Objectif du poste : Organiser et superviser les travaux de construction et/ou de réhabilitation des
infrastructures WASH et SAME. Contribution aux évaluations et aux diagnostics des ouvrages.

Diplôme / Niveau d’études :
– Être titulaire d’au moins Bac+ 3 (Ingénieur des travaux du Génie civil, Génie hydraulique, génie rural)
;
– L’expérience dans le domaine humanitaire sera un atout;
Compétences requises :
Savoirs & Savoir-faire :
– Connaissances techniques avancées en conduite des travaux d’infrastructures ou développement rural
(Construction des périmètres irrigués villageois avec le dispositif d’irrigation goute à goute, forage avec
système solaire, forage solaire multi usage, parc de vaccination, gestion de projet à haute intensité de
main d’œuvre, construction des balises etc…) ;
– Maitrise du Français ;
– Maitrise des logiciels de DAO : AUTOCAD/ARCHICAD, REVIT, EPANET
– Connaissance du fulfulde et les langues locales est un atout (Mandara, Mafa, Mada…).;
– Avoir une bonne connaissance du contexte social et culturel de l’Extrême-Nord Cameroun ;
– Capacités d’analyse et de synthèse ;
– Bonnes capacités rédactionnelles (surtout en rédaction des rapports) ;
– Bonnes capacités de mobilisation, sensibilisation et formation ;

Principales Taches :
Mission 1 : Mettre en œuvre les activités de construction et réhabilitation d’infrastructures du projet
Tâches :
– Participer à l’identification et aux diagnostics des ouvrages à réhabiliter dans les communes
d’interventions du programme PROREC et produire les rapports de diagnostics;
– Participer à l’élaboration des plans des ouvrages à construire ou à réhabiliter ressortant les différentes
étapes ;
– Participer à l’élaboration des DAO, CCTP, devis et planning des travaux
– Fournir à l’équipe logistique un soutien technique dans la préparation des documents d’appel d’offres et
l’analyse des soumissions
– Organiser les réunions de démarrage des travaux avec les entreprises retenues
– Participer à la définition des modalités de conduite des travaux sur les chantiers ;
– Superviser les équipes des contractants pour la réalisation des activités et travaux
– Assurer un suivi de proximité des différents chantiers et préparer des points ou situations d’avancement
de travaux des chantiers sur une base journalière, hebdomadaire et mensuelle à l’attention du chef de projet
– Aider à la gestion générale de la mise en œuvre des travaux de construction pour s’assurer qu’ils sont
achevés à temps, dans le respect du budget imparti et des normes de qualité
– Participer à la résolution des problèmes avec les entreprises liées à la qualité et au respect de délais pendant
l’exécution des travaux
– Veiller à l’implication des autorités locales et des services techniques compétents
– Assurer le contrôle qualité des matériaux et équipements reçus sur les chantiers ainsi que la régularité de
leur approvisionnement
– Définir et contrôler les essais et tests requis pour l’évaluation de la qualité des travaux
– Gérer étape par étape des ouvrages ou parties d’ouvrages suivant les instructions de l’ingénieur principal
– Faire remonter les plaintes et les problèmes identifiés auprès de l’Adjoint responsable de programme
SAME;
– Suggérer des recommandations pour améliorer le projet en fonction des contextes et études
environnementales
Mission 2 : Gérer les ouvriers et prestataires recrutés pour les travaux de construction des ouvrages
– Participer au recrutement et à l’implication active des jeunes retenus comme bénéficiaires dans la
réalisation des travaux d’intérêt communautaire ;
– Donner un appui technique aux ouvriers et chefs d’équipes en fonction des besoins du projet et des besoins
de l’équipe (conseils et formations pratiques) ;
– Organiser sur la demande du APM SAME les réunions de chantier
– Evaluer les prestataires/entreprises
Mission 3 : Reporting et communication :
– Produire un rapport hebdomadaire et mensuel des activités menées sur terrain et le soumettre à la validation
de supérieur hiérarchique (APM SAME) ;
– Participer à la rédaction du rapport mensuel sur demande de supérieur hiérarchique (APM SAME) ;
– Produire un rapport des travaux d’infrastructures à la fin des activités
– Participer à la collecte des données et la rédaction des rapports d’évaluations menées dans le cadre du
programme PROREC
– Participer à la capitalisation des activités du projet ;
– Mise en place des designs type et adapter au contexte pour l’ensemble des ouvrages ;
– Mission 4 : Représentation :
– Maintenir/renforcer la collaboration avec les services techniques, les autorités administratives,
communales et traditionnels dans les différentes zones d’intervention de programme PASCO
– Participer aux réunions de la coordination, cluster et autres rencontres en cas d’absence de APM SAM.
– Représenter l’organisation en tant qu’interface avec les communautés et les prestataires de services à la
demande
Mission 4 : Participer au Reporting et à la capitalisation des activités EAH
Tâches :
– Rédiger un rapport hebdo d’avancement des travaux et de suivi de consommation des matériaux ;
– Etablir un rapport hebdomadaire des activités à valider par la hiérarchie ;
– Contrôler les cahiers de chantier rédigés par les prestataires ;
– Participer à la capitalisation des activités du projet.

