Logistics Officer (contracting) will implement a plan for each contract and will work closely with the Head of Logistics, operations team and logistics staff in the Field Offices in defining a logistics contracting strategy that comprehends the operational challenges and promotes a competent and competitive service providers selection to ensure timely and cost-effective deliveries of WFP cargo. Logistics Officer (contracting) advises on a wide spectrum of complex issues related to contracting of logistics services and contract management and proposes solutions.<\/p>\n\n\n\n<p>The Logistics Officer will also lead the Transport Market Assessment exercise both at overland corridors and regional inland corridors to scope out the transport market availability, price factors and come up with solution to improve the efficiency of the utilization and timely availability of transport capacity across GoE overland and WFP operations.KEY ACCOUNTABILITIES (not all-inclusive)<\/p>\n\n\n\n<ul><li>Overall responsible for contracting of all logistics services for Cameroun Country Office.<\/li><li>Work closely with the Head of Logistics in defining a logistics surface contracting strategy that comprehends the operational challenges and promotes a competent and competitive service providers selection.<\/li><li>As a high priority, undertake comprehensive transport market assessments at both overland and inland corridors,&nbsp;to improve the efficiency of the utilization and timely availability of transport capacity across GoE overland and WFP operations.<\/li><li>Undertake comprehensive logistics market assessments and shortlisting exercises in coordination with the relevant Logistics Officers.<\/li><li>Coordinate (with the relevant Logistics Officers) the updating of Request for Quotation (RFQ) templates to reflect any changes in terms and conditions which are operationally necessary. Where possible solve identified operational problems by enhancing\/clarifying\/improving RFQ clauses in coordination with the HQ.<\/li><li>Develop and continuously improve Scope of Work\/Terms of References for logistics services to ensure accuracy and completeness.<\/li><li>Issue RFQs as and when necessary to shortlisted companies, analyze offers and in conjunction with the Head of Logistics and relevant parties agree on proposals to the Local Transport Committee (LTC).<\/li><li>Analyze and interpret complex contract terms and conditions, advising on their impact and associated risk and liability to staff at all levels.<\/li><\/ul>\n\n\n\n<p>DELIVERABLES BY END OF APPOINTMENT PERIOD<\/p>\n\n\n\n<ul><li>Comprehensive transport market assessment performed at both overland and inland transport corridors;<\/li><li>Effective logistics service contracts established with appropriate service provider performance tracking and management system;<\/li><li>Ensure accurate logistics service rates and value are incorporated in the Supply Chain Matrix for the 5 year CSP plan (2020 \u2013 2025) for Cameroun.<\/li><\/ul>\n\n\n\n<p>STANDARD MINIMUM QUALIFICATIONS<\/p>\n\n\n\n<p>Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related demonstrated professional work experience and understanding of relevant functions.<\/p>\n\n\n\n<p>Languages: Fluency in&nbsp;oral&nbsp;and written communication in English.4Ps CORE ORGANISATIONAL ROLE<\/p>\n\n\n\n<p>Working Experience:<\/p>\n\n\n\n<ul><li>5&nbsp;years&nbsp;of relevant professional post-graduate experience in logistics \/ supply chain.<\/li><li>Prior work experience in a contract management role, such as purchasing or contracting in a complex environment managing contracts on provision of repackaging system, provision of manpower services and river transport services.<\/li><li>Experience&nbsp;in commercial or humanitarian transportation sectors.<\/li><li>Experience monitoring and reporting on transport and freight market conditions and trends.<\/li><li>Experience coordinating procurement and transportation processes with other units\/ teams.<\/li><li>Experience working with corporate systems (databases, software).<\/li><\/ul>\n\n\n\n<p>Technical skills:<\/p>\n\n\n\n<ul><li>Knowledge of Supply Management preferable in a developing country context.<\/li><li>Knowledge of Fraud Prevention preferably supported by the relevant trainings\/certifications.<\/li><li>Ability to systematically analyze complex problems, draw relevant conclusions and implement appropriate solutions.<\/li><li>Knowledge of procurement process from procurement planning to execution to contract management and administration, including procurement methods and&nbsp;tolls of good procurement
