Special short-term graded six months with possibility of extension Resource Management Officer
Established in 1951, IOM is the United Nations Organization in charge of Migrations and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the overall supervision of Chief of mission and under direct supervision of the Resource Management Officer (RMO) the incumbent will be responsible responsible and accountable for supporting human resources management in accordance with the organisation’s regulations and
procedures. In particular, s/he will:


III. RESPONSIBILITIES AND ACCOUNTABILITIES

  1. Contribute to the smooth running of the HR unit on a daily basis:
  • Provide technical advice & guidance to staff on organisational rules and regulations as required.
  1. Assist the Resource Management Officer in recruitment process for national staff to facilitate a fair process is followed and participate in interview as required.
  2. Responsible for contract renewal process for national staff:
  3. Carryout contract conversion process in coordination with the RMO based on positive evaluations:
  4. Act as focal point for staff evaluation system; ensure that probation evaluations are done in a timely manner.
  5. Assis the RMO in liaising with the different administrative centres (Panama and Manilla Administrative Centres) in relation to Medical Service Plan (MSP) and Compensation Plan (CP):
  • Coordinate with RMO, CoM and PM on renewals / extensions;
  • Coordinate with RMO on projectisation to ensure fund availability for contract extensions;
  • Administer the contract of non-staff (hourly, daily and consultants) including coordinating the recruitment and ensuring that payments are processed in a timely
    manner.
  • Monitor staff eligibility for contract conversion,
  • Coordinate with supervisors and finance unit for recommendations and fund
    availability
  • Ensure all documentation required regarding MSP participation is submitted by the staff;

  • Update list of staff members & their dependents participating in MSP
  • Answer queries from all staff covered under the MSP ensuring their understanding of
    the rules under the plan,
  1. Carry out the assigned activities of the payroll process in PRISM:
  2. Generate Personnel Action from PRISM
  3. Coordinate and implement promotions, demotions and or reclassifications of locally recruited staff
  4. Act as timekeeper
  5. Other duties as requested by the RMO and or Chief of Mission
    12.Perform such other duties that may be assigned.
  • Responsible for payroll reconciliation;
  • Ensure posting to accounts is done in a timely manner,
  • Liaise with the PRISM helpdesk with regard to PRISM trouble shooting.

  • IV. REQUIRED QUALIFICATIONS AND EXPERIENCE EDUCATION

  • • Degree / Certificate from an accredited academic institution in Human Resources or Business Administration preferably with a professional certification in related field with a minimum of two years experience; or

  • • High School Diploma in the above fields with four years of relevant working experience

  • EXPERIENCE

  • • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

  • • Computer literacy required: MS Office suite (Word, Excel, Access), statistical tools, reporting tools, etc.

  • • Knowledge of SAP highly desirable.

  • • Prior work experience with international humanitarian organizations, non-government or
    government institutions/organization in a multi-cultural setting is an advantage.

  • SKILLS

  • • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

  • • Knowledge of UN and bilateral donor programming.