Cameroonian agriculture, which accounts for a significant share of the national GDP (17.44% in 2024), continues to face deep structural challenges: increasing climate variability, ongoing land degradation, and limited access to land tenure, modern technologies, and competitive markets. These constraints hinder the sector’s modernization and reduce its ability to generate meaningful socio-economic opportunities, particularly for young people in rural areas. As a result, rural exodus and irregular migration intensify, while the resilience of rural communities against economic, social, and environmental shocks weakens. The intersection of these vulnerabilities with the lack of agricultural prospects further undermines rural stability and drives growing youth mobility away from agricultural zones.

Against this backdrop, the Cameroonian diaspora emerges as a powerful catalyst for agricultural transformation and innovation. With skills acquired abroad, diverse professional networks, and strong investment capacity, the diaspora can play a decisive role in introducing appropriate technologies, developing competitive value chains, and mobilizing sustainable financing. By transferring knowledge and expertise, the diaspora can stimulate agricultural entrepreneurship, promote youth employability, and foster inclusive, resilient, and sustainable farming systems. Its contribution goes far beyond financial support; it also revitalizes rural socio-economic structures and strengthens bridges between global innovations and local needs.
The Ministry of Agriculture’s initiative to allocate land to members of the diaspora represents a unique opportunity to operationalize Objective 19 of the Global Compact for Safe, Orderly and Regular Migration (GCM): “Create conditions for migrants and diasporas to fully contribute to sustainable development.” This strategic measure addresses a dual challenge: harnessing migratory potential for rural development and integrating migration into climate adaptation strategies.

Within this dynamic, the diaspora positions itself as a key actor in promoting youth socio-economic empowerment, particularly for those in mobility situations (returnees and internally displaced persons). Through international expertise and the mobilization of financial and human resources, the diaspora can support professional integration, foster entrepreneurial innovation, and strengthen the resilience of young people facing socio-economic and environmental vulnerabilities. Initiatives led by IOM Cameroon, in collaboration with national authorities and civil society, provide a strong framework for enhancing these synergies. By facilitating networking, multi-stakeholder cooperation, and access to tailored support mechanisms, these partnerships foster active diaspora engagement in the design and implementation of targeted actions.

The project “Strengthening Migration Governance in Cameroon: Comprehensive Support to the Development of National Policies and to Return, Readmission and Reintegration (RRR)” builds on this approach. It provides a strategic opportunity to promote innovative collaboration between diaspora and youth, while consolidating IOM’s key functions as a facilitator of dialogue, policy advisor, and operational actor committed to advancing migration governance and sustainable development.
To support IOM Cameroon in designing and piloting evidence-based models that mobilize diaspora human capital, private sector CSR, social protection schemes, and academic partnerships to develop climate-resilient and youth-inclusive agriculture in Cameroon.

And the specific objectives of this position are:

