Job Description

Background
The Cost of Hunger study was originally conducted in the Latin America and Caribbean region and successfully implemented by the Economic Commission for Latin America and the Caribbean (ECLAC) with the support of WFP in 2004. Based on the successful experiences and results yielded from the Latin American study, WFP and ECA collaborated with the African Union (AU) to adapt the study for the African context. The Cost of Hunger Study model used in Latin America was reviewed by a joint taskforce of experts in Addis Ababa, Ethiopia, including representatives from various divisions at ECA, UNICEF, the World Health Organization, and the African Center of Statistics and adapted the model to African conditions. The model was further reviewed and approved by the African Taskforce on Food and Nutrition Security whose membership includes the AUC, NEPAD, UN agencies, NGOs, and Regional Experts, that serves as a high-level resource on nutrition on the continent.
The study has been completed and launched in 21 countries and the results from these countries indicate economies suffered an estimated loss of between 1.9 percent and 16.5 percent of GDP each year associated with undernutrition. Results also indicated that child mortality associated with undernutrition has reduced countries’ workforce by up to 13.5 percent; and stunted children achieve up to 3.6 fewer years in education, which affects their chances of getting a good job in later life. At regional level, the WFP Africa Union Global Office, Addis Ababa is a key member of the Regional Team, and WFP-based staff work actively on the project. At national level, the WFP country offices are providing financial and technical support to the government teams to organize and implement the study.

STANDARD MINIMUM QUALIFICATIONS
Education: Do you have university degree in a university degree at graduate level in economics, statistics, sociology, nutrition or other relevant fields, or first university degree with additional years of related work experience and training/courses in the relevant field?
Experience: Do you have at least 3 to 5 years of relevant professional experience in areas related to humanitarian and/ or development aid?
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
JOB PURPOSE
The purpose is to conduct and organize various activities related to the project, including liaising with national implementation teams to support the data collection process; providing technical support to national implementation teams; drafting and editing reports; and supporting in the coordination of workshops and meetings in the country. The consultant will need to become familiar with a methodology and the model used which is used to estimate the social and economic impact of child undernutrition in Africa.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the overall supervision of the NIT Focal person and in close coordination of the Regional Team the consultant will perform the following tasks: • Serve as the main technical focal person for, data collection from various ministries and analysis;
Support the processing of data on SPSS to produce tables and information relevant for the project and revise socioeconomic data to summarize context for national reports.
Serve as the key interface between the Cost of Hunger Regional Team and the national implementation teams; manage project activities and timelines;
Assist in drafting country-level and regional reports; • Support planning of high-level report launch events and program briefings;
In a team effort, organize and service technical training workshops and other meetings. (Prepare concept notes, background documents and proceedings etc…)
Perform other duties as assigned by the coordinator of the project and/or the lead technical expert;

Applicants should possess excellent analytical skills and modelling experience;
Working experience with government ministries, intergovernmental organizations and NGOs;
Knowledge of various statistical packages such as SPSS is an asset;
Excellent interpersonal skills and a team player who can operate successfully in a multinational environment;
Service-oriented, challenge-driven, proactive and able to work with minimum supervision;
Technical knowledge of nutrition and food security issues preferred;
Should possess written and oral communication skills in French; knowledge of English is an asset
