climate-friendly interventions and improving the nutrition status of people in conflict-affected regions. The following four Programme activities aim to provide direct assistance to the over 1,6 million beneficiaries with direct in-kind and cash support.
1: Provide integrated food and nutrition assistance to crisis-affected populations to support their self-reliance and recovery Activity
2: Provide capacity strengthening in emergency preparedness and response to local authorities and humanitarian partners working in crisis-affected areas Activity
3: Provide an integrated nutrition package to beneficiaries, including access to nutritious food, quality care, social behavior change communication and capacity strengthening, to prevent malnutrition Activity
4: Provide livelihood support to targeted groups, including through productive asset creation and regeneration and value chain development.
This position is based in Yaounde and reports to the Head of Programmes.
THE ROLE
The main objective of this position is to provide technical and strategic support to Cameroon CO for the scaling up of the School Feeding Programme., including emergency and home-grown modalities in six regions and with more than 140,000 children.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Provide strategic leadership to launch, monitor and implement all the school feeding related activities in Cameroon, both under emergency and resilience strategic outcomes.
Acting as Activity Manager for School Feeding, including managing the pipeline, current resources, budget lines related to SF, outcome, monitoring and support to partnerships, advocacy and communication.
Coordinate and support the implementation of all interventions under Activity 5 to ensure execution stays on track and funds are spent according to the CSP implementation Plan.
Technical advice on the HGSF model that will be scaled up in the four regions, based on a previous TDY support.
Organize periodic meetings with Activity staff (School Feeding) at CO and in the FOs to discuss issues arising regarding implementation, budgeting, administration, monitoring, and evaluation, and provide guidance and support to resolve them.
Provided capacity strengthening for WFP staff and Cooperating Partners staff on the implementation of ESF/HGSF(transfer through FSP, linkage with smallholder farmers, use cash.
Brief and train new CO staff members regarding School Feeding interventions. Ensure that they understand their own role, what support they will receive and what is expected from them; modality in school meals, etc.
Supervise the technical clauses of the FLA agreements, elaboration of contracts with supplies, cooperatives, shops, etc.
Coordinate/liaise with Regional Bureau/HQ on strategic outcome-specific thematic issues related to School Feeding.
Ensure that all project proposals including School Feeding activities prepared by the country office have gone through an effective review process. Make sure field offices activity managers/focal points trained to produce high quality proposals. Develop tools for implementation, management, monitoring and evaluation of HGSF/ESF.
Review, finalize and implement the School Feeding SOP and the Country Strategy.
Formulate recommendations on the integration of school feeding activities with other WFP intervention such as health and nutrition, livelihood and resilience, SAMS.
Other as required.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Work experience: At least 3 years of solid, responsible, and relevant work experience in a humanitarian organization.
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
