Call for Proposals for the recruitment of an
Individual National Consultant to strengthen the inclusion and protection of persons with disabilities in Cameroon
Background and objectives:
- The United Nations Partnership on the Rights of Persons with Disabilities Multi-Partner Trust Fund (UNPRPD MPTF) is a unique collaboration that brings together UN entities, governments, organizations of persons with disabilities (OPDs), and broader civil society to advance the rights of the Convention on the Rights of Persons with Disabilities (CRPD) and disability inclusive Sustainable Development Goals (SDGs). UNPRPD MPTF was created to foster collaboration between its members and complement their work on disability inclusion through UN joint programming.
- UNPRPD MPTF’s new Strategic Operational Framework 2020-2025 (SOF) recognizes the ongoing challenges in bridging the gap between CRPD standards and the experiences of persons with disabilities, especially in low income countries for which systemic capacity building is needed.
- In its fourth call for proposals, the UNPRPD Multi-Partner Trust Fund therefore invited UN Country Teams (UNCTs) to submit proposals for joint country-level programmes with the following objectives:

a. To advance CRPD implementation at the country level by focusing on the essential preconditions for disability inclusion across sectors, translating these into concrete policies, programs, and/or services, which lead to systemic changes through a cohesive, inter-sectoral approach.
b. To improve and increase the implementation of disability inclusive SDGs at the country level by providing fundamental support to the UN’s collective response to the SDGs to address national priorities and gaps concerning persons with disabilities in national planning.- Following the approval of the Government of Cameroon via the Ministry of Social Affairs, UNESCO, in cooperation with UNWOMEN, UNDP and UNFPA, successfully submitted an Expression of Interest to the 4th call for Expressions of Interest of the UNPRPD in September 2020, which was granted by the UNPRPD MPTF.
- The present consultancy shall be framed in the context of this phase, thus including:
a. The engaging stakeholders during an induction workshop to be organized;
b. Undertaking a situational analysis on the CRPD in Cameroon and the inclusiveness of
SDGs in relation to persons with disabilities;
c. Following the situational analysis, elaborating a full project document on strengthening
CRPD implementation / SDG inclusiveness and related M&E strategy.
1 Work assignment:
The consultant shall support the UN consortium in implementing the abovementioned activities while ensuring participation and ownership of the governmental counterpart, represented by the team designated by the Minister for Social Affairs, as well as the maximum inclusion of all relevant stakeholders, namely organizations of people with disabilities and other partners as deemed fit.
Deliverables:
In supporting the UN consortium organization of an induction workshop, the undertaking of a situational analysis, the elaboration of the final project document and related M&E strategy, the national consultant shall produce the following deliverables:
- Producing the working materials of the induction workshop
- Produce data/information collection tools for face-to-face and online consultation with
workshop participants and different stakeholders - Produce the induction workshop report
- Produce a repository of consultations with stakeholders
- Produce the situational analysis report
- Produce the project proposal and M&E framework
Duration of contract
The duration of the consultancy is for two months for the period beginning 1st May 2021.
Duty Station or location of assignment
Yaoundé. Assignment may include approved field visits, costs of which will be covered/reimbursed separately.
Expected Outputs and Delivery Dates
In fulfilling the responsibilities specified above, the consultant will deliver the following main outputs according to target dates and payment schedules as follows:

NB: The situational analysis and project must be in English as requested by UNPRPD.
Payment details to be defined accordingly to the UN Resident Coordinator Office procedures.
Performance indicators
The following performance indicators will be used to evaluate the work undertaken by the consultant and certify the payment of the fees, including any installment payments.
Timeliness of submissions
Value of services rendered in relation to their costs
Demonstrated expert knowledge of the subject area
Receptive / responsive to feed-back from staff members
Quality of analysis, recommendations or conclusions in
reports/studies
Readability of workshop and consultation material, including facilitated reading for visual
and hearing impairments
Qualifications/special skills
EXPERIENCE:
Minimum of 5 years of relevant experience in social inclusion, disability and minority studies, with demonstrated proven track record in analytical research.
Minimum Master’s degree
Experience in coordinating multipartner consultations and preparatory analysis finalized to
the conception and drafting of high-quality project proposals
Experience in organizing workshops
ACADEMIC QUALIFICATIONS:
The expert should possess an advanced university degree (Master’s degree or equivalent degree) in sustainable development, social and human sciences, international relations, governance, public policy, public administration, international law, with a major on social inclusion, disability and minority studies.

LANGUAGE:
Knowledge and fluency of English and French (both written and oral) is required for this consultancy.
SKILLS:
The expert should have excellent analytical skills and ability to produce high-quality documentation in English and French. He or she should have a demonstrated knowledge of international, particularly UN, instruments for disability inclusion and a demonstrated experience in working in the field at the national level. The expert should also have outstanding written communication and organizational skills, including the ability to plan and prioritize work duties as well as work competently under pressure and tight deadlines.
SUPERVISOR:
The Consultant will work under the direct supervision of the Lead UN agency’s (UNESCO) Programme and will be guided by the Participating UN Agencies and MINAS.
