Overview of GGH LLC:
The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centred enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyse the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, is managing an award received from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE).

Position Title: Procurement and Logistic Assistant, SCORE Project

Position Summary: This position will be expected to facilitate procurement requirements for quality and consistency of purchasing documents, solicitations, and procurement contracts issued by the organization and in line with organizational procurement rules. This position will be responsible for conferring with program staff to determine purchasing needs and specifications, prepare periodic reports related to purchasing and inventory control, and maintain contact with vendors regarding orders and merchandise. This position will also assist the Procurement Specialist in preparing Request for Quotes, Bid Analyses, and Purchase Orders, among others. S/He will also provide consistent and quality programming logistic support services to all project staff. These services include arranging of all logistics for in-country and visiting personnel and the handling of program administrative tasks. This includes coordination for transportation, accommodation, events, and scheduling.
Specific Duties:
• Track staff movements
• Fleet management – supervision of drivers, vehicle management, transport allocation, and vehicle scheduling, vehicle maintenance, vehicle logs
• Fuel allocation to vehicles
• Asset and inventory management; maintaining asset register, managing office day-to-day inventory, and manage all office assets
• Assist the Procurement Specialist in facilitating the procurement of health products and services that will support the implementation of the project for uninterrupted access to health commodities and other procurements.
• Obtain quotes and research prices for procurement of goods and services.
• Develop and manage relationships with vendors (including performing relevant assessment and due diligence) to ensure that all procurement of goods and services are of the highest quality that meets US Government regulations.
• Support programmatic staff to complete RFQ- Request for Quote, PRF- Purchase Requisition Form, PO – Purchase Order & GRN- Good Received Note for procurement services.
• Prepare purchase orders (PO) to contracted service providers for smooth implementation of services in line with Georgetown University procurement policies.
• Conduct annual on-site inventory and prepare inventory listings to include the location and status of all equipment.
• Receive, inspect, and distribute purchases and commodities to appropriate staff.
• Positively contribute to a work environment that emphasizes teamwork, respect for differences, and accepting and giving constructive feedback.
• Perform other duties as may be assigned that are considered necessary to achieve success and which are consistent with the overall nature of the contract and work plan.
Qualifications, Skills and Specification
• Minimum of 1-2 years of relevant experience in procurement of goods and services with International Non-Governmental Organization, especially in the health sector preferred; USG experience a plus
• Degree in Supply Chain Operations, Public Health, Management, Procurement, or relevant degree desirable but not mandatory
• Experience engaging with local and international vendors on procurement of goods and services
• Knowledge of purchasing methods and procedures, as well as record keeping methods and procedures
• Knowledge of supplies and materials utilized in office, technical, or maintenance operations
• Able to uphold and respect procurement ethics and to conduct activities with integrity
• Proactive, with positive problem-solving approach and attention to detail
• Good interpersonal and team-working skills
• Ability to communicate in French fluently; ability to communicate in English will be an added advantage but not mandatory
