{"id":7242,"date":"2020-09-25T03:45:16","date_gmt":"2020-09-25T01:45:16","guid":{"rendered":"https:\/\/louma-jobs.com\/cm\/?post_type=emplois&#038;p=7242"},"modified":"2020-09-25T03:45:16","modified_gmt":"2020-09-25T01:45:16","slug":"job-title-head-of-program-quality","status":"publish","type":"emplois","link":"https:\/\/louma-jobs.com\/cameroun\/recrutements-emplois-stages\/2020\/job-title-head-of-program-quality\/","title":{"rendered":"Job Title: Head of Program Quality"},"content":{"rendered":"<p>JOB DESCRIPTION<\/p>\n<p>Job Title: Head of Program Quality<\/p>\n<p>Number of positions: 01<\/p>\n<p>Employer: NECC (KIDSS Project)<\/p>\n<p>Supervisor: The National Project Coordinator<\/p>\n<p>City\/Country: Yaound\u00e9, Cameroon<\/p>\n<p>Posting Date: 16\/09\/2020<\/p>\n<p>Expected start date: 15\/10\/2020<\/p>\n<p>PROJECT SUMMARY<\/p>\n<p>Funded by the Presidential Emergency Plan for Fighting AIDS (PEPFAR) through the United<\/p>\n<p>States Agency for International Development (USAID), Catholic Relief Services (CRS) has been<\/p>\n<p>the prime implementing partner for the Key Interventions to Develop Systems and Services for<\/p>\n<p>Orphans and Vulnerable Children (KIDSS) Project in Cameroon since 2014.<\/p>\n<p>Following the 3 \u2013 year transition funding just received by CRS (until March 2023), the National<\/p>\n<p>Episcopal Conference of Cameroon (NECC) has been chosen as a potential localization prime<\/p>\n<p>partner for the implementation of the USAID \/ PEPFAR OVC program in Cameroon beyond<\/p>\n<p>March 2023. Under the shadows of CRS, NECC will progressively take control of the KIDSS<\/p>\n<p>project.<\/p>\n<p>The KIDSS project aims to provide holistic and sustainable care for orphans and other vulnerable<\/p>\n<p>children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon<\/p>\n<p>(GRC), civil society organizations, communities and households to provide quality care and<\/p>\n<p>support to children and their families infected and affected by HIV.<\/p>\n<p>KIDSS currently partners \/collaborates with 24 local implementing partners, the Government of<\/p>\n<p>Cameroon and other stakeholders to reach OVC and their families in 32 health districts across nine<\/p>\n<p>regions of Cameroon. The program includes prevention and case finding activities for OVC,<\/p>\n<p>community support to enable linkage to care of infected children and adolescents, as well as to<\/p>\n<p>improve retention of children and adolescents living with HIV who have been enrolled into care<\/p>\n<p>and treatment.<\/p>\n<p>NECC therefore seeks to recruit a qualified personnel to serve as the Head of Program Quality.<\/p>\n<p>The details of the job description is as seen below.<\/p>\n<p>The Head of Program Quality is mainly responsible for coordinating the 4 technical domains of<\/p>\n<p>the KIDSS project (Healthy, Safe, Stable and Schooled domains) necessary to build the resilience<\/p>\n<p>of OVC and their families using the case management approach. S\/he will have as main<\/p>\n<p>responsibility to ensure that services provided to OVC households meet the required PEPFAR<\/p>\n<p>standards and contribute towards meeting the 95-95-95 UNAIDS targets. S\/he will be required to<\/p>\n<p>work in close collaboration with the Head of Administration and Finance when needed to support<\/p>\n<p>the national project coordinator in managing the overall KIDSS project at NECC.<\/p>\n<p>Job Responsibilities<\/p>\n<p>Project Management<\/p>\n<p>\uf0b7 Assist in strategic decision making for the key PEPFAR service domains (healthy, safe,<\/p>\n<p>schooled and stable).