Terms of Reference

In 2021, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) started implementing in Cameroon the project “Promotion of Economic and Social Participation of Internally Displaced Persons and the Host Population » on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).  The project’s target group is Internally Displaced Persons (IDPs) and vulnerable members of host communities. The project is being implemented in five communities in the West Region: Bafoussam 1er, Foumban, Dschang, Kouoptamo, and Mbouda. PESoP is, until now, based on two interrelated GIZ-implemented activity areas. Activity Area 1 aims to improve the economic participation of the target group through qualification and income-generating measures, such as cash-for-work, support measures for cooperatives, and the establishment and strengthening of MSMEs. The aim is to improve the economic situation of the target group quickly and across the board, especially women. Activity Area 2 aims to enhance social participation and social cohesion between the various target groups.
In 2023, GIZ and the United Nations High Commissioner for Refugees (UNHCR) joined forces to extend the ongoing PESoP by adding two new activities: 1) an additional activity area led by UNHCR aiming at producing socio-economic profiling of IDPs and host populations living in 5 municipalities of the West region, including GBV information (Activity Area 3) and 2) an additional output led by GIZ to identify and mitigate GBV in target communities (Activity Area 4).
In the context of PESoP, UNHCR will carry out the following: i) the enrollment, in collaboration with the government and local authorities, of all IDPs in five municipalities, estimated between 15,000 and 20,000 IDPs. ii) the socio-economic profiling of a representative sample of IDPs and host community members. The enrollment will mainly collect the biodata of IDPs and GBV information, and UNHCR will work closely with communities to ensure the implementation of a reliable, harmonized, and centralized information and data management system for IDPs in the West Region. These activities aim at providing an overview of IDPs’ and host communities’ Protection (including information on GBV), living conditions, challenges, opportunities, and changes over time. To support the implementation and coordinate related activities of this component of PESoP, UNHCR in Cameroon is now looking for a Project Coordinator.

The candidate will work under the general responsibility and direct supervision of the Head of Douala Sub Office. The incumbent will work closely with Programme and Protection colleagues in addition to Senior Management, UNHCR Economists, as well as with key external project stakeholders including GIZ, relevant sectoral administrations, INS, BUCREP,  BUNEC, decentralised local authorities, grassroots organisations, operational partners, among others.  

    All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity
The project coordinator will be responsible for the direct supervision of an economist/ statistician, a data analyst/ registration and all consultants and service providers involved in the project.
He/she/them will be responsible for the overall technical and operational implementation of the project in close consultation with the Head of the Douala Sub-Delegation and the heads of the relevant technical sections. He/she/ them will lead the development of relevant partnerships with sectoral administrations, decentralised local authorities, research institutions, service providers, the funding partner, and maintain strong relations with UNHCR’s constituents in the project area. He/she/ them will also ensure that the highest quality standards are applied in the implementation of the project.

Specifically, the Project Coordinator will:
1.    Ensure effective overall coordination of the project and ensure that the start-up phase, planning, implementation, monitoring and evaluation of the project are carried out in accordance with UNHCR policies and the PESOP project strategies.
2.    Establish and maintain an effective coordination platform for the profiling exercise and registration process, e.g. prepare Profiling Working Group meetings and share minutes with all profiling partners in a timely manner;
3.    Identify relevant stakeholders and partners and ensure their sustained buy-in throughout the profiling exercise and registration process
4.    Effectively manage the funds/budget and coordinate the human resources of the project, including recruitment, performance appraisal and capacity development of staff.
5.    Manage and oversee the ongoing training of project staff. This would include advice and support on the application of the project implementation methodology, results-based management, gender and inclusion
6.    Prepare periodic reports on the progress of the project and its results, focusing on the results framework agreed with the donor.
7.    Ensure that cross-cutting dimensions are taken into account and integrated into project analyses and activities, particularly gender considerations, impact on the environment and adaptation to climate change, as well as conflict dynamics.
8.    Mobilize the necessary expertise to provide technical advice to project stakeholders in the various associated technical areas, including registration, socio-economic analysis, production of statistics, while taking into account the gender dimension.
9.    Identify, guide, and support the development, implementation and evaluation of all project activities. This will require the development of strong partnerships with private and public sector actors, as well as social partners. It will also require missions to the project’s areas of intervention.
10.    Oversee and carry out the creating, updating, and adapting the project implementation tools, periodic reports, training reports…).
11.    Oversee the implementation of the data collection phase of the profiling exercise by:
a.    Overseeing the recruitment and training of enumerators and other relevant staff (e.g. team leaders, supervisors, administrative assistants);
b.    Overseeing the implementation of the data collection
12.    Develop and maintain relationships and coordinate with donors and projects with similar and/or complementary mandates and objectives to create synergies with other programmes and with a view to promoting UNHCR’s values, the project’s objectives and approach, and to identify opportunities to expand the project’s achievements.
13.    Represent UNHCR at meetings, seminars and project evaluations, as required.
14.    Perform any other duties as requested by the supervisor.

Relevant Job Experience

Essential
At least nine (9) years of relevant experience (project management, data collection, socioeconomics, social development…). Familiarity with working with councils, sectoral administrations, National Statistics Offices, development organisations and research institutions. In-depth knowledge of the processes involved in drawing up development plans. Experience working with partners, including host and donor Governments, humanitarian and development partners.

Desirable
Familiarity with displacement and development issues. Experience of working with the National Statistics Offices and private sector. Experience of working with synergies between the humanitarian-development nexus. Demonstrated skills and experience with quantitative data collection measuring welfare through socio-economic profiling. Demonstrated experience with analysis of large datasets. Ability to work independently with limited supervision and deliver high quality products. Demonstrated ability to think creatively, and to explore, harness and translate innovative concepts into relevant practical approaches for programming, policy, and advocacy purposes. Demonstrated knowledge of UNHCR and interagency policies, standards, programmes and operations. Professional experience in the target area would be an asset.
