Purpose:  How does this post support Plan’s strategy and mission?Responsible for driving Plan’s staff, goods and materials to and from the Country Office and Program Unit towards implementation of the Country’s program.

  • Drive professionally and defensively to ensure safety and protection of staff at all times without any incidents of accidents or injuries,
  • Ensure vehicle is maintained as per the maintenance schedule of the vehicle to enhance longevity of vehicle with no reports of frequent breakdowns or malfunctioning of vehicle,
  • Ensure that vehicle movement and mileage are duly recorded in the vehicle’s logbook to keep and track vehicle movement without any reports of carjacking,
  • Ensure that the vehicle is always cleaned to enhance its state and notify Administrative Coordinator at least 2 months before the expiry date of the vehicles documents (insurance/road worthiness certificate etc) for renewal without any queries from the MTTU/Police,
  • Dispatch local mail to addressees, keep and maintain communication with our clients without any reports of missing mails,
  • Comply with Plan’s Child Protection Policy at all times to safeguard and protect the child at all times without any reports or incidents of child abuse,
  • Comply with Plan’s Fraud Policy at all times to safeguard and protect Plan’s assets and reputation of honesty,
  • Perform any other duties to be assigned to support the attainment of organizational goals.

Qualification and Experience

– GCE O level/SSS

– At least 5 years driving experience in the formal sector

– Valid driving license with at least class B

– At least 5 years experience in the formal sector.

Dimensions du poste: 
Le Coordinateur du Projet Intégré Protection, Education et Moyens de subsistance sera responsable de le/la mise en œuvre de façon intégrée des trois (03) composantes et de l’ensemble des activités du projet. Le titulaire de la position, avec l’appui du Data Management and Monitoring & Evaluation Coordinator veillera à la mise en place/fonctionnement du système de suivi et d’évaluation du projet et de gestion des données de protection issues des activites de la composante protection.  Tout en assurant la coordination et la mise en œuvre du projet, il s’assurera que cette mise en œuvre est faite conformément au calendrier et au budget prévus. Le titulaire du poste assurera également l’interface et le soutien aux membres de l’équipe de projet.
Project Management
–    Fourniture des conseils et capacités techniques pour la gestion du projet, y compris la mise en œuvre, le suivi et l’évaluation des activités ;
–    En collaboration avec les Responsables des composantes, réalisation avec qualité et dans le délai des activités du projet en conformité avec les normes et exigences de Plan International et du bailleur de fonds ;
–   Organisation et gestion de façon appropriée de la planification, la mise en œuvre et l’évaluation de la composante Protection du projet, en tant que composante mère ;
–    Conception, développement et mise en application de toute stratégie, mécanisme, outil et matériel d’orientation devant assurer une bonne mise en œuvre des activités de la composante protection du projet en tant que composante mère ;
–    Préparation, en collaboration avec les chargés des différentes composantes, des documents financiers à soumettre à l’approbation du superviseur ;
–    Leadership/organisation des visites régulières de suivi et, au besoin, réviser et modifier les plans d’action du projet;
–    Responsable de l’élaboration de tous les rapports narratifs et financiers (avec l’appui des départements des Finances et des Grants/subventions, ainsi que la revue technique du CPiE Spécialist) conformément aux exigences des donateurs et de Plan International ;
–    Assurer le respect des exigences des donateurs (règles, procédures) :
–    Suivi et gestion du budget du projet, y compris pour les achats et la distribution des ressources, la gestion du temps, les plans de travail et les dossiers;
–    Suivi précis et en temps opportun et les rapports financiers et narratifs.

