Overview of GGH LLC:
The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centred enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyse the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, is managing an award received from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE).

Position Title: 1 Finance Manager
Reports to: Country Program Director

Position Summary:
The Finance Manager will ensure the program’s finances are managed according to Federal rules and regulations, the institution’s policies and procedures, national laws and regulations and according to internationally accepted accounting and financial management standards. In addition, the selected individual will provide oversight and monitor sub-grantees and contractors’ financial operations to ensure they are compliant with award funding rules and regulations as they will be stipulated and all other applicable laws, rules, policies, procedures and regulations.
Specific Duties:
• Oversee all financial processes and procedures to ensure accuracy and compliance.
• Prepare monthly management accounts and ensure timely production of statutory accounts to support decision-making.
• Monitor burn rates of grants, conduct variance analysis, and provide forecasts to advise Program Directors on financial implications.
• Stay updated on donor-reporting requirements and communicate any changes to internal stakeholders.
• Manage treasury functions and maintain stewardship and fiduciary responsibility of financial resources.
• Act as an expert resource in program budget preparation, offering valuable insights and recommendations.
• Develop and deliver compliance training curricula to enhance the capacity of finance and accounting personnel, ensuring adherence to donor rules.
• Review internal and independent audit reports of sub-grantees to identify risks and implement interventions to reduce overall liability to the organization.
• Attend donor meetings and trainings related to grant reporting and compliance, and facilitate internal discussions on the interpretation of donor regulations.
• Provide direct technical and managerial support in all aspects of financial management for sub-grantees, ensuring compliance with the organization’s and donor’s financial regulations and guidelines.
• Lead « Internal Control and Monitoring » assessments and conduct finance and compliance reviews of sub-grantees to ensure effective controls and proper financial management.
• Supervise, guide, coach, and manage the performance of finance staff to foster a high-performing team.
• Develop and implement inventory management procedures to ensure accurate tracking of assets and optimize inventory levels.
• Conduct regular inventory audits to identify discrepancies, address issues, and maintain accurate inventory records.
Required Qualification:
· Degree in Finance or Accounting with at least 8 years of experience managing large budgets in a reputable organization
· MUST have Professional Qualification, e.g., ACCA, CPA, CIMA

· Advanced computer skills (Ms Office, financial management packages and relational databases)
French proficiency is a MUST, and working knowledge of English will be an added advantage.
