Profil : 

  • Ingénieur de Conception génie Electrique ou Electrotechnique (Bac +5)
  • 10 années d’expériences significatives dans la construction et / ou l’exploitation de lignes et postes de transport d’électricité
  • Maitrise des techniques de planification des travaux et de la coordination
  • Maitrise des prix de référence des équipements et matériels de ligne et postes de transport
  • Bonne connaissance des normes et procédures HSE en milieu industriel
  • Maitrise des outils CAO/DAO

Purpose:             Working in 50 developing countries across Africa, Asia and the Americas, Plan International aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits  by increasing its income, working in partnership with others and operating effectively. Plan International is committed to responding to children affected by emergencies in the countries of our operation.

Given the current humanitarian crisis in the Far-North Region of Cameroon Plan International is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Protection (Child Protection and SGBV), Education, Food Assistance and Nutrition, Livelihood, WASH and NFIs in coordination with all other humanitarian institutions.

With new funding from various donors, Plan International will continue its response in the affected region in 2018-2020, through the implementation of projects in the above-mentioned sectors. Mainly in the protection sector, and under the supervision of the Protection  (CPIE & GBV) Officer, this position is responsible for social mobilization in the project locations, support to case management, to psychosocial support in the Women Cohesion Spaces and Child Friendly Space. He will ensure quality of the project activities effective implementation under its responsibility.  

Dimensions of Role:

This position is responsible for Gender Based Violence and Child Protection activities effective implementation in the field in accordance of Plan International’s emergency Humanitarian response in the Far North Region of Cameroon and Lake Chad Basin strategy on protection ((S) GBV and CPIE). The Project Animator will provide effective capacities and technical guidance in the direct implementation, monitoring and evaluation of (S) GBV and CPIE related activities at the field levels. S/he will ensure, closely with Protection ((S) GBV and CPIE) Officer, Protection (SGBV and CPIE) Coordinator, GFFO Project Manager or/and other Emergency Response Team members, all (S)GBV and CPIE activities in the Divisional IDPs sites, in host communities and in the local affected communities. The Project Animator will work directly with Mobile Unit, Child Friendly Space, all Community workers and communities’ leaders to ensure all mobilization activities related to (S) GBV, CPIE, Livelihood and Education planned under its area of affection. S/He will participate in the technical co-ordination of GFFO Project, support and advocacy with the local specific protection group and sub-workings group child protection and gender based violence and other stakeholders and technical agencies relevant to the sector to ensure effective, organize animation on (S)GBV and CPIE  in the target area, identification proportioned and quality response of Plan International. The Project Animator will be based at the area of Maroua Programme Unit specifically at Mokolo, Mora or Kousseri. 

Key End Results and Typical Responsibilities:

1.           Assessment

–             Contribute to the implementation of protection Community based mechanisms, to the child friendly spaces setup, also to documentation of Gender based violence and child protection issues on the field, assess and update of the Gender Based Violence and child protection situation in the target Communities.

–             In collaboration with Protection Officer, support to conduct issue specific or general needs assessments as necessary, and contribute to assessments in other sectors.

–             Organize and support the community partners involved in the recovery process.

–             Support potential partnerships identification to implement GBV and child protection recommendations, assess potential partners where available or make recommendations on how to fill gaps.

2.           Program Design

–             Contribute in the process of mapping and data collection on the field in the targeted communities. 

–             Participate in the data collect with Plan International management for the writing of concept papers, proposals and budgets for child protection activities.

–             Contribute to ensure that issues of gender, education, DRR, conflict sensitivity and

Plan’s guidelines and international Child protection standards are considered in the data collect for the program design and in the Community animation.

–             Submit on weekly basis the situation report.

–             Submit on quarterly basis one article for Plan International newsletter or case study for funder’s sharing.

3.           Response Management and Implementation

–             Organize day to day effective presence of all animators in Women Cohesion Spaces (WCS); Mobile Unit and Child friendly spaces

–             Prepare  field   visit  at community  level  with  volunteers:  identification,  and  assessment  negotiation of  various  venues  or places  which  will host the  03   basic types  of  actives   (CFS, counselling on SGBV,  counselling on nutrition),  listening point with survivors  and case management.