Monitoring, Evaluation, Accountability and Learning
–    Gestion des opérations de suivi et évaluation du projet, en conformité avec les principes et procédures de Plan International et du bailleur de fonds ;
–    Mise en place de la mémoire du projet par l’organisation de la collecte, la consolidation, l’archivage des données liées au projet, ainsi que la mise en place et l’opérationnalisation des bases de données nécessaires pour la capitalisation du projet, en collaboration avec le Data Management and Monitoring & Evaluation Coordinator ;
–    Identification et partage avec l’Emergency Response Manager de toutes opportunités, contraintes ou besoins de réajustement en lien avec le projet ;
–    Gestion du rapportage du projet par l’élaboration et la soumission à bonne date au Emergency Response Manager des différents rapports requis à savoir les rapports hebdomadaires, mensuels et trimestriels du programme, ainsi que tout rapport utile demandé par le superviseur et le bailleur.

Information and Coordination
–    Gestion des relations de partenariat avec les différentes parties prenantes dans la mise en œuvre du projet, y compris les structures étatiques, les communes, les comités & leaders des réfugiés, des Populations Déplacées Internes (PDI) et des communautés hôtes, les organisations intervenant dans le camp des refugiés et sur les sites de PDI ;
–    Organisation des réunions mensuels et trimestrielles de l’équipe du projet, valider les rapports et plans d’action des composantes ;
–    Représentation de Plan International Cameroon dans les mécanismes de coordination en lien avec les domaines d’intervention du Projet et notamment dans les réunions du groupe sectoriel de la protection (groupe de travail protection de l’enfant et groupe de travail SGBV).

Human Resource Development
–    Animation, gestion, encadrement et renforcement des capacités de l’équipe de Projet, des partenaires et des communautés (relais communautaires et travailleurs sociaux, points focaux…) dans les stratégies, les approches et la protection des enfants et l’education en situation d’urgence;
–    Mentorat et supervision de l’équipe de projet, y compris l’examen du rendement de tout le personnel du projet;
–    Soutenir l’intégration des activités des differentes composantes du projet.

Resource Mobilization
–    En collaboration avec Data Management and the M&E Coordinator, le CPiE Specialist, le EiE Specialist et/ou le Livelihood Specialist développer des résumés de projet, des leçons apprises et des documents sur les meilleures pratiques qui pourraient alimenter de nouvelles idées de projet ;
–    Avec l’appui technique du CPiE spécialist, le EiE spécialist et/ou le spécialist des moyens d’existence élaborer des Concepts Notes et de nouvelles propositions de financement , notamment dans le domaine de la Protection (Protection de l’enfant et SGBV), livelihood/Moyens d’existence et de l’Education;
–    Exécution de toute autre tâche confiée par le superviseur.

Résultats finaux clés et responsabilités typiques : 
–    Assurer le suivi de la mise en œuvre des activités afin de garantir leur conformité à la planification du projet, à l’atteinte des objectifs et aux stratégies et procédures des bailleurs de fonds et de Plan International Cameroun;
–  Assurer de façon particulière la planification, la mise en œuvre correcte et l’évaluation de toutes les composantes du projet, avec un regard particulier sur la composante Protection en tant que composante mere ;
–   Assurer le développement d’initiatives et de stratégies devant assurer une bonne adaptation avec le contexte humanitaire et la mise en œuvre efficace et efficiente des activités de toutes les composantes  du projet ;
–    S’assurer de la pleine participation des parties prenantes à toutes les étapes du Projet et maintenir les bonnes relations entre elles;
–    Effectuer des visites auprès des refugies dans le camp, Populations Déplacées Internes (PDI), auprès des communautés hôtes et des partenaires a la faveur du suivi et de la supervision de la mise en œuvre des activités du Projet;
–    Organiser les réunions de l’équipe du Projet, valider les rapports et plans d’action des différentes composantes du projet ;
–    Animer, encadrer et suivre l’équipe du Projet et veiller en tant que de besoin au renforcement des capacités ;
–    Rédiger et soumettre dans les délais les rapports hebdomadaires, mensuels et trimestriels du Projet, ainsi que tout rapport utile demandé par le superviseur et le bailleur de fonds ;
–    Organiser les réunions mensuelles de gestion du Projet avec l’équipe et les réunions trimestrielles d’avancement avec les bailleurs de fonds, les bénéficiaires et les partenaires ;
–    Faciliter l’évaluation du projet selon les principes et procédures des bailleurs de fonds ;
–    Assurer la prise en compte des résultats des évaluations et des recommandations de la hiérarchie et des partenaires dans la mise en œuvre du Projet ;
–    Faire la revue des rapports financiers du Projet en conformité avec les rapports narratifs ;
–    Coordonner l’élaboration des TDR des activités avec les Responsables de composantes ;
–    Faciliter la collecte, la consolidation, l’archivage des données liées au Projet ;
–    Assurer la mise en place d’une base de données sur les réalisations de la composante Protection ; ainsi que l’opérationnalisation et l’exploitation de toutes les bases de données mise en place dans le cadre du projet, en collaboration avec le Data Management and Monitoring & Evaluation Coordinator ;;
–    Assurer la gestion des relations de partenariat avec les différentes parties ;
–    Représenter Plan International Cameroon dans les mécanismes de coordination et groupes de travail en lien avec les domaines d’intervention du Projet, avec un regard particulier sur les groupes de travail du secteur de la Protection;
–    Veiller à ce que les questions d’égalité des sexes, de Protection de l’enfant, de la réduction des risques, de la résilience et de la sensibilité au conflit soient prises  en compte dans la mise en œuvre du Projet ;
–    Contribuer à la mobilisation de ressources additionnelles par l’élaboration de Concept Note et Proposal, notamment dans le domaine de la protection ;
–    Exécuter toute autre tâche confiée par la hiérarchie.