<\/p>\n<p>\uf0b7 Monitor the progress of the project through field visits (approximately 30% time) and<\/p>\n<p>meetings with partners and project participants.<\/p>\n<p>\uf0b7 Document visits and meetings in trip reports.<\/p>\n<p>\uf0b7 Review partner reports and provide constructive feedback in a timely manner.<\/p>\n<p>\uf0b7 Organize and participate in periodic internal and external evaluations.<\/p>\n<p>\uf0b7 Ensure timely and accurate reporting by sub recipients and sub grantees.<\/p>\n<p>\uf0b7 Participate in strategic analysis and planning.<\/p>\n<p>\uf0b7 Explore opportunities for cross sector integration and private sector engagement<\/p>\n<p>Partnership &amp; Capacity Building<\/p>\n<p>\uf0b7 Assess, monitor and strengthen the technical capacity of partners.<\/p>\n<p>\uf0b7 Provide technical assistance to partners.<\/p>\n<p>\uf0b7 Carry out institutional capacity and needs assessments with existing and future partners.<\/p>\n<p>\uf0b7 Identify technical training needs for partner staff and project participants, organize and<\/p>\n<p>participate in training as required.<\/p>\n<p>Project M&amp;E:<\/p>\n<p>\uf0b7 Support the development of detailed implementation plans and monitoring and reporting<\/p>\n<p>tools with program participants, including the Technical Working Groups.<\/p>\n<p>\uf0b7 Manage evaluation team for evaluations and share learning with stakeholders.<\/p>\n<p>\uf0b7 Participate in accountability mechanisms between project and participants.<\/p>\n<p>\uf0b7 Participate in the development of annual work plans, quarterly reports, and annual reports<\/p>\n<p>for implementing partners.<\/p>\n<p>\uf0b7 Support the documentation of best practices and success stories.<\/p>\n<p>\uf0b7 Take part in participatory analysis of KIDSS program outcomes and impact for learning<\/p>\n<p>and strengthening partners.<\/p>\n<p>MINIMUM QUALIFICATIONS<\/p>\n<p>Education and Experience<\/p>\n<p>\uf0b7 Master\u2019s degree in the Social Sciences, or related degree required, MPH preferred. A<\/p>\n<p>Medical Doctor (MD) certificate will be a plus;<\/p>\n<p>\uf0b7 At least 6 years of experience in designing and managing HIV projects;<\/p>\n<p>\uf0b7 Experience in OVC programs is a distinct advantage.<\/p>\n<p>\uf0b7 Experience in basic M&amp;E concepts including indicator development, tool development,<\/p>\n<p>reporting systems strengthening, and data quality assessments;<\/p>\n<p>\uf0b7 Experience in data collection, aggregation, analysis, and report writing;<\/p>\n<p>\uf0b7 Experience in institutional capacity strengthening and Quality Improvement Concepts;<\/p>\n<p>Personal qualities<\/p>\n<p>\u2022 Proactive, results-oriented and service-oriented.<\/p>\n<p>\u2022 Good communication and interpersonal skills.<\/p>\n<p>\u2022 Good planning and organizational skills.<\/p>\n<p>\u2022 Good ability to transmit knowledge.<\/p>\n<p>Required \/ Desired Language: Must be bilingual with a working knowledge of English and<\/p>\n<p>French.<\/p>\n<p>Travel required: 30% of trips within Cameroon.<\/p>\n<p>KEY WORKING RELATIONSHIPS<\/p>\n<p>Supervisor: The National Project Coordinator<\/p>\n<p>Internal: The Head of Administration and Finance, the Bursar, the Internal Controller, the<\/p>\n<p>Secretary General of NECC and his deputy, the rest of the KIDSS \/ NECC Project staff.<\/p>\n<p>External: All stakeholders of the KIDSS Project.<\/p>\n<p>NECC-wide skills (for all NECC staff):<\/p>\n<p>These are rooted in NECC&rsquo;s mission, values and guiding principles and are used by each staff<\/p>\n<p>member to fulfill their responsibilities and achieve the desired results.
