Position Summary
The Program Manager provides strategic leadership, oversight, and accountability for the design, delivery, and performance of all programmes within the organization. The role ensures programmes are aligned with the organization’s mission, strategic objectives, donor requirements, and impact goals, while maintaining high standards of quality, compliance, and sustainability.
Key Responsibilities
Strategic Leadership & Programme Oversight
- Provide strategic leadership and direction for SFA’s program portfolio in Cameroon and internationally (as applicable)
- Lead programme design, planning, implementation, and evaluation in line with SFA’s strategic plan
- Ensure programmatic alignment with donor priorities, organizational goals, and best practices
Programme Quality, Monitoring & Evaluation
- Oversee results-based management (RBM) systems, monitoring, evaluation, accountability, and learning (MEAL) frameworks
- Ensure timely, accurate, and high-quality programme reporting to donors, partners, and the Board
- Promote learning, innovation, and continuous improvement across programmes
Team Leadership & Capacity Building
- Lead, supervise, and mentor Program Managers and program staff
- Strengthen staff capacity through coaching, training, and performance management
- Foster a collaborative, inclusive, and results-oriented team culture
Partnerships & External Relations
- Build and manage strategic partnerships with donors, government agencies, UN bodies, NGOs, and community organizations
- Represent SFA Cameroon in external meetings, forums, and networks
- Support resource mobilization efforts in collaboration with leadership and development teams
Financial Management & Compliance
- Oversee programme budgets and expenditures in coordination with finance staff
- Ensure compliance with donor agreements, organizational policies, safeguarding standards, and audit requirements
- Identify and manage programmatic risks and mitigation strategies
Policy, Safeguarding & Accountability
- Ensure integration of safeguarding, gender equality, inclusion, and human rights across all programs
- Uphold SFA’s codes of conduct and ethical standards
- Support organizational accountability and transparency initiatives
Required Qualifications
Education
- Master’s degree in International Development, Public Administration, Social Sciences, Non-profit Management, or a related field
Experience
- Minimum of 5 years of progressively responsible experience in programme management, including senior leadership roles
- Proven experience managing complex, donor-funded programmes
- Experience working with nonprofits, NGOs, or international development organizations
Languages
- Fluency in English required
- Knowledge of additional languages is an asset