Research and Evidence Generation – Assess diaspora contributions (remittances, skills transfer, investments) to agricultural productivity and climate resilience.
Reintegration and Pilot Action – Design and implement small-scale pilots linking diaspora, youth, and cooperatives in climate-smart agriculture.
Social Services and Protection – Strengthen access to social protection and insurance schemes in partnership with CNPS to improve the well-being of migrants and rural youth.
Partnership Mobilization – Facilitate collaborations with the private sector, academia (notably the University of San Francisco), and government institutions.
Responsibilities
Finalize the analysis of diaspora–agriculture linkages using available data (DTM, MGI, GCM Voluntary Review).
Pilot reintegration pathways for migrants interested in agriculture, including access to land, cooperatives, and CSR-backed value chains.
Work with CNPS to develop insurance and social security solutions tailored to young farmers and returned migrants, ensuring portability and inclusion.
Engage the University of San Francisco (USF) to establish an academic partnership, including:
Joint research with Cameroonian universities on diaspora engagement and climate adaptation;
Opportunities for USF students and faculty to contribute to data analysis, policy briefs, and field research;
Development of co-branded publications and policy dialogues that elevate Cameroon as a global case study.
Collect and consolidate existing studies, data, and research produced by USF and other universities (national and international) on migration and agriculture in Cameroon, to feed into IOM’s migration knowledge base and national documentation system.
Support private sector partnerships by mapping agribusiness CSR priorities and structuring co-investment models.
Produce a knowledge package (policy briefs, investment prospectus, communication materials) to facilitate scale-up.
Qualifications
EDUCATION

Bachelor’s degree in Migration Studies, Agricultural Economics, Development Studies, or related field;
Knowledge of migration issues, reintegration processes, or humanitarian principles is an advantage.
EXPERIENCE

Minimum 2 years of experience in diaspora engagement, reintegration, climate resilience programming, agriculture, rural development, or livelihood projects, preferably within international organizations or NGOs.

Internal and external candidates will be considered for this vacancy. Context
Established in 1951, the International Organization for Migration (IOM) serves as the United Nations agency dedicated to migration, working in close collaboration with governmental, intergovernmental, and civil society partners. IOM’s mission is to promote humane and orderly migration for the benefit of all, offering services and expert advice to both governments and migrants.

Within the framework of the Migrant Protection, Return and Reintegration Program for Sub-Saharan Africa (MPRR-SSA), funded by the European Union, IOM supports returning migrants through a comprehensive reintegration process. This process includes an initial assessment, the development and implementation of individualized reintegration plans, and ongoing monitoring. The Assisted Voluntary Return and Reintegration (AVRR) teams, based in Yaoundé and Douala, are responsible for executing these activities.
Due to a significant increase in the number of migrants requiring support and heightened demands for performance and efficiency, there is a need to strengthen the AVRR team’s capacity. Recently, the team has witnessed a notable rise in returnees from transit countries in West Africa and the Maghreb under the Voluntary Return and Reintegration Assistance Program (MPRR-SSA). Over the past three months, the mission has coordinated the arrival of approximately four charter flights, each carrying around 150 migrants—resulting in about 600 returnees. An additional two or three charter flights are anticipated in the coming months.

To address this growing demand, IOM Cameroon is recruiting Reintegration Assistants – Administrative and Finance support (UG) to support the AVRR team. Under the technical supervision of the Senior Finance Officer and administrative supervision of AVRR Team Leaders, the Reintegration Assistants – Administrative and Finance support will be responsible for the key responsibilities presented below, including providing support to facilitate administrative and financial transactions within the framework of the MPRR project.

Responsibilities
Provide day-to-day financial and administrative support to the AVRR Unit, particularly for the MPRR project, ensuring the timely implementation of cash and in-kind reintegration assistance and the effective management of beneficiary reintegration grants, in full compliance with IOM’s standards, procedures, and donor requirements.
Assist in developing, maintaining, and regularly updating databases and records of all reintegration cases and supporting documents, ensuring accuracy, confidentiality, and compliance with IOM guidelines and data management standards.
Ensure the validity and completeness of reintegration case files and supporting documents for payment approvals and create invoice submission in WAVE system (Oracle Application).
Coordinate closely with the Finance Unit to ensure timely follow-up and processing of reintegration payment requests, including the prompt remittance of funds to migrants’ accounts, in support of the smooth implementation of the reintegration process.
Assist in creating and maintaining a tracking system for individual reintegration payments, ensuring accurate monitoring and provide status to the staff members when required.
Bring to the attention of the supervisor any relevant financial and administrative issues.
Perform such other duties as may be assigned.
Qualifications
Education
Bachelor’s degree in Accountancy, Business Administration, Commerce/Finance or a related field.
Knowledge of migration issues, reintegration processes, or humanitarian principles is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience
Minimum 2 years of experience in administrative and financial support roles, preferably within international organizations or NGOs.
Proven experience in financial transactions, payment processing, and database management.
Previous exposure to projects involving grants or reintegration assistance is highly desirable.
Attention to detail, ability to organize paperwork in a methodical way;
Discreet, details and clients-oriented, patient and willingness to learn new things; and,
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage
Skills
Proficiency in MS Office Suite (Excel, Word) and database management
Strong organizational and time management skills.
Computer literacy including proficiency in MS Office applications.
Previous experience in ORACLE is a distinct advantage;
Ability to work under pressure and meet deadlines.

