I. Contexte et Justification

L’lnstitut National de la Statistique envisage de réaliser, à compter de février 2020, une étude sur la cartographie des Petites et Moyennes Entrepriscs (PME) au Cameroun. Cette étude portera de faG0n spécifique, sur le diagnostic, par branche ou par secteur d’activité de la competitivité des PME camerounaises, la mise en exergue de l’écosysteme des PME, le profil de fragilité des PME, en posant en particulier un diagnostic sur le financement des PME. A cet effet, le Directeur Général de I’lnstitut National de la Statistique lance un appel å candidatures pour le recrutement de 75 agents de collecte, pour un contrat å durée

II Description des postes :

II.1 Objet du contrat : L’agent de collecte sera chargé de la collecte des données sur le terrain auprés des Petites et Moyennes Entreprises (PME) modernes, des Unités de Production Informelles (UPI) et des établissements de crédit. Les questionnaires seront principalement administrés par la méthode CAPI (Computer-Assisted Personnal Interviewing).

II.2 Profil du candidat : être de nationalité camerounaise ; étre titulaire au moins du baccalauréat ou de tout autre diplöme équivalent ; &tre libre de tout engagement étre âgé d’au moins 21 ans et d’au plus 40 ans au janvier202() ; avoir une bonne connaissance en informatique ; avoir une bonne aptitude å travailler en équipe ; l’expérience dans les enquétes auprés des entreprises et/ou dans les enquétes CAPI constitue un atout. 11.3 Langue de travail : Anglais ou Francais. 11.4 Période du contrat : du 20 février au 21 mars 2020)

Under overall supervision of the Head of Supply Chain, the Logistics Officer (contracting) shall be responsible for logistics contracting activities for all parts of Cameroun and for the Douala overland corridor. Logistics Officer (contracting) will implement a plan for each contract and will work closely with the Head of Logistics, operations team and logistics staff in the Field Offices in defining a logistics contracting strategy that comprehends the operational challenges and promotes a competent and competitive service providers selection to ensure timely and cost-effective deliveries of WFP cargo. Logistics Officer (contracting) advises on a wide spectrum of complex issues related to contracting of logistics services and contract management and proposes solutions.

The Logistics Officer will also lead the Transport Market Assessment exercise both at overland corridors and regional inland corridors to scope out the transport market availability, price factors and come up with solution to improve the efficiency of the utilization and timely availability of transport capacity across GoE overland and WFP operations.KEY ACCOUNTABILITIES (not all-inclusive)

  • Overall responsible for contracting of all logistics services for Cameroun Country Office.
  • Work closely with the Head of Logistics in defining a logistics surface contracting strategy that comprehends the operational challenges and promotes a competent and competitive service providers selection.
  • As a high priority, undertake comprehensive transport market assessments at both overland and inland corridors, to improve the efficiency of the utilization and timely availability of transport capacity across GoE overland and WFP operations.
  • Undertake comprehensive logistics market assessments and shortlisting exercises in coordination with the relevant Logistics Officers.
  • Coordinate (with the relevant Logistics Officers) the updating of Request for Quotation (RFQ) templates to reflect any changes in terms and conditions which are operationally necessary. Where possible solve identified operational problems by enhancing/clarifying/improving RFQ clauses in coordination with the HQ.
  • Develop and continuously improve Scope of Work/Terms of References for logistics services to ensure accuracy and completeness.
  • Issue RFQs as and when necessary to shortlisted companies, analyze offers and in conjunction with the Head of Logistics and relevant parties agree on proposals to the Local Transport Committee (LTC).
  • Analyze and interpret complex contract terms and conditions, advising on their impact and associated risk and liability to staff at all levels.

  • Comprehensive transport market assessment performed at both overland and inland transport corridors;
  • Effective logistics service contracts established with appropriate service provider performance tracking and management system;
  • Ensure accurate logistics service rates and value are incorporated in the Supply Chain Matrix for the 5 year CSP plan (2020 – 2025) for Cameroun.

  • Prior work experience in a contract management role, such as purchasing or contracting in a complex environment managing contracts on provision of repackaging system, provision of manpower services and river transport services.
  • Experience in commercial or humanitarian transportation sectors.
  • Experience monitoring and reporting on transport and freight market conditions and trends.
  • Experience coordinating procurement and transportation processes with other units/ teams.
  • Experience working with corporate systems (databases, software).

Technical skills:

  • Knowledge of Supply Management preferable in a developing country context.

    RESPONSABILITES GENERALES
     
    Sous la supervision directe de l’Officier Sécurité du PAM (SO) et dans la limite des pouvoirs qui lui sont délégués, l’Officier National  de Sécurité exercera les fonctions suivantes :
  • Participer à la planification de la sécurité et de la continuité pour le bureau qui soutient la normalisation des plans pour les installations du PAM dans le pays et s’assurer que tous les plans de sécurité sont mis en œuvre et que les systèmes d’urgence sont régulièrement testés.
  • Elaborer des plans annuels, contribuer à des stratégies à plus long terme et à améliorer les systèmes et procédures de sécurité afin de s’assurer que les services fournis appuient les objectifs stratégiques du PAM et sont conformes aux politiques, aux normes, aux règlements et aux processus de l’organisation
  •  Assurer la liaison avec le département de la sécurité des Nations Unies (UNDSS) et l’appareil de gestion de la sécurité dans le pays y compris la participation aux réunions de gestion des opérations de sécurité 
  •  En collaboration avec la Division de la sécurité sur le terrain du PAM, contribuer à l’amélioration de la sécurité du personnel en fournissant des recommandations et un soutien opérationnel au pays, à la zone et aux bureaux extérieurs pour la réalisation des normes minimales de sécurité opérationnelle (MOSS) et de la conformité aux normes minimales opérationnelles de sécurité résidentielle (MORSS).
  •  Tenir une base de données des coordonnées GPS de tous les staffs et dépendants.
  •  Coordonner la mise à jour des messages d’alerte en vue de s’assurer du bon fonctionnement du plan de communication d’urgence pour tous les sous-bureaux et au bureau pays
  •  Etre responsable de toutes les mesures et procédures de contrôle d’accès aux installations afin d’assure la sécurité du personnel et des visiteurs du PAM conformément aux meilleures pratiques de l’UNSMS
  •  Fournir un briefing de sécurité au personnel nouvellement arrivé ou en mission de terrain pour s’assurer qu’ils sont bien informés des conditions et des procédures sécuritaires.

    Education :
    Etudes secondaires (Baccalauréat) ou tout diplôme universitaire
     
    Expérience :
    10 ansd’expérience dans le domaine de la sécurité ou l’administration territoriale
    Expérience dans une ONG ou dans une organisation du système des Nations Unies est un atout.
     
    Langue :
    Français: Maîtrise de la langue, écrire et parler couramment 
    La maîtrise de l’anglais sera considérée comme un atout.
