IOM\u2019s mission is to promote humane and orderly migration for the benefit of all, offering services and expert advice to both governments and migrants.<\/p>\n<p>The RRR project strengthens Cameroon\u2019s migration governance by developing a national migration policy, enhancing institutional capacities for return, readmission and reintegration (RRR), and supporting holistic reintegration pathways. A major innovation under the project is the integration of a\u202fdigitalization component, including the development of an\u202fEconomic Opportunities Digital Tool\u202fand telecom-enabled mechanisms for communication, case follow-up, and access to services.<br \/>\nComplementing this, the MPRR programme supports large scale individual reintegration and provides essential operational structures aligned with the integrated approach to reintegration.<\/p>\n<p>The\u202fReintegration Assistant \u2013 Telecom Partnerships &amp; Digitalization\u202fwill support the digital transformation of the reintegration portfolio and ensure that telecom partnerships, digital tools and digital learning pathways are fully operational and accessible to beneficiaries and partners.<\/p>\n<p>Responsibilities<br \/>\nWork closely with Cameroon\u2019s telecom regulator (ARCEP) to negotiate practical partnerships with the country\u2019s major mobile network operators (MTN, Orange, Nexttel, and Camtel) to secure subsidized smartphones, affordable data packages, dedicated USSD\/SMS services,, and zero-rated (free) access to the digital reintegration platform via USSD, WhatsApp Pro integration, and web\u2014solutions tailored to Cameroon\u2019s mobile-first context, where near-universal mobile penetration contrasts with limited internet access, especially in rural areas (estimated at just 41% as of 2025).<br \/>\nOversee the complete distribution process for connectivity kits, including IMEI and serial number registration (building and maintaining a consolidated database), stock management, warranty tracking, and after-sales support \u2014 all in full compliance with IOM supply chain procedures and in close coordination with the on-site asset manager.<br \/>\nForecast device and connectivity needs in coordination with the Supply Chain team, based on historical usage patterns and projected returnee inflows across priority regions (Centre, Littoral, West, Adamawa, East, Far North); simultaneously monitor telecom service quality and network coverage in these areas, swiftly addressing outages and performance issues through established rapid-escalation channels with operators in coordination with the Cameroon\u2019s telecom regulator (ART)<br \/>\nSystematically map active digital inclusion initiatives in Cameroon\u2014including EU\/Team Europe programs, ITU digital transformation projects, ILO\u2019s digital TVET offerings, and local fintech\/skilling hubs\u2014to identify synergies with reintegration pathways.<br \/>\nDesign linkages between returnees and digital upskilling, e-entrepreneurship, e-learning platforms (e.g., Orange Digital Centres, UNDP\u2019s YouthConnekt), and remote coaching systems.<br \/>\nDesign a high-impact, low-cost Reintegration Digitalization Roadmap by leveraging existing national digital infrastructure and zero\/low-cost public services (MINPOSTEL, MINJEC, MINEFOP, MINPMEESA) to accelerate IOM reintegration outcomes while cutting operational costs by 30-40%. Deliver a phased rollout plan, zero-cost partnerships, streamlined workflows, and field-ready guidelines fully aligned with the RRR project\u2019s social, economic, and green pillars.<br \/>\nRepresent IOM in national digital working groups, UN Network on Migration, and multi-stakeholder forums; lead coordination with EU Delegation, ITU, ILO and private-sector partners to align activities, prevent overlap, organize joint capacity-building events (trainings, demos, field missions), and advocate for migrant-inclusive digital policies.<br \/>\nIn coordination with the Information Management and Communications teams, design and produce engaging, non-technical, storytelling-based visibility materials (success stories, infographics, interactive dashboards) that effectively highlight digital reintegration achievements for senior leadership, donors, and civil society, while strictly enforcing IOM data protection, privacy, and beneficiary consent standards at every stage of the process.<br \/>\nQualifications<br \/>\nEDUCATION<\/p>\n<p>BMaster\u2019s\/MBA strongly preferred in Telecommunications, Business, Economics, or related field, combined with at least seven years of progressive experience in the African telecom\/ICT sector, including minimum 2 years in business development, regulatory affairs or partnership roles; full professional fluency in French and English required.<br \/>\nEXPERIENCE<\/p>\n<p>A minimum of Seven years of progressive professional experience in one or more of the following areas: telecom partnerships, digital public goods, ICT for Development (ICT4D), digital ecosystem mapping, or digital service delivery in low-resource or emerging-market settings.<br \/>\nDemonstrated experience designing, negotiating, or managing collaborations with mobile network operators (e.g., MTN, Orange, Nexttel, Camtel) and digital service providers\u2014including initiatives involving zero-rating, USSD\/SMS platforms, mobile money, or digital onboarding tools.<br \/>\nProven ability to operationalize digital inclusion strategies that account for infrastructure constraints, user affordability, and regulatory frameworks\u2014particularly in Cameroon or comparable Francophone West\/Central African contexts.<br \/>\nPrior engagement with EU-funded, multilateral, or donor-supported development projects (e.g., from IOM, UN agencies, World Bank, or Team Europe initiatives), with a focus on digital innovation, migration, or economic reintegration.<br \/>\nFamiliarity with humanitarian, migration, or reintegration programming\u2014including an understanding of the socio-economic challenges faced by returning migrants and the role of digital tools in enabling dignified, sustainable reintegration.<br \/>\nSKILLS<\/p>\n<p>Relevant cultural intelligence with proven ability to navigate diverse African Culture and international stakeholder environments within the Country Cameroon, including politically sensitive and resource-constrained contexts<br \/>\nSophisticated diplomacy, conflict resolution, and long-term relationship management across governments, regulators, C-level