Job Description
Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context
Established in 1951, the International Organization for Migration (IOM) serves as the United Nations agency dedicated to migration, working in close collaboration with governmental, intergovernmental, and civil society partners. IOM’s mission is to promote humane and orderly migration for the benefit of all, offering services and expert advice to both governments and migrants.

Within the framework of the Migrant Protection, Return and Reintegration Program for Sub-Saharan Africa (MPRR-SSA), funded by the European Union, IOM supports returning migrants through a comprehensive reintegration process. This process includes an initial assessment, the development and implementation of individualized reintegration plans, and ongoing monitoring. The Assisted Voluntary Return and Reintegration (AVRR) teams, based in Yaoundé and Douala, are responsible for executing these activities.
Due to a significant increase in the number of migrants requiring support and heightened demands for performance and efficiency, there is a need to strengthen the AVRR team’s capacity. Recently, the team has witnessed a notable rise in returnees from transit countries in West Africa and the Maghreb under the Voluntary Return and Reintegration Assistance Program (MPRR-SSA). Over the past three months, the mission has coordinated the arrival of approximately four charter flights, each carrying around 150 migrants—resulting in about 600 returnees. An additional two or three charter flights are anticipated in the coming months.

To address this growing demand, IOM Cameroon is recruiting Reintegration Assistants – Supply Chain support (UG) to support the AVRR team. Under the technical supervision of the Supply Chain Officer and administrative supervision of AVRR Team Leaders, the Reintegration Assistants – Supply Chain support will be responsible for the key responsibilities presented below, including providing support to facilitate administrative and supply chain procedures within the framework of the MPRR project.

Responsibilities
Provide day-to-day Supply Chain support to the AVRR Unit, particularly for the MPRR project, in providing arrival assistance and ensuring the timely implementation of cash and in-kind reintegration assistance, in full compliance with IOM’s standards, procedures, and donor requirements.
Coordinate closely with end users to prepare accurate specifications, terms of reference, or scopes of work, providing necessary recommendations and clarifications.
Review and process procurement requests, ensuring completeness, accuracy, and compliance with organizational requirements.
Support the procurement process by preparing requests for quotations, soliciting and evaluating bids, and drafting purchase orders and related documentation.
Liaise with vendors and internal stakeholders to ensure the timely delivery of goods and services and prompt processing of invoices through the WAVE system.
Maintain an effective tracking system for payment requests and commitments, ensuring accurate monitoring, timely follow-up, and regular status updates to unit head and program managers.
Perform such other duties as may be assigned.
Qualifications
Education
Bachelor’s degree in supply chain management, logistics, administration or a related field.
Knowledge of migration issues, reintegration processes, or humanitarian principles is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience
Minimum 2 years of experience in supply chain support roles, preferably within international organizations or NGOs.
Previous experience in ORACLE is a distinct advantage.
Demonstrated ability to maintain integrity in performing responsibilities assigned.
Ability to pay close attention to details, take initiative and work with minimal supervision.
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
Computer literacy including proficiency in MS Office applications.
Excellent communication and negotiation skills.
High sense of responsibility and ability to show initiative and maintain accuracy, including while under pressure.
Ability to meet tight deadlines.
Languages
For this position, fluency in French and English is required (oral and written).

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The Internship Programme aims at attracting talented students and graduates who have a specific interest in, or whose studies have covered, areas relevant to IOM programmes and activities. Learning Objectives

Tasks will include:

Assist in providing bank information to the applicants and providing timely replies to applicants’ enquiries on refunds and payments through phone, email, chat and in person.

Identify and recognize service fees; review correctness of payment and charge against the application fees on UKTB and E-medical

Issuance of invoices; daily reconciliation of collected fees and invoices.

Sharing daily revenue reports with the finance team for review and posting into WAVE.

Preparing m Manual revenue receipt form and obtaining complete approvals from all signatories on revenue receipts. In line with the mission’s approval matrix.

Undertake all other tasks as may be assigned.