–             Responsible  of community  mobilization through community volunteers 

–             Daily  contact  with Child Protection Comity, youths  clubs and others Community  Based  Organization to involved them  in activities 

–             Define   with   communities  topics  to be discuss  during  counselling, community  dialogues

–             With  the support of mobile unit  team leader, negotiate  with  community   leaders  to  contribute  to ensure  safety and security during  activity   (develop  acceptance )

–             0fficial  Chanel of  communication between PO and  animators and communities

–             Make regularly inventory of WCS materials and report on need for additional items;

–             Conduct parenting education with groups of men and women in the refugee and IDPs sites;

–             Conduct life skills activities with youth groups (girls and boys) in the refugee and IDPs sites;

–             Organization in the field of recreational activities by WCS animators for IDPs and  Host Communities children;

–             Conduct in the field various sensitization campaigns with women and girls in the refugee site;

–             Animate listening spaces for girls and women;

–             Ensure vulnerable and abuse cases are properly referred to the competent humanitarian actor; 

–             Follow up activities of CPIE Committees, CPC, and Youth Committees and of Community Relays on the basis on various action plan;

–             Organize the work at the Field Office as the donors required under the requirement of the Protection Officer, Protection coordinator or the SGBV and CPIE specialists.

–             Case workers (management,  and monitoring) and  reference for  medical care,  specialised  intervention of  psychologist, or  responses  to a specifics needs  to  appropriate  services (including projects activities in collaboration of Protection officers and      psychologist.

–             Collect   of  reports  of  activities  from community  volunteers  and draft  weekly  reports  of  his  sub location.

4.           Monitoring, Evaluation, Accountability and Learning

–             Make field visits in the targeted communities’ basis of weekly plan to ensure and monitor implementation of activities, identify and report to Protection Officer Opportunities and constraints and any adjustments needed.

–             Contribute to the monitoring and evaluation of Plan Child Protection in Emergencies and (S) GBV activities and draft recommendations for improved program design.

–             Ensure evaluation, documentation, good follow up of all referred cases and report accordingly;

–             Ensure child protection policy of Plan International Cameroon is respected and all sensitize about it.

–             Monitoring of survivors from CPIE abuses, identification and evaluations of their needs

–             Organize Community meeting with beneficiaries and Community leaders.

–             Collect data and reports from the Community workers and submitted on weekly to Protection Officer the Reports of activities.

–             Contribute the (S) GBV and CPIE risks assessment and Mapping of Resources and Risks.

5.           Information and Co-ordination

–             Contribute in the reporting of (S) GBV and CPIE activities as per donor and programme requirements, particularly in the Mobile Units Project implementation. Provide regular updates to Protection Coordinator on activities implementation.

–             Under the request of Protection Officer, Protection Coordinator and (S)GBV and CPIE specialists, represent Plan International  in  (S)GBV and  CPIE groups coordination meetings mechanisms in the targets Communities or  sub divisional level.

6.           Human Resources and Administration

–             Supervise and ensure strong coordination of the animators of women cohesion Space, of CFS and Mobile Units and others Community workers.

–             Participate in the training and briefing of animators of WCS and Community workers and other key stakeholders on Gender based violence and CPIE and/or related issues.

–             Provide technical support  of   CFS  activities,  and  awareness  activities  before during  and  after   the  departure of mobile  Unit .

–             Provide Technical   support to Community volunteers in charge of identification of cases of abuses.  

–             Provide support to the Health /Nutrition community volunteers.

Dealing with Problems:

–             Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.

–             The job requires intense interventions on the field, in areas often at risk. This requires prudence, vigilance and compliance with security instructions on the part of the staff.

–             Decisions may affect the lives of thousands of disaster affected children, millions of dollars, security of staff, and the profile of Plan across the humanitarian sector and across media.

–             Excellent and creative leadership skills will be utilized to correct implementation of (S)GBV and CPIE activities, in accordance with the standards, principles and with possible resistance from colleagues as is often the case in emergency response work 

–             He/She should work under pressure and accept travels and stays in areas often austere.