Gérer les problèmes: 
La difficulté majeure sera d’assurer l’appropriation des approches promeut par le bailleur de fonds et Plan International en matière de Protection (notamment la protection de l’enfant la lutte contre les VBG), de l’encadrement et le développement de la petite enfance et d’autonomisation des déplacés (refugiés comme PDI), de mobilisation communautaire. Pour ce faire, le  Project Coordinator fera preuve de :
–    Une grande capacité d’écoute dans les échanges avec les refugies et les PDI en tenant compte de leur vulnérabilité ;
–    Proactivité se traduisant par une grande capacité d’analyse et de proposition de solutions ;
–    Un sens élevé de discernement ;
–    Capacité à travailler sous pression ;
–    Aptitude au respect des échéances du chronogramme établi ;
–    Esprit d’équipe et de coordination. 

Communication et relations de travail : 
Interne
–    Maintenir des contacts de niveau élevé avec le Emergency Response Manager, et ainsi que les Conseillers Techniques de Plan International Cameroon impliqués dans l’atteinte des résultats du Projet (Child Protection in Emergency Specialist, Livelihood Advisor, Education Advisor, Gender Advisor,) ;
–    Maintenir des relations avec les Responsables des composantes, le Comptable, le Data Management and Monitoring & Evaluation Coordinator et tout le staff du Projet pour des discussions, le planning et l’évaluation des activités du Projet.

Externe
–   Collaborer avec les Comités et leaders des refugies, les Représentants des Populations Déplacés Internes PDI), les Responsables traditionnels des communautés hôtes et tout leaders communautaires pour faciliter le suivi des bénéficiaires du Projet ;
–    Collaborer étroitement avec les points focaux représentant le bailleur ;
–    Collaborer avec les Institutions des Nations Unies et les autres ONG intervenant dans l’assistance aux réfugiés, au PDI et entretenir un partenariat exemplaire avec les services déconcentrés de l’Etat et notamment avec les Délégations régionales et départementales du : MINAS, MINPROFF, MINEDUB, MINADER, MINADT).

