Context:
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative aims at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programs related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Resource Management Officer in Cameroon, in coordination with Global Procurement and Supply Unit (GPSU), the successful candidate will be accountable and responsible for ensuring the appropriate implementation of instructions and policies governing the management of resources related to procurement and logistics in the CO. S/he will be responsible and accountable for providing support to ongoing activities with procurement and logistics services, particularly to assistance to vulnerable migrants and reintegration. S/he will also contribute to providing recommendations aiming at increasing effectiveness and efficiency of procurement and logistics management within the IOM Cameroon Country office (CO).

Core Functions / Responsibilities:
- Supervise procurement and logistics staff in the CO, and ensure they are provided withnecessary guidance and support to deliver duties in line with IOM procedures and processes.
- Ensure smooth supply of goods, materials and services, needed for the implementation ofIOM programmes.
- Assist in the implementation of procurement, logistics, facilities maintenance, assetadministration and transport support within IOM control mechanisms.
- Take responsibility for the planning, implementation, and monitoring aspects related tologistical needs of the units supported.
- Coordinate with the CO, Procurement/Logistics team to analyse procurement requests,identify Service Providers, and evaluate information regarding vendors’ performance in the areas of quality, prices, and delivery of goods and services in view of the Organization’s best interests.
- Ensure proper management of inventory by the staff responsible.
- Communicate in a timely manner with Project Managers, Resource Management Officer andthe CoM any potential obstacles or issues that would impede program activities.
- Generate weekly reports on logistics operations in the CO and review systems andoperational modalities to enhance efficiency and propose and implement strategic adjustments towards increasing the effectiveness and accuracy of all logistic activities.
- Follow-up and liaise with the Logistics and Procurement Unit on purchase orders status andkeep project managers/requesters abreast of estimated delivery times or any changes that may affect or modify the pre-determined delivery conditions. Ensure all expected merchandise is received in accordance with Purchase Order specifications, and that all goods are in good condition.
- Ensure all Procurement and Logistics transactions are appropriately tracked anddocumented through PRISM and implement offline tracking systems as needed to ensure accuracy.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Business Administration or Management, Logistics, Procurement or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience;• Professional certification in procurement, logistics and operations is an advantage.
Experience
- Experience in large scale procurement and logistics;
- Experience in managing staff and extensive technical experience;
- Experience in the region is a distinct advantage.
Skills
- Sound skills in reporting and Microsoft Word applications;
- Ability to work under minimum supervision;• Knowledge in SAP Finance is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English or French is required (oral and written). Working knowledge of Spanish is an advantage.
