The Department for World Service (hereafter referred to as LWF World Service) is responsible for carrying out diaconal response to humanitarian emergencies and development needs on behalf of the Lutheran World Federation – a Communion of Churches (LWF).

Position: Cross-Border PMERLA and Data Manager CHAD – Cameroon
Supervisor’s title: Global Coordinator for Planning, Monitoring, Evaluation, Reporting, and Learning
Location : N’djamena / Chad or Kousseri / Cameroon (depending on whether the person is authorized to work in Chad and/or Cameroon)
Duration : Two years
Main objective of the post:
The primary objective of this role is to support to Cameroon and, Chad Counrty Programs focusing on issues related to PMERLA (Planning, Monitoring, Evaluation, Reporting, Learning & Accountability) as well as digitalization, with a specific emphasis on data collection and the utilization of SharePoint. Additionally, the position holder will have a specific focus on the cross border Natuture Based Solutions project, a GAC funded project for Chad & Cameroon…
In particular, the position holder will enhance the capacity of the LWF Country Programs in all aspects related to the planning, monitoring, evaluation, and reporting of – and learning from – (PMERL) their humanitarian and development projects, including the alignment of these projects to the LWF’s Global Strategy and the use of LWF PMER digital tools for project management and data collection (ActivityInfo).
Additionally, the individual in this role will play a crucial part in assisting the four countries in supporting the implementation of SharePoint. This involves acting as a super user to address requests, aiding in the seamless migration of documents, and ensuring that documents are stored appropriately and in compliance with the standards set. Furthermore, the incumbent will
be responsible for providing training whenever requested, thereby contributing to the comprehensive utilization of SharePoint across the organization.
Main duties
PMER framework, standards, and tools
• To improve capacity in PMER processes and tools as laid out in the LWF PMERL manual, including:
o project cycle management for projects supported by a diverse variety of donors
o development of M&E plans, with a focus on indicator tracking
o putting in place feedback and learning loops for field staff, partner organizations and the populations we seek to serve
o alignment of project M&E with the global PMER framework for LWF World Service
o Support PMERL processes and systems at country and project levels, such as strategy reviews and work planning
• To effectively and efficiently work with relevant colleagues to ensure that good quality PMER data within the online system is kept updated and aggregated reports/plans are produced and uploaded on-time.
• To assist in improving the quality of proposals and results-based reporting
• To increase accountability, coherence and cooperation in the data collection, management and sharing of PMER data among Country/Emergency Programs
• Contribute to the preparation of global processes:
o Program Budget Overview
o Annual Performance Reports
o Collective Outcome Framework
o Country Annual Plan
o Etc.
Data Management
• Contribute to the development and implementation of the Q&A team’s digitalization work
• To improve the quality of PMER data collection and analysis:
o Assist in rolling out ActivityInfo
o Develop M&E plan and related to it the data collection plan that forms the base for using ActivityInfo
o Support the development of project specific and standard questionnaires
o Support the interpretation and use of data with dashboards and other reports.
o Support the compilation and analysis of Country Results Framework (CRF) data and report
Responsibilities in SharePoint Implementation:
• Lead SharePoint documentation efforts, collaborating with the four Country Programs to devise strategies for seamless document migration to their respective SharePoint sites.
• Establish and maintain the appropriate level of permissions for libraries and sites within Country Programs, ensuring data security and access controls.
• Deliver comprehensive training and ongoing support to Country Programs, fostering proficiency in SharePoint usage among team members.
• Assume the role of a super user for Country Programs, serving as the go-to resource for addressing issues related to SharePoint utilization.
• Oversee and enforce proper document storage practices, guaranteeing organizational compliance and efficient retrieval of information.
Learning and communicating, knowledge management
• To support analysis of qualitative and quantitative outcomes achieved at project and programme level
• To support processes that PMER data lead to collective learning at relevant levels through innovative interface, interaction, and visualisation
Special duties As may be assigned by the supervisor.
Major Challenges
• Global Team Integration: Balancing global team participation with tailored support for four Country Programs is challenging, requiring effective communication and collaboration strategies
Working inside of two units needs good cooperative management of the unit leaders. And challenges time management.
Required Qualifications
University degree in international development, information management, social science, statistics, or project management.
Excellent command of both, written and spoken French
English working knowledge
Knowledge of local languages (Arabic, Fufuldé, Sango, etc.) is an added value
Additional Study and Experience
•At least 3 years’ experience with PMERLA, digitalization and data management responsibilities, preferably in an NGO or international environment
•Proven experience working with online M&E systems and digital data collection tools
•Proven experience as a trainer on PME standards, tools, and procedures, both in-person and via virtual means
•Proven experience of using web-based systems, and digital data collection tools, such as ( ActivityInfo, SurveyCTO, KOBO)
•Proficient in Excel
•Familiarity with document management and online systems, with a preference for expertise in SharePoint.

Position Environment and Dimensions
The team for Quality and Accountability (Q&A), is part of the LWF World Service and plays a key role in ensuring programming, learning, and accountability at all levels. The Q&A team has working units on PMERL, DDM (Digital Data Management) and Complaints and Safeguarding and is highly decentralized.
Internally, the position holder will be part of the Global PMERL and DDM unit, working closely with theChad and, Cameroon Country Programs and the respective Regional Programme Coordinator in Geneva.
Externally, the position holder relates with LWF related agencies and other institutional donors, and networks focused on Q&A as appropriate.