Connaissances, compétences et comportements requis pour réaliser les objectifs du poste : 
Connaissances
–    Etre titulaire d’un diplôme universitaire Bac+4 en sciences sociales, sciences juridiques, Economie rurale,   Développement Rural, en gestion des projets/Programme ou domaines similaires ;
–    Longue expérience d’au moins 03 ans dans la conception et la planification des projets sur la Protection de l’enfant et/ou sur les Violences Basées sur le Genre ainsi que la gestion et la mise en œuvre de ce type de Projet,  avec  une parfaite connaissance des procédures de Planification, de programmation et Suivi/Evaluation des Projets ;
–    Avoir une expérience dans la mise en œuvre de projets intégrés comprenant plusieurs composantes ;
–    Avoir au moins 03 années d’expérience continue dans la gestion des projets humanitaires ;
–    Expérience pratique et pertinente dans les interventions en urgence ;
–    Solide expérience en gestion de projet avec de gros budgets ;
–    Solide expérience de travail avec les personnes vulnérables ;
–    Avoir des compétences dans l’analyse des données statistiques des évaluations, des études d’impact social, ou similaire ;
–    Etre bilingue (bien lire et écrire l’Anglais ou le Français) en plus d’une expérience de travail avec l’une des deux langues)

The Opportunity
Plan International is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. In this position, you will be responsible for technical management, leading, representation and oversight and monitoring & evaluation of projects implementation. You will monitor the security situation to ensure that children return to school and also assist vulnerable children who have been affected by conflict to receive quality basic education in a child-friendly and safe environment.

You will be responsible for the assessment, response analysis, design/revision and implementation of the Education component of Plan’s emergency response in the NOSO of Cameroon. The EiE Specialist will particularly need to ensure the technical support to all education project implementation in an integrated manner with other program components and other on-going interventions in the response.

You will ensure that Plan International’s global policies for Safeguarding Children and Young people are fully embedded in the work you do.

The Individual

You will have education in emergencies experience with these preferably being in conflict affected and fragile situations. The ability to operate effectively under extreme circumstances, such as those that are stressful, have high security risks and harsh living conditions, is essential.

Purpose:  How does this post support Plan’s strategy and mission?

Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

The purpose of the Monitoring, Evaluation and Research (MER) Unit is, on the one hand, to  improve program quality and accountability through supporting and implementing high quality MERL in programs and projects and, on the other hand, to provide evidence for programme design, planning and effectiveness.

The Monitoring. Evaluation, Research and Learning (MERL) specialist of the Plan for Girls (P4G) Project is in charge of supporting the project to implement specific aspects of the country MERL roadmap.  S/he is part of a Country MERL unit contributing to and disseminating good MERL practices for high program quality in Plan International Cameroon.

  • Responsible for effective implementation of the global MERL policy through its guidelines and tools for the P4G project

Typical Responsibilities – Key End Results of Position 

  1. Quality monitoring and evaluation is effective the P4G Project and at Garoua Programme Unit

  • Provides technical support and oversight to the P4G project to ensure quality implementation of its strategy regarding monitoring and evaluation, in particular related to gender transformative M&E practices
  • Offers technical support to the P4G team in the development of M&E tools, survey design, methodology, data analysis, and other services as may be required for project monitoring and evaluation
  • Facilitates the development and quarterly update of the P4G project’s evaluation and research plans
  • Identifies and/or contributes to innovations, scaling up and improvements to enhance effectiveness and efficiency as well as value for money
  • Supports Head of MERL in review of country strategies for integration of effective MER measures
  • Supports the development and implementation of MERL tools for the P4G project
  • Monitors the effective implementation of the MERL policy in the P4G project  
  1. Improved accountability, programme and reporting quality through highly efficient monitoring and feedback systems

Activities

  • Design and provide support to the implementation of participatory monitoring tools

  • Support/lead the design and set up of community based monitoring and reporting systems

  • Develop and implement a project performance database to monitor key project indicators

  • Set up child-friendly feedback and complaint mechanisms to gather data on perceptions and opinions of children, young people and community members and partners on Plan’s work

  • Update and generate relevant project reports from SAP for decision making

  • Supports country gender transformative research projects (including conduct of literature reviews, writing of concepts notes and ToR, guidance and supervision of consultants, report reviews) for the P4G project

  • Design E&R data collection tools as well as quantitative and qualitative data analysis for the P4G project;

  • Support the P4G project in organising and gathering quarterly and annually feedback on progress, and compile reports from these gatherings;