–             GCE Ordinary Level or GCE Advanced Level (BEPC, Probatoire or BAC). A degree in social sciences, law, education or related field with good knowledge of established international child protection standards and CPIE principles, can be an advantage;

–             Be able to speak one of the local languages mostly the Fulfulde, Haoussa, or any local   language of Far North region.

–             At least 1 year practical working experience in emergency or with a developing organization.

–             Practical and relevant experience of operating in emergency.

Dans le cadre de l’exécution de ses activités, Plan International Cameroon recherche  trois (03) agents d’entretien pour l’entretien et la propreté de ses bureaux à Maroua, Mokolo et Mora.

RESPONSABILITES DU POSTE

Sous la supervision du Coordonnateur Administratif, l’agent d’entretien veille à l’entretien et à la propreté des locaux et bâtiments. Il assure le paiement des factures et achemine et suit les courriers administratifs.

QUALIFICATIONS-EXPERIENCES ET QUALITES REQUISES

Le profil recherché est le suivant :

–             Avoir le BEPC ou diplôme équivalent ;

–             Avoir au moins une année d’expérience dans l’entretien et la propreté des locaux et bâtiments;

–             Avoir les aptitudes dans la gestion des courriers administratifs ;

–             Parler au moins une langue locale (fulfulde, Mafa, Mandara…) est indispensable en plus du français ou l’anglais.

–             L’expérience de travail dans une ONG est un atout ;

–             Vivre dans la ville de Maroua, Mokolo ou Mora;

–             Etre disponible et organisé.

Reports to (position):Respectively to  CBT Project Coordinators Maroua, Gado and Batouri
Purpose:  How does this post support Plan’s strategy and mission?The project is about The project is about Saving lives through coordinated and integrated inclusive cash assistance for refugees in Lolo, Timangolo, Gari Singho and Gado, Garoua Boulai in both Kadey and Lom et Djerem Divisions affected by the Central African crisis.  This program will be implemented with financial and technical the support of Word Food Program and Plan Canada.The project’s falls into CP 25 and 27 related health and protection activities.

Dimensions of Role:

This project will target 87.200 Refugees from the sites of Lolo, Timangolo, Gari singho and Gado. And Garoua Boulai.

It is estimated that 780 644 505 cfa will be distributed during the6 months project’s duration.

Il the long run we may need more people for the implementation of the project. More successful candidates should be retain in a waiting list so as to fill the gap as need arises.

Typical Responsibilities – Key End Results of Position:

The Field Agent will among many other tasks perform the following:

  • Ensure all logistics and related activities are prepared accordingly and submit monthly and bi-weekly plans
  • Ensure effective and efficient distribution of cash transfer to beneficiaries.
  • Ensure and organize door to door sensitization on ENA(Essential Nutrition Actions) with emphasis on food diversification in the household and distribution of food taking into consideration the specific need of vulnerable people(Children and women) and promote good hygiene and sanitation practices.
  • Ensure and organize home visit to follow up and ensure that all the purpose of the complaint mechanism is being achieved and enabling decision-making on the project progression and development.
  • Draft regular implementation plan for project reports and assist in the preparation of project monthly reports.
  • Ensure transfer and food supply tracking and reporting
  • Contribute to  Nutrition assessment operations  in implementing zones
  • Elaborate and submit monthly reports on achievement

Dealing with Problems:

The holder of the position has no authorization and will liaise with M&E Assistant and Project Coordinator for all related finance and administrative procedures under the leadership of PUM.  But his proactveness will be key in planning and implementation of activities in the field.

Communications and Working Relationships:

The Field Agent should maintain a good collaboration and communication with beneficiaries, complain committee as well as with other actors in the zone.

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:

  • Work experience in  household economy
  • Experience of working in zones where security issues is a concern preferably in an emergency situation
  • Experience in community mobilization and sensitization
  • Holder of an Ordinary level certificate or equivalent certificate on Household economy
  • Extensive knowledge of emergency nutrition work
  • Ability to speak, read and write French or English ,speak Fulfulde,Mafa,Mandara ,Kotoko,Arabic fluently depending the project’s location and proven ability and willingness to learn other local languages

Physical Environment and Demands:

Ability to work under pressure and in remote area and in zones were security issues is a concern.
