Position Overview: The Team Lead of Strategic Information and Health Informatics will oversee execution and management of the Evaluation and Performance Measurement Plan (EPMP), including all M&E components of the program. S/he will lead the design and execution of the program’s strategic information plan, which will be derived by establishing the necessary data and information gathering processes, tools, and resources needed to achieve the EPMP, workplan, and overall program goals and objectives. S/He will be responsible for the design and implementation of the monitoring, evaluation, and reporting (MER) systems that support program implementation in country, including appropriate indicators, baseline data, targets, and a plan to evaluate performance. S/he will produce timely, accurate, and complete reports for CDC and external stakeholders. The position will work with CDC in the post-award period to develop a strong M&E plan consistent with the donor’s results framework and ensure appropriate resourcing of the EPMP once project implementation commences. S/He will coordinate the collection of data including conducting field visits for data validation, monitor the quality and completeness of data sets, contribute to the development of the program, and document program performance against established outputs and indicators. The position will be a key resource to country agencies with regards to improvements and enhancements to data systems. S/He will also support county teams and personnel to build the capacity of supported facilities and other stakeholders in the collection, utilization, and dissemination of data, as well as ensuring that all monitoring and data collection activities are harmonized and information is appropriately shared.
Specific Responsibilities:
– Oversee design, revision, and approval of the program EPMP in partnership with CDC
– Maintain oversight for implementation and monitoring of all M&E activities for the program
– Develop a robust M&E approach that tracks immediate, intermediate, and long-term outcomes and impact of program activities
– Support the conduct of M&E/SI trainings and workshops
– Provide inputs to the technical team and assist in developing program goals and objectives as well as MER tools and strategies, and provide strategic input for decisions on program performance and direction
– Provide regular reports on the status of implementation against program goals and objectives to the Principal Investigator, Program Director, CDC, and other program managers as required
– Collaborate with the program team in identifying program activities, processes, and/or outcomes that are worthy of transfer and design a system for capturing lessons learned and best practices
– Provide TA to MOH to improve capacity for monitoring and evaluation
– Support the development of LIS capable of transmitting data from site-level to central data repository with functionality for automated processing, transmission, analysis, and reporting to stakeholders
– Conduct needs assessment of MOH/Regional/district/facility data collection systems and capacity
– Lead data analysis and visualization at all levels of its utilization including dissemination to key stakeholders to drive data based national policy formulation and implementation
– Develop and implement capacity building assistance plan, including TA for enhancing data collection capacity by country-based entities
– Conduct supportive supervision site visits to improve data collection, DQA, and general data management
– Enhance data linkage to other linked client-level data systems (e.g., national data repositories, electronic medical records, laboratory information systems)
– Provide TA to MOH to update strategic plans, guidance, tools, and templates according to local context and policies
– Support the development of innovative technology platforms for cross-country learning
Qualifications and Experience
• Master degree in the field related to Public Health and Epidemiology, or any of the sciences or social sciences, PhD is a plus.
• At least 7 years’ experience in PEPFAR Quality Improvement, Monitoring and Evaluation
• Has experience using an electronic data management system (DAMA, EMR, etc.)
• Is an intermediate to expert user of spreadsheets and data analysis packages (Excel, Access, Epi Info etc.)
• Ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
• Sound report writing, interpersonal and facilitation skills
• Be able to meet deadlines in a multiple tasking environment
• Ability to work effectively under pressure and to organize and prioritize competing activities
• Ability to work effectively in a team-oriented environment
• Flexibility, patience, dedication, creativity and willingness to learn
• Communicate efficiently and effectively both verbally and in writing.
• Follow instructions furnished in verbal or written format.
• Must be fluent in French and working knowledge of English.