Given the current humanitarian crisis in the Far-North Region of Cameroon Plan is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Child Protection, Education, WASH, NFIs, Livelihood and Food Assistance and in coordination with all other humanitarian institutions.
Dimensions of Role:
Plan International Cameroon is an international non-governmental, community-based non-governmental, community-based development NGO based in Cameroon since 1996 that works to improve the well-being of children in collaboration with communities. Child sponsorship is the foundation of the organization.
As part of its emergency interventions for the benefit of Nigerian refugees and Internally Displaced Persons in the Far North, Plan International Cameroon is launching the recruitment of a Monitoring & Evaluation Officer to implement and monitor the activities of Monitoring and evaluation of a project in the field of Education.
1.    Main Responsibilities: 
Under the administrative supervision of the Project coordinator and technical supervision of Maroua PU M&E Coordinator, the Monitoring and Evaluation Officer will:
•    Contribute to the design and implementation of a project monitoring and evaluation system in collaboration with the Project Coordinator, the Monitoring and Evaluation Officer will contribute to develop planning and monitoring-evaluation tools, workbook and other related documents
•    Update the performance and impact indicators of the project based on the results of the baseline analysis and the project’s monitoring and evaluation plan and develop tools to assist in the decision-making of indicators;
•    Ensure that the performance and impact indicators on the implementation of activities are well understood recorded and by the field team;
•    Collect and centralize field information related to the implementation of project activities;
•    Assist in the preparation of the project’s quarterly / semi-annual / annual work plan in accordance with the procedures laid down;
•    Contribute to the development of a detailed action plan for the project;
•    Prepare a monthly record of project impact and performance indicators for the area for which it is responsible;
•    Strengthen the use of monitoring and evaluation tools by partners;
•    Assist the Project coordinator in producing the semi-annual technical report, assist in the drafting of the monthly project report and any other relevant report of these assignments;
•    Provide support for the definition of the means to be implemented for the monitoring and evaluation of the project;
•    Participate in facilitating the capitalization of lessons learned, good practices, significant changes and the sharing of experiences between the parties involved in the project;
•    Ensure that the project indicators are met and allow decisions to be taken on the progress and development of the project;
•    Contribute to the updating of indicators of results and impacts based on possible difficulties encountered on the ground;
•    Perform regular visit  on the field assist area supervisors in recording field activity data;

2.    Position requirements
•    Bachelor’s degree in social sciences, statistics, economics or any other related field;
•    Minimum of two (2) years’ experience in planning, participatory monitoring and evaluation of programs and projects;
•    Strong experience in conducting qualitative and quantitative investigations;
•    Have practical and relevant experience in responding to Emergencies;
•    Good editorial skills (current drafting skills);
•    Good oral communication skills (ability to present / support clearly and efficiently a file before a meeting …,);
•    Have a good knowledge and understanding of humanitarian principles and international standards for the protection of children

ROLE PURPOSE

Working in 50 developing countries across Africa, Asia and the Americas, Plan International aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits  by increasing its income, working in partnership with others and operating effectively. Plan International is committed to responding to children affected by emergencies in the countries of our operation.

Given the current humanitarian crisis in the North West  Region of Cameroon, Plan International is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Child Protection, Education, WASH, NFIs, Livelihood and Food Assistance and in coordination with all other humanitarian institutions.

Dimensions of the Role

 This position is responsible for child protection data management in the North West Region. S/he will work closely with the CPiE Specialist, CPiE Coordinator , M&E Coordinator and other Emergency Response Team members and Plan staff. S/he shall be charged with defining and executing data editing and corrections, creating/accessing database to produce summaries and reports, developing forms, documentation of procedures for Bamenda PU. The Information Management Officer will be based at the Plan International Cameroon PU office in Bamenda.

