CALL FOR CONSULTANCY
For the Recruitment of a Consultant-Trainer for the development of a tool and
capacity building of Civil Society Organizations in terms of advocacy for
domestic fundings allocated to the fight against malaria in Cameroon
Location : Yaounde – Cameroon
Contract Duration: Two (02) Months: From 15th October to 15 December 2025

CONTEXT:
Impact Santé Afrique (ISA) is a non-profit association based in Africa whose main
objective is to contribute to the improvement of the population’s health by
implementing transformative and sustainable programs that will save lives and

Impact Santé Afrique (ISA) coordinates the platform of Society Civil Organizations
(CSOs) for malaria elimination.
As part of the process of the capacity building of civil society organizations for
domestic resource mobilization, ISA in collaboration with the National Malaria
Control Program, is looking for an exceptional consultant/trainer to develop the
training tools.
I.
Objectives
The main objective of this consultancy will be to develop a training tool for Civil
Society Organizations to strengthen their skills in effective advocacy, adapted to the
context of Cameroon, for the mobilization of domestic funding for malaria control.

II. Functions and responsibilities of the consultant-trainer
Under the supervision of the Senior Project Coordinator, the Consultant-Trainer will
have to carry out the following tasks:
1. Describe the process of budgetary allocation for health by the
Cameroonian government. What are the different steps involved in the
voting of the annual budget allocated to health and the different
stakeholders in this budgetary allocation process, including the
different deadlines?
2. Identify allies, challenges and opportunities for civil society in advocacy
for domestic financing by the State in favor of health in general and
the fight against malaria in particular in Cameroon.
3. Design a suitable tool for the training of civil society actors in advocacy
for domestic resource mobilization.

4. Validate the training tool with civil society actors, adapt it based on
their feedback and propose a plan for promoting its use to improve their
capacities in advocacy.
5. Strengthen the capacities of civil society actors targeted in advocacy
so that they can effectively advocate with the government for the
mobilization of additional domestic resources.
6. Conduct a 3-day hybrid training, intended for Civil Society
Organizations in Cameroon, on domestic financing for malaria control.
At the end of the training, accompany civil society organizations to
develop a SMART advocacy action plan for implementation over 2 years
with clearly defined success indicators.
III. Key results and expected deliverables:
➢ Document describing the budgetary allocation process for health:
diagram specifying the different actors, the periods of the budgetary
allocation process in Cameroon.
➢ Detailed training programme: content, methodology, teaching
materials and logistics.
➢ Training material: presentations, training materials, guides or fact
sheets.
➢ Content of the SMART action plan: specific, clear and achievable
document for implementation over two years, with success indicators.
➢ Report of the training session: summary, participant feedback,
evaluations and recommendations.
➢ Final report of the mission: summary of activities, results, highlights,
recommendations for monitoring and sustainability.
Period of the consultancy mission
This consultancy mission will take place from Monday, October 15 to December 15,
2025.

V. Consultant’s Profile
The desired expertise will focus on the recruitment of a Consultant-Trainer whose
qualifications and skills are presented as follows:
➢ Experience in communication and advocacy with a bachelor level
➢ Proven experience in the field of public health with expertise on issues related
to analysis and optimization of processes,
➢ Good knowledge of the health system, its functioning, its organization, and
the different actors that make it up,

➢ Good knowledge of the organization of the health system in Cameroon, the
different actors and financing mechanisms,
➢ Ability to draft reports and clear and precise presentations,
➢ Experience in workshop facilitation, training and coordination of multisectoral
partners in the field of health, leadership qualities and consensus-building
skills;
➢ Perfect oral and written mastery of French and English;
➢ Good writing, analysis and synthesis skills;
➢ Familiarity with remote meetings and conferenceapplications.

VI. Application file
➢ A dated and signed CV, including 3 professional references;
➢ A technical sheet presenting the methodology used and the schedule of
activities (2 pages maximum);
➢ A financial offer (maximum 1 page).

VII. Evaluation of the offers
The evaluation of received offers will be based in particular on the following criteria:
➢ The candidate’s experience in conducting missions similar to those
specified in these terms of reference;
➢ Understanding the expectations of the mission and the proposed
intervention methodology;
➢ The proposed financial offer.
