CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A TECHNICAL ADVISOR FOR UNIVERSITY COOPERATION IN THE FIELD OF LAND GOVERNANCE IN CENTRAL AFRICA FOR THE PROGRAMME to Strengthen Advisory Capacity for Land Governance IN AFRICA (SLGA) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH BASED IN YAOUNDE.
As part of its activities in Yaoundé, the Strengthen Advisory Capacity for Land Governance IN AFRICA (SLGA) programme of GIZ is looking for a University Cooperation Technical Advisor in the field of land governance in Central Africa.
Overall responsibilities
The position holder is responsible for:
- Focal point of the GIZ program “Strengthening Advisory Capacities for Land Governance in Africa (SLGA)” in Central Africa at the department for Geography at the University of Yaounde 1, in Yaoundé, Cameroon;
- Monitoring of SLGA activities in the region;
- Coordinating activities with local, regional and international stakeholders in relation to the establishment of NELGA (Network of Excellence on Land Governance in Africa) in Central Africa;
- Supporting the university in implementing its activities as a NELGA node;
- Liaising with the NELGA secretariat ensuring synergies and joint activities;
- Coordination of cooperation between University of Yaounde 1 and other NELGA nodes and support to overall coordination of NELGA on continental level through knowledge exchange and joint activities with nodes in other African regions.
In this context, the position holder fulfils the following tasks:
- Specific Tasks
- Establishment of NELGA in Central Africa
The position holder will
- Support University of Yaounde 1 to serve as a NELGA regional Center of Excellence in Land Governance in Central Africa;
- Assist the department in conducting national and regional land governance related policy dialogues with government organizations, research institutions, civil society and other academia;
- Support networking activities and academic exchange with other relevant Central African universities and networks as well as with relevant stakeholders outside of Africa;
- Cooperation and liaison between NELGA Central Africa Node and other NELGA nodes, including representing Central Africa at regional and international conferences and Steering Committee Meetings, and co-organizing joint continental activities together with other NELGA regions in Africa;
- Support the department to establish communities of practice for land experts, policymakers and practitioners;
- Support SLGA training and education activities, including possible support to the scholarship program (PhD, MSc, short term trainings) on land governance in cooperation with the German Academic Exchange Service (DAAD);
- Support any other activities in relation to its functions as a NELGA regional hub;
- Coordinate collaborative research activities in Central Africa
- Support and coordinate capacity development activities on country level within the node
- Other SLGA activities, Information and Knowledge Management, M&E
The position holder will
- Support the department in communicating and facilitating knowledge management and information exchange with the regional NELGA nodes and the NELGA secretariat in Addis Ababa, Ethiopia;
- Assist the department in facilitating information and knowledge exchange with other SLGA partner institutions in including African Land Policy Center (ALPC) and others.
- Inform the GIZ country offices regularly about SLGA activities in Central Africa and cooperate closely with relevant GIZ programs in the region;
- Report regularly to the SLGA project management about progress and challenges of the project implementation;
- Assist in the implementation of the M&E system for SLGA including the collection of relevant monitoring data and financial reporting.
PROFIL REQUIS
- Required qualifications, competences and experience
Qualifications
- Master’s degree in land governance, agriculture, law, sociology, geography or similar discipline.
Professional experience
- Minimum 4 years’ experience in implementing land governance projects in Africa;
- Experience in collaborating and/or working with international organizations.
Other knowledge, additional competences
- Excellent communication skills both written and oral in French and English;
- Willingness for frequent travel within Africa;
- High level of independence, self-initiative, integrity, drive and accountability;
- Computer skills in office applications;
- Good intercultural communication and capacity to work in inter-disciplinary environments;
- Strong team orientation and flexibility to assume new tasks.

Contract duration : Two years
The position belongs to Band 4 of the GIZ compensation system.