Accountabilities

  • Provide technical support to the SIDA Hum project  and Bamenda PU
  • Ensure that the information/data collection is made in accordance with the project specifications, guideline of donors and in accordance with the strategic guidelines and Plan International Cameroon programmatic standards;
  • Organize/supervise the data collection, their processing and analysis of data in the context of monitoring the indicators of the project;
  • Train local Plan staff, members of the local organizations partners on the use of data collection tools; 
  • Implement and regularly update the Information Management System
  • Design necessary data collection forms, ensuring that the purpose and use of data collected is clear and that questions are simple, clear and collectable.
  • Ensure quality control of data and information collected, through the development and/or review of new tools for the data collection in accordance of the logical frameworks of the projects, the quality assurance system of Plan International.
  • Organise and manage data input from case management and other data collection forms and conduct initial analysis of the data.
  • Provide support to the analysis of key projects indicators with produce graphs, maps and infographics.
  • Based on the data collected, conduct needs and gap identification for the relevant sector.
  • Proactively gather information from relevant partners and other organisations which may be of use for informing decisions.
  • Develop an information-sharing platform as a web-portal.
  • Update 5Ws matrix with information and data from projects in the PU.
  • Provide information management services to support population data management activities including population and IDP estimations for project proposals .
  • Provide advice and counselling concerning information management issues to PU team.
  1. Information and Co-ordination
  • Provide regular weekly updates with inputs from all Social Workers
  • Submit monthly reports (23rd of each month) to CPiE Specialist on activities implemented.
  • Submit CPiE 5Ws to CPiE Specialist 20th of every month
  • With the permission of the CPiE Specialist can represent Plan in CPiE stake holders meetings.
  1. Human Resources and Administration
  • Participate in the training and briefing of Officers, M&Es, Social Workers and Community Focal Points and other key stakeholders on CPiE and/or related issues.

Dealing with Problems:

  • Maintain neutrality to the on-going crisis.
  • Excellent and innovative leadership skills will be utilized to properly implement the activities, in accordance with the standards, principles and with possible resistance from colleagues as is often the case in emergency response work 
  • S/he should work under pressure and accept travels and stays in areas often austere.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

  • Maintains a high contact with other partners like National Institute of Statistics.
  • Maintains high contact with local partners as needed arises.

Technical expertise, skills and knowledge

Essential
Qualification and Experience

  • University Degree in Management of Information Systems (MIS), data management and in-depth analysis or Computer Science or Statistics, economics or related disciplines.
  • A minimum of 2 years in data collection and data management, monitoring and evaluation or other relevant fields.
  • Experience in database design, database distribution and map production and capacity building to give « hands-on » training on database management and reporting. Proficient in use of GIS, Advanced Excel, SPSS or STATA and other related software packages.
  • Demonstrated skills and experience in data and data analysis visualization.

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:

  • Have a good editorial capacity (capacity of drafting of reports);
  • Ability to speak, read and write English in the North West regions and proven ability and willingness to learn other languages
  • Has experience in working with children (boys and girls)
  • Excellent written and verbal communication skills.

Job Role Summary

The Tax Advisor receives guidance from Business Services and Controller’s hierarchy and has the following responsibilities:

  1.  Deliver tax assistance or tax advisory services to all of the company’s Business Lines as required
  2.  Build relationships and interact with internal clients to provide tax planning and expertise
  3.  Manage and coordinate tax audits
  4.  Prepare monthly tax returns, including the annual tax return in conjunction with the Accounting Team
  5.  Identify and mitigate tax risks
  6.  Manage tax compliance process
  7.  Perform balance sheet accounts reconciliation
  8.  Improve processes by developing or implementing best practices

Work location is Douala, with periodic trips to COTCO sites (Dompta, Belabo, Kribi and offshore), depending on operations requirements.Expected Level of Proficiency

The Candidate must have a master degree in law, taxation or accounting (BAC +5) with proven work experience as a Tax Advisor or Consultant, and excellent knowledge of tax compliance and all types of tax returns.

Must be able to speak English and French, with the ability to communicate in English over the phone and via email. Knowledge of SAP Enterprise Accounting System is an added advantage.
